We are an ageing population which means we are vulnerable to the many infectious diseases which abound. Also bear in mind and reported this morning that because of our high level of non communicable diseases even more so. It has been reported several cases of foot in mouth and mouth disease. It seems we will be challenged by the pestilence of the times read our current human state.

Brendan Bain
B.Sc. (Physiol.),MBBS DM, MPH, Dip. Med.Ed.Brendan Bain is the Principal Investigator on the CDC grant to support the launch of the Caribbean Health Leadership Institute. He helped to start the UWI HIV/AIDS Response Programme (UWI HARP) in 2001 and serves as its Lead Coordinator. He also directs the Regional Coordinating Unit of the Caribbean HIV/AIDS Regional Training (CHART) Network, part of UWI HARP. He is one of the pioneers in Clinical Infectious Disease practice in the Caribbean and was responsible for launching the first medical clinic dedicated to the care and treatment of persons living with HIV/AIDS in Jamaica.
Dr. Bain was the inaugural Sub-Dean for Student Affairs in the Faculty of Medical Sciences at UWI, Mona. He was the first non-Dean to serve as Chair of the M.B., B.S. Curriculum Committee and the first Professor of Community Health. Currently, he is an Adjunct Professor in the Department of International Health at the Boston University School of Public Health, a member of the Technical Working Group on HIV/AIDS of the Pan-American Health Organisation and a founding member of the Board of the Trans-Caribbean HIV/AIDS Research Initiative.Between 1999 and 2005, he was Head of the Department of Community Health & Psychiatry, the department responsible for Public Health training programmes at UWI. During his tenure as Head, the department contributed significantly to the revision of the medical curriculum and was recognized for high quality teaching and outstanding original research.
Dr. Bain is co-author of the book, Education and HIV/AIDS in the Caribbean (UNESCO and Ian Randle Publications, 2005) and principal author of the Caribbean HIV/AIDS Regional Training (CHART) Network Strategic Plan, 2007-2011. He is a founding director of the community based organization, Family Life Ministries, and was a talk-show host on the live programme, Family Time, on Radio Jamaica between 1986 and 2006. He and his wife, Pauline have three adult children and three granddaughters. He enjoys playing the piano and is an elder at his local church.

Where is your proof regarding St. James? And how would the entire Caribbean community know about St. James, unless a cunny like you yourself open big, and blister Barbados in the States? I have heard from the days of my youth that St. James had a significant number of bullers there, but yet I have worked as well as attended the Skilled Training Program there in the early 80’s. And I have never seen bullers in great numbers as I have seen them in the Bank Hall area. So put on your think cap and examine with a strict scrutiny, this urban legend which falls flat on its face under the scrutiny of empirical evidence. I have been in the States close to thirty years now and I have never heard such imbecility. I must admit though that from time to time, I do run into a few Jamaicans, who believe that we still eat monkey in Barbados. The Caribbean is impregnated with people who choose to do with their bodies as their please. And for you to characterized Barbados as this oasis of immorality ought and must be repudiated at all cost. Out of all of the egotistical nincompoops that I have dealt in recent years, I must say that compared to you there is any comparison. But it is not your fault GP. Nature just dealt you a low blow.

UWI & THE OTHER AIDS VIRUS
“The direct and indirect financial costs of sexually transmitted infections from both a personal and a Public Health or community viewpoint are of significance.” (Prof. Brendan Bain in his report to the Supreme Court in Belize, p.13)
When a UWI group behaves the way Prof. Nigel Harris’ committee has behaved then it is just possible they are all afflicted with the other AIDS virus – Acquired INTEGRITY Deficiency Syndrome. I picked up this acronym over 15 years ago from an author I have now forgotten but I suspect it was Gene Antonio in The AIDS Cover-up.
Why this broadside against my intellectual superiors? Well, it seems to me, having read Bain’s report to the Belize court, that the UWI committee surrendered logic to political correctness.
I have searched but still cannot find the factual or logical flaws in Prof. Brendan Bain’s report that would justify the unclarified ‘displeasure’ of the Gay Advocacy groups (Pepto Bismol or Yoga anyone?). Nor am I clear on the bases of the committee’s decision to dismiss Prof. Bain.
What struck me from the report is Bain’s concern in principle and practice for MSMs (men who have sex with other men). Prof. Harris and his team ought to know the truth of what the preface to Bain’s report says “Since 1983, he [Bain] has provided clinical care to men and women living with HIV and AIDS, accepting patients of all sexual persuasions, regardless of their reported sexual practices.” (p. 1, my emphasis).
Interestingly, for every piece of clinical research mentioned by Prof. Bain in support of his written expert testimony, the Court was provided with a copy of the actual study cited.
Against the spurious allegation by some about ‘conflict of interest’ ponder this excerpt from p. 2 of the report “In 2003, [Bain] was invited by a United States Government team to lead the Regional Coordinating Unit of the Caribbean HIV/AIDS Regional Training (CHART) Initiative…Attitudinal training is a central part of the CHART curriculum, with anti-stigma and anti-discrimination training being paramount.” ( my emphasis)I guess what has prompted the ‘displeasure’ of the Gay Advocates and exerted unwarranted pressure on Prof. Harris’ committee were the blunt but incontrovertible facts about the risky sexual behaviours of MSMs provided by an expert caring practitioner who is concerned about the personal health and life of MSMs and the concomitant impact of certain behaviours on Public Health.
This is what Prof. Bain said on p. 7 “Several of the behaviours described in the preceding paragraphs are unsafe and therefore unhealthy because they create an unacceptable level of risk of acquiring and spreading infectious diseases that compromise the health, and in some instances the life, of the infected person and the person’s partners.” Is this not concern and love, at least in principle?
The “preceding paragraphs” said in part, BRACE YOURSELF FOR THIS NOW, “A variety of other actions have been reported in some cases of male-male sexual contact; these include mouth-anal contact, and golden showers (urination on another person). In a small proportion of reported cases, there is scat (defecation on another person) and in a few cases, felching (sucking or eating semen out of someone’s anus).” Here Prof. Bain cites a study reported in the British Journal of Venereology in 1981. This is either factual or not! If factual should this seasoned Public Health specialist and care-giver surrender his concern to political correctness?
One thread of Prof. Bain’s testimony is the need to reckon with the possible Public Health implications of risky sexual behaviours even when done in private between consenting adults. I’ll let him speak for himself.At the bottom of p. 7 into p. 8 after mentioning the importance of a person’s infection status he advises “When a person does not know his sexual partner’s status, privacy is not sufficient to guarantee safety. Another factor that increases the risk of transmission of sexually transmitted infections is intimate sexual contact with multiple partners. Privacy does not offer protection from this risk.”
I would be tempted to add ‘unprotected’ before ‘sexual contact’ but I could be missing a deeper/wider point the professor has in mind.Prof. Bain’s testimony provides evidence that in Belize, Jamaica, the Netherlands, the USA and France, the rate of new HIV infections in MSMs is higher than that of other men, women and even intravenous drug users.
Viruses are tricky to deal with clinically and so Prof. Bain warns that “…the majority of sexually transmitted diseases that are caused by viruses still cannot be cured.” (p. 11)
My worry is for the intellectual health of Prof. Harris and his committee who all seem to be afflicted with the other (more deadly?) AIDS virus – Acquired INTEGRITY Deficiency Syndrome.Public Health realities ought to trump any alleged right to engage in risky sexual behaviour.

If my heterosexual husband picks up a dozen sexually transmitted infections from his nasty outside woman his doctor cannot tell me either. Long, long before the HIV/AIDS epidemic I heard respectable married women complain that their husbands had “rotted out their insides”
So the doctor’s oath of confidentially has always stood.
However legislators and doctors in Barbados can work together to do what the Canadians have done.
Once a person is diagnosed with HIV he or she is put on a tax funded treatment program, and is advised not to have sex with anybody unless they first inform the partner (wife/husband/outside woman/whore/gay/straight) that he or she has HIV. The patient is required to sign a document to this effect. Failure to inform partners is a criminal offense punishable by a jail sentence.
The Canadians have had to jail a few people gay/straight/male/female for failure to inform.
This policy and practice seems to be working quite well because it is designed to help the HIV positive patient by providing him/her with treatment and counselling, by advising the patient of his or her responsibility not to infect others, and by providing criminal sanctions for those who fail to comply with good policy
The gay community is not offended, because it is a policy that is designed to protect them as well as to protect straight people and sex workers.

Simple Simon’s post at 10:04 p.m.provides a very practical strategy in the fight against HIV/AIDS. I hope that those in authority not only read Simple Simon’s suggestions but act on implementing them. That strategy appears to address the really important considerations which are: to determine the extent of the infection, provide treatment and counseling to those with the virus, protect partners who may unwittingly be exposed and make those with HIV accountable for their behaviour involving others. I would imagine that counseling would include warning to patients of any sexual or other practice which are unhealthy.
Barbados has been a leader among nations in progressive social development. We did not wait for others before introducing family planning, universal public education, state supplied health care and state regulated pension schemes. It is this history of social engineering that put us in the position of very high human development. We need to show a similar kind of profound thinking as we address AIDS, the abuse of drugs, reduction in carbon emissions, chronic non communicable diseases and food and water security among other issues.

I missed that PPT. What I find interesting about Simon’s post regarding the Canadian policy is the requirement that drug therapy for those with HIV is conditional on the informing of partners about their status. Failure to do can result in imprisonment. I am mostly concerned about those that have the virus and do not inform their partners (male or female). I know that testing, counseling and drug therapy is presently available in Barbados. What I think is missing is making those with HIV accountable for their behaviour when such endangers others. I find that there seems to be an attitude by anti-HIV activists that persons with HIV are victims without any responsibility for their situation. Those that contracted the virus through a blood transfusion or was the unsuspecting spouse of a HIV carrier or a child of a HIV positive mother may not be culpable but those that are promiscuous or indulge in illegal intravenous drug use have to accept responsibility for their situation.

Now, you and I could spend countless hours debating the dialectics of homosexuality, but at the end of the day: God prescience that Adam as well as Eve were capable of contravening His laws because He declared in Isaiah 45:7 that, I make PEACE and create EVIL….! Much more serious is the stance taken of late by homosexual groups. Just last week, Professor Brendon Bain was fired by the UWI under pressure from homo groups because he expressed his considered medical opinion on the dangers of men having sex with men.
That a university, the hallowed haven for dissenting views, should take such action is unthinkable. Worse yet, where homo groups stifle opinion by using their clout to get critics fired, they are acting not unlike a terrorist organisation.
