a. how does one determine the beneficiaries? E.g. 9/10ths negro = 9/10ths grant, DNA testing, are you a browning etc….
b. who will administer the various elements of the repatriation and more specifically? certainly not these same joker governments that have squandered away the billions of dollars in country indicative aid that they begged for or were given to stave of the communist threat by one of the mighty enslavers of all the USofA

The Citadel and the palace are landmarks in Haiti and demonstrate how resources were squandered by the new leaders of Haiti after independence. The French had by 1820 sold Louisiana (1803) to the Americans and accepted the fact that Britannia ruled the waves. Their interests in the Caribbean were a few of islands one of which about 50 years earlier had been traded for Canada because of the value of sugar!!
France today is one of the largest producers of sugar from sugar beet and history shows it was from the days of Napoleon that it developed an interest in an alternative source of sugar.

It’s just not going to happen. As the Durban Conference proved beyond doubt, there is zero possibility of consensus among what Mr. Austin calls “the coffee-coloured people”.
But we can imagine. First, there is zero possibility of cash handouts to individuals; the only conceivable mechanism is a grant to governments. Second, that mechanism must necessarily be based on a per capita count of the number of individuals, under the jurisdiction of sovereign states, who can demonstrate that they are descended from enslaved people.
In that case, by far the biggest beneficiaries of any conceivable reparations grant will be Brazil and the USA.
The UK, home to a very large number of Caribbean emigrants, would also loom large among the leading beneficiaries.

While we generally agree with the arguments for reparations. We are a bit daunted by the timing of the escalation in public actions. These come at a time when those seeking ‘transfers’ are presiding over and within economic systems that have been failing. We would like to think that this timing is an accident of history but we are afraid that the political managerial class may be seeking to use this sacred issue to deflect from the very systems they have long actively supported. Systems now failing. To us, there are never accidents of history.

He was the leader of the delegation from Barbados at the 2001 World Conference Against Racism in Durban, South Africa. Please give me an overview of your book âBritainâs Black Debt: Reparations for Caribbean Slavery and Native Genocide.â How did it come about? What prompted you to write it?
Sir Hillary Beckels (SHB:) The book is a reaction to the ten-point plan which the British use in Durban, South Africa as to why we are not entitled to reparations. They came with a ten-point plan against us. The book is really written as a response to them.
FC: And how long has the book been out?
SHB: The book has been out for six months.
FC: What has been the response? Have you sent it to any governments?
SHB:Â Yes, weâve sent it to most of the governments of the Caribbean and the Black world. And Iâve noticed a conversation is going on. It is doing its job.
FC:Â Who is the bookâs audience? Is it your common person? People simply interested in the topic whoâd like to know whatâs going on or are you targeting a high-level academic type person who is perhaps already studying the topic or conducting research?
SHB: It is a scholarly work but written in a language that the common man can understand, but yes, it is a work of scholarship. At the same time the language used, the words I have used is language that is not technical, not complicated and accessible to anyone.
FC: There are some nations you mentioned in your speech that have already declared that Blacks throughout the diaspora can repatriate, what were they?
SHB:Â Ethiopia, South Africa, Gambia, Senegal, Nigeria and Benin.
FC: I know there is a lot that goes into the decision-making and these high-level diplomatic discussions, but do you believe that this movement will achieve ultimate success? Do you have a time frame for action?
SHB:Â I have confidence that the prime ministers can have that conversation and bring it home. Once we have that summit, I think our prime ministerâs will succeed. Weâre hoping for the summer. We have to write to the governments and they have to respond. We are hoping for the summer.

However I am glad to see that Nigeria has made the first step to accept the progeny of Slavery into back into their land,however the second and third steps are required……land and money.

It is scary for me, BUT I must admit you are making many excellent points here! Reparations are a LOOOOONG shot and will never amount to much simply because the leadership have waited to the WEST is BANKRUPT!
My best advice is to try and persuade the UK et al to finance better education in the Cbean with emphasis on INNOVATION and ENTREPRENEURIAL Management, Agricultural Productivity et al programmes that have practical applications so the Cbean accomplishes the keys for success. Let’s try to ensure Integrity Legislation too so the Pols dont thief everything from the peeps.

If you have the Final Call, on the one hand, and Beckles and Caricom and the UN, on the other, we would think that Africans will get a better deal by any ideas proposed by the Final Call. To us there is no measurable difference between the former, the former slaves masters and the present slave masters.

Beckles’ (‘the scholar with the common touch’) case is that Caribbean peoples are third rate in every department because of slavery. I regard that approach as offensive and insulting. BUT can we now assert authoritatively that Beckles is third rate?
On repatriation – I can’t imagine anyone wishing to return to West Africa. They would have to be masochists, psychotic and incapable of making a rational choice – and therefore third rate specimens in Beckles’ sense. Is there then an inherent contradiction in Beckles’ approach?
