It has come as no surprise to independent observers that the Barbados government has to labour to govern as a result of its 2-seat margin. Prime Minister Stuart finds himself in a position where making decisions is heavily influenced by the political considerations. Now that the E11 faction has been effectively quelled and its whip – Minister of Finance Chris Sinckler – had to publicly throw himself at the mercy of the Prime Minister in the Big Interview with the Nation newspaper, an interview which will stain his legacy and perhaps has ended his political ambition to be Prime Minister of Barbados.

AND Perennial  discontent Minister David Estwick made known his recent dissatisfaction in January that he will speak out on economic issues (words to this effect). Two weeks later he was reluctantly given an audience with the Prime Minister and cabinet to present a proposal of a lifeline deal sponsored by the United Arab Emirates (UAE). To be expected there was loud clamour in the public space about the workability of Estwick’s UAE deal. It has been three weeks since Estwick presented to the Cabinet of Barbados and it has been three weeks the public, including local media, has gone silent. Yet again the politicians have been able to ‘’manipulate’ the voice of the people by remaining silent. And off we go to the next topic the planned construction at Lower Greys.

BU recalls the promise by late Prime Minister David Thompson to usher in a level of transparency never seen in Barbados. The people on the 2007 general election campaign trail were lured by the promise of his party enacting transparency legislation as a priority if elected. Stuart led the party to a second win in 2013 despite not being able to proclaim transparency laws in the first term when he assume leadership after Thompson died in Office.  One is left to ask Barbadians what happened? Are we happy not holding our governments accountable?

When the Estwick’s UAE proposal was leaked BU eagerly looked forward to serious debate from all quarters of civil society. There was intense debate for 7-days and now there is silence once more. Where is the pride of place which Barbados has enjoyed under Barrow and Adams? We have to listen to Prime Ministers of St. Vincent, Antigua, Dominica, St. Kitts and Barbadians wait to hear the voice of OUR Prime Minister.

Barbadians have been asked to play their part in the interest of supporting the national economy. Depending on who is listened to 3,000 to 6,000 public sector have made the ultimate sacrifice, no doubt the same in the private sector. While the a repeat of 1991 is happening we have a government who remains committed to a combative mode instead of calming and inspiring  the populace by their words and actions. Whether the government likes it or not a similar number of Barbadians voted for the BLP in the last general election and this should should guide its communication with the public to build consensus.

If only out of respect for Barbadians the Prime Minister owes it to Barbadians to pronounce on the Estwick UAE proposal. As usual we the people wait on those sworn to serve them.

  4. naive or stupid call it what u want ……….the fact is prior to 2014 the govt did all that was possible to keep country afloat including giving public servants a chance of providing a home and food for families…..however as dire circumstances unfold govt had no other option but to retreat or revised certain policies whether their be comparable to others or not does not matter what matters are ,,that their policies put in place to bring remedy towards an ongoing fiscal decay of uncontrollable debt,,,,,,,,,the problem with u prodigal is that you and other yardfowls want to control ,,,and would say or doing anything to gain such control,,,,,,until then nothing the govt does or say would please u……..and other yardfowls …..chupische….

In the bye election of 1987 to fill the seat for St John,a young lawyer fella held up a sheet of paper in Mt Tabor and said boldly.”This is the plan I have for St John.Vote for me and let me put this plan here to work for you,the people of St John.The following week I attended another DLP meeting in Ebenezer and I heard the same lawyer fella holding up the piece of paper in his right hand and making the same speech and the same promise.That was 1987.
    I passed through that constituency yesterday and even the Follyclinic that got started in the year of yore,in the rain of the Mighty Sandy in 1991 or 92 aint no where near completion.The parish of St John look and feel like a Barbados of yesteryear.The parish still in the 1940’s.
    Meanwhile,the lawyer fella dead and gone and left a will worth by some estimates 40 million bajan dollars.The will was probated soon after his death but the laws of this country allow public figures to conceal their wealth and no law says that the dead king’s will must be published in the Official Gazette by a certain time or the entire estate will be forfeited to the crown. Maybe Caswell can enlighten us as to the law and its application in respect of Wills of anybody,not only public figures.
    There oughta be a law!

    DLP politics always is very intriguing. This was the biggest lie of that campaign. David Thompson started his political life as a liar and ended it as the biggest liar ever to grace the halls of parliament.

    I heard Richie Haynes years later place this St John development plan in its true context. He said one night in Carrington Village that when DT pulled out that paper and said that this is a development plan agreed by the party, he looked at Sandi, Sandi looked at him and asked “what the hell is he talking about?”
    Richie Hyanes said that the thing that hurt him was that DT did not have to lie, he was going to win hands down. He said that when they went back to George Street after the meeting………..all hell “brek” lose…………people curse DT asking him why he had to tell such a bold face lie………(that man was always a liar).
    Richie Haynes said he never trusted DT after that. They had to stay at George Street all night and hash out a plan and claim it to be the St John Development plan which they all had to back.

    So if there was never a plan and they had to put together something now you know why St John is still in the same place prior to 1987.

    You see now how Dems stick together to put truth to a LIE………..no wonder we are seeing them stick together saying nothing in this Estwick thing! Dems now are the same as dems then!

    People need to make demands of the political system
    for accountability and transparency. The Government should be under intense scrutiny at every turn. The problem with that though

Lionel Seymour Craig joined the Bees in 1961 AFTER they had lost to the DLP,so that it was a time when the fortunes of the party had appeared to have tanked.Lammy was anathema to anything named DLP.That the Dems despised him for the harm he was able to bring to bear on that party is well known and it probably reached its zenith when he said in parliament that anybody coming to him with the initials DLP must starve.He spoke first and then apologized for any hurt he might have caused.He was an unforgiving admirerer of Tom Adams,loved him to a fault and cried openly when Tom met an untimely passing.Lammy held the St James seat for the Bees and got so confident in the 1980’s that he gave up a secure seat to take on Sandiford in St Michael South.By the time he had been committed to that decision Tom’s passing gave the Dems a ray of hope at returning to power and they did with Lammy losing his gamble in the process.There is no doubt that Lammy rubbed a lot of folk the wrong way.He was abrasive,pugnacious and took up his marbles when he couldn’t have his way.He was the kind of person to whom you gave a wide berth when he was coming at you with ‘blood ‘ in his eyes.
    I think the Bees and the Dees will both celebrate his passing but for different reasons.In the same vein many lament the passing of these earthy politicos like Lammy and Eric Fly.

All the lives Craig ruined in his arrogance and evilly disgusting persona will beg to differ on what type of giant he was, giant slug comes to mind, is it not ironic that International Women’s Day is the eve of his demise, all the women who were brutalized and savagely beaten by that criminal when he was minister of housing, their children who witnessed it….. I had only one conversation with Craig many years ago when he showed interest in me and in keeping with my character, he hated me until his death. Let’s hear the other ministers who thought what he did was sport and manly sing his praises now.

  33. The MOF speech last Sunday at St.James North was sooooo childish. Isn’t this the SAME DLP party that had a two/third majority in the government just over one year ago? Did the economic situation in Barbados became this way over the last year? It is time the DLP government stop blaming the last BLP government for everything. Yes, that government especially in it’s last term of office performed badly but so did the present party in its last term in office. With a then 2/3 majority, they could have change the consitutional law forbidding salary cuts. It is either they were not futuristic in their thinking , or just didn’t/don’t have a clue about running a country.

    In his earlier comments on this matter Chris Sinckler called on the Opposition, if you please, to bring a motion to allow Public workers salaries to be cut to assist in reducing the fiscal deficit. He did not say that the Government would bring a motion to do so and expected that in this dire situation the Opposition would support it. Instead he framed the matter in a way to place total blame on the Opposition.

    Why, even now after the horse has long bolted and retrenchments have started, does he try to whip an absent horse? Why couldn’t he bring a motion himself before the layoffs started? Does he see a future danger for the DLP in sponsoring such a motion that further disadvantages public servants? Does he think that he can fool the people all the time?

    Looks like pure politricks to me.

    The time to prove that the Government was serious about reducing Public workers salaries to assist in the effort to reduce the deficit was several months ago when they could have brought a motion to the house to do so. At that time it might have been barely possible to shame the opposition into supporting it but, not having his government bring the motion at that time, it is only blatant theatricks he is now indulging in.

    David, inviting the technical staff at the IMF which could include some regional economists working with the IMF to work with us in suggesting and providing solutions on tax reform is not the same thing as being under the dictates of an IMF programme.

    I am sure that you understand the difference.


  36. On the passing of Lionel Craig, I would not want to be churlish but Mr. Craig practiced a type of politics that was quite polarising.
    It would have been interesting in this time of highlighting the scourge of domestic violence, how Mr. Craig would have publicly spoken to that issue.

    David Thompson on becoming Prime Minister could have destroyed Lammy Craig over his actions at the St. Leonard’s school when Craig cheated tax payers with his “work” as a “contractor”, an arrangement which drew the full condemnation of the auditor general.

    Thompson realizing that he was the last of the Grantley Adams era gave him a national honour to recognize his role in the politics of this country.
    May he rest in peace but his political bark was much louder than his policy contribution.

    We all now know that DT’s character was the diametrically opposite to the squeaky clean image he portrayed to the public and that he had the same traits as Lionel Craig especially re. fatted calf politics.

    So nice spin above, but I see the situation with Craig’s being honoured by David Thompson in a different way.

    David Thompson recognized a kindred spirit in Lionel Craig and instead of bringing him to justice for alleged wrongdoing (according to your take of the Auditor General’s report) rewarded him with national honours.

    It would be very interesting for you to post the relevant extracts from the AudG’s report so the BU family could judge the accuracy of your statements.

    Are you saying the myriad of economists and accountants in Barbados, including those at the Central bank and the Ministry of Finance & Economic Affairs, are just a bunch of jokers many of them trained by the same the same Frank Alleyne?

    If you have to invite the same people from overseas whom Worrell described as totally “unfamiliar” with the challenges facing emerging economies of “SIDS” like Barbados you could as well close down the Economics Department at Cave Hill, what do you say?

    BTW, Barbados has always avail itself to technical assistance from international regulatory monetary institutions. Where do you think Barbados’s VAT came from? Owen Arthur? Maybe you have heard about John Due & Ann Friedlaender. If not you can ask your friends in the Ministry of Finance.

    When Owen Arthur appointed David Communist Song the Director of the Commission of Pan African Affairs, Seethru did not do this out of any love for blackness or a desire to develop a strategy to reverse engineer the “negrocrats”, it was a simple strategy of neutering someone whom he saw, at that time as a threat, miniscule as it was, at the ballot box.

    So, lest Communist Song dilute the BLP votes with errant voters swinging to the “3rd party” Owen silenced that threat with a reward of servitude sorry gratitude by the Clement Payne wannabe.

    David Thompson of the fatted calf brigade sought in classic Machiavellian style, befitting of Owen’s politics of inclusion, to appease beresford Leopold and to make Lammy and those of his appendages feel that they were being rewarded for their sterling contribution to the political landscape of Bulbados

    Why destroy your enemies when you can make them your friends? Remember Britain and France, erstwhile longggg enemies, post 500 years of bitter competition in their colonization of the world, Magna Carta and all of that divine right of the Caucasian race, united, in World War I, against Germany

    That too! You are correct. Except that DT appeared to take pleasure in getting rid of anyone from Statutory entities who he felt might have had the merest whiff of a BLP taint and only Combermerians and DLP people were hired to replace them. Tom Adams gave Lionel Craig short shrift and he was not allowed to carry out the kind of full fledged “fatted calf” programme that DT later honed to perfection. I suspect that Freundel did not continue DT’s fatted calf policy with the fervor that DT brought to it.

    I am also convinced that OSA, on the other hand, even though his politics of inclusion did no harm to an objective of neutering opposition, did a lot of good in seeking and allowing the best available talent to fill slots in the Public service. That was not so under DT.

    If there is one thing that can be said for Seethru is that, in spite of his many faults, understandable because he is not Jesus the Christ, Owen did not suffer fools gladly.

    One had to be a true pretender of serious note to so inveigle him that he appointed you to a position of trust and responsibility.

    One notes that Owen was unable to discern the backstabbing nature of the opportunist Quisling Boyce, Boyce was one of a few that got through based on his perceived competencies and his ability to feign allegiance.

    I feel that Owen was tricked by “Head Boy” Boyce because Owen identified with Boyce’s stuttering and since he Owen has a similar speech impediment, our former Prime Minister empathized with Big Head and thereafter let the Brutus into the forecourt of of the BLP’s Troy/Troia

    I made the same point weeks ago when the Stinkliar told the BLP to bring the motion to cut the salaries of public workers. We all know that the economy was in shambles long before the election, yet they lied, lied, lied and said the economy was stable and on a growth path,

    My point was why did they not bring a resolution to change the law when they had two thirds majority. But you see liars have to always cover their tracks. had they done this, the people would have known that something was up, though I cannot believe to this day that Bajans actually believed this lying DLP. Just like the refused to let the IMF come in 2012.

    Talk about deceivers and liars.


  44. AC………..some of the stuff Craig did in the 70’s-80’s and i am sure long before that was so horrendous that it’s just good that he has been removed from the earth finally and should have been put down like the rabid dog he was many decades ago.

    But, you should be very aware that all the politicians from both sides of the divide knew not only of Craigs criminal behavior but all the human rights violations he committed against his own people and particularly vulnerable underage children and women…..no one said a word against any of his wrongdoings, Billie Miller was particularly close to Craig and called on him when she needed to clean up her messes, she i cannot stand either…….so there are no clean hands in either political party when it came to seeing damage done to the same voters they depend(ed) on for ‘power’ and ‘status’ and doing absolutely nothing to protect said voters or the women and children victimized by Lionel Craig and his political buddies.

    If the Estimates for the 2014-15 financial year have been laid in Parliament is it possible to get an “early bird” copy posted on BU for our perusal so we could identify some trend as to the fiscal direction the country is going in?

    It would be most interesting to see if operating expenditure provisions are made separately for the four revenue collection agencies that ought to be merged into the BRA w.e.f. April 01.

    It should also give us some indication if this administration is really serious about the restructuring of the various statutory corporations and agencies (some 19 involved) due to take place from June and based on the findings and recommendations of a high powered think-tank.

    With regard to the restructuring think-tank, the following is an extract of what the MoF committed to the HoA in his August 2013 budget presentation:

    “The Committee has recommended that there be a concerted programme implemented to create operational synergies between these organizations so as to build efficiencies and save government significant sums in transfers and subsidies. This is to be achieved through the merging of some, and elimination of others of the organizations.

    Following a review of the research and recommendations of the team, Cabinet has noted the paper and asked for additional work to be done to fully build out a sustainable government reorganization project through the statutory corporations identified. Cabinet has also instructed the Ministry of Finance to put in place a special unit to examine the Team’s proposal in full including the implications for service delivery, staff, and financial allocations
    from the state to manage these organizations.

    The Unit will comprise management, finance, human resource and legal expertise and has been mandated to return to Cabinet by December this year with a final set of recommendations on which organisations should be retained and which should be cut in pursuance of the objective of making government more lean and efficient and reduce the level of subsidies and transfers in the expenditure budget.”

    After the downgrades, revisions of the economic strategies, Estwick affair, economic revelations of Dr. Delisle Worrell, expression of no confidence in the Barbados economy, way the public sector layoffs were handled, inability of the government to get loans, a myriad of problems and contradictions, the government’s mismanagement of the economy”…..

    It seems that the above and the huffing and puffing surrounding Dr Estwick’s revelations and veiled threats were nothing more than the 9 day wonder the Govt strategists and apologists surmised it would be and business has returned to normal with casual acceptance of the status quo even among the BLP apologists.
