Last night at the Barbados Labour Party (BLP) meeting which  introduced the candidates at Carlisle Car Park, Owen Arthur read a letter. BU found the letter interesting for many reasons. It was a letter (according to Arthur) which was written by a regular caller to the talk shows, known to many as ‘Mr. Welchman Hall’.   Mr. Welchman Hall is a self-confessed Democratic Labour Party (DLP) supporter but was driven to resign from the SSA Board because of certain irregularities which he had observed.

In the letter Mr. Welchman Hall complained to Stuart that as a member of the Sanitation Service Authority (SSA) board Minister Denis Lowe frequently presided over board meetings. The fact that there was an appointed chairman did not seem to sway Lowe’s decision to usurp the role of the chairman.

As if this was not enough there was one instance where a SSA truck was sent to be repaired at a cost of $75,000.00. The fact that the required three quotations were not received did not sway Minister Lowe’s decision. It is no surprise to BU that Prime Minister Fruendel Stuart has done nothing to rein in Lowe. BU has posted several blogs which clearly  show how billionaire philanthropist Peter Allard financially supported  the then Senator Denis Lowe with a view to positioning their man on the inside of the Barbados government.

What BU finds amazing is that the DLP assumed office on a promise of transparency. Enacting legislation does not transparency make. An ethos of transparency must be seen in all the actions and decisions of members of parliament, especially those of the DLP. The fact that our moribund Fourth Estate continues to give these jokers in suits a pass is another failure by an important stakeholder in civil society.

Again BU has posted emails which are part of an ongong court case and to which we have access. Lowe has the right to challenge the veracity of the emails but he will not!

  7. I do not know where it ends with this DLP government. Now we are hearing today that this government is refusing to pay back NIS for the cost of those two buildings up Warrens which they are touting as achievements.

    We know for a fact that the seconded head refused to play the Minister’s ball game, they insisted on moving him to start the FSC but he was adamant that he would only be seconded as that Director of the NIS was his substantive post. So the Minister now has a free hand to do whatever Chris Sinkliar tells her to do.

    Further added to this, the government is to pay Jada for the 1000 houses at Coverley. Can I ask “brek up DLP and !” the same question he wants answered from the BLP, where is this money going to come from? NIS? Accordingly to Senator Chandler, the NIS stands for “Nipples Incessantly Sore.”

    We on BU have been asking the goodly Dr Justin Robinson for the financial statements of the NIS for the longest while, Phony Marshall promised them, the Board advertised a tender to do them and so far nothing. Hasn’t the tender been awarded and at least one year’s audit completed as yet? How can we know the true status of the NIS if we are not privileged to up to date info?

    I thank my God daily that I will not have to depend only on NIS for a pension bearing in mind the corrupt way this government has been using the funds.

    On a slightly seperate but connected issue, did you manage to get an information on what ever became of the $75,000.00 which was the property of the BLP and which was banked in someone’ personal bank account?

    Was the money returned to BLP or would that be expecting to much?


  9. BU understands from a very reliable source that the NIS building to the West of KFC is not completed but made to look so from the outside. We also understand that the JADA workers have had to work in sweat shop type conditions.

    All Arthur and the BLP need to do is produce a cheque issued by Arthur and paid to the BLP in the time frame of the original issue occurred.

    You could be right as I understand that there were initial problems with the foundation as like what Barrack encountered. I heard that work on the building was stopped for ages.

    These Dems are desperate.

    Arthur dealt with that matter in 2008, he said he paid over the funds to the party but these Dems dont want to hear or know that, they want to keep this going. They have no interest in this, only hearing and writing this crap all the time from 2008-2013 but would never ever answer any thing you put on BU about the shady and corrupt dealing fs Michael Lashley, Donville Inniss or Dennis Lowe. It would not suit their rhetoric!

    How do we know the cheque was a campaign contribution? Hmmm

    What do candidates do now when they receive donation payable to them read personal names?

    I’m here listening to FS from last night’s event. not one blasted idea to move the country forward. Not ONE. You really believe some care (other that DLP supporters) about a cheque? it made sense in 2008. This is 2013.

    You might have decided that I support the DLP, I do not. I am about give Barbados a new chance, a chance to clean up the public affairs of this country I love so much.

    The BLP have a srt and it will NOT change, too much money backs them and they are accustom to making a killing in the awarding of government contracts in Barbados.

    I was wait for this blasted moment for years. If its NOT a campaign contribution then it’s even friggin worst. Why would a sitting PM accept $75,000.00 bank draft and the payee was the bank itself, CCB.

    You might want to search and see whether or not around the same time CCB was awarded the contract to develop the new Judicial Centre in White Park Road.

    On what basis did you approve the repair ONE truck for 75BBD without three quotations as required?

    The next question is to PM Stuart.

    Why did you not feel inclined to discipline Lowe, or did you?

    Can Denis be trusted?

    The simple answer is NO.

    The man you refer to as Mr.Welchman is one of my neighbours. You might not always agree with his positions but I can assure that they are honestly held. We have dicussed poitics many times and I know how hard it was for him to speak up against his party. But he has a conscience and could not take the bad behaviour that he saw coming out of the Government.

    He was very much one of their own but he was forced out: he would not co-operate with corruption.

    The CCB bank draft was By Order of Ourselves. The bank draft was dated 7th May, 2003. The bank draft was deposited/negotiated on the 21st May, 2003.

    The 2003 elections was held on the 21st May, 2003. Smoke that David.

    You playing politics just like everyone else in Barbados. It would not surprise me to find our you and Peter Wickham are one and SAME.

    you people are sicken. on a side note, what happen last night. that big line up and DLP could not draw out 6000 people to hear their message? what happen? are the youth are onto you jokers?

    it is nothing mysterious in that. most buildings build the outside of the building first then complete the inside. it is no secret at all that it is a skeleton. but since there will be no parliament until after elections and the financial year commences in April, then whatever is needed to be done on the inside will have to wait until then. Baobab Tower was the same, no big deal

    Both building were started around the same time but the baobab tower has had tenants for over year. The warrens west towers has not a single tenant move in. From rumours there was structural issue with foundation but not sure if that is true

    All the money was coming out of NIS. Parliament dissolved dont mean anything to the Dems, the big spenders will spend regardless. You really think that they know that no more major business should have been conducted after Parliament was dissolved. Even Irene Sandiford Garner turned up for the Senate the day after!

    To clarify the sweat shop comment. The external elevator was removed to give the appearance the building was done but JADA workers had to climb the stair well to do some serious work with cement and other heavy duty lifting. We know of what we write.

    Exactly my point. He/she will never comment day after day, week after week, month after month on any of the corruption in the DLP. He/she never comments on DT’s 3.3 MILLION, Fiddler says DT is dead, it dont matter, he/she never comments on Lowe’s text…where is my cut?…Michael Lashley’s detainment by US officials with a suitcase of US dollars, Dr Estwick’s deal with Innotech and the subsequent appearance of a new vehicle but he/she keeps beating the same drum minute by minute.

    I had a mind that the crowd was not so big as I did not see the same fiddler, !, CCC or brek foot DLP on BU boasting about numbers!

    Many people come on this blog and state things as though they are facts. Owen Arthur DID NOT deposit the cheque to his account: it was encashed.

    I have been involved in many campaigns: no one gives campaign donation by cheque, it would have to be reported. The cheque was obviously a set up that the greedy Arthur could not resist. We know now that Arthur and the BLP got $75,000 but the DLP got millions in cash, and they want to appear pure as the driven snow.

  39. I wonder what would happen if all who wanted to run for Parliament had to first obtain tax clearance certificates from Inland Revenue, the VAT office, Land Tax, the Port, National Insurance etc.

    If they could not show that they were in good standing with these tax collection agencies than they could not run for Parliament.

    I wonder how many of our current and past and future Members of Parliament are in good standing with these agencies.

    I did not speak to purpose: I made a statement of fact, Owen Arthur did not put the cheque into his personal account. I don’t know what he did with the cash. I could only speculate and I am not prepared to do so. But ask yourself, what would a politician do with loads of cash on Election Day? I don’t know who you are but I can assure you that the Dems had this information in their possession from the time Arthur walked through the bank’s door carrying the handbag of cash. However, they wanted to spin it as though Arthur stole something.

    You hit the nail on the head. The gift of the $75,000 was made with the prior knowledge of David Thompson, who approved the expenditure in order to have something to use against Arthur. It was part of the set up and unfortunately, Arthur fell for it. Thompson had all the information within minutes of the transaction, including the name of the teller who counted out the money.

    Our last comments crossed. I agree with you expect for one aspect: I do not go around calling my friend scamps, even after they are dead. He was a politician and was fully entitled to do what he did in this regard. The only difference between him and me in this regard is that I would have approved a smaller amount. But he had to make the gift attractive enough in order to entice his prey. Thompson did nothing wrong. If law enforcement had done what he did, it would have been called a sting.

    Don’t get me started on Mascoll: he was put in place by Thompson to lose an election, and he knew that very well. The problem came when Mascoll somehow form the impression that he was his own man, and had to be taken down by his sponsor. You should also remember that when Mascoll became the political leader of the Dems, he did so contrary to the rules of the party. Kellman and Thompson were the only two persons that qualified for that job, and Thompson resigned.

    Interesting perspective which has not been ventilated on BU before.

    Of course where balance is incorrect is that any action by members of a political party which negatively shapes public perception or position concerning future leaders of the country is obviously the public’s business.
