Can Denis Lowe be Trusted?

Denis Lowe (1) Peter Allard (r)

Denis Lowe (1) Peter Allard (r)

Last night at the Barbados Labour Party (BLP) meeting which  introduced the candidates at Carlisle Car Park, Owen Arthur read a letter. BU found the letter interesting for many reasons. It was a letter (according to Arthur) which was written by a regular caller to the talk shows, known to many as ‘Mr. Welchman Hall’.   Mr. Welchman Hall is a self-confessed Democratic Labour Party (DLP) supporter but was driven to resign from the SSA Board because of certain irregularities which he had observed.

In the letter Mr. Welchman Hall complained to Stuart that as a member of the Sanitation Service Authority (SSA) board Minister Denis Lowe frequently presided over board meetings. The fact that there was an appointed chairman did not seem to sway Lowe’s decision to usurp the role of the chairman.

See emails recently uploaded : #1, #2 and #3

As if this was not enough there was one instance where a SSA truck was sent to be repaired at a cost of $75,000.00. The fact that the required three quotations were not received did not sway Minister Lowe’s decision. It is no surprise to BU that Prime Minister Fruendel Stuart has done nothing to rein in Lowe. BU has posted several blogs which clearly  show how billionaire philanthropist Peter Allard financially supported  the then Senator Denis Lowe with a view to positioning their man on the inside of the Barbados government.

See relevant blogs:

What BU finds amazing is that the DLP assumed office on a promise of transparency. Enacting legislation does not transparency make. An ethos of transparency must be seen in all the actions and decisions of members of parliament, especially those of the DLP. The fact that our moribund Fourth Estate continues to give these jokers in suits a pass is another failure by an important stakeholder in civil society.

Again BU has posted emails which are part of an ongong court case and to which we have access. Lowe has the right to challenge the veracity of the emails but he will not!

  1. I do not know where it ends with this DLP government. Now we are hearing today that this government is refusing to pay back NIS for the cost of those two buildings up Warrens which they are touting as achievements.

We know for a fact that the seconded head refused to play the Minister’s ball game, they insisted on moving him to start the FSC but he was adamant that he would only be seconded as that Director of the NIS was his substantive post. So the Minister now has a free hand to do whatever Chris Sinkliar tells her to do.

Further added to this, the government is to pay Jada for the 1000 houses at Coverley. Can I ask “brek up DLP and !” the same question he wants answered from the BLP, where is this money going to come from? NIS? Accordingly to Senator Chandler, the NIS stands for “Nipples Incessantly Sore.”

We on BU have been asking the goodly Dr Justin Robinson for the financial statements of the NIS for the longest while, Phony Marshall promised them, the Board advertised a tender to do them and so far nothing. Hasn’t the tender been awarded and at least one year’s audit completed as yet? How can we know the true status of the NIS if we are not privileged to up to date info?

I thank my God daily that I will not have to depend only on NIS for a pension bearing in mind the corrupt way this government has been using the funds.

  2. @ David

On a slightly seperate but connected issue, did you manage to get an information on what ever became of the $75,000.00 which was the property of the BLP and which was banked in someone’ personal bank account?

Was the money returned to BLP or would that be expecting to much?

  3. BU understands from a very reliable source that the NIS building to the West of KFC is not completed but made to look so from the outside. We also understand that the JADA workers have had to work in sweat shop type conditions.

  4. @Fiddler on the Roof

All Arthur and the BLP need to do is produce a cheque issued by Arthur and paid to the BLP in the time frame of the original issue occurred.

  5. David,
You could be right as I understand that there were initial problems with the foundation as like what Barrack encountered. I heard that work on the building was stopped for ages.

  6. @ David

You are joining the rest of jokers in Barbados pretending to want integrity in our public affairs.

The man banked the money in his personal bank account, you understand appreciate the gravity of what that represents for a then sitting Prime Minister?

  7. David,
    These Dems are desperate.

Arthur dealt with that matter in 2008, he said he paid over the funds to the party but these Dems dont want to hear or know that, they want to keep this going. They have no interest in this, only hearing and writing this crap all the time from 2008-2013 but would never ever answer any thing you put on BU about the shady and corrupt dealing fs Michael Lashley, Donville Inniss or Dennis Lowe. It would not suit their rhetoric!

  8. @Fidler on the Roof

Let us play devil’s advocate by asking two questions:

How do we know the cheque was a campaign contribution? Hmmm

What do candidates do now when they receive donation payable to them read personal names?

  9. Fiddler on Roof what does that have to do with today’s issues?

I’m here listening to FS from last night’s event. not one blasted idea to move the country forward. Not ONE. You really believe some care (other that DLP supporters) about a cheque? it made sense in 2008. This is 2013.

i dare you Fiddler on Roof and the likes of you to name one idea coming from the DLP stage. Just one.

  10. @ David

You might have decided that I support the DLP, I do not. I am about give Barbados a new chance, a chance to clean up the public affairs of this country I love so much.

The BLP have a srt and it will NOT change, too much money backs them and they are accustom to making a killing in the awarding of government contracts in Barbados.

  11. @ David

I was wait for this blasted moment for years. If its NOT a campaign contribution then it’s even friggin worst. Why would a sitting PM accept $75,000.00 bank draft and the payee was the bank itself, CCB.

You might want to search and see whether or not around the same time CCB was awarded the contract to develop the new Judicial Centre in White Park Road.

  12. Now the big question again to Lowe.

On what basis did you approve the repair ONE truck for 75BBD without three quotations as required?

The next question is to PM Stuart.

Why did you not feel inclined to discipline Lowe, or did you?

  13. Can Denis be trusted?

    The simple answer is NO.

The man you refer to as Mr.Welchman is one of my neighbours. You might not always agree with his positions but I can assure that they are honestly held. We have dicussed poitics many times and I know how hard it was for him to speak up against his party. But he has a conscience and could not take the bad behaviour that he saw coming out of the Government.

He was very much one of their own but he was forced out: he would not co-operate with corruption.

  14. @ David

The CCB bank draft was By Order of Ourselves. The bank draft was dated 7th May, 2003. The bank draft was deposited/negotiated on the 21st May, 2003.

The 2003 elections was held on the 21st May, 2003. Smoke that David.

You playing politics just like everyone else in Barbados. It would not surprise me to find our you and Peter Wickham are one and SAME.

    • David

Many people come on this blog and state things as though they are facts. Owen Arthur DID NOT deposit the cheque to his account: it was encashed.

I have been involved in many campaigns: no one gives campaign donation by cheque, it would have to be reported. The cheque was obviously a set up that the greedy Arthur could not resist. We know now that Arthur and the BLP got $75,000 but the DLP got millions in cash, and they want to appear pure as the driven snow.

  15. @ FIDLER
You really fiddling the same point over and over. LOL You sound like a stuck record. You think that you more you fiddle the more you will change things?

Tell me are you CCC OR IS THAT FRACTURED BLP, OR ALL OF YOU THE SAME? LOL

  16. Fiddler on Roof give it a rest. how it is you are so gun hoe on the $75K cheque but not on the $3.3 million? or the $75K to fix the truck without tender?

you people are sicken. on a side note, what happen last night. that big line up and DLP could not draw out 6000 people to hear their message? what happen? are the youth are onto you jokers?

  17. David | February 10, 2013 at 6:34 PM |
“BU understands from a very reliable source that the NIS building to the West of KFC is not completed but made to look so from the outside.”

it is nothing mysterious in that. most buildings build the outside of the building first then complete the inside. it is no secret at all that it is a skeleton. but since there will be no parliament until after elections and the financial year commences in April, then whatever is needed to be done on the inside will have to wait until then. Baobab Tower was the same, no big deal

  18. Smooth Chocolate.

Both building were started around the same time but the baobab tower has had tenants for over year. The warrens west towers has not a single tenant move in. From rumours there was structural issue with foundation but not sure if that is true

  19. .David wrote “We also understand that the JADA workers have had to work in sweat shop type conditions.”

Caswell has potential members for his union.

    • @Hants

To clarify the sweat shop comment. The external elevator was removed to give the appearance the building was done but JADA workers had to climb the stair well to do some serious work with cement and other heavy duty lifting. We know of what we write.

  20. @Smooth Chocolate,
“but since there will be no parliament until after elections and the financial year commences in April, then whatever is needed to be done on the inside will have to wait until then. Baobab Tower was the same, no big deal”……

All the money was coming out of NIS. Parliament dissolved dont mean anything to the Dems, the big spenders will spend regardless. You really think that they know that no more major business should have been conducted after Parliament was dissolved. Even Irene Sandiford Garner turned up for the Senate the day after!

  21. @David (not BU)
“Fiddler on Roof give it a rest. how it is you are so gun hoe on the $75K cheque but not on the $3.3 million? or the $75K to fix the truck without tender?

you people are sicken. on a side note, what happen last night. that big line up and DLP could not draw out 6000 people to hear their message? what happen? are the youth are onto you jokers”?………..

    David,
Exactly my point. He/she will never comment day after day, week after week, month after month on any of the corruption in the DLP. He/she never comments on DT’s 3.3 MILLION, Fiddler says DT is dead, it dont matter, he/she never comments on Lowe’s text…where is my cut?…Michael Lashley’s detainment by US officials with a suitcase of US dollars, Dr Estwick’s deal with Innotech and the subsequent appearance of a new vehicle but he/she keeps beating the same drum minute by minute.

I had a mind that the crowd was not so big as I did not see the same fiddler, !, CCC or brek foot DLP on BU boasting about numbers!

  22. David wrote “workers had to climb the stair well to do some serious work with cement and other heavy duty lifting.”

A Union would not permit that. It is dangerous especially in 80 degree weather.

    • @Hants

Not to worry, fans were strategically placed in the building never mind they would be blowing hot air.

  23. David tell JADA to buy some portable industrial air cooling units for their workers.

They make millions in profits so they can afford them.

  24. @fiddler
“You might have decided that I support the DLP, I do not”

you should be fibber on the roof. lol

    Just Observing

  25. here comes Caswell with fact and fractured with lies but fractured tell us, Owen Arthur said the NIS broad was being force to buy the unsold houses in Coverley, is that so? when is anyone from the DLP going talk about this? Fractured are you willing to take a stub at this one?

come Fractured let us talk. maybe that is to hard?

what about the fact that the Minister of Labour, no less, cause all the problems which lead to the Sir Roy calling for a national strike when she told Lime one thing and then tell the union something else and had the ballz to put it in writing.

    come Fractured let us talk.

  26. I wonder what would happen if all who wanted to run for Parliament had to first obtain tax clearance certificates from Inland Revenue, the VAT office, Land Tax, the Port, National Insurance etc.

If they could not show that they were in good standing with these tax collection agencies than they could not run for Parliament.

I wonder how many of our current and past and future Members of Parliament are in good standing with these agencies.

  27. These guys are pushing as a potential Prime Minister a guy who cannot or will not pay his minor phone and internet bills.

Long ago I had a boyfriend like that.

Had to drop him like a hot potato.

Man who can’t or won’t pay minor bills, will be no damn use when it come to paying a mortgage, or raising children.

  28. @ Caswell

So for what purpose did CCB draw a bankers cheque on their own behalf for to pay a sitting Prime Minister?

    • Fiddler

I did not speak to purpose: I made a statement of fact, Owen Arthur did not put the cheque into his personal account. I don’t know what he did with the cash. I could only speculate and I am not prepared to do so. But ask yourself, what would a politician do with loads of cash on Election Day? I don’t know who you are but I can assure you that the Dems had this information in their possession from the time Arthur walked through the bank’s door carrying the handbag of cash. However, they wanted to spin it as though Arthur stole something.

  29. “Was the money returned to BLP or would that be expecting to much”
IT RESTS WITH THE MANAGEMENT OF THE BLP NOT YOU, NOT I, NOT THE DLP, NOT THE OUBLIC TO HOLD MR ARTHUR TO ACCOUNT IF INDEED HE WAS TO BE HELD TO ACCOUNT . WHY TROD A DEAD HORSE, THE CHEQUE ISSUE HAS LOST ITS FLAVOUR. THE MOST PRESSING ISSUE AT THE MOMENT IS MR THOMPSON’S INVOLVEMENT IN THE CLICO SCANDAL AND HOW MUCH HE GAINED AT THE EXPENSE OF THE DEPRIVED POLICY HOLDERS. STOP FIDDLING FIDDLER AND DEAL WITH THE 3.3 MILLION.

  30. “The man banked the money in his personal bank account, you understand appreciate the gravity of what that represents for a then sitting Prime Minister”
I STILL AM AT A LOSS WHAT THAT HAS TO DO WITH THE PUBLIC UNLESS THE BLP HIERARCHY COMPLAINED OR HELD MR ARTUR TO ACCOUN. IT IS AN INTERNAL PARTY MATTER. THE GRAVITY OF THE SITUATION FOR BANKING IN BARBADOS AND WHAT SHOULD BE FRIGHTENING IS HOW A MEMBER OF THE PUBLIC COULD SURREPTIOUSLY OBTAIN SOMEPERSON’S PERSONAL CHEQUE WHICH IS SUPPOSED TO BE A CONFIDENTIAL TRANSACTION AND BLANDISH IT ABOUT TO THE PUBLIC WITHOUT CONSEQUENCES .I CANNOT GET INFORMATION FROM THE BANK ABOUT MY WIFE’S ACCOUNT WITHOUT HER PERMISSION.DO YOU NOT ALL SEE THE BIGGER PICTURE THAN MR ARTHUR’S PURPORTED INFELICITY?

    • Balance

You hit the nail on the head. The gift of the $75,000 was made with the prior knowledge of David Thompson, who approved the expenditure in order to have something to use against Arthur. It was part of the set up and unfortunately, Arthur fell for it. Thompson had all the information within minutes of the transaction, including the name of the teller who counted out the money.

      Sent from my iPad

  31. “but I can assure you that the Dems had this information in their possession from the time Arthur walked through the bank’s door carrying the handbag of cash”
NOT THE DEMS BRO CASWELL BUT THE OBVIOUS SCAMP MR THOMPSON WHO ALWAYS HAD IN MIND TO USE IT DOWN THE ROAD FOR POLITICAL GAIN AFTER HIS SCHEME TO OUST MR MASCOLL WAS COMPLETED.

    • Balance

Our last comments crossed. I agree with you expect for one aspect: I do not go around calling my friend scamps, even after they are dead. He was a politician and was fully entitled to do what he did in this regard. The only difference between him and me in this regard is that I would have approved a smaller amount. But he had to make the gift attractive enough in order to entice his prey. Thompson did nothing wrong. If law enforcement had done what he did, it would have been called a sting.

Don’t get me started on Mascoll: he was put in place by Thompson to lose an election, and he knew that very well. The problem came when Mascoll somehow form the impression that he was his own man, and had to be taken down by his sponsor. You should also remember that when Mascoll became the political leader of the Dems, he did so contrary to the rules of the party. Kellman and Thompson were the only two persons that qualified for that job, and Thompson resigned.

    • @Caswell

Interesting perspective which has not been ventilated on BU before.

Of course where balance is incorrect is that any action by members of a political party which negatively shapes public perception or position concerning future leaders of the country is obviously the public’s business.

    • David

It could not have been ventilated because very few of us knew of and could be trusted with the details.

  32. I can’ believe that Owen Arthur could be PM ’bout hey again … Stupse .. Fruendal Stuart and a few others like both Boyces, Sealey, Sinkler, Jones and yes Lowe should jump pun a plane and don’ eva show dah teet’ ’bout hey again .. Stupse. What a wasted opportunity, what a wasted constitutional majority…! And Barney Lynch could be back in the House too … Jesus H Christ man…

Owen Arthur fah anoder term, stupse, My God, surely God pelt way he citizenship now …!

  33. I am still rolling on the floor laughing to hear Owen Arthur – the most corrupt politician in Barbadian history coming on a platform talking about standards of governance. Anyone who believes that Owen Arthur will bring transparency to government is suffering from amnesia and delusion. Stupse- Arthur knows only one way of operating – cursing and degrading those who do not agree with him and placating his campaign donors with knighthoods and Hallam Nicholls with contracts.
Arthur again? – you got tobe kidding, transparency will become non existent. He has never operated that way and he will not start now. Keep dreaming.

  34. BAF
We have not seen you here for a while. We were starting to be persuaded that you were out in the huskings (smile). You know the Bajans will talk and engage themselves in all types of political machinations but when the political masters summons them they take their place in ‘church’ and sign the songs of their otherwise hidden political tribe. Forgive us! However, your fears were long forecasted by us – you included. The truth is and remains that Barbados is in a cultural cul de sac. Politically, it will make very little difference whether Stuart remains or if OSA regain ‘power’. In Arthur’s case he will get another chance to prove that his form of perverse neo-liberal capitalism is still workable – even if it must mean selling what is left of the commons. For Stuart and his minions, a ‘victory’ would mean an existence of a pseudo-cyclical construct that will give the DLP a similar term at bat as the BLP – this represents a misreading of current realities everywhere. Nowhere in this scenario are Bajans to be central for capitalism as long done away with any pretense that it cares about the masses of people anywhere. With the expectation that less than 50% of the people will turn out to vote, the resulting minority ‘government’ will not have a mandate to change anything, even if they wanted to. Further, the colonial formations that still exist in Barbados will NEVER be able to help the people for the whole system is dead. Bajans must find a way to declare all those who continue to prop up a dead system dead too.

  35. Patch

What kind of person would adopt a campaign that is clearly NOT what it is advertised to be and remain comfortable with being addressed as Honorable …? THERE IS NO HONOR IN LYING AND SELLING THE PEOPLE THAT YOU CLAIM TO REPRESENT OUT TO LOCAL/FOREIGN EXPLOITATIVE INTERESTS …!

I saw a picture of The HON Freundal Stuart in the local press last week laughing out with David Lelands (Ex Super Centre) and Lalu at the Chamber of Commerce breakfast meeting. The Chamber of Comm is the Union of those who seek to EXPLOIT Barbadians (as consumers, as providers of labour and support services). The Chamber has absolutely no stated interest in spearheading a push to help Barbados “earn its way in the world” by encouraging its members to exploit the rest of the world as well. These are the people that you smile with, not laugh yah belly out wid …! What a Jackass

  36. BAF
You have cited the main reason why there is no difference between the DLP and theBLP – the paymasters are the same, have always been the same people. For the elites in Barbados it is unimportant which party wins. To the foreign hegemon it make no difference who wins. To the colonial masters it make no difference. Indeed, if there was a party in this election that was anathema to any of these interests then maybe we could say that that party was interested in the people, at a fundamental level. But No. THE PEOPLE OF BARBADOS ARE MERELY WINDOW DRESSING TO A WICKED FASCIST SYSTEM THAT PRETENDS IT IS DEMOCRATIC. You know in fascism there is a convergence of political and economic elites. Why would you expect anything else from Stuart? He is merely doing what Arthur and all the rest, including the ‘great’ Barrow have done – take the white people money and support their interests while getting foolish Black people emotionally involved in nonsense.

  37. These emails just prove what everyone has said for decades. BAF- these guys continue to belly laugh with their masters without any shame.

  38. We are calling on all Bajans to boycott these illegitimate elections. This will send a message to the ‘pretend power centres’ where real power properly lies. That the people are sovereign not the queen. Surely, no set of people in Barbados can pretend to be a government when less than say 30% of the people vote in an election. Can they? Will we let them? Should these illegitimate forces insist we the ‘unvoted’ will declare our right to rule as well and declare our government. Should an illegitimate minority government emerge we will call on you to withdraw support. We may call on you then to withhold your taxes and refuse to cooperate with that government in anyway.

  39. It is shameful that the minority and their offspring, most of whom are illiterate are allowed by so called educated politicians to run the show in Bim, to the detriment of the majority. This is more than corruption practiced by the lowest form of life, the politician.

  40. @ Pachamama | February 11, 2013 at 9:20 AM |
“Why would you expect anything else from Stuart? He is merely doing what Arthur and all the rest, including the ‘great’ Barrow have done – take the white people money and support their interests while getting foolish Black people emotionally involved in nonsense.”

The current extravagant spending by both political parties is solid testimony to your assertion.
Where has all of this money come from all of a sudden? This extremely high expenditure is in total breach of the rules governing the amount of expenditure allowed in general elections. Both major political parties are constantly complaining (outside of general elections times) how financially challenged they are but come elections they become instant multi-millionaires.
This talk about the country harsh economic times caused by some bogus international recession is just a load of propaganda to keep the black masses economically confined and intellectually stunted. Where has all of this money just come from wood ants to mate out of the business interests’ woodwork?

When the elections are over the money will instantly disappear and the masses would be subject to massive layoffs, disappointment and would resort to cussing the politicians, again.
Both political parties will be faced with externally determined fiscal adjustment programmes to reduce the public sector expenditure by approx. 20% or the country to be faced with a devaluation of similar percentage size.

  41. Miller

Do you think that a Mis Mottley lead administration would mek a difference …? (My tongue bury deep in my cheek so I can’ talk too clear …)

  42. BAF
Yuh see how you are! Still willing to consider putting your confidence in a Mottley – a Mottley bunch of people. We have spent considerable effort to argue that all the systems have failed or failing and will continue to. How can anybody who is born of this decadence represent a savior for us? If fact this should be an exciting time for us. It presents an opportunity for a new dispensation. An opportunity to rid ourselves of the whole gang, on both sides, that have conspired against us all. A time to start to think about new ways of governing ourselves

  43. So millers are you in doubt of how the Blp got their campaign funding by car washes/and bake sales. so are you in fact calling them liars which lends to their credibilty and truthfulness

  44. ac,
