Peter Wickham, Head of CADRES

The recent CADRES opinion poll has generated much debate and rightly so, because it has given ammunition to those – mainly BLP supporters but not singularly – who believe this DLP Government will be defeated at the next general election.  It has also caused some anxiety even to committed DLP diehards.  I will take a different view to the majority expressed on BU (Barbados Underground) and in the interest of “balance” seek to address some misconceptions.

“An opinion poll, sometimes simply referred to as a Poll, is a survey of public opinion from a particular sample.  Opinion polls are usually designed to represent the opinions of a population by conducting a series of questions and then extrapolating generalities in ratio or within confidence intervals.”  It was once said: “Opinion polls are like soup you take a spoon full and you have a flavour of the whole”.

But BAJANS know you can dip a spoon in a bowl of souse and come up with only a liquid of peppers, cucumber and onions the “meat” can be at the bottom of the bowl.

Is there empirical data from which I can draw to substantiate the view I have taken.

“The story of opinion polls.  In the 1997 [UK general election] election begins on 9 April 1992, the day John Major won the election and made fools of the polling industry.  In 1992 the four final polls, published on election day, showed the Conservative and Labour parties level pegging, as the polls had been doing throughout the campaign.  NOP and MORI put Labour slightly ahead, ICM declared a dead heat and Gallup put the Conservatives ahead by a mere half per cent, the average of the four was a Labour lead of 0.9%.  Everything pointed to a hung parliament and a coalition government.  In the event the Conservatives won with an overall majority of 21 seats, 7.6% ahead of Labour in the popular vote.”

Opinion Polls are not tablets of stone handed down from heaven, they should not be completely ignored but a measure of caution should be exercised in interpreting them.  I am not saying completely ignore the Poll because it is of no relevance.  I am making the point as forcefully as I can,  there is no reason to abandon ship and man the life boats into the turbulent and icy waters of the deep, no iceberg has been struck.

To the DLP, Prime Minister Stuart should call a WAR council, delegate areas of attack and go on the offensive, all singing from the same hymn sheet.  Focused targeting is required, when the opposition is under pressure then cracks appear.

As for the BLP sometime ago I wrote of Mia Mottley: “Your time will come” and those with undiscerning eyes may not have noticed that time might just be nearer than expected.

The Opinion Polls are only a chapter in this story, there is a long game to be played.

  1. Onions the same level of denial rhat you are heaping on the DLP is equal to the same amount of denial the BLP exhibits with the denial and reality of the global recession which all countries are being affected by as for oil prices going down compare the prices of oil during the OSA admin. which was also part of the global economy then and now the oil prices going down where get real just another denial loking at a lull and calling it is a precedent .

  2. @Adrian

This will be an election with a difference, in Arthur (2003) and Thompson (2008, we had leaders who won seats for others because of long coattails i.e personal popularity. The coming election this will be missing and along with it comes a global economy in the dumps like never seen before.

This poll provides a snapshot of the mood of the people and afford the government to build a coherent narrative to win the minds of those hurting. It is not enough to preach that things are tough but what you as a government have done to cushion the economic blows.

  3. Hi Observing ( and awaiting the bell) May 24, at 7:47 AM
Effective communication is also about being understood, it is not all about radio, television or press conferences. What is wrong if the Prime Minister is seen in shirt sleeves talking with street vendors, boys on the block, pensioners, nurses, looking them in the eye and “listening” to what they have to say to him. Strategy is not always doing what others have done before but it is also being receptive to new ideas, no Prime Minister is too great to be with the people he represents.

    Hi Scout May 24, 2012 @ 7:02am

I agree the road ahead is not easy but Stuart is the Prime Minister of Barbados and I expect him to fight, fight, and fight again, to the last man, from St Lucy to Christ Church, from St Philip to the inner recesses of Bridgetown, that is what I expect of the man. This is for those old women who voted in the last election and the young men on the block who are looking for avenues to a better Barbados.

  4. Except that the PM cannot help a fellow, he has to stay in St Michael South and fight for his political survival. Remember he has never won a seat twice and the odds are against him. He is doing a poor job, the masses are unhappy, his own party members are against him, the gang of 11 and plus his opponent has a track record of taking out a previous DLP PM.

Plus the Chris Sinckler and Donville Inniss political advisors will have their forces out to undermine and dethrone Freundel! It is in their interest to do so.

  5. @Yardbroom
I think you should be hired by DLP to become their communication specialist. I’m serious; I also believe that you might be working as hard as you expect the PM to be working.
I agree with what you said about effective communication ( Yardbroom @ Observing @ 1;30). Listening is important, at least giving the impression that one listens. DT was a great listener and a pretty effective communicator. Caring, or at least giving the impression that one cares, is equally important. Remeber Bill Clinton’s famous: “I feel your pain” ?.
I quote you: “This is …………for avenues to a better Barbados.” Now this is the problem: people are NOT better of now than say 3,4, 5 years ago. My roadtax, landtax have gone up, everything has gone up. The roads are not any better, neither the quality nor the reliability of delivery pottable water is better, garbage collection is unreliable. What I’m saying is : I’m hard pressed to see how I’m better of. ( I know about global economic crisis and am prepared to make sacrifices). I would like the DLP to explain to me very clearly the roadmap to getting out of this mess. The future doesn’t look bright.
Now can the BLP do a better job………? Well that’s the big question, isn’t it?
Under that last DLP administration things were tough too; 8 0/0 salary cut and an extra IMF stabilization tax. That too was badly handled PR-wise by the DLP: “like it or lump it” But, when the BLP came into power then, life became increasingly easier for most people.
Do you see the uphill battle for the DLP?
For me (neither bee nor dem) there is hardly any difference in ideology between the DLP and the BLP. Can’t say one is liberal , the other conservative or one is more left of center than the other. The only difference I see at the moment is that the DLP seems to think that austerity measures is the way to go, whereas the BLPis for stimulating the economy.
I don’t think all is lost for the DLP, but they will have a hard job convincing people that they have done a good job so far in improving their lives.
Wow, this has become a lot longer than I intended, but I appreciate you answering me and I usually enjoy reading your contributions/comments
    And……..I feel your pain.:-)).

  6. @ Yardbroom
I forgot to say, that although I’m not against the DLP I think that PM Stuart is an ineffective leader. He has done NOTHING to inspire in me any way. You mentioned the E11 in your comment to me, why did he not deal with that in a more communicative way? All he said was something about that the would/should be dealt with. I fully expected him to come out swinging ( for once), but what he said was not followed up by any action. At least not in the public eye. That was a great moment for him to put his stamp as “being in charge”, being the leader. And Yarbroom, I’m sure you’ll agree with me that as important as communication is… PERCEPTION is everything.

  8. Peter Wickham’s opinion polls are usually correct. However,I can vividly remembered that some of his polls were not as accurate and reliable as usual.
Prior to the 2008 general election,an opinion poll was conducted by Peter Wickham. In that poll former Prime Minister Owen Arthur was the preferred choice of leader and the most likely person to be the Prime Minister of Barbados if an general election was call at the time.Lo & behold a few months later the general election was called and the late David Thompson was elected Prime Minister of Barbados.
I can also recalled the 1986 general election in which all the opinion polls at that time indicated a close election and some even predicted a Barbados Labour Party victory. We all know what was the outcome of those elections.
This recent poll has some elements to it that needs careful analysis.
Peter Wickham always comment on the swing analysis in his data.Surprisingly, that swing analysis was not used in this poll.Additionally,Peter Wickham did not comment with any great degree of analysis on the question poised, which party would the respondent support if a general election is call tomorrow?
Analysis was also lacking on the constituencies shift in support for the government.Peter Wickham usually comment on the shift of support at the constituency level for the political parties. He did not tell us if there is decline of support for MP’s in their constituencies and the degree of that decline.
After reading the analysis that Peter Wickham put forward,I conclude that this poll has a number of flaws and inaccuracies. The poll was not of the standard i expect from a respected pollster like Peter Wickham. It can be surmised that this poll was intended to create mischief and confusion.
I support Dr David Estwick view of this poll.It was a rubbish poll.

  9. David & BU I have posted some submissions I have not seen any of them being posted.can you tell me why my submissions are not being posted

  10. Hi Yardbroom
Your analysis is sound. Your advice to the PM makes sense. Let Onions and Scout count their chickens before they hatch. The PM and he alone know when to call the election which is due next year. He must not discount the poll but get out there and connect with the people.
He has the advantage in that the people said he is honest and decent unlike traits mentioned about Owen. This election will be won on the blocks and the senior citizens vote. The blocks will be about money because that is what we have become. Most of the politicians know that they do not vote unless they get money. A sad fact.
The next budget should look after the senior citizens like easing any tax burdens they have.
The poor will go with the DLP if they shape their arguments about the BLP attacking things that benefit them like free bus fares and summer camps.

It is not over yet. Check how fast the houses at Valery are being completed. There will be no elections until at least that blue block that look so good is handed over and Integrity legislation pass in the parliament.

I would be classified in the middle class and is better off today not because I have money but because I have enough sense to live within my means. That is the problem with the persons who want the government voted out. They want to live like the people in Greece and Spain before those economies collapse.
I hear about this suffering. I am not seeing the evidence. Today and I went into a cell phone accessories shop and all the people there had fancy phones buying very colourful covers for them. I have an old phone but can afford one of those fancy ones but it is about food, bills and comfort.

  13. The only problem with the argument above is that the Dems have no cash cow to dole out money this time to the boys on the block unless the queen gives up what is in FAMILIES FIRST account.

The private sector will not give to the DLP with Freundel as leader, have you forgotten what the meetings at Sapphire Apartments was all about? The private sector is now tired of this government so keep your hopes up.

There is so much suffering out there, people whose unemployment benefits have run out and you say you are not seeing the evidence. People have cell phones as they no longer can afford the landlines and I have seen people with BBs put on $10 credit, they cannot afford anymore. I see people leaving behind so many items they have picked up and for the most part, they are only buying the basics. At the check out one day, I saw a lady putting up her items and told the cashier, “I only have $50 and would like back $10, so check up to $40”. And you dont see the evidence??? I am helping a family where no one in the house is working with 2 children at the tertiary level. There is great suffering out there.

Free bus fares and summer camps! Is this what the DLP is coming to the electorate with? What is the use of having free bus fares but the poor children cannot get buses to get to school on time?

People are hurting and will vote with their heads, not for any slow coach PM. One term, the DLP cannot buck the trend! In fact, I think the DLP’s Gang of 11 will want Freundel to lose, they stand to gain!

  14. i totally agree with negroman most of what he said i concur anyhow it takes a “third eye” to see what is at play here from from a different perspective that doesn’t mean that the poll in itself does not state most of the findings of the public as viable “concerns” in different areas. also like negroman my “thirdeye” had allowed me to expose some of the findings as mischievous with an intent to elevate Chris sinckler to the post of candidacy of PM for the DLP as i clearly saw the mischief in the tying of the numbers between OSA and chris if Stuart was exempt and that i saw as an attempt to put pressure on the DLP for change.wickham is not dumd he is a physcological as well as a political scientist and he knows the dynamics of how to make heads roll and indeed he has within the DLP for this is going to be a long hot summer one that the DLP would surely remember.

I think each Black Barbadian should vote for the DLP once in their lifetime in resepct to Errol barrow who paved teh way for full free secondary eductaion. After that it is hard to continue voting for them. they are a vision-LESS group of incompetent loud do-nothing fat duncy people”

i am serving notice to you and others like you who use this forum to misinform that yourmisinformation would be challenged because i am sure you know that mr barrow did not pave the way for free secondary education, free secondary education was already in place when mr barrow came to power in 1961 and expanded free secondary education.

I hope I have it right, however, I apologise to you for coming in so late and so brief. As a true BAJAN, how could I feel good about the demise of either party? To be honest with you, and I’ve said it over and over again, both parties have their share of evil, right now the DLP has more than the BLP, so I will vote for the lesser of the two evils; last elections I thought the DLP was the lesser of the two evils, but they have disappointed me badly. I’m my own person and I think for myself, too many people allow politicians to think for them. I will continue to call a spade a spade because NO POLITICIAN has any secret holding for me. I’ve said before, it is time we have a new political party in Barbados of individuals whose interest is in seeing this country progress. We now have politicians who are looking to progress themselves and their yardfowls.

  24. @ David

“A high powered BLP team is travelling to New York – Owen Arthur, Santia Bradshaw, Jerome Walcott, Rudy Grant AND Mia Mottley”

Can we say this is a Mottley crew then?

Anyway, on the 8th June, 2012 PM Stuart will be the feature speaker at the Toronto Board of Trade, one assumes trying to encourage more foreign direct investment into Barbados from Canada. We should note that 10% of all Canadian investment overseas is made in Barbados or made through Barbados.

The CADRES poll should be dismissed. It has not sampled potential voters perceptions, this is a tried and tested ploy to influance potential voters. Its kind of like trying to herd sheep, not a difficult task at all.

As far as I know and it will always remain within me, Mr Barrow introduced free education. I remember entering secondary school in 1961 and my parents paid the first terms fee, but after the elections, not only did my fees erased, but my parents were reimbursed. I’m eternally grateful for what Mr Barrow did for me.

Freundel all the way- Integrity, Honesty, Keeping Barbados stable in a global recession- no Spain, No Greece, No sky falling, 18 weeks of foreign reserves, NO IMF. I am proud of you Mr. Prime Minister.

  27. As I said, as far as I am concerned, the election is morally over, the formalities yet to be done. Full stop, whatever nonsense is spouted as to polls or what, I hear from the street the reality.

Having said that, there may be ONE AND ONE ONLY, chance for the DLP to retain control. Unlikely that it will be done, but a slim chance of success.

That is for Stuart, about a month before calling eclections, or I would say just before the euphoria of Christmas, resign as PM, put his full backing behind Sinckler and spout much great things about Sinkcler and the future of the party.

A ploy? Maybe, but nonetheless one with at leats a slim, however slim, chance of success, as opposed to certain loss.

  28. @ Crusoe

Welcome to the flock sheep. Stupse, you actually believe this nonsense that Sinckler has broad national appeal?

Bajans really don’t know when they are been spoon fed a bunch of nonsense. I with Estwick, its a foolish poll designed to create uncertainty in the base of the DLP.

suppose all you said above is true- how could you attribute those outcomes to mr stuart? from what i can observe those successes fall firmly in the bosom of the persons holding the ministries of finance and economics and as far as i am aware, mr stuart in not in charge of those ministries

  32. As far as I know and it will always remain within me, Mr Barrow introduced free education. I remember entering secondary school in 1961 and my parents paid the first terms fee, but after the elections, not only did my fees erased, but my parents were reimbursed. good for you, i never paid any fees at st leonard’s secondary. there were several options to choose from. grantley adams, princess margaret for example. these were non paying secondary schools whose pupils have made their academic mark on the society of barbados like any of the other schools which your parents like most parents in those days were mentally conditioned to believe that if you did not go to harrison college, queens college or lodge you did not go anywhere. matter of fact, there were more pupils attending the newer secondary schools than the older secondary schools. more do not worry, the way things are looking, do not surprised if some kind of outlandish charge is imposed to enter those schools in the near future. if i folow your logic, then hould vote for the blp for life because it was under the watch of sir grantley adams that all people were given the right to vote and to adams for the tenatries act which was one of the most progressive pieces of social legislation ever to be passed in barbados. overnight under this act, thousand of barbadians living on plantation tenantries in rural barbados were given the right to purchase the land on which they were living at ten cents a square foot thereby quietly empowering a vast majority of barbadianswith the stroke of a pen.

  33. The only way the DLP can win election is if Freundel dies in office (God forbid). The DLP has basically wiped out the middle income people and we will vote with a vengence. Compare what has been done for lower income group- They received NHC houses free after renting, free bus fares (no one told them to go and get alot of childrren), free summer camps, soon to come Free child-support.

We the middle income group who have studied and work hard, use condoms and struggle to achieve something have had increases in land tax, bus fares, road tax, professional fees, petroleum products, houses are out of our reach, removal of the Credit Union savings as a claim to our income tax, increase VAT and since we have pride we will not sleep on the NHC steps to get a house so we are suffering badly in silence putting on a smiling face but cant even eat properly.

So given that lop-sided approach this government took we are going wid Owen. he cud be Barrabus or not, at least we were able to live better. Why should people who decide to have alot of children and not elevate themselves be better off than us who have worked hard to achieve something?

Any opinions on the current state of medical provision here in Barbados/

Do you think a teaching hospital and a ‘visitors’ healthcare (health tourism) will become viable here?

On an aside, I did read sometime ago that the unfortunate ‘ expectation’ indicate that by the year 2020 50% of Americans will have Type 2 diabetes.

So, medical educators and the health services scuh as yourself have your work cut out.

  36. @balance
It is true the BLP started the initiative but it wasnt all inclusive. In fact what Barrow espoused was for everyone to be given teh opportunnity at all schools and that was rejected by the BLP.

It is disingenuous and hair-splitting to say that BLP introduced it because they did not envisage free education to EVERYONE at ALL SCHOOLS primary secondary and TERTIARY.

  37. SUBLIMINAL MESSAGE? ACCIDENT OR DESIGN? THE CADRES POLL MONTAGE IN THE NATION.

Look at the montage of the four candidates.

    (1) Owen Arthur is upright striding out as if to victory.
    (2) Mia Mottley is also in stride.
    (3) Chris Sinckler is standing erect hands at his side.
    (4) But Prime Minister Stuart is looking away from the camera shoulders slightly hunched and almost looking down: the appearance of a beaten man.

I make no allegation at all, I simply ask you to look at things with different eyes. Do not be led, make up your own minds. “Subliminal messages” are powerful things. ( It was only a poll not the result of a general election) The Nation has a library of pictures from which to choose….I say no more.

@ David ( BU) could you please display that photgraph so fellow blogers can see the point I am making.

  38. a poll of interest would be to ask ” if the people believe that the austere policies would be removed under a new government”

  39. To Yard Broom:
I want to agree with the sentiments of your article. I never trust that Boy Wickham. When Mia was in charge his polls were saying she is more popular than even David Thompson. Few ordinary citizens may know that when Mia’s star is on the rise the Boy star is on the rise too. She was way more popular than Owen just the other day, but since the “gree back” Owen has taken the lead again. Check all of his article in the Nation during that time. By his attempt to influence Caribbean politics through his spying for the USA, I find it very very difficult to trust him. It is so sad that no other pollsters are around. Finally, I become very very suspicious when Chris Sinkler’s sponsor would have been the money behind that poll. Youe are pulling a fast one spy boy Wickham.

  45. The fact that Peter Wickhan has not had the balls to continue participating on BU speaks volumes to the bushman……

Here is a person who thrives on the airwaves where he can cut off critical analysis and where he can read condescending emails that he obviously sends to himself, while pompasetting and preaching his nonsense.

Everyone in Barbados knows that Stuart has not been the image of leadership that Bajans expect. OBVIOUSLY any group of intelligent persons asked to comment on his leadership will be less than impressed…… Just as most Bajans asked to comment about Wickham would be unimpressed with his lifestyle, his lack of BU balls, and his commitment to the defence of homosexuality.
But don’t we still read his polls?

Bush Tea thinks that FS is indecisive and bushie will be one of those who thinks that O$A is a better leader, BUT Bushie will never vote for O$A unless he explains those allegations of dishonesty and gives a commitment to honesty in future.

So for anyone to deduce from this leadership popularity poll that the election result is thereby indicated – is at best wishful thinking….and at worse, an attempt to IMPOSE ON THE GULLIBLE and to influence the decisions of the weak.

That logic would be like suggesting that a poll could not be scientific because the pollster is a CIA spy, or a homosexual, or a coward….

The poll is just what it is…. A leadership popularity poll. It tells us what we always knew…. Stuart is not an Adams or a Barrow.

Let Wickham be professional: do a proper sample survey asking Bajans how they will vote in their constituency before speculating about overall results…. That is what counts.

  46. @ lemuel
You call it a ” gree back “? Arthur has widely made it known that he is back as leader ” to make sure a Mottley never rises to prominence in Barbados politics again ” ; AND MIA KNOWS HE SAID IT ; the Mottlet family also knows he said it . Well whoever wants to think that they ” gree back ” could continue to fool themselves . One thing I know : MIA IS NO FOOL …..

  47. @Bushie

As you know not many public figures can handle the heat of BU; a credit to the BU family.

The poll though speak to more than leadership. Also the Nation has decided – no doubt to sell newspapers – to drag out the poll analysis over weeks.

We have reached a sorry state in Barbados. Both sides of the fence read the comments on BU but regrettably when their strategy is scrutinised it seems to be same old same old.

This election will be one with a difference: no long coattails of the leaders and the perfect economic storm which citizens still have not come to terms by appreciating the gravamen of the situation.

  48. To Watching:
The strategy that Mia and her “friends” who pretend to be very close to Owen are pursuing is that Owen shall die of some chronic disease suddenly and she shall emerge as leader again. Well if that happens it speaks volumes about the poor rakey talent that is in the BLP. I have always maintained here that she is a political nuisance that has been foisted upon Barbados through the evil deeds of her grand father. Peter the spy “man” Wickham shall do every thing in his power to she returned to the head of the BLP.

  49. Mia knows that time is on her side and she will wait it out. It is evident Arthur is not as energetic as he once was and the position of PM is no sweat bread. Mia’ pragmatic approach to close ranks for the coming general election does no favour for the DLP.

  50. For too long we have had these people for the political class pretending to angels when in truth and fact they are wolves in sheep clothing.
