Prime Minister Fruendel Stuart

Minister of Culture Stephen Lashley was quoted in the press on the weekend blaming the lack of a media policy at the National Cultural Foundation (NCF) for feeding perennial controversies during the Crop Over period. To summarize his view: the ad hoc manner NCF officials have interacted with the media must stop. BU agrees with the minister that an effective media policy will always add value to the process of disseminating timely and accurate information.

To support Lashley view, we had another Lashley demonstrating why a media policy is useful. Yesterday at the St. James North Democratic Labour Party (DLP) Constituency meeting Minister of Housing Michael Lashley reacted to the CADRES poll by telling party supporters, โ€œpolls donโ€™t voteโ€. Lashley who has been unusually silent in recent weeks – as well as Minister of Agriculture David Estwick โ€“ no doubt strayed from his substantive script of expounding about governmentโ€™s housing program to share his views on the findings of the CADRES poll.

BU suspects that Nation newspaper reporter Mike King travelled to the St. James North Constituency meeting with great anticipation stoked by the release of the CADRES poll. Lashley did not disappoint. Here is a classic case where a media policy of government should have kicked in to guide public pronouncements about how to treat with the CADRES matter by key government officials.ย  Especially given the nature of its findings. The nonsensical comments attributed to Minister of Housing Michael Lashley in the Nation newspaper showed clearly his comments were off the cuff and exposed a kind of lethargy by our leadership which is not welcomed in 2012.

Lashleyโ€™s comments reflect the urgent need for government โ€“ even at this late state in its term โ€“ to implement a communications policy. Not since the death of David Thompson has the government been able to establish a coherent and cogent dialogue with the LOCAL media. Has it occurred to the DLP hierarchy by now that ALL utterances about the CADRES poll by government ministers and close others will be placed under the microscope?ย ย 

BU is not a fan of election polls but like the โ€˜Examโ€™ there is no alternative to scientifically measure the mood of the electorate. Again, BU is not a fan of many of Peter Wickhamโ€™s โ€˜positionsโ€™ but his poll results over the years have always been close to the mark. His mentor Pat Emmanuel must be pleased. Last general election BLP members were โ€˜cussinโ€™ and the DLPites were singing Wickhamโ€™s praises. How things have changed after only one term.

If BU were in Stuartโ€™s position Wickhamโ€™s poll would have created by now the need to schedule a strategy session with the parliamentary group and other key persons in the DLP before weekend. Barbadians, except DLP hacks are not surprised at CADRES findings, understandable in an austere economic climate.

Prime Minister Stuart may be a nice guy and noble in his intentions. A leader must lead. Stuart must think on these things.

    The obvious answer was given by the PM to the House yesterday : read the Barbados Advocate of 23 May . Why do you consider that every single matter could be turned into a political issue ? Or maybe you would have preferred that no appointment was made so that when your BLP is returned to power they could have the opportunity to appoint the real GG who lay in waiting .

  6. my analysis is correct on the message the poll is sending in respect to change of leadership in the DLP in order to make substantial ground in the upcoming election. Peter wickmhan is a political scientist would understand the power of the words and the intent onn how it cultivates and capture the mind with differing responses and this poll has done exactly so. the message of leadership is one that have been talk about ever since this poll was released from what i have heard and read leadership of the DLP ever since Stuart became PM has always been a bone of contention for wickham and that is no secret and now with having the confirmation of the people by the poll his feelings are validated. No problem!

    What percentage of Barbadians understand “phlegmatic serenity?”

    Are the PM’s and others’ comments dismissive of the 900+ Barbadians overall and approx (100+) dlp supporters who chose not to prefer him/them?

    Did I notice a clear absence of “we” or “the party” in most if not all the “off cuff on the way to parliament” responses?

    Is the dlp still the mature and visionary party of barrow? The politically agile and friendly party of thompson (albeit for a short time)?

    Will they AGAIN hand back over a soon healing country to the BLP who will ride the waves that they started into another era of “better times”?

    Will somebody pinch me and wake me up from this ’94 deja vu?

    You are correct we are witnessing 94 all over again. Something dramatic will have to happen which totally disrupts the current perception of the public to give the DLP a ghost of a chance. The longer Stuart delays calling the election, it gets worst. It is hard to see any significant change in the economy in the months to come. A change in leadership will be too disruptive and appear to be opportunistic. Let us see what Sundays poll analysis says.


  10. Some important things to remember:

    – as David says, that the economy and leadership issue are intertwined, no less than everyone knows that even some of the Ministers think that Stuart is not up to the task i.e. the eleven. Further, they have been shown correct by the lack of direction on Four Seasons, Alexandra (a cCommission of Enquiry is not direction, it is a deflection of responsibility), CLICO etc. Our most successful leaders i.e. Barrow, Adams and Arthur (leadership on issues is not what lost the last election, but arrogance by the Ministers).

    – What is keeping Barbados afloat is not brilliant management but simple economics i.e. the high end tourism sector continues to support Barbados i.e. Sandy Lane et al West Coast (give them credit) , Crane resort etc and the intertnational business sector also. That is all.

    – rapport is gione, with the loss of David Thompson, whether you supported him as PM or not, he came to be leader and he did maintain his rapport with the electorate, he committed to this and held his committment.
    – there is no clearly communciated agenda, especially on significant issues, that is the second failure of this current administration.

    Further, the notion that the polls are irrelevant is a pointless exercise and worse, is indicative of an administration that has lost touch. Even if for some peculiar reason it was thought, it should never have been voiced, it reflects an arrogance and a lack of appreciation for necessary feedback in management.

    There is no doubt in my mind that the election is over, all that is left is formalities.

    No hard feelings for anyone, it is just what is and the country needs to move forward.

  12. Stuart had the opportunity to get a new mandate when Thompson died and he indicated that it is not his style. It was a mistake, even Wickham admits it.

    It is hard to see Stuart stepping aside because that is the only way it will happen, the E11 has shown they don’t have the balls to come together.

    Sinckler has made it harder by going public he is not interested in the primeministership, another mistake.

    At this point unless the BLP implodes the DLP has to concentrate on minimizing the damage i.e. whether they win 8 seats or 3.

    But these is still time for crap to happen on the BLP side!

    David i think that is the game plan now. hope that the BLP implodes. i could not believe that the PM would call the poll “irrelevant”. this guy is clearly living a bubble and clearly if the DLP wants a chance to win, they must remove this man from the role he is playing in pulling them down.


  14. It is a shame for the PM to dismiss the survey findings. Barbadians, especially the poor, suffer under the DLP every time they are in office.It is evident, reliable and will continue to be that way as long as they are in office. DLP has a way of making the people of Bim fell that they are for the people but they are not. If Barbadian cant see that now and take action, we will suffer more….We need a change and right away.
    The taxes are extremely high and what amaze me most, is that since the DLP was in power, everything went up and continues to climb every day and all year. They call it WR. Shhhhhhh man!!! The DLP is the Dam Light Power. They are high powered and dangerous. You ought to be careful Barbados.

    The Nation’s coverage will be very obviously anti DLP . The columnists never had the balls to confront the BLP leader on any issue whether in government or opposition. Now with Harold Hoyte retired, The BLP knows that they have the Nation choir singing together – Is it not a coincidence how Sanka Price in his economic analysis repeats word for word what Clyde Mascoll says- Price is not only a columnist , he is in charge of the Friday and Saturday paper.

    I repeat and I will not be proven wrong- NO COLUMNIST at the Nation will attack or confront Owen Arthur on anything during or after this election cycle. It will be one sided DLP bashing from now until election day. The BLP journalistic prostitute known as the Nation newspaper will not touch the opposition leader in any of their columns unless it is something positive.
    If any of them goes off course, a simple call from Roebuck Street to Kaymar will correct it.


  16. I originally thought that a possible partial solution to the DLP’s problems that were unceremoniously uncovered by the poll was for FS to step down asap. A head wiser in political reality (Observing) indicated that such was unlikely. I now agree with him. FS and the DLP are unlikely to go this route since too many people are now seeing it as the only sensible way to go to gain ground in the election stakes.

    I fear that what the poll has done, along with wickham’s and others’ unseemly crowing, is to ensure that the poll is delayed to the very latest statutory date possible.

    Thus, if the european and world economic situation gets worse and there continues to be significant job and hotel attrition here as well as further cutbacks in several areas, along with further deleterious developments from CLICO, AX, et al, the outlook for the DLP looks really bleak.

    Perhaps “just asking’s” scenario may not be too outrageous after all. However, in all this there is the slim chance that the BLP still might shoot itself in the foot.

    You DLP supporters behave like little children. Three media houses in Barbados, Advocate, CBC and the Government Information Service are all pro DLP. The Opposition cannot see the light of day coming from these entities, unless there is trouble in that camp.

    The Advocate owns the DLP choir, as well as sings in it and conducts it, and you have no problem with that. The first eight and the last four pages โ€“ everything – DLP, DLP, DLP. I guess the Advocate is either a “call-girl” or the more politically correct term, an escort, in this regard.

    Next, you have the DLP CBC TV Evening News that is the propaganda machine for the party, each night highlighting ministers left, right and centre, and you happy with that,.

    Then you have The Peopleโ€™s Business, whose programs are structured in such a manner that Ministers are not asked pertinent questions by the moderators. You get some ignorant people, who instead of asking questions relevant to the issue, would comment on the shirt, smile, hair-cut, dress, or hair-style. You also have on CBC radio, Talk-ya-talk with pro DLP moderators, John Lovell and Maureen Holder, and I notice that BLP supporters are roughed up by these two, especially Lovell. Well, Holder in a class by “she self”, a masters degree and she knows everything.

    But what is surprising is that despite all of these avenues afforded to you to spread your message and propaganda (unopposed at that), THE POLLS STILL RANK YOU UNPOPULAR.

    Man, doan blame de Nation fuh da yuh, you responsible fuh ya own demise.

    Once upon a time, a BLP Leader made a Nation newspaper Chairman a government senator – The Nation was looking for a new Editor -In – Chief.
    The Nation’s chairman then “coincidentally” picks a journalist who is a known close friend of the same BLP leader. Therefore the new editor was working for the company chaired by the BLP Senator and is the close friend of the BLP leader who appointed the BLP senator who approved her recruitment.
    The evidence that the Nation newspaper has been politically compromised, neutralised and is has a clear BLP agenda is overwhelming.


  21. Unfortunately Sidney Cox died, lo and behold, the DLP press secretary Reudon Eversley, secretly appointed as Director of News and Current Affairs at CBC. Whereas the Nation is a privately owned company, CBC is an institution owned by the taxpayers of Barbados and not the Democratic Labour Party. CBC and the Advocate, are they not politically compromised?

    There they go again, all together now- the only response for the Nation’s journalistic prostitution is “CBC does do it too”.

    1994 – 2007 – The Advocate and CBC were the biggest promoters of the BLP.That is a fact and when last I checked the former CEO of the BLP was still writing for the Advocate and frequently criticising the government in the same column.
    1994 – 2007- Ezra Alleyne was cussing the DLP in the Nation on a regular basis. Please tell the public which columnist in the Nation currently criticises anything about the opposition leader or the BLP?. Back then the Nation would still give both sides columns but not now. There is a clear boycott on any columnist from the DLP. Arthur has made that quite clear to Kaymar, so while you will see reporting on what is happening, the columnists will NEVER criticise the opposition leader.
    That is the 11th commandment in the Nation newspaper by its columnists –
    Thou shalt not in any way harshly criticise the current opposition leader – he is off limits.
    If the BLP returns to power, Who in the Nation will challenge and confront Arthur? – Mascoll? Hoyos?, Ezra Alleyne who was receiving consultancy fees from the BLP?? Peter Symmonds who Arthur appointed as a diplomat?
    we will expect as usual that CBC will reflect the BLP point of view as happened previously. The Nation will retain Brandford, Hoyos, Sanka Price, Mascoll and the other political operatives. This time, however, you can still rest assured that they will still target the DLP for their focus while bowing at the BLP political altar.
    The Nation has been compromised.IT is obvious to all.

    How does all that information help to improve the service at the Transport Board, when the average man has to wait 2 hours for bus to get home? How does it help those persons whose light and water bills have increased astronomically because of ill-advised policies of this government? How does it help the 500 persons who were recently made redundant at Almond Resort? How does it help the students at the Alexandra School? Does this information assist in the reduction of the cost of living? Can this information assist those persons who have been awaiting their income tax refunds since 2010? Is it any help to those persons whose retirement income will be significantly reduced as a result of a decrease in pensions?

    The only people who seems to care about the Nation and its internal activities is you and the man on the Cream-of-Wheat box.

  27. Although Mr Stuart is not my all-time favourite as Prime Minister I think he is still the โ€œbestโ€ person in the DLP to command that position. We need to take the emotionalism out and be honest in our assessment of the persons that we voted in to office in January 2008.
    We say change Mr Stuart whom everyone views as an honest and upright person but is slow to act, I guess we now live in a microwave society everything must be instantaneous.
    But change him for whom who do we have?
    Mr Sinckler โ€“ has a certain amount of charisma but can we believe ANYTHING he says? He tells us that the Governments of Dominica and St Vincent are investing in the Four Seasons project but lo and behold the PMโ€™s of those countries know nothing about what he speaks. He tells us that the increase in VAT is for 18 months now it is permanent. Before he was an MP he organised a rally in St Vincent against the EPA, when he became an MP he was on over the place champion the cause of the EPA. To my mind he cannot be taken at his word.
    Mr R Jones โ€“ is seeking to take over the empire previously presided over by Mr Jack Warner. He will not do the right thing when his friend is the culprit. Therefore he is not good management material.
    Mr R Sealy – has a certain amount of charisma and is too laid back shall we say lazy?
    Mr J Boyce – Not accustom to working LAZY
    Mr M Lashley โ€“ poster boy for housing and cannot travel to certain countries.
    Dr D Estwick โ€“ Good man but side lined by the party because he is too plain spoken for some persons.
    Mr A Brathwaite โ€“ Approachable but just there.
    Mr D Kellman โ€“ Good heart but too much of a Mr I and I = one man show.

    Be careful, I have taken a lot of abuse for coming to the same conclusions. Let’s face it, Stuart is not the ideal leader, but who is? Yes, he is slow to act, but I am yet to hear anybody say that he is a crook. Quite frankly, I prefer an honest man who is slow to make decisions to a speedy crook any day.

But I would go further, even though I criticise him at times, I prefer Stuart to Mottley and Arthur any day. Mind you, he is a big boy and should be able to take it, otherwise, tough because I don’t plan to stop.

    He was never a leader and has proven that. Have you ever seen any country progress with a leader like Stuart? Stuart became leader by default and he has behaved like a default leader….like he is still keeping house for the dead king.

    As in “Jennifer Lazlo” election when the dead king and the kingmaker came up with the “Crime and Violence” election theme, they decided to come up with that corruption theme in 2008, knowing that with people wanting a change and that Barbadians hate to hear that their politicians are corrupt, they knew it would be a winning strategy.

    They won, the people actually believed them. It surprises me that educated people still believe the Dems’ lies. Do you really think that with all of the government files at their disposal, they would not have found the evidence and would exposed the BLP for all to see saying …”look here is the proof”. To this day, not a shred of evidence of any wrong doing but we saw the evidence on the one who was really corrupt, Mr I will not lie, cheat or steal. Freundel continues to associate with the CLICO “terrorist” and you all keep saying, Freundel is all that clean. How else could he call in CBC to say he calling on behalf of his friend, the PM?

    Give me a break! Every one has one vote, and the electorate will decide!

    I’ll be honest. I like FS. I like the DLP. A part of me actually would like them to win another term. But, if look at a national poll by an established organisation which has called it right or come damned close for the past 4 election cycles, and which

    a) puts your popularity at 9%,
    b) forecasts that at this stage your party would definitely lose,
    c) raises glaring issues with your government’s and party’s operation and
    d) indicates major worry about leadership, the economy and party unity

    If you then say publicly that the pole (pun intended) is IRRELEVANT, or NONSENSE, then there is an even bigger problem than we have discussed here so far. The comment about Wickham and dating back to to 2000 is also unbelievable.

    I still believe it will be a close race with either standing a chance, but, if these guys continue as is, decide to extend the poll date as far as possible, and fail to address the major current concerns as well as the ones that are still to come, this could easily resemble an ’86 or ’99. Not for lack of ability or competence, but for total and absolute cluelessness.

    I heard a DLP lady today on Brasstacks who admitted that she has known the PM for 46 years, pleading for a second term for the DLP. She pleaded….the people must give them a second chance and if after two and a half years Freundel does not change, the other members can then bring a no confidence motion to move him. David asked her if she thinks that could ever happen.

    Well, Sleepy Smith in the run up to the 2008 election on Brasstacks asked the people to give the DLP a chance and if they did not perform, after one term, they were free to throw them out. I think the people of Barbados need to make good on that pledge!

    JW, you have to admit that the PM uses vocabulary that is way beyond the average Bajan. His vocabulary is extensive, but he should save the high level vocab for the high level meetings he attends.

  42. The DLP and the PM are living in their own Fantasy worlds. They create this “world in their heads” and operate and make statements within that context–Nothing to do with Reality.
    We have to be careful that Stuart calls election, he might not want to call elections, he might not call elections.Not Calling Elections is an option too. There is nothing , no law , No constitutional clause that stops Stuart from not calling election

    I repeat, they are in denial. They believe that Barbadians always give governments two terms, so they are resting on that belief.

    That’s a valid comment. Many of them believe that a second term is automatic based on history. They are in for a rude awakening.

  49. If the PM does not call an election what can we do about that? Can he stay in power without an election? Is the present party so desperate that they will hang unto power at any cost? I wonder if they sleep well at night? I know for sure they are trolling this blog for sure.

    There is a constitutional drop dead date (April 2013) failing which the GG would desolve parliament. But why would the PM not call election unless he is essaying to go the route of dictatorship? Relax Barbados is a model democracy.
