While visiting the offices of the Barbados Tourism Authority recently, I collected a copy of what I assume is the latest list of all registered accommodation on Barbados. The brochure is entitled Rates – Hotels, Guest Houses and Apartments – Winter 2007 -2008 December 16th 2007-2008 To April 15th 2008 and Summer 2008 April 16th, 2008 to December 15th, 2008.

According to the listings to have 64 hotels with a total of 5,147 rooms, 19 Guest Houses with a total of 123 rooms and 64 Apartments with a total of 1,090 rooms! The average size our hotels is 80 rooms and Apartments is 13 rooms. If you exclude our six largest hotels (Almond Beach Village, Almond Beach Club, the Hilton, the Crane, Accra and Turtle Beach) which account for 1,541 rooms that takes the average size down to 62 rooms.

What stands out from my perspective?

Well, first the fact that we now have just as many Apartment properties as Hotels. From my reading of the mandate of the Barbados Tourism Authority and the Constitution of Barbados is that all hotels, apartments and guest houses offering accommodation must be registered. Yet read through a telephone directory, drive around the island or simply Google Barbados accommodation and we will find literally dozens of properties that do not appear in the BTA listing.

It is even more remarkable when you consider some of the properties which carry the name ‘hotel’ and that are not listed, have as many as 120 rooms. According to statistics published, our average annual occupancy, which I presume is based on registered hotels, guest houses and apartment’s is around 51%. Based on an average stay of 7 nights, with two persons sharing one room and on the basis that our total of 6,360 registered are recording an annual occupancy of 51%, that produces a grand total of 1,183,914 occupied room nights.

Divide that number by the average stay of 7 nights and multiply that by two persons (per room) and it means that our registered properties are only accommodating around 338,000 of our long stay guests. With a total of somewhere around 550,000 long stay visitors each year, it therefore begs the question, where are the other 212,000 persons or nearly 39% of the total staying?

Yes! Barbados has a significant number of VFR (Visiting Friends and Relatives) traffic, and we of course have a sizeable number of villas and condominiums. But 212,000 long stay arrivals per year, not staying in one of our traditional registered accommodation providers? As primarily a marketing person, I would need to know, before spending any significant part of a promotional budget, exactly who I am targeting.

To make limited resources most effective, that would mean knowing what type of accommodation are the overwhelming percentage of our market looking for? The President of the St. Lucia Hotel and Tourism Association recently publicly called for a moratorium on the construction of new hotels on that island.

The reason for the call was that currently their hotels are achieving an occupancy level of 65%, against ours of 51%. I would like to finish in stating that these observations do not represent criticism of any organisation or body, but more in the interests of ensuring that, what in anybody’s terms, a large budget of $80 million a year is spent in the most productive way.

    Your can find details on the TerraCaribbean site. 54 condominiums privately built on taxpayer owned (Hotels and Resorts Ltd) land.

    Check on the GIS (Government) site under ‘New Condominium project a plus for tourism’ and former Minister of Tourism, Noel Lynch is stating that this project is ‘all that is right about the CSME’,
    He added ‘although the true economic impact of developments of Sapphire’s type was still be studied’.

    I am still uncertain of the legal implications of buying a condominium on taxpayers land from a Government owned company that has not published its accounts since 2001.

  5. The statistics coming out of every facet of the Barbados economic, social, political and law and order spectrum including the Central Bank is seriously flawed if not purposely influenced by incorrect statistical data.

    How can anyone in Barbados expect to deal with and address the inherent problems in the areas of tourism, crime food costs, et al unless you are dealing with substantially correct statistical data? I really do not understand it!

    I think it would be too late to shelve, BUT someone is going to have to legally look at the buyer implications.

    I also HOPE that this current Government will call for a full and thorough investigation into Hotels and Resorts Ltd and that the taxpayer can expect to learn of their true financial position within a reasonable time.

    As Minister Boyce (and many others including me) has pointed out, Dover Convention Centre played a very important part in helping fill many different levels of accommodation providers in that area.
    It should NEVER have been demolished.

    Plus ‘we’ wasted another very important opportunity of creating a Convention Centre site at Needhams Point.
    The Hilton SHOULD have had a 10,000 square feet single area (which could be divided) either where the car park it located or occupying the entire roof floor area.

    Convention attendees WANT accommodation close-at-hand with a choice of restaurants and activities.

    They do not want up to a 60 minute drive through rush-hour traffic twice a day.

    And if we are only going to have a single Convention Centre of any significant size then before we call it worldclass it should have catering facilties available to exhibitors and attendees whenever an event is taking place.

    Even when the daughter of the Chairman of the sole catering concession is getting married.

    There is a school of thought that the same caterer catered out of Sherbourne for his private catering events now explain to me how this should be allowed to happen??

    If I am not mistaken the one given this facility is the Peter Odle the close friend of Blarney AKA MM Lynch.

    When I speak about people needing to go before the courts of Barbados it is ones like this to which I refer, he and many other cronies of the past administration used our taxpayer monies like if it were their own, and abused the rights of the average man in the street.

  9. Wishing In Vain we heard the new Minister of Toourism giving kudos to the BTI about how well they have been managing projects. When he was in Opposition I am sure they were critical of the inability of the BTI to get the Pier Head development off the ground. There is the project in Oistins which was just opened, is it call Bay Gardens? We understand this project is hundreds of thousands of dollars over the budget.

    Bay Gardens was a badly managed project from beginning to the end and yes it ran over budget but so to every other project that the BLP undertook in the last 7 years so this over run was nothing new to the method of operation of owen arthur and the blp.

    The BTI has new mandate and the board is focused and ready for the task at hand, I am sure you will see a new advanced method of operation.

  14. Why is this post being labelled as “Barbados Room Stock Fact Sheet” when it is merely a collection of unproven suppositions and dubious assumptions by Adrian Loveridge?

    The only document he cites is a “brochure” which itself does not claim to be any list of all the registered accommodation in Barbados. As anyone with a modicum of intelligence or business sense knows, a brochure is simply a piece of advertising produced by one or more advertisers who CHOOSE to advertise on such a brochure. There is no law or obligation forcing any hotel owner to list their property on any particular brochure.

    Adrian Loveridge needs to go back and do his homework instead of coming here posting such shoddy nonsense. If this is an example of the way he operates then he has no business whatsoever being on the board of the BTA.


  15. We want to hear more about Peter Odle and his sole catering status using Sherbourne ahmmm Sandiford Center facilities. Odle was on BTA board from the time he was a teenager. While directors and ministers were playing musical chairs he was the one constant. We never understood why. He certainly is nothing special. The taxpayers many poor as hell have been footing the bills of these rascals businesses. They get fat and rich while real workers forced to settle for peanuts.

    WHY would then then produce any document that shows ONLY selected properties?

    The BTA’s corporate affairs and quality assurance manager, Gerald Cozier said ‘that the Authority has a mandate, by law, to ensure that all hotels are appropriately licensed and registered.’

    No wonder the blp failed Barbados as badly as it did during its rein of terror, mainly because they refused to listen to those who knew about the industry this is so unlike the present Gov’t, god bless Adrian Loveridge, the Hon Prime Minister Mr . David Thompson and all those that have been given the task to revive this country a welcome change it is.
    When will you within the ranks of the blp stop your meaningless attacks on the good name of Mr.Loveridge is it because Blarney aka MM Lynch refused to sit in the same studio as he ??
    If so it is time to move on and to respect his role in Barbados and towards Tourism, it reflects badly on you and your party your demeaning comments.

    I hope under the new administration that it will become standard practice that the accounts of ALL Government owned entities are published annually in a timely manner.

    Adrian, I am not trying to engage any negatives regarding your tourism knowledge, but I must say I have a fundamental problem with you being on the BTA board speaking out of line. The chief spokesperson to speak on the BTA and its management will be the Chairman of the board and ultimately, the Minister of Tourism.

    Have you ever heard of an accountant speaking to the press about financial matters without the knowledge of the CEO?

    As a TAXPAYING citizen I have a fundamental RIGHT to look at and study the financial status of ANY Government entity.

    It is because many have NOT spoken out that we had VECO build our prison and 3S (Barbados) SRL widen our roads and just look at Hotels and Resorts Ltd.

    Anonymous asked me to comment on aspects of BTII, and if you look at my response, I am not prepared to, UNTIL I see their financial position.
    As and when I do see their accounts and I discover anything I think is of concern, then I WILL bring it to the attention of the chairman.

    I am dealing with protocol. During the last administration, you had all rights to expose the dealings of the Tourism Ministry since you was not on the board. Now, you are a member and I feel that certain issues should be handled by either the Chairman or the Minister, unless you have been made spokesperson for the BTA. Anyway, if thinking out of the box is appropriate by the Torism Board, go for it!!!
