This weekly column of Tennyson Joseph, Associate Professor of Political Science at North Carolina Central University is of interest given the internal upheaval ongoing in the Democratic Labour Party (DLP) – an upheaval that has implication for the quality of government practiced.

Over to Yearwood

THE BLOWS AND COUNTER-BLOWS have been laid and the dust is settling.

The main individual casualty appears to be the general secretary Steve Blackett, now suspended, pending further internal investigations.

The larger victim is the entire Democratic Labour Party (DLP) which has become the laughing stock of the Caribbean, in a context where the DLP can ill afford to risk any further deterioration.

More importantly, the story could have been so very different.

What was required was so simple, logical and commonsensical, that having taken the opposite road, the DLP now appears dysfunctional, archaic and out of tune with Caribbean democratic development. No wonder the young people are shaking their heads in disbelief and are generally turned off by politics.

What needed to be done? Once Barbados Labour Party (BLP) backbencher Ralph Thorne had resigned from the BLP and had formally submitted his application to the DLP, and given the terms of the party’s constitution which automatically conferred political leader status upon the Leader of the Opposition, there should have immediately been a closed-door meeting between Dr Ronnie Yearwood, the sitting president, and Thorne, the newly emergent political leader.

The main objective of the meeting would have been to determine their respective roles, the duration of any agreed upon terms of engagement, and “what the final resolution” of the existing agreement would be.

The spirit of the meeting should have been guided by the fact that Yearwood does not have a seat in Parliament, the DLP has no representation in the House of Assembly and receives no subvention.

Finally, such a mature internal discussion would have set the next annual conference or general election (whichever is soonest) as the marker for fully settling the leadership question.

It is no fault of Thorne that neither Yearwood nor the DLP had any seats. There is an air of opportunistic hopelessness in the argument that “if Thorne had stayed in the BLP, then there would have been no problem”.

Much of the blame for the internal confusion can be placed at the feet of the pro-Yearwood circle who adopted a no-holdsbarred, scorched-earth response to Thorne’s reabsorption into the DLP. Was any or sufficient thought given to the party or mechanisms of democratic inclusion of party members in resolving the leadership question?

Even worse, the response was unsophisticated and smacked of political desperation. Locking doors, turning off lights, storming out of meetings and asserting a policy of “criticise from outside” is neither an effective nor a sustainable response.

To the extent that this tactic has not only been defeated internally, but has brought the DLP into serious question, a strong political case can be made for the resignation of Yearwood, for mishandling the Thorne crossover. This will resolve the current leadership crisis of the DLP and begin the rebuilding, post-Thorne.

Over to you now, Ronnie Yearwood.

    Tennyson Joseph is off-point

Laws should be intuitive not anal pedantic and counter intuitive ass backwards

IF DLP had won one seat or more Ronnie would have become Leader of Opposition, as per the intended meaning behind the DLP Constitution

but the constitution(s) did not cater for landslide election victories with defeats of zero seats

Mia said BLP will be the Opposition and offered DLP 2 seats in the senate,
which DLP clowns took to Court to determine if it was constitutional

Previous LoO Joseph Atherley crossed the floor. Atherley informed the prime minister of his intention to leave the BLP and become an independent parliamentarian, due to the absence of other non-BLP MPs in Parliament, Atherley was sworn in the next day as Leader of the Opposition

  7. Can’t not be as simple as those sitting on the outside purport
Mr. Yearwood is not a stupid person neither is Mr. Thorne
Individuals speaking as outside observers might only catch a portion of all that has given cause for the leadership position to be placed on a road of division
Recently at the dlp picnic Thorne openly stated that himself and Mr. Yearwood not divide

What matters is how the party is perceived by the public, it is not flattering.

    ++++++
Since the writer seems to be apportioning blame me thinks that there is enough blame to go around. No wonder Yearwood’s circles were in an uproar as even before Thorne made a formal application to join the DLP he named two members of the DLP (including Yearwood’s main opponent for leadership of the Party) to the Senate before a “sit down” with Yearwood. Then we have a member of the “old guard” (Benn) anointing Thorne as leader of the DLP when it already had a leader in Yearwood. Can we blame Yearwood’s people from circling the wagon?

It could lead one to opine that Thorne is a Trojan horse sent to disrupt the DLP and bajan politics is full of tricks but a move like that would make Machiavelli seem like a choirboy.

  10. @Sargeant

We have traveled this path already but Thorne knew once accepted into the party he would be the political leader. Shouldn’t the decision be his to select Senate members? Also there was a timing issue with the budget debate scheduled etc to create political pressure on government. With zero seats in parliament the DLP found themselves in a tricky position.

The good impression created by Thorne during his budget reply can be considered wasted now. Opportunity loss!

Your point although a reasonable one does not address that it was a ‘palace coupe’ by the old guard that floundered. Now it is about trying to retrieve the situation.

Agree that it was Thorne’s decision to select whomever he wants to be Senators but there is major disrespect if you don’t at least speak to the leader of the party in a way where he can save face and say he was consulted even if he didn’t agree with the choices.

BTW Senator Watson seems to be a worthy choice but what does the other Senator bring to the table? If one wants to promote the party what better way to do that than to name the leader to the Senate, at least that way the public would be in a better position to see if he had leadership qualities and unify the party unless Thorne’s had ulterior motives and his end game was to reap benefits from the discord he created.

  16. @ David

I agree with Sargeant 100%. My thoughts are similar.

Thorne appointed two DLP members as Senators, BEFORE he formally submitted his application to join that political party.

Protocol clearly dictates that Thorne’s first undertaking should’ve been to meet with the party’s president to formally discuss his intentions of joining the DLP and who he wanted to select as Senators upon becoming ‘political leader,’ one of whom should’ve been Yearwood or perhaps someone chosen by him.

It’s clear Thorne held discussions with and made his intentions known to certain DEMS…… in the absence of the party’s president, general secretary and some members of the hierarchy.

Thorne’s and his supporters actions, in all fairness, were DISRESPECTFUL to president Yearwood.

  17. ‘IF DLP had won one seat or more Ronnie would have become Leader of Opposition, “

    Xxxxxxxxxxxxxx

The above is incorrect. Ronnie0 would have only become opposition leader if :

    A. he had won his seat
Ex .. if only Walter’s had won his seat then Walter would have automatically become opposition leader ( not Ronnie )

    B. If he had carried the support of the majority of DLP members that had won their seats
Ex .. if Ronnie, Walters and Pedro ( u can throw in more old guards) were the only dems that won their seats and Pedro throw in with walters then Walter’s would become opposition leader ( not Ronnie).

If Ronnie was the only dem that won a seat then he would become opposition leader or if he won his seat and carried the support of the majority of elected DLP members

He gotta WIN his seat first … no win no dice

  18. @Artax

Agree that Thorne was poorly advised or didn’t care to offend. However the party did approve his entry which should have dissolved concerns mentioned by you as it relates to moving the party forward.

But DLP lost more (30 vs 11)

  20. on reflection Avatar

In hindsight if Ronnie knew Ralph was going to make a play for his position as party leader, he would never have accepted him into the party. Ronnie would be perfectly justified to hoof Ralph out of the party retrospectively on reflection of his power play antics.

  21. “but the constitution(s) did not cater for landslide election victories with defeats of zero seats”

“intuitive law” appears to have a good and firm understanding of the entire situation. His discourse is way above the simplistic BLP/DLP framework that many would like to cast around this issue.

I too have some difficulty with a member of the BLP just walking over to be a leader of the DLP. If a second person (more likable to the DLP than Thorne is) decides to leave, do we now have the start of a 3-way race?

    God job intuitive

  22. Why is it so difficult for some of you to understand that because Thorne is the only sitting MP he automatically became the political leader of the DLP. It is determined by the DLP constitution.

    For clarification and disambiguation

“The Political Leader” in the DLP Constitution refers to “The Political Leader of the Parliamentary Group”

Not “The Political Leader of DLP” (who happens to be the President of the Party)

The Old Guard are like “a dog chasing their tail” trying to oust the leader of the party where there is no such position

Furthermore for the record the “Parliamentary Group” have not yet voted for the “Political Leader” in Parliament.

Although this subset one one will probably vote for himself.

  39. Chris, this is part of the problem.

The reality is that Thorne, the political leader, is the only man in the party with a seat in parliament. He was admitted into the party which means roles now have to be clearly defined for the DLP to benefit. Instead the DLP has outsmarted itself and become quagmired in process and legalese.

It is obvious from Steve Blackett’s mouthings subsequent to the breaking of bread this was destined to be an unholy alliance.

DLP: Thorne doesn’t speak for us

The Democratic Labour Party (DLP) on Tuesday made it clear that Opposition Leader Ralph Thorne and his two new Senate appointees – though DLP members – do not represent the party.

General Secretary Steve Blackett maintained that Thorne is not a member of the DLP and therefore does not speak for it.

“For clarity, I must remind the country that Mr Thorne currently is not a member of the Democratic Labour Party, so the views expressed in both the Senate and the House by [him] and his team are solely their own thoughts and opinions,” he said in a statement.

Thorne twice ran for Parliament for the DLP before shifting allegiance to the Barbados Labour Party (BLP), campaigning for Owen Arthur’s return to power in the 2003 election. He entered the House in the 2018 election under the BLP before his abrupt departure last Friday, triggering his appointment as Leader of the Opposition, entitling him to nominate two opposition senators, Ryan Walters and Tricia Watson.

“At this juncture, the Democratic Labour Party, with the newly appointed Shadow Cabinet and some of the soon-to-be-announced candidates, will continue to highlight issues of importance to Barbadians,” Blackett declared.

“We will continue in our efforts to represent the interests of the population. We will continue in our fight for the poor and the most vulnerable in our society. We will continue in our quest to ensure fairness and equity for all citizens. Barbados is our country and we must all play our part in moving this nation forward.”

But the DLP spokesman commended Thorne and the opposition senators and wished them well.

  42. We’ll have to generally agree with Joseph.
Indeed, most of these things have been said here previously and early within and even long before this here saga.

Except, that Joseph would have envisioned an early meeting between Yearwood and Thorne. This is irrational!

Knowing the mental vacancy which is Yearwood. The.general disposition of akin political lightweights, a determination to get power by any and all means.

Given Joseph’s calculus, it would have been impossible for Yearwood to accept his own uselessness by stepping aside or creating a constitutional path where Thorne’s acceptance as leader within the customs and traditions of all past DLP leaders was to be Yearwood’s best contribution to the party. This was never likely!

But it was not necessary. Thorne has DLP traditions and its constitution on his side, once a member in good standing. Therefore, Joseph’s estimation that Thorne’s role should have been contigent on a fool who has no seat in the HoA and has given no indication that he possess the political nous to win one this century, having failed twice previously, is fanciful.

The making of this DLP failure long predates Thorne’s most recent arrival and may continue as norm long after he’s gone. The underlying truism is that after Barrow, and Thompson might have been another exception, the DLP seems unable to elevate any other that the useless personality types that is Yearwood.

In introductory commentary, a hopeful writer seems yet wedded to the notion that the handling of this matter has implications for governance.

After more than fifteen years here, with hopes being dashed, time after time, only a reference to psycological work of Frued could best locate such an absence of thought.

    Not that straightfoward
Looking at intent those words would apply to the leader of the said party having won seats in Parliament
