Barbados is still under a state of emergency and the Emergency Management Act holds supreme as law of the land as it was extended for no logical reason by the Ministry of Health yesterday September 13th. AG Dale Marshall in the press conference sought to defend the state of emergency legislation which de facto keeps the country under a prime ministerial dictatorship. This state of emergency legislation has a clause that gives the PM absolute power over the country as previously stated in my video and in the nation newspaper.
(4) When a proclamation of a public health emergency referred to in is in force, it shall be lawful for the Cabinet to make any Orders whatsoever it considers desirable in the public interest. This is a parliamentary dictatorship
(6) In an Order made pursuant to subsections (4) the Cabinet may delegate to the Prime Minister the power to make such directives as may be required in the public interest. Prime Ministerial Dictatorship
There is no emergency existing in Barbados, there will be no need to tighten protocols as we proceed full steam into the tourist season. These dictatorship type laws need to be removed to bring democracy back to Barbados’ political system. The WHO and USA President Joe Biden declared the pandemic over however the government still finds a need to hold onto a power grab not because of a non-existent pandemic but the advantage of side stepping traditional processes under the old independence constitution which have some checks and balances in place.
While the Acting PM Santia Bradshaw and AG Dale Marshall were addressing the issue of relaxing covid protocols as recommended in my previous video and publications, a point also made by the Head of the private sector and also the head of the BHTA. The real PM mia mottley was meeting with the IMF to discuss BERT 2.0 as the countdown to the end of this current IMF comes to an end september 30th having divulged that her team are in advanced stages on pension reform . In her press conference previously she told a reporter that pension reform will indeed happen under this current program which is soon at it’s end.
Having feeling both internal and external pressure Barbados recently announced that majority of the covid-19 restrictions are to be dropped from 23rd September the financial losses are becoming too deep and this decision was announced in a press conference by acting PM Santia Bradshaw The loss of money from absent cruise ships and empty airplanes along with the fact most countries have moved past Barbados months ago is high on the list of reasons for the dropping of these restrictions as articulated by the acting PM.
This was long overdue as we had many mishaps, discrimination in how some classes of persons were treated by these covid laws and public events like general elections, crop over, unctad conference , the Afri – caribbean Conference as the public which includes the PM long ago decided that they will live with the presence of covid and lived life accordingly often ignoring the protocols.
However purposely left out the fact that The public should note Barbados has no declared constitution in place since the transition of the country to republic in 2021 and an update on when the new republic constitution should’ve been on the agenda for the acting PM and Ag’

This act must be discontinued and government should not pursue another IMF deal or pursue pension reform with this act in place.
Barbados is now a country that has no opposition leader , a country without a constitution and a country with directives that gives a PM such absolute power without any checks or balances in repeat is bordering on rouge governmental practice
Therefore committing Barbados to another program spells uncertainty especially for the future of democracy especially if your livelihood is dependent on government payout .

Certainly not unique in the so-called Latin America. For Cuba has voted this weekend to ‘codify the law of families’
And the traditional structure has been joined by others😁
The perceptions of Aquarius, you say!
Only because there is no new constitution since the island became a republic, that doesn’t mean that no constitution is in place. The old one still applies.
Government has concentrated on preserving health and life and the Barbados tourism sector’s recovery lags the pace of the recoveries seen in Jamaica and in the Bahamas, not even to speak of DR. However, Barbados’ tourism recovery outpaces Cayman and Cuba.
Joe Biden declared the pandemic over? Please, explain how this is relevant?
Also, if you want me to take you seriously, you must know the difference between a “rouge” (French for “red”) government and a “ROGUE” government.
I do agree that there is no longer an emergency. An endemic infectious disease cannot be so categorised because we simply cannot thrive in a constant state of emergency. We have to learn to live (or die) with it. Almost all of us will live.
Under the circumstances, I would question why the declaration has not been lifted. I am not yet prepared to make the leaps that you have though.
Replace “?” with “!” where relevant!
Spending Guidelines should follow the Bu anthem of “Less is More”
This axiom also applies to mellow music vibes for building up the niceness

Perhaps this article best describes why a ‘handful of people’ were in attendance at the DLP’s meeting in Collymore Rock last night.
Too many generalized, alarmist statements. I expected Kemar Stuart, as an economist, should’ve placed a bit more emphasis on
critiquing ‘government’s’ economic policies, while explaining the disadvantages thereof and presenting alternatives.
@Artax
Touché
Remove the Emergency Powers, little changes other than the basis of the article doesn’t exist.
“These dictatorship type laws need to be removed to bring democracy back to Barbados’ political system. they REFUSE to remove slave laws and codes from the 1800s…you really think they would want to remove the little dictatorial powers they got with their heads swollen like the Goodyear blimp….
the plandemic was MISUSED for that power grab…..they will find every excuse not to relinquish any of it, not when there are lands and estates to seize as reported……….nuff people need to lose theirs anyway, it will bring them into the glare of REALITY……holding their bellies and bawling would suit them…and would be a sight to behold.
Surely you gest. An obvious typo.

Perhaps Kemar used different weights than you are using. On his scale, now may be the time to send a warning to the population on the posible threat to
personal liberty

“now may be the time to send a warning to the population on the posible threat to

the population already know, and they are on it…..there are still good people out there, making sure they do, that’s why they are very critical of what passes, but shouldn’t, for a government..

Don’t follow the herd, if you believe wearing a mask is a safe option, continue to do so. I still wear a mask when indoors in malls, supermarkets etc.

I agree with sarge. The fall surge is supposed to start now. Beside that I hearing a lot more nose blowing than I have heard in a long time. I still keep my mask on indoor or on public transportation
I couple more months and mayyyy consider the second booster before I ease up on the mask
The theses put forward at the beginning are completely made up out of thin air and without substance. Misogynist DLP lies as ever. Our people are not subject to dictatorship. Rather, our people have just confirmed the one-party national government of our Supreme Leader in office, thereby blessing the one-party state and the unity of powers. This is nothing less than a perfect democracy with a flawless democrat at the helm.
The DLP should rather ask itself how many of its grandees enjoy the privilege of dual citizenship and are committing treason against the country and its people behind the scenes. Didn’t White Hewitt, a dual passport holder, recently side with his British Queen, and didn’t he want to stab our national poet in the back?

I’ve several articles, in which he was referred to as ‘Economist Kemar Stuart.’
Unless, you know otherwise.
But, that is ‘besides the point.’
Barbados needs a political party of which the members are more interested in presenting progressive policy initiatives to empower poor Barbadians and for the economic development of the island.
That ‘government’ introduces a policy whereby tax revenues are redistributed to ensure there is an equitable distribution of wealth, thereby reducing income inequality.
Ensuring low income earners receive adequate assistance with the burden created by the cost of living, while not compromising the incentive for them work and access opportunities to accumulate wealth.
Allowing resources to be allocated and used as productively and efficiently as possible to maximize economic growth.
Unfortunately, both political parties seem to be afraid or not interested in debating policies, preferring instead to talk shiite and spew rhetorical political diatribe.
@ Artax
Well said. I am still waiting to here what was stated after the first 30 to 0 came to past.
” we will diversify the Barbadian ecomomy in a significant way so as to avoid its dependency on tourism so much.”
Would love a debate on how that will occur and when. Also what form will the diversification take?

Are you certain that the pandemic was not a project to achieve the same aims as the war in Ukraine.
People living around these labs have been complaining for decades about all kinds of rare illnesses.
There always seem to be a pandemic when an empire is a falling.
And talking about Ukraine, what inferences could be drawn from the presence of 30 of the 365 internationally illegal biowarfare labs found on that territory.
Why would these Ukranian stationed labs be advertising for the specific DNA profile of the Russian Slav as distinct from other Slavs?
In those 30, pathogens just happened to include variants of covid19 amongst other bad stuff. Monkey pox as also.
For this writer these series of events seem suspicious, to say the least.
Just thinking.
TheO,
No, I do not jest. Bajans often spell it that way. OFTEN.
It is like how they almost always talk about “casting aspirations” instead of “casting aspersions”.
I make typos. I make spelling errors. We all do.
This “rouge” for “rogue” is not a typo. It is a typical Bajan error.
Apart from that, the man was just leaping all over the place. He really must do better.
AND…I do not judge by person but by substance. This submission has no substance.
The young man, often described as an economist, just as Artax stated, did nothing but jump to conclusions about emergency powers.
Me? I would have simply asked the reason why the state of emergency has not been lifted. THAT is a legitimate question when asked responsibly.
“Are you certain that the pandemic was not a project to achieve the same aims as the war in Ukraine.

the timing is sketchy, everyone knows the timeline for real pandemics, easy to substitute real for fake….. and that is the popular belief…

Been following it earlier.
Waru, even as we are living through in real time, a fascist spike, because it never went anywhere, there are some here who will continue to argue that fascism is a construct from the left merely because Hitler called at national socialism.
Indeed the roots of fascism extends to the “luminaries’ of the West and deep within their history, even if not so named. These include a racist like Winston Churchill and the Marque de Christiane, think his name so spelt, who in his writings caricatured Slavic peoples as monkeys, in other ways not dissimilar to how Afrikans have been, still are.
Then there are others who insist on an unsophisticated view of Whiteness. Titularly intelligent, it was only recently that their thinking about Whiteness was exposed to the truism that mere possessing caucusoid appearance alone does not make it in the measurement of Anglo-Saxons like Biden. Further. Whiteness was never only about the absence of melanin.
Of course, this is the case of the Bajan redlegged bacra seeking a place under Ra’s Sun and embracing narratives. even if unscientific, as a way of being. But the rest of us need not
These are the very people who laughed when we posited that Anglo-Saxons never considered the Slavic peoples to be White. You only have to examine the types of things the fascist Slavs in Ukraine are saying about their brothers in Russia. All informed by fascist historically in power in the West, using these their Strom Troopers for global power, as was Hitler.
For example, the Ukranian fascists argue that Russian blood is that of the Mongols. Therefore making them not White, not Aryan and therefore worthy of destruction. And yes, the profile of the Russian population is unlike the Anglo-Saxons.
Then there are those whose only point of departure and direction of travel are determined by White people. Well, White people have set the coordinates in our world. Continue to wait on them for a sense of being, we say to these.
But all the current leaders we’re seeing in the West are functionally fascists as well. They have no abiding commitment to democracy unless it serves their purposes as the religion to mislead the gullible. They even recruit some of us to do their bidding.
Remember, this writer was amongst the first to call Trump a fascist. That this shooting happened today in Russia draws straight lines to the indelible fascist nature of White people as demonstrated in NATO’s war on the Russian Federation That innocent children could be so targeted represents a depravity of the worst kind, a crime only White could so commit.
“These include a racist like Winston Churchill and the Marque de Christiane, think his name so spelt, who in his writings caricatured Slavic peoples as monkeys, in other ways not dissimilar to how Afrikans have been, still are.”
I saw this book of Russian icons recently, and interestingly those icons were ALL Afrikans…..but halfway through the book, they started to lighten to white significantly, so it got me thinking…….and you know where that train of thought would go…..it was shades of Argentina and other Latinx countries, even UK that whitened their Afrikan populations..

“Barbados needs a political party of which the members are more interested in presenting progressive policy initiatives to empower poor Barbadians …”
We have had such a so-called progressive policy since 1966, which consisted of destroying our manufacturing sector with excessive taxation, bullying and rebellious trade unionists.
Even Marx realised that socialism has industrial society as its precondition. We cannot jump from a plantation economy to socialism. You can’t redistribute wealth on the plantation, only create new poverty. That was precisely the categorical error of thinking of our Caribbean elites, led by Jamaica and Guyana.
We have no economic growth and no substantial wage increases since 2008, but 30-50 per cent inflation, coupled with excessive debt growth, infrastructure decay and increased crime among our natives.
The textbook case of Chile should teach us all that things can be done differently. There, the wise leader Augusto Pinochet took over the script of the Chicago School and liberalised the economy. What we really need therefore are lower taxes, the dismantling of social standards, privatisation, deregulation and the weakening of trade unions to stimulate the economy. Therefore, in Barbados, we need a strong, enlightened Supreme Leader to enforce the common good, as in Chile, against the selfish interests of trade unions, social partnership and other unpatriotic elements.
Plantation economy to socialism?
The philanthropy of the age is moving heaven and earth to the overthrow of the institution of slavery. But slavery has no scientific definition. It is thought to consist in the feature of chattelism, but an ingenious lawyer would run his pen through every statute upon slavery in existence, and expunge that fiction of the law, and yet leave slavery, for all practical purposes, precisely what it is now. It needs only to appropriate the services of the man by operation of law, instead of the man himself. The only distinction then, left between his condition and that of the laborer who is robbed by the operation of a false commercial principle, would be in the fact of the oppression being more tangible, and undisguisedly degrading to his manhood.
If, in any transaction, I get from you some portion of your earning without an equivalent, I begin to make you my slave—to confiscate you to my uses; if I get a larger portion of your services without an equivalent, I make you still further my slave; and, finally, if I obtain the whole of your services without an equivalent,—except the means of keeping you in working condition for my own sake,—I make you completely my slave. Slavery is merely one development of a general system of human oppression, for which we have no comprehensive term in English, but which the French Socialists denominate exploitation,—the abstraction, directly or indirectly, from the working classes of the fruits of their labor. In the case of the slave the instrument of that abstraction is force and legal enactments. In the case of the laborer, generally, it is speculation in the large sense, or profit-making.
Working from a labor theory of value, Andrews believed that labor should be the standard of exchange in commercial transactions. Capital per se possesses no productive powers. It is merely accumulated labor, so capitalists who live by rent, interest, and other species of capital investment are in fact living at the expense of workers who actually produce something. Thus far Fitzhugh agreed with Andrews and other “socialists.” He praised their critical analyses of the antagonistic relationship between capital and labor. But having identified the problem, explained Fitzhugh, socialists fell short when it came to solutions. Some founded “utopian” communities that sought to alleviate the conflict, while others predicted the onset of the millennium after society had been purified of its major sins. (In 1851, Andrews co-founded, with his mentor Josiah Warren, Modern Times in New York, which used labor notes as the currency of exchange.) The vast majority of utopian social experiments had failed (Modern Times lasted for 12 years), according to Fitzhugh, yet socialists recommended that their economic system (based on the “cost principle”) be applied to all of society. Fitzhugh maintained that this would be disastrous. The conflict between capital and labor was inevitable in any society, so the only permanent solution was to minimize the conflict as much as possible. And slavery, which had existed for thousands of years, was the best remedy yet devised.
WARU, do you concur?

Once your government and maximum leader are not directly pointed to it’s always all good wid you.
However, there’s only a marginal difference between an elected dictatorship and a fascist state.
Indeed, that marginal difference might not exist for much longer given the seemingly unstoppable forces at work.

You confuse me. I thought Barbados already had two such parties. After all , the problems we have are worldwide and according to some on this blog , we complain too much and throw plenty shade.
And as for the poor; you do know that there are poor people everywhere.
Oh well……………maybe I missed something

Or their fascists in Ukraine
William Skinner September 27, 2022 6:52 AM #: “And as for the poor; you do know that there are poor people everywhere.”
Mr. Skinner
Yes, “there are poor people everywhere.”
But, the difference lies in the fact as to what progressive policies ‘governments’ in the countries they live in, implement to either assist or empower them.
Another interesting observation is, politicians seem to exhibit similar attitudinal behaviours and personality characteristics.
Saying they ‘want to serve the people’ or work for the development of their constituencies, is just a guise to solicit votes.
Because they suddenly become unavailable to their constituents, soon after being elected,
What is also interesting is, ease with which they, as members of political party ‘A,’ for example, are able to join and are accepted by the opposing political party, ‘B,’ …… and subsequently rejoin and be reaccepted by ‘A.’
But, members of the DLP and BLP would want to convince us that the term ‘grasshopper’ is reserved only for Dr. Clyde Mascoll and Hamilton Lashley, respectively.
Take the DLP’s spokesman on health issues, Paul Gibson, for example.
Gibson was Solutions Barbados’ candidate for the St. Michael South constituency, in the 2018 general election.
He subsequently joined Joseph Atherley’s People’s Party for Democracy and Development, where he was spokesman on health issues as well
Then, on Thursday, January 14, 2021, former DLP president, Verla DePeiza announced Gibson became a member of that political party.
He ‘said that his desire is to serve and to make a contribution to the development of Barbados,’…… and “decided to become a part of the team in the rebuilding process.”
He contested the January 19, 2022 general elections as the DEM’s candidate for St. James Central.
It would be reasonable to ask Gibson if he really wanted to contribute to Barbados’ development, why couldn’t he have remained with either SB or PdP, while assisting with either party’s rebuilding process?
Perhaps his following comments answered that question:
“I came to the conclusion that at this particular time in the history of Barbados, Barbadians ARE NOT into SMALL parties… and in terms of being TAKEN SERIOUSLY, to WIN SEATS Rand to become an alternative government, that would be a way off.”

i saw, then the Ukraine dude talking crap about he wants to address Afrika…..what the hell does have to tell Afrikans that they don’t already know…..no one wants to hear the nazi bullshit.
Precisely, there was always the contradiction that a fascist country needing military supplies badly will sell grain to Afrika when it needs every bullet it can find. With money in European banks, a region needing food badly, this was always the obvious deal.
Afrika has to feed itself and stop eating these gmo grains from our clear enemies.

Gibson’s position is not new. I recall after the 1991 elections , some NDP candidates had a similar view. I was encouraged and invited, to join the Bees or Dems but declined.

And from all indications this will continue.

Do you have any words about the passing of Bobby Clarke. A stalwart to his school of thinking.
What a transformative idea for Barbados … Big ‘projects should benefit all’.
Here Ronnie O condemns the policy of generational wealth for a few and generational poverty for the many.
Ronnie O
“Whatever is going on there you have to be the winners of this.
Any project that is going on in Barbados should be put to a test.
Does it make the local[s a] part of the project? Do they get to benefit financially?… Does it contribute to the socio-economic development of Barbados?”
This is a radical policy for a country that prides itself on nepotism, cronyism, favoritism, the high school network etc. We all need to be invited to a seat at the table.
Don’t you know
The future is brighter with Ronnie O
“Yearwood also dismissed a letter that he said he got from the Government inviting him to be a member of an advisory committee for the National Insurance Scheme “without so much as a courtesy call…”.
We know no real answers are coming.
“Hey, what if this committee has no answers?. I think we should include Ronnie O
If we have answers, we will kick him out. If we have none, he shared the blame.”
Ronnie is wise to their game
Wanting a scapegoat to share the blame.

You are the BU subject matter expert on Russia one can offer … so with that depth of knowledge it’s surprising (or not, maybe) that your analysis above leaves out the other more OBVIOUS option!
1) As far as reports offer the current flow through the Nord is DOWN 90% … This is based of course on a direct order from the Kremlin to stop fuel supplies to Europe.
2) The Germans and Europeans who were depending on Russia LPG have made massive efforts to a) stockpile alternative fuels for the coming winter and b) seek alternative long terms options to replace Russian fuels
3) The Nord skeptics who never wanted this pipeline
unexpectedly achieved as a result of the war and Putin’s directives their DESIRES to halt the monthly $1 Billion flow from Russia
So with all that in mind why would these ‘satraps’ NEED to destroy the current ‘unused’ pipeline when Putin has already proven their point that it was a gamble to effectively ‘sabotage’ themselves by being so dependent to him.
**Is it not MORE feasible that his Wagner forces type carried out this terrorist act!!!
**Is it not more practical that such an act initiates more insurance cover on the Russian side for the billions of $$$ being lost due to production losses!
Surely, your view is also possible but there is a higher probability the Wagner or other Russian option than the Euro ‘satrap’ scenario!
Let’s get serious … about all scenarios!
Peace out.

Is there any talk about term limits?
Recall, a two terms limit has been promised.
Does that still hold credence?
@ Pacha
I don’t know if that was a serious promise . We have to wait and see who or what emerges. Right now it’s all about economic survival.
Obviously both parties are now absolutely clueless but if tourism don’t fully bounce back , we would be in a complete mess.
That’s their only hope now. Term limits is probably on the back burner.
Peace.
Isn’t there a constitutional review commission currently doing its work?
Small entrepreneur.
Nowadays, the delivery driver is not employed. He is instead self-employed. He gets a small payment per delivery. Because he is self-employed, he carries all the economic risks. He does not know how many deliveries he will have on any given day. So, he will never know if he has money to pay rent at the end of the month.
He needs to provide his own liability, health, and accident insurance. His employers have thus evaded even the most basic responsibility. Providing a healthy work environment.
He also carries all the major costs of running the business. Car maintenance, electricity, fuel, and equipment costs.
You don’t like to read boring articles like this? Do you prefer to go watch movies instead? I have a recommendation for you.

“Here we go again. CDB was in bed with the poorly financed LIAT re procurement if ATRs.”
@ David
Not a FAIR comment, in MY opinion.
On July 18, 2013, the CDB approved US$65M in loans to four (4) LIAT shareholder ‘governments’ (ANU, BGI, DOM & SVG), to assist with the purchase of aircraft for the airline’s Fleet Modernization Project.
For you to arrive at your above mentioned conclusion, it’s clear you did not take into consideration the fact that the loan agreements provided for the loans to be on-lent to, and repaid by LIAT over a thirteen-year (13) period, following a grace period of two (2) years.
Co-financing for the Project was provided by shareholder equity contributions and from the sale of LIAT’s existing aircraft.
More importantly, the CDB also FUNDED a STUDY of LIAT, which EXAMINED the airline’s performance and challenges, among the results of which revealed a number of weaknesses within its human resource functions, ‘specifically low productivity and performance.’
Additionally, the study outlined the challenges and potential opportunities at that time…… and presented several recommendations that, according to the Bank’s President Dr. Warren Smith, would “lead to an improvement in the overall performance of the airline and hopefully also positively impact its financial performance.”
I’m sure you’re aware that, over the past few years, all recommendations presented to improve the financial viability of LIAT, have been opposed or rejected by successive political administrations in Antigua.
@Artax
What equity?
You mean the CDB loan was extended on an understanding LIAT had recourse to make a call in shareholders?

glad to see the deficit and the BIG HOLE IN THE ECONOMY, all the missing billions from VAT, treasury and pension fund is fantasy….
wonder what wunna need IMF for then…
@ David
No.
Remember, ‘CO-FINANCING for the LIAT’s Fleet Modernisation Project, was to be PROVIDED by shareholder equity CONTRIBUTIONS and from the SALE of LIAT’s existing aircraft.
A reliable and efficient air transportation system is essential for accessibility within the region.
One of the Project’s objectives was to provide LIAT with a feasible cost-effective means of improving the reliability of its service.
And, was projected to have a significant impact on its operational efficiency and financial performance…… thereby providing a basis to facilitate loan repayment.
@Artax
That is not the point being made. CDB advanced loans to buy 3 ATRs based on a faulty business plan. The conclusion must be its management was comfortable LIAT shareholders would have to answer any call to finance the company. It is an opinion.

I’ve read an article written by Sydney Maki, entitled, “Barbados Swaps $150 Million of Sovereign Debt to Save Sea.”
And, sent me a video, narrated by someone whose voice sounds similar to that of ‘Naked Departure’s’ Sheri Veronica, who interpreted the article to mean, ‘The Mia Mottley Administration has sold the sea surrounding the island.”
According to the lady, Barbados owes $531M and Mottley SOLD the sea surrounding the island, for $150M.
This means, according to her, some unknown entity now owns, the Port, Accra, Silver Sands, Browne’s Beach, Batts Rock, Brighton, Brandon, the ‘Hot Pot,’ etc.
I’m SURPRISED some ‘NUT CASE didn’t post the article to BU as ‘breaking news.’
@Artax
The blogmaster does not do Sherri Veronica.
Barbados Swaps $150 Million of Sovereign Debt to Save Sea
BY SYDNEY MAKI
Sept. 21, 2022, 3:48 PM
Island is third country to refinance via so-called blue bonds
Nation buys back parts of 6.5% US dollar bonds, 8% local notes
Barbados is spinning $150 million of its sovereign bonds into cheaper debt with the help of a US charity, with plans to use the savings to protect its ocean.
The island nation, known for its white-sand beaches, has struck a deal to BUY BACK a PORTION of its $531 million bond due in 2029, REPLACING it with lower-cost debt that comes with repayment guarantees from The Nature Conservancy and the Inter-American Development Bank. As part of the deal, the nation is also buying back a portion of its 8% local-currency notes due 2043.
It is a move that should free up about $50m over the next 15 years — money that will be used to expand official protections in Barbados’ coral reefs and other ocean environments, according to the Arlington, Virginia-based Nature Conservancy, which focuses on climate change and biodiversity protection.
“This is a game changer,” said Prime Minister Mia Mottley. The “climate crisis is one that requires the urgent action of all. While we continue to push and wait on the international community at large to treat this situation as a matter of priority, we in Barbados have taken action of our own.”
The deal is reminiscent of Belize’s move away from public debt markets in 2021, as well as a 2016 project in the Seychelles that has allowed the island to put $430,000 a year towards marine conservation, according to the Nature Conservancy.
For Barbados, the transaction allowed the nation to repurchase more than $70m of its 6.5% 2029 US dollar bonds at a discount of 92.25 cents on the dollar.
The easternmost Caribbean nation has been hammered in recent years as the pandemic kept tourists at home, which caused its economy to contract by 18% in 2020.
Even before Covid-19, the island was troubled. It had been struggling for years amid competition from less pricey Caribbean tourism destinations, crumbling infrastructure and a currency pegged to the US dollar. After Mottley took office in 2018, she opted to restructure the island’s ballooning debt, which had reached over 175% of GDP, according to government calculations. Climate change has also had a major effect on the island.
The deal will require Barbados, which has virtually no protected marine areas, to eventually protect 30% of its coastal waters.
The idea of debt-for-nature swaps has been around for decades, with the UN putting the value of debt-for-climate and nature agreements at over $2.6bn from 1985 to 2015 — though most of that was during the 1990s.
Still, there has been a clear push to repopularise the structure as part of a broader campaign to realign finance with the protection of the natural world.
Barbados has committed to direct the interest savings towards a trust overseen by government officials, the Nature Conservancy and private and nongovernment entities, that will divvy out money based on local environmental issues. An endowment will keep the trust funded for at least 15 years.
I am GRATEFUL to Artax for so bravely stepping up to fill the shoes of The Warrior and issue this belated WARNING,
Murdaaaaaaaah!
I’d know that Naked Departure woman’s voice anywhere. It is a voice that screams “IGNORANCE”. One of her videos came up on my feed a few days ago and I could not make it past the first minute. Who could ever take her as a credible source of information?
IssuING
“Who could ever take her as a credible source of information?”
Donna
Some people ACTUALLY BELIEVE she IS a “credible source of information.”
And, you WON’T be SURPRISED who.
A few days ago on another thread, the usual ‘village idiot’ said they “just got information on the latest sellout move,” which, of course, is an obvious reference to Sheri Veronica’s video.
David
How do you know the ‘business plan was faulty?’
Are you questioning the financial integrity of the CDB?
@Artax
The business plan had to be faulty given the financials losses LIAT as a company was racking up. If the blogmaster was responsible for lending at CDB there is no plan LIAT could have submitted to justify borrowing millions. An opinion of a lowly blogmaster.
The information about debt swap was around BEFORE Sherri Veronica made some video or the other……there are other places where information is distilled, it just does not make it to BU…..people actually request that it don’t.
“The business plan had to be faulty given the financial losses LIAT as a company was racking up.”
David
I understand your concerns, but, I disagree with you.
Yes, the loses LIAT incurred over the years, would’ve been recorded in the company’s financial statements.
However, among the essential components of a business plan are the revenue or financial projections…… which would include statements of PROJECTED CASH FLOWS.
And, it is important to note:
(1). “The loan agreements provide for the loans to be on-lent to, and repaid by, LIAT over a thirteen-year period, following a grace period of two years.”
(2). CDB was satisfied the airline’s Fleet Modernisation Project:
(a). provided LIAT with the most cost-effective means of improving the reliability of its service and consequently its contribution to the socio-economic development of the Region.
(b). was consistent with CDB’s strategic objective of supporting Regional cooperation and integration and contributes to CDB’s overall mandate of reducing poverty through social and economic development.
@Artax
Those assumptions were faulty is the blogmaster’s contentious given historical performance of the company and known dysfunctional structure.
Information or misinformation?
There are legitimate questions that should be asked about the debt swap. But absurd alarmist positions do not cut it with this gal.
Drama can be addictive but it is also tiring.
Some of us have to save our energy for dealing with actual situations.
When somebody can talk about CXC changing grades to ensure that black students in Barbados don’t get a scholarship and tout the exception to the rule year as evidence of 3rd class citizenship, I tune out. When I could read that students were denied scholarships because they could not raise the money for queries, I tune out.
BECAUSE, I KNOW that no teacher or principal in Barbados would allow such to happen. They know the students’ profiles. They know which students can be expected to win scholarships and exhibitions. And they would pull THEIR OWN POCKETS if necessary to fund those queries.
We have some uncaring teachers and principals in Barbados. But we DO NOT have a whole school of them together in one place!
There is nothing wrong with a debt swap by definition. The pertinent question is why are we here and is the current trajectory fit for purpose.
Commonsense tells me regarding CXC now and the scholarship grants over the years….THAT’S WHY THE GRADES ARE BEING QUERIED ACROSS THE CARIBBEAN BY THE THOUSANDS…
i honestly now see why there have been requests for YEARS NOW..at least 6……….along with all the other valid reasons……not to post certain information to BU…
I just start reading BarbadosToday and PMMIA again in a Photo op with Elias but the article about compulsory acquisition notices is even more “interesting”
@Hants
Are you speaking about this article?
https://barbadostoday.bb/2022/09/28/st-lawrence-residents-worried-about-land-loss/
@ David
It is ludicrous, in my opinion, for anyone to implythere is some deliberate attempt to prevent information from being posted to BU.
And, to also suggest “3/4 of the information needed does not make it to BU,” is UTTER NONSENSE…… RUBBISH.
How can anyone who DOES NOT administer the blog, make such a ‘DEFINITIVE DETERMINATION,’ especially if such information is in the PUBLIC DOMAIN, where persons DO NOT have any CONTROL over its DISSEMINATION.
I believe the blogmaster, in his wisdom, rather than compromise the integrity of his blog, knows what information to ACCEPT or REJECT.
I’ve watched YouTube videos, for example, in which the narrator convincingly announces the death of someone, accompanied by photographs of the person and a coffin.
And, goes on to say when and how the person died.
People express shock and offer condolences to the relatives and friends of the ‘deceased,’ in the comments section,
clearly indicating they readily accepted the news…… WITHOUT first VERIFYING the CREDIBILITY of the narrator or the AUTHENTICITY of his/her report.
Further investigation reveals the person is ‘very much alive and kicking.’
Additionally, I seen situations on BU where certain individuals often ‘copy and paste’ comments to BU from other sources, which they…… or the source…… either misinterpreted or misrepresented…… and go on to comment as though it’s FACTUAL.
@Artax
Yes, it is but in the absence of credible evidence you should ignore.

There is everything wrong with a debt swap if it takes social assets not previously encumbered.
Stop telling rasssoul lies.
In the case of the Conservancy, strictures will be imposed of fishers others.
This criminal backloading by Mottley cannot remain in the dark forever.
Because you are so blinded and would have to wait until this swap which sweetens goat mout bum he tail, the rest of us must not.
Hants,
Compulsory acquisitions ought always to be rigorously questioned. But they will often occur for legitimate reasons.
