Mark Maloney Scammed!

Thanks to Bajan Citizen for producing relevant links to the latest story making the rounds about Mark Maloney being scammed out of US10 million dollars purported to be a payment for 1 million doses of the AstraZeneca vaccine on behalf of Barbados and two other governments.

The blogmaster has two questions:

  1. On what basis was Maloney’s company Radical Investments Ltd selected to broker this transaction.
  2. Is the government out of pocket because of the errant transaction.
  3. How does being out of pocket USD6.7 million affect Maloney’s financial state to continue to do business.

Mark Maloney Says $12M COVID Vaccine Deal Was A Scam
https://www.law360.com/commercialcontracts/articles/1422923/barbados-co-says-12m-covid-vaccine-deal-was-a-scam

The case is Radical Investments Ltd. v. Good Vibrations Entertainment LLC et al., case number 9:21-cv-81761, in the U.S. District Court for the Southern District of Florida

Radical Investments Ltd. is a St Lucia registered company owned by Mark Maloney.

He appears to have been swindled out of $6.7 millon USD from the governments of St Lucia, the Bahamas and Barbados who contributed money to buy COVID vaccines for their citizens.

“In April 2021, the Governments of Saint Lucia, The Bahamas and Barbados initiated a bulk purchase of AstraZeneca vaccines, as the minimum purchase from authorized suppliers was one million (1,000,000) vaccines.”
http://www.govt.lc/news/saint-lucia-s-efforts-to-secure-high-demand-covid-19-vaccines.

St Lucia contributed $7.3 million EC
https://www.caribbeannewsglobal.com/approval-of-direct-purchase-for-astrazeneca-radical-investments-ltd/

Mark Maloney is deputy chair of the private sector group put together last March to fundraise and acquire more vaccines.
https://barbadostoday.bb/2021/03/03/high-powered-group-ready-to-assist-with-vaccine-financing/

It is not clear what due dilligence Mr Maloney did before entering into this commercial arrangement with Good Vibrations Entertainment LLC. If you were looking to purchase pharmaceuticals would you do business with a company whith a name that connotes mechanical sexual services, and with an address at 21218 St Andrews Blvd Suite 318 that is a mailbox in a UPS store where 175 other fly by night companies also have their “headquarters”???

  • William…don’t let them try to confuse you, they have not bought any vaccines through legal channels and we see how their attempt at white market buying backfired….from VERY EARLY ON people were warned to go through LEGAL CHANNELS TO PROCURE VACCINES..they were warned of ALL THE SCAMS that popped up overnight…….they are the ones who didn’t.take it seriously….too focused on their NARROW AGENDAS….

i read all of that info MONTHS AND MONTHS AGO…and have no clue what others have been reading….but obviously it was not from the same source…now their fallback plan is to sue whoever points out their less than legal actions….but suing people these days comes with MASSIVE BLOWBACK.

Futhermore, everyone and their dog know that vaccines acquired through COVAX are not free and Bdos recieved its third COVAX allocation in August. I guess COVAX is a scam and illegal. The govt, aware of the situation in February (supply, demand, “gray” market, intermediaries–evident in the NY Times article) made the decision to pay on receipt. You are correct . On this issue you should heed your own advice/ mantra. You have no credibility because so far , you have refused to hold the Barbados Labour Party government to the same standards you apparently held the Democratic Labour Party government. Nothing that you have said so far questions the government’s agreement with Mark Maloney.BTW there was no bid.
A few months ago. I said on this blog that all of you party diehards are the same. Some , as is their right, tried to suggest that you are more balanced and so on.

We can see why the BDLP administrations withhold information. As I have said previously, if the scam worked then we would be seeing Republic heroes as this group of scam artists laugh at all of us on their way to the bank,

For how long have their been peeing on us and telling us it is raining. How long have they been giving us a six for a nine and relying on a select few to tell us that our perceptions are all wrong.

It would certainly have been a novel way of getting rid of a near entire population and replacing them with others. Not that our government would have had such an intention on their minds. LOL.
With unemployment already sky high in Barbados, employers appear willing to sack their workers if they refuse to get vaccinated.
How will these sacked workers spend their days? It does not take an Einstein to answer this question. The crime rate will explode. I hope that the government will bear this in mind before employers start to axe their workforce.
Is it a price worth paying for?

She added that the Government authorised the purchase of one million doses with the intention of having 300,000 for Barbados and the remainder for neighbouring Caribbean countries.

“Yes, the Ministry of Health and Wellness would have had discussions along with the Director of Finance with AstraZeneca directly for this particular arrangement, because that is the only way that AstraZeneca would afford the opportunity to any intermediary to act on behalf of the Government of Barbados,” said Bradshaw.”

    AstraZeneca said:

“AstraZeneca, the giant pharmaceutical and biotechnology company says there is no bilateral agreement signed between the Government of Barbados and that firm with regards to the procurement of vaccines.”

Not unexpected red herring from an apparent Cattlewash-er. Your species populate BU running interference for Mottley. Your minority don’t support Trevor Prescod and G. Payne although they are BLP it is the Mottley credo you defend . We clearly know why.

Are you confusing Clearwater with Four Seasons? Are they linked? It was disclosed repeatedly that Mottley was a main lawyer in the Four-seasons venture . You make no mention of it.

Do you know Four Seasons began as a BLP administration project ? A senior Minister declared then the project would never be halted because all the money necessary -a billion- was up front. That promise from a liar did not work out so well.

It is apples and oranges you cant co-mingle Four Seasons with the Radical/ Maloney / Mottley issue. Four Seasons was an FDI in conducive economic and normal times.

The Radical scam scandal takes place in the midst of a covid holocaust. Mankind is threatened by a mass murderer pandemic.

Better use for US$10 million would be looking after the needs of thousands of hungry and unemployed victims of the covid holocaust.

Bajans must demand transparency and accountability in what is a blatant scam. The culprits wherever and whoever must be punished harshly if wrongdoing is determined.

    @DG&J

I didn’t confuse anything. Clearwater Bay was the entity formed by the GoB to restart the Four Seasons project, by guaranteeing loans. This was in 2011. In 2021, according to the auditor general, the current administration wrote off US$62M. To date, not one fecking report from CB. The AudG doesn’t even have access to precise transactions totalling the US$62M.
To my view BOTH PARTIES are guilty of failure to be accountable over a 10 year period. The former administration for its failure to report until it got booted, the current administration for its failure to report and actions without explanation.

US$62M could buy nuff more of anything than US$10M? I lie? Money is money? US$1 = $US1. No apples and oranges, all US$.

You have no argument from me under whose administration in began or ended. Mottley was ONE of several lawyers engaged by the various companies involved. I have little doubt that all of them got paid. But again, without the required reporting, that is all conjecture by me.

And FYI, I voted for SB. So take your red herrings, and your race card and shove them where the sun don’t shine.

    Hmmmm……..

Building a new state-of-the-art hospital is a wonderful idea. But, I’ll ask you three (3) questions.

While COVID-19 is something ‘new’ or a recent occurrence, climate change has been “sending warning signs of high water levels and many other acts of nature’s devastation,” since the theory was first expressed in 1896, by the Swedish scientist, Svante Arrhenius.

Ironically, during the ten (10) year, five (5) month tenure of the former DLP administration, “there was talk coming from the mouths” of THREE (3) Ministers of Health, namely, Donville Inniss, Dr. David Estwick and John Boyce, about “exploring a possibility of Barbados having a state-of-the-art modern hospital.”

My first question is, why didn’t you show as much enthusiasm about building a new hospital prior to May 24, 2018, especially as it relates to your concerns about ‘global warming?’

The second question is, do you know how long it would take to construct a new state-of-the-art hospital, offering a comprehensive range of primary to tertiary emergency, medical, diagnostic and rehabilitative services…… including the pre construction processes of evaluating potential geographically desirable sites, design principles for the new hospital and its infrastructure would meet local or international safety standards, accommodate expansion and state-of-the-art technology respectively…….. and the actual construction?

Bear in mind, construction of a new state-of-the-art hospital in South Africa, began some time during June 2013 and was officially opened on Monday, December 5, 2016.

My third question……. how, in your opinion, ‘government’ should address COVID-19 cases during the period the hospital is being constructed?

Are you seriously comparing the process of changing Barbados to Republic status, which could take a few weeks, the most, with the construction of a hospital that would obviously require at least a year or two or more?

And, are you suggesting Mottley could lay out plans for the construction of a state-of-the-art hospital “in a short period of time?”

But, I’ll indulge you, just for the sake of doing so.

RE: “This is your response to my saying that govt should go about implementing plans to build a new hospital in my earlier comment.”

NO, NO, NO, NO!!! Your above comment is a BLATANT MISREPRESENTATION of the TRUTH. I DID NOT RESPOND to what you’ve OUTLINED above.

Once again, if you’re referring to your October 6, 2021 5:21 AM contribution, I’ll invite you to RE-READ it and then INDICATE to me WHERE THEREIN, you mentioned anything to suggest, “govt should go about implementing plans to build a new hospital?”

Unless you’re ‘saying,’ “…….there is NO TALK COMING from her (Mottley’s) mouth to explore a possibility of Barbados having a state of the art modern hospital,” which could be reasonably interpreted as you HAVEN’T HEARD ANYTHING from Mottley…………

………… is the SAME thing as you ‘saying,’ “Also I have a laid out a point of govt initiating a new plan for a new hospital,”………. or “that govt should go about implementing plans to build a new hospital?”

PLEASE NOTE, I RESPONDED to an excerpt from your October 6, 2021 5:21 AM contribution by ‘asking’ you THREE (3) SIMPLE QUESTIONS.

(1). Why didn’t you show as much enthusiasm about building a new hospital prior to May 24, 2018, especially as it relates to your concerns about ‘global warming?’

(2). Do you know how long it would take to construct a new state-of-the-art hospital…………

(3). How, in your opinion, ‘government’ should address COVID-19 cases during the period the hospital is being constructed?

RE: “Now you wants to by pass the question of which I asked, When should govt start, with some baffled bull.sh.it response.”

Please EXPLAIN to me how I NOT having an OPINION on when ‘government’ ‘should start building a hospital,’ could be reasonably described as “some baffled bullshit response.”

My friend, A VERY POOR EXCUSE!!!!!

If the members of the former DLP administration were ACTUALLY CONCERNED about the ‘HEALTH and WELLNESS’ of Barbadians, they would’ve ‘ignored the background noises’ and ‘stone throwing from the sidelines,’ to BUILD the hospital.

By not building the hospital, the former administration ESSENTIALLY ADMITTED the “BLP antagonists and BLP Opposition” were CORRECT “that govt could not afford to go ahead with such plans when the economy was under very hard economic stress.”

But, this is another example of a ‘government’ REFUSING TO MAKE IMPORTANT DECISIONS in the INTEREST of Barbadians, in favour of trying to secure votes to win a general election.

To be FAIR, many of those people who were employed to clean up the seaweed and volcanic ash, have been retained by NHC and MTW to clean roads around the island.

But, PLEASE BE REMINDED that, in December 2016, then Health Minister John Boyce, led the debate in the House on a resolution to approve $3,155,344 to supplement the 2016-2017 Estimates, to cover the payment for a debushing programme, which commenced on December 3 and was supposed to end on March 31, 2017……. and managed by employees contracted to the Ministry of Health.

  • Mek it mek sense

You ever went someplace to buy something or conduct business and the way things was set up was real confusing and you say, “wuh this ain’t mekking no sense”? And I bet sometimes you even offered suggestions about how best to improve the process.
Like you gone in a company to do some business, somebody send you to one department to fill out a form. Then they tell you to go upstairs, walk across a long corridor, then stand up in a long line to pay.
Then when you done pay, you have to go back downstairs to show someone the receipt. They then stamp the form and attach the receipt, then send you back upstairs with the form to somebody else to complete the process. And you tell yourself, “Wuh this ain’t mekking no sense . . . all of this could be done in one room.”
So I believe it is these kinda things that got a lot of people saying nowadays, “mek it mek sense”, ’cause a lot of things just ain’t adding up or making sense.
For instance, you in the bus stand lining up for the bus. Because of the COVID-19 social distancing protocol they ask you to stay six feet apart. No problem.
But then you get on the bus and someone drops them big bottom in the seat right next to you. And every corner the bus turn, the person who was standing six feet behind you outside now rubbing up on you . . . mek it mek sense. You follow me?
Now, we had a visitor here in January who broke the COVID-19 protocols and was fined $8 000. He didn’t have that amount of cash on him, so he offered to pay the fine by credit card. Only to be told that the District “A” Magistrates’ Court did not have the facilities to accept payment by credit card. So guess what? He ended up going to jail and spending a couple days there until he got things sorted out because our backward system could not process a simple credit card transaction. This is 2021 not 1961. Mek it mek sense.
Now, my financial institution wrote me a letter telling me that I needed to bring in to them proof of my address. Mind you, they have been sending me at least four pieces of mail every year for about 25 years at the same address.
So I took up the same very letter they sent me and carried to them as my proof of address. They told me they can’t accept that letter as proof of my address.
They said I could be using that address to get my mail but living someplace else, so I would need to bring in a utility bill, like a light or phone bill.
So I asked them, if I couldn’t be also living someplace else but paying a bill in my name at another residence? They said,
yes that’s true, however, they can’t accept the letter they sent me as proof of address, I would need to bring a bill. Mek it mek sense.
So as defending champions, West Indies selectors just pick a team to go to the ICC T20 World Cup later this month.
They left out some of the young, bright prospects and said these fellas did not meet the fitness criteria. However, they included a 42-year-old Chris Gayle who hasn’t done anything special in years and on top of that Gayle was given an exemption from doing the fitness test that the others did. Mek it mek sense.
And now we have a situation where a Barbadian businessman has a company in America in court in the United States in an effort to recoup a few million dollars.
This is after the US company defaulted on getting some COVID-19 vaccines for the Bajan man. Apparently, some of those vaccines was supposed to be for Barbados and a couple other Caribbean countries.
In fact, US court documents obtained by one newspaper indicate the company was “authorised” by Barbados’ Ministry of Health and Wellness to procure vaccines on its behalf, “for the purpose of vaccinating nearly 300 000 citizens of the island of Barbados”.
When contacted by the press for comments, the Minister of Health Lieutenant Colonel Bostic said he ain’t know nothing ‘bout this. Now, mek it mek sense.
    See ya.

Rawl, a regular caller of the brass tacks program wanted to know what the cabinet of Barbados intended to do about the vaccine scam. Peter Wickham tried to downplay the issue by stating that the Prime Minister hadn’t given any money to Mr. Maloney. What Mr. Wickham fails to understand is the fact that the Prime Minister attempted to defraud the treasury of $6,300,000.00. The taxpayers of this country need to know if this fraudulent behavior is condoned by the cabinet. The fact that the Minister of Health denied knowledge doesn’t rescues him from or the cabinet from the scam. If the scheme was successful who would have benefited from the $6.3 million? We were up in arms about the $34,000.00 Donville Inniss received. We shout crucify him, crucify him loudly. That money didn’t come out of the public purse. Why are we silent about the Prime Minister trying to rob us of 6.3 million dollars? In case you all don’t know this is stealing which is a criminal act. This is the same Prime Minister who claimed that she couldn’t reduce the gas tax. Now you all understand why. If she reduces the tax there will be less money for her to steal. In case you all are wondering how I arrived at the 6.3 million dollars let me spell it out. The vaccine cost $3.00. Barbados was purchasing 300,000 which cost $900,000.00. But the Prime Minister was going to bill the Treasury for $7,200,000.00. In other words, she was selling the vaccine to the Barbadian taxpayers for $24.00. Peter Wickham thinks that this is a joke, the same man that ridiculed the last regime for corruption! This is the time for this government to show the populace that it was serious about transparency and accountability. This is the same Badbadus Labour Party that was led by Tom in the ’70s early ’80s they were lying low but Covid has exposed their ass.

  • Curious case of radically inept vs bad vibes

    By Garth Patterson QC

The first exhibit to the complaint filed in the United States District Court, in the matter of Radical Investments Ltd. v Good Vibrations Entertainment LLC, is a Letter of Intent dated April 6, 2021, which was prepared on the letterhead of the Ministry of Health and Wellness and signed by the Permanent Secretary of that Ministry.
The letter was addressed to AstraZeneca and states that its purpose was “to set forth the urgent and imminent interest of our Government for the Country of Barbados, to contract and authorise Radical Investments Limited . . . to procure the supply of 1 000 000 doses” of AstraZeneca’s vaccine “for the exclusive use of vaccinating our population against COVID-19, and that this product will not be resold under any circumstance.”
The letter requests AstraZeneca to provide Radical with a full offer along with the requisite information to enable the Ministry of Health to conduct due diligence. If satisfied with the documentation, the ministry said it would expeditiously move forward with the order placement, signing of the sale and purchase agreement and payment. It concludes that upon receipt of the requisite commercial documents, including Certificate of Authentication, testing reports and Bill of Lading, “Radical Investments agrees to make all payments directly to the Allocation Holder.”
From a legal perspective, this letter raises several concerns, questions, and issues, including issues about the potential financial exposure of the Barbados Government arising from this ill-fated enterprise.
To start, exactly what did the Minister of Health know and when did he know it? As the letter emanated from his ministry, it is curious that he had publicly proclaimed ignorance of the matter.
Also, the letter appears to confirm that Radical was acting as the agent of the Barbados Government for the purposes of the transaction. Under ordinary agency law principles, an agent, as the representative of his principal, is entitled to reimbursement of all expenses and to be indemnified for such liabilities incurred and losses suffered as were in contemplation when the agency was undertaken, or as were stipulated by the contract of agency. It is the principal, not the agent, who bears the risk of loss in a transaction conducted by the agent on the principal’s behalf.
Since Barbados was the principal, will Radical be seeking recourse against the Barbados Government for an indemnity and/or reimbursement of the nearly US$6.7 million that was allegedly swindled? Why was Radical interjected in the transaction in the first place? Why didn’t the Government go directly to the source, AstraZeneca? What special skills or connections did Radical possess to impress the Government that it was the right intermediary for the job?
The genesis of the deal, as explained by Radical in its complaint, and when distilled to its essence, was that Radical’s principal, Mark Maloney, was basically told by his contact: “Hey, I know a guy, who knows another guy, who knows another guy, who can get the vaccine.” [Not the actual words] Hardly the stuff that good procurement policy for the purchase of sensitive, vital, life-saving medication for public consumption is made of.
Referring to the Letter of Intent in its complaint, Radical confirms that it was “authorized by the Barbadian Government’s Ministry of Health and Wellness to procure vaccines on its behalf”. This is the typical language of agency. What, then, were the terms and conditions of that agency? How much did Radical stand to gain? The Government has reportedly asserted that the transaction between Radical and Good Vibrations was a private commercial transaction between private parties, from which it distances itself, at least commercially. But if the transaction was conducted on its behalf, then Radical was the Government’s agent; and, as a matter of law, the transaction was the Government’s transaction.
Also, if the reports in the press are accurate, then the Barbados Government only ever intended to keep 300 000 doses of the target vaccine, and was, therefore, procuring 700 000 doses as agent for and on behalf of St Lucia and Bahamas. Reportedly, St Lucia advanced millions of dollars to Radical, and faces the real potential of loss if those funds are not recovered. Will the governments of St Lucia and The Bahamas look to Barbados to make them whole if they sustained losses because of this bungled deal? Will Radical indemnify Barbados against any such claims, since ordinarily an agent is responsible to his principal for any loss occasioned by his want of proper care, skill, or diligence, in the carrying out of his undertaking? As to the sequence of events that precipitated the lawsuit, the undeniable truth that emerges from the story in the complaint is that Mr Maloney and his team were untrained and inexperienced in the policies and ways of public health procurement and were unqualified and unsuited to the task of procuring the critically needed COVID-19 vaccines.
The events chronicled in the complaint reveal the failure by Radical (acting on behalf of the
Barbados Government) to adhere to sound due diligence practices and naiveté of unprecedented levels. The exhibits to the complaint show that on April 27, 2021, Radical inexplicably released payment for the vaccines without any or any proper verification that the promised vaccines had in fact been secured from AstraZeneca, were authentic and were being shipped. These were the Governmentstipulated preconditions to payment, which Radical seemingly ignored.
These preconditions were also stipulated in the contract between Radical and Good Vibrations, which provided that the US$10.2 million would be released to AstraZeneca’s account upon receipt of an invoice from AstraZeneca. No valid invoice from AstraZeneca was ever produced, nor was any credible explanation proffered; but the funds were nevertheless released to Good Vibrations and its cohorts, not to AstraZeneca. This, despite the obvious red flags and alarms that were being triggered by the alleged sketchy behaviour of Alex Moore, who was the principal of Good Vibrations, and his alleged accomplices.
To compound matters, when Radical eventually determined that Good Vibrations was bad news, Radical cancelled the sale transaction, alleging fraud; but then, inexplicably, agreed to do a new deal with Serum Pharma Ltd, which Moore had introduced to Radical, for the purchase of the vaccines, and to pay Good Vibrations/Moore a generous commission on completion of that deal.
When matters stalled with Serum Pharma, Radical finally contacted the British High Commission, by email dated July 11, 2021, to verify the provenance of the AstraZeneca vaccines that it was seeking to procure and the authenticity of the parties with whom it was dealing.
    No relationship
By letter dated July 14, 2021, the High Commissioner replied: “Unfortunately, AstraZeneca have confirmed that they do not have any relationship with Serum Pharma Limited. It should therefore be assumed that this is not a legitimate enquiry or opportunity.
“In line with their commitment to supply COVID-19 vaccines broadly and equitably at no profit during the pandemic, AstraZeneca is focused on delivering supply agreements through governments and COVAX and presently do not work with private sector distributors or intermediaries. Therefore, any similar private offers such as this would also likely be counterfeit.”
This begs several additional questions: (i) In performing due diligence, why wasn’t this the very first step taken by Radical/Government of Barbados? It would certainly have saved a lot of angst and brought the whole convoluted affair to a screeching halt from inception. Instead, they put the cart before the horse, and the result was predictable.
(ii) Why was Radical reaching out to the British High Commission, instead of the Government of Barbados? On a sensitive, important matter of this nature, we have bureaucrats whose job it is to deal with foreign governments. Why cede that responsibility to a private firm?
(iii) Doubtless, the Government was aware that, as confirmed by the High Commissioner, AstraZeneca had committed to supplying COVID-19 vaccines broadly and equitably at no profit and was doing so only through governments and COVAX. Why did it, therefore, seek to bypass that process by interjecting civilian intermediaries? Why had it committed to paying Radical US$24 per vaccine dose, when AstraZeneca was supplying it to governments at between US$3 and $5?
There is certainly more in this mortar than the pestle.
We wait with bated breath for the answers to these pressing questions and the next episode of this fascinating saga.

  • There are millions of underlying questions bordering on illegalities that should be asked of this govt
One which should have entered govt mind from the start
Can govt use an individual outside the field of the profession of medicine to act as an agent to buy medical supplies of any kind for govt
That alone should have been the first start of processing towards due diligence pursuing a path towards transparency and Accountability which would have been fully placed into the house of Parliament
If this procedure was first done what govt is being asked to be answerable for would never be cause for any concern
Instead we have a govt with egg on its face bobbing and weaving trying to pr it’s way out of a scam

  • “Under ordinary agency law principles, an agent, as the representative of his principal, is entitled to reimbursement of all expenses and to be indemnified for such liabilities incurred and losses suffered as were in contemplation when the agency was undertaken, or as were stipulated by the contract of agency. It is the principal, not the agent, who bears the risk of loss in a transaction conducted by the agent on the principal’s behalf.”

    This has been my concern.

If Mark Maloney was using some of his own money, was it a part to the plan for
the GoB to make Mark Maloney whole if the plan fails?

Now that the scam has been exposed, where will the money for Maloney’s refund be coming from?

Was it his own money he was using, was it the GoB’s money or was he the recipient of financing from a slush (scam) fund.

Now that the case is being followed by the general public, will it die a quick death. And if it does, when and how will he be repaid? From a next secret and overinflated contract?

There is something to see here. A whole lotta beef.

I bet it is easier to change the constitution than to provide information on MM’s contract with the GoB or who is EWBSB.

Already several changes have been made in the Constitution
Wouldn’t be surprised if many more would be made at the hands of a PM who has made it her job of purpose to rule by any means necessary
However the last resort for remedy lays in the hands of the people is to boot them out of office
Barbados has a weak kneed opposition only speaking in terms of how high the wind is blowing
One would think that this scam would bring them to understanding that Barbados name has reached a new low and should be protected and call daily on govt to reveal openly what Mia has hidden in that Red Bag about the scam
By Now a investigation should be on its way calling govt to be accountable pursued by the Opposition

  • 3rd parties cannot wait until 2023 and start running in earnest.
Treating the election as first past the post in a 100 yard sprint will give victory to Mia.
2018 – Lesser of two evils
2023 – Better the devil you know
2028 – Mia selected to lead in the one-party state
