Senator Caswell Franklyn of the Opposition People’s Party for Democracy and Development Exposes a Big Problem

Senator Caswell Franklyn of the People’s Party for Democracy and Development (PPDD) shared the following email (email addresses were redacted from the email) with the blogmaster. The contents of the email is not new and there is no need for the blogmaster to be prolix except to say-  trivializing the process of law making exposes AND compromises the governance system.

We must do better.

I am forwarding this email that I just received a few moments ago.  It is informing us that there will be a meeting of the Senate on Wednesday, August 14th but it did not tell us what we would be debating.  How much later must we wait for the Order Paper (agenda).  Invariably, we will find out on Wednesday.

You haven’t addressed the question!! Here’s a start. A staff nurse is paid on the Z23-11 scale. Pre the BLP, that meant $36,649.46 to $50,886.46. In the 2019-20 emoluments it is $38,476.87 – $53,431.30. Police Constables are on the P35-21 scale, which equated to $28,454.76 – $41,997.89 pre-BLP. In the 2019-20 emoluments, this now represents a scale of $29,877.49 – $44,097.73. Bear in mind that income tax is now 12.5% up to $50,000 ($25,000 personal allowance remains) and 33.5% above, which will be reduced to 28.5% from January 2020. In addition, all the police constables earning less than $35,000 are now entitled to a $1,250 compensatory credit. By the way I inadvertently said 2.5%, it should have been a 5% increase of course.🤫#facts

You mean people who are Barbados born and living abroad can’t comment on Barbados highlighting what is going on in the country.

They must be disgruntled if not in agreement.

This is what is called divide and rule.

However the BLP and your Supreme Leader want the same people to come home to BIM in 2020 to drain their pockets and the wealth they earned abroad in foreign currency to prop up the ongoing Ponzi and corruption schemes.

    I also noticed both of you two have avoided with a 10ft Pole the following;

Whatever happened to your BLP Government below lies to the Bajan masses before elections?

NO PROMISED 2018 ELECTION CAMPAIGN OF RAISING MINIMUM WAGE IN 6 MONTHS AFTER WINNING ELECTIONS TO BENEFIT OF THE VOTING MASSES.

Aye Lorenzo Mr resident BLP shite

If you understood the SSS, you would know that the SSS would question God if she has too. Prior to me cussing the blogmaster as you have stated, I supported the cause that was BU. Upon seeing some activity on here that was not like the David OF BU whom I appreciated over the years, the SSS felt that something was not right. When the blogmaster decided to keep quiet, I took that as a yes in the absence of no explanation. So feeling betrayed, I light in the crush of the blogmaster as is the per usual stance of the SSS when she thought that the blogmaster was no longer neutral in his cause, when before my suspicions, he deserved all the respect and support in the world for presenting an alternative forum for Barbadians to speak of the isms representing the island of her birth. Rather I am right or wrong about the blog master, the SSS knows how to say sorry, please forgive me. If right, the SSS would not ease up of your ass because she hates stupid blind loyalty in the face of tyranny and obvious crooked practices. You see Lorenzo the loyal BLP pooch person, I call a spade a spade. I can praise Mia Amor Rogue Works Mottley or I can cuss her. If Rogue Works do what is right in the name of the people, I will praise her. If she implements strong legislation that will surely protect the public purse from political crooks, I will praise her. If she implements Integrity legislation and whistleblower legislation that is stringent and not filled with loopholes, I will praise her. If she truly goes after the stinking crooked DLP that she accused of corruption, and launch an investigation into where have all the money gone, I will go down on my knees and bow down to her. In other words pooch licker and certified pooch picker, I would exalt the BLP under Rogue Works Mottley with glee. It would be an automatic dismissal of the title of the Rogue who wants you to think that she is working on your behalf. But no my resident shite. All I see is a Rogue operating at her best, and while condemning the action of one for immoral behaviour, she condones her father non-payment of taxes by giving him a knighthood and ensured that those taxes owed are written off forever under a whole set of frivolity. She has stopped speaking to Barbadians because she hired her good pal, Roy Morris to be press secretary, another high paying position for her friends. You feeling me Lorenzo or you too stupid to understand where I coming from. Let me know soon so do not delay ya response, your highless.

On the topic at hand, does it really matter anyway. We all know that the Senate is a rubber stamp anyway.

Very few (Caswell is one), such as the late Frances Chandler dare to offer enlightening and opposing views and the votes go through anyway.

The Senate jobs are for loyal supporters. The only way around this is to have an independent Senate. But, what does that mean in a small island? Just special interests who run on the bottom part of a ballot box?

,…..prison time v. making changes to all the outdated legislation currently BLIGHTING the statute books is now the DECIDING FACTOR.

And…there is Enuff evidence out there…..to make sure that they all see prison time staring back at them in their mirrors….as we type……the mistake they made was using other countries, UK and US we know about….to perpetrate their vicious crimes on their own people…reaching into other countries to rob ya own people’s bank accounts is frowned upon…ya are really doing the most when ya try to COMPROMISE OTHER PEOPLE’S BANKING SYSTEM…to appease ya own greed….and thst of ya BRIBERS…

It’s such a pity that a topic started by Senator Caswell Franklyn MHICH DID 0 to 60 IN SUCH RECORD TIME would be allowed to languish like this.

I definitely understand that the PPDD HAS NO TYPE OF POLITICAL STRATEGY on how they will campaign against the Mugabe regime Honourable Blogmaster

    And so do you!

Let us (you and de ole man) discuss this for 10 points.

Why is Caswell not coming back to his article AND ANSWERING THE QUESTIONS POSED?

Is this arrogance (some do say Caswell can be arrogant at times like most cawmerians)

Is this a matter of time constraints?

Is this a matter of internal incapacity of thd PPDD to collectively run an article like this with others picking up the slack?

Whu aftah all look at these names in the party.

So you mean that Crystal Drakes, nor Scott Weatherhead, nor Alan Springer, nor Irvin Belgrave, nor Rev. John Carter nor Paul Gibson, nor Maria Phillips, nor Bruce Hennis nor Paul Forte nor Sylvan Greenidge nor Dr Philip Corbin nor Akil Daley, not one of them have THE capacity nor knowledge to converse on this topic?

Or is it that they are under orders from Bishop Atherley?

And that Bishop Atherley is under orders from Mugabe Mottley?

Run with me a little bit Honourable Blogmaster cause you seem to be one of the few persons in over 100 submissions WHO IS STAYING FOCUSED ON THE SUBJECT MATTER HERE and not getting rid up jn inconsequential shite

@Crusoe, when you can state so easily : “…The only way around this is to have an independent Senate. But, WHAT DOES THAT MEAN IN A SMALL ISLAND? (My caps) Just special interests who run on the bottom part of a ballot box?”… then isn’t the whole political ting just a social game of personal one-upsmanship!!

In the US the phrase the political swamp has strong pejorative meaning to anyone focused on these things and at times it’s so blatantly ridiculous how folks move to and from political appointments to private sector to be mind blowingly conflicted and that’s a vast country …

… But here in Bim we presume that these matters can be truly independent. Nonsense!

Recently a fellow left the WH and went on to a senior exec gig at a major US network… One presumes he can be a true independent voice to political power in his new role as another former WH advisor has ostensibly been at the ABC network as a lead anchor for over 20 years now.

Similarly here in Bim in a flip of that script … one does hope that former NationNews Editor In Chief Morris was an independent voice as a journalist during his tenure and that this new role as the BLP government’s Press Director is no indicator of how his political inclinations shaped the news then!

Yet considering our size one may think we are just one big swamp!

    You said and I quote

“…Piece…ah think ya missed the original thread WHERE IT WAS MADE CLEAR….that the opposition’s hands…ARE EFFECTIVELY TIED…because of legislation that renders them …TOOTHLESS TIGERS…”

Without prevaricating give me the explicit quotation where the legislation does this

WITHOUT PREVARICATION give me the explicit thread where a thread (hopefully not your own) provides verifiable evidence that what is a purposed procedural inefficiency is binding by law.

You go on to say and I quote

“…In bajan parlance…THEY CAN’T DO SHYTE…so there is NOTHING FOR CASWELL…or any of them to say…it will make no difference…”

This seems counterintuitive to the article WARU

The article is from the iPad of Senator Franklyn.

It is he who floats the procedural inefficiency of the non circulation of the order paper, is it not?

If he is THE author of the article showing the inefficiency THEN HOW CAN YOU SAY THAT THERE IS NOTHING HE CAN SAY, WHEN IT IS HE WHO IS SAYING IT?

I am confused…AND WHEN YOU RESPOND please do not prevaricate but speak with exactitude as to the matters I need clarified WARU

    Then you continue…

“…carrying that topic any further is a waste of time….much better to EXPOSE WHAT WE KNOW…so those with REAL POWERS TO ACT…will have SOMETHING TO WORK WITH…”

    What topic?

“…Expose what we know …those with real powers…have something to work with…”

Unless there is another memo floating around WARU Senator Franklyn mentioned that, unless it’s by an invasion or extraordinary rendition or breaking the laws of a other sovereign government like Donville inniss, no foreign entity can enter a jurisdiction an effect any law!

The only real powers in the Barbados landscape are social, economic and political.

So to make change it has to br in these areas.

There is potential for Caswell to continue making progress socially and politically.

He published 2 items and 120 items appeared in 24 hours.

    That is spendable currency.

He now has articles trending in the Nation and Advocate and Barbados Today so, WITHOUT PREVARICATION, please explain what you mean by Caswell is spitting in the wind.

Your last paragraph is unclear and I will not comment about that since it would appear that you have something going on that you will keep to yourself SO I AM NOT ASKING A PANG BOUT DAT, Now or ever.

Continual Profanity and crude uncouth speech is often ascribed to a sector of society whose training and upbringing is in deficit

Intermittent profanity sometimes comes from the most saintly of us when a fellow spills hot coffee in your lap, or steps on your hang nail toe in a clear auditorium

    De ole man cusses calculatedly.

It shocks the sensibilities because what I am speaking about is entrenched in the DNA of a people AND ALL DE NICE TALK THAT YOU and others like you would have had instilled in you as being thd decent way to converse with literate people DOES NOT WORK HERE AMONG THESE ANIMALS.

The people can discuss reasonably but you honestly feel that Mugabe, the character who you call “the Presiddnt” and of whom you say “her policies will end in tears”, you honestly thing that she and her waste foop sheeple followers going be moved to reason?

Look at this article about the systematic undermining of the Oder Paper Circulation.

Of the over 100 submissions here HOW MANY COMPREHEND THE IMPORT OF THIS ARTICLE?

Why even the writer Caswell Franklyn has written it AND HAS NOT COME BACK TO EXPLIAIN ITS IMPORT TO THE PEOPLE AND SHEEPLE HERE!

So when de ole man call a feller a waste foop, a reader will either be moved to see what I talking bout, see if dem is who I talking bout, and see if dem can do anyting bout what I talking bout

What added value would such a ‘special’ appointment bring to the economic restructuring table that a ‘similarly shared’ appointment to Guyana cannot achieve?

Quite the opposite: as the post and the following blog entries show, the Senate is substantially delaying legislation and is thus an obstacle to more foreign investment in Barbados.

Our leader Mia Mottley is therefore well advised to abolish the Senate in the medium term, let us say immediately after the next election.

And Ifill, president of the disabled community’s umbrella organisation, the Barbados Council for the Disabled is pleading with the Ministry of Transport and the Transport Authority to urge PSV operators to curb their insensitivity which often leaves these commuters stranded for hours.

“[PSV operators] are leaving them at the bus stops and telling them take another transport because they can’t be bothered to wait a few seconds that it may take for persons to get onboard their vehicles.

“This can be very distressing in a situation where you have to wait another two hours before a vehicle can come along, she said.”

In the midst of a garbage crisis the SSA reports that there is an epidemic of illegal dumping of sheep offal in Barbados, the Police manage to apprehend a couple of the scofflaws who admitted to the dumping but declined to charge them because according to the SSA spokesman they were “cooperative”.

I hope that next time someone is caught with a spliff or stealing a nail clip that they could “cooperate” their way out of charges.

Your point about Barbados being a good place to live should not be taken lightly. In many instances the quality of life is superior to the developed countries.
What we really luck is the proper management of our resources and the need to look inward for problem solving.
Unfortunately there are some basically stupid people on BU who believe that any criticism is based on some feeling of superiority by our brothers and sisters who live over and away.
However it is the complete opposite. What really annoys them is that the experience of living in a “big” country, makes them realize how fortunate they are to have come from smaller countries that were able once to give them so many great opportunities and the ability to fit in and achieve outside of their environment.
They are somewhat depressed at the deterioration in basic things that they would have once taken for granted: garbage collection; water supply and good public transportation come to mind.
I have never met a Barbadian any part of the world who does not love the rock. They just can’t understand why it is so badly managed or why basic things have been allowed to just fall apart.

This new form of Bajan nationalism is the local version of Make America Great Again. It is black Trumpism. It should be treated with contempt.
There are two basic assumptions: first that Barbadians living outside the country have turned their backs on their homeland; and, second, there is a corrupt view that those of us in the Diaspora have adopted a belief that big country good, small island bad.
A few years ago I heard Owen Arthur with a similar argument, his was that since people overseas do not pay taxes they should have no say; it was repeated on radio phone-in programmes.
It is the reasoning of a fool. It suggests that citizenship is tied up with taxation.
Truth is, if they were to take a step back and try to view Barbados objectively, they too will see that genuine criticisms could lead to improvements for everyone – those at home and overseas. Only the blind would not see this.

  • Baje2019 aka the previous “onlooker”

Now let me address your comment about fooling people. Did the BLP fooled the people about no UWI tuition, pension or public servants salary increase? What about limiting the CB printing of money; greater autonomy to the auditor general; planning reform; removal of NSRL and road tax; foreign currency accounts for locals; legislation to deal with the OECD and EU blacklisting; 24hr polyclinic; payment of reverse tax credit; settling debt to suppliers; income tax payments; road repairs; trust loans; medicinal marijuana; a commercial court; sandbox regime for fintech; upgrading fish markets; FEED programme; a law reform commission; breaking up of the Public service commission into smaller bodies; amend act relating to psvs; a national botanical garden; data protection legislation or stopping the flow of sewage on the streets along the south coast? Are you aware these were all promises made too and we’re only 14 months in? I could go on but prefer to address your oft go to promises to paint the government as fooling the people. Integrity Legislation was to be laid at the first sitting, it was done on the second and so far 21 members of the house have spoken. The bill was sent to select committee and based on what I have read in the newspaper should be passed and in place by November 30 this year. When passed what are you going to talk about? Minimum wage: “We have met with the Minimum Wage Board – the Minimum Wage Board is a tripartite construct that is tasked with advising the Minister responsible for Labour with recommendations on the level of minimum wage and how and if it should be adjusted. We’ve met with the Minimum Wage Board including independent representatives, representatives from the business community, employers, and representatives from workers’ organisations, and we have indicated to them that Government is moving
forward with the process of revising upward the minimum wage for workers in Barbados he told the Lower House.” Colin Jordan, June 2019
When the above is done, what will you complain about? Before repeating 6 months like a parrot, use your brain and locate the matter of increased minimum wage within the broader macroeconomic context and what has happened and is happening. Then consider TIMING and policy implentation. When govt launches its first jobs initiative and apprenticeship programmes, expand the A&E, increase the number of judges, complete its digitisation of the identified departments and more, what will you say? This requires legislation–drafting and debate in both houses–but I get called brain dead for making comments asking for agility and flexibility on the part of senators. I really do get muh jokes on BU–catspraddle all comers with FACTS and all they do is attack me personally. For every dollar earned in tourism, we spend at least 60% of it to maintain that industry.
For every dollar remitted by overseas citizens , it’s safe to say at least 95% remain in the country.
Remittances also assist in the health of our senior citizens in that many overseas citizens send money to maintain the well being of aging relatives.
I would not personally pour scorn on the PM’s request to return in numbers next year because we certainly need some kind of national effort to assist in dealing with our current calamities.
As Hal suggests , we should treat the multitude of thoroughbred idiots on BU with the contempt they deserve and support the effort to engage our brothers and sisters from over and away.
