The following article is reproduced from the Canadian press at the request of Money Brain. Is China as altruistic as some would have us believe?

Across the globe, especially in the great motherland Africa, there are horror stories being recorded about this new marauding. What insights are there to be learned by impoverished states of the Caribbean? Besides fueling our greed for ‘things’ what other factors determine regional foreign policy with China?

When it comes to defending Canada from the menace posed by the People’s Republic of China, it is now a matter of public record, and should be a matter of some embarrassment to Prime Minister Justin Trudeau, if not shame, that the course his government embarked upon almost four years ago was dangerously naive, if not recklessly thoughtless.

It’s a tragedy that it took the Chinese Ministry of State Security’s kidnapping of former Canadian diplomat Michael Kovrig and cultural entrepreneur Michael Spavor to prove that the Beijing regime was not the “win-win, golden decade” friend and trade partner Trudeau had incessantly harped about. Robert Schellenberg, dubiously convicted on drug-smuggling charges in the first place, had his 15-year jail sentence upgraded to a cell on death row. Canada’s canola exporters are stuck with $2.7 billion in export contracts that Beijing has ripped up. Threats of further punishment hang in the air.

It’s all because Canada detained Huawei Technologies Co. Ltd. chief financial officer Meng Wanzhou last December on a U.S. Justice Department extradition warrant. Meng is sought by the U.S. to face charges of fraud and dodging sanctions on Iran. Beijing needed to throw somebody up against a wall and slap him around, so President Xi Jinping chose Justin Trudeau.

Beijing’s complex campaigns of subversion, threats, influence-buying, bullying and espionage in Canada stretch back much farther than last December, of course. So does the sleazy tendency of Canadian politicians to look the other way, or rush to Beijing’s defence whenever anyone in the intelligence community publicly notices the obvious, or throw the director of the Canadian Security and Intelligence Service under the bus for pointing it out.

When CSIS director Richard Fadden had the temerity to point out nearly a decade ago that there were provincial cabinet ministers and other elected officials in Canada who had fallen under Beijing’s general influence, several Liberal and NDP MPs demanded his resignation.

So it was refreshing to see that Tuesday’s first-ever annual report from the National Security and Intelligence Committee of Parliamentarians (NSICOP) made no bones about it. China is a threat to Canada’s national security, the committee found.

Terrorism, espionage and foreign influence, cyber threats, major organized crime and weapons of mass destruction were all listed in the NSICOP report among the top threats to Canada. China figures in the report’s findings under espionage and foreign influence, and under cyber threats as well.

Russia is right up there, too, and although the report is redacted in several places, other unnamed governments were reported to be busy with the same dirty work. But it was the novelty of China being singled out for once, in a high-level federal government intelligence report, that’s worth noticing. Usually, Ottawa lets China get away with anything.

“China is known globally for its efforts to influence Chinese communities and the politics of other countries. The Chinese government has a number of official organizations that try to influence Chinese communities and politicians to adopt pro-China positions, most prominently the United Front Work Department,” the report states, referring directly to Fadden’s whistleblowing in 2010.

The report also notes a 2017 warning from David Mulroney, a former ambassador to China, about Beijing’s influence-peddling efforts in Canada. To get what it wants, Beijing mobilizes student groups, diaspora groups, “and people who have an economic stake in China, to work behind the scenes.” The report also notes the unsavoury business of lavish political donations on offer from Chinese businessmen with close links to China’s Communist Party leadership.

Two years ago, the Financial Times obtained the United Front Work Department’s training manual, which boasts about the electoral successes of 10 pro-Beijing politicians in Ontario. “We should aim to work with those individuals and groups that are at a relatively high level, operate within the mainstream of society and have prospects for advancement,” the manual states.

The reason for the public’s relative inattention to influence-and-espionage threats posed by such foreign powers as China and Russia is that the federal government tends to avoid addressing the issue publicly. “As it stands now, an interested Canadian would have to search a number of government websites to understand the most significant threats to Canada,” the committee found.

“For some threats, such as terrorism, information is readily available and regularly updated . … For other threats, such as organized crime or interference in Canadian politics, information is often limited, scattered among different sources or incomplete. The committee believes that Canadians would be equally well served if more information about threats were readily available.”

That information is available, of course. It just hasn’t been coming from the federal government. In his just-published book, Claws of the Panda: Beijing’s Campaign of Influence and Intimidation in Canada, veteran foreign-affairs reporter Jonathan Manthorpe painstakingly enumerates the breadth and scope of the United Front Work Department’s organizations in Canada, and Beijing’s intimate links throughout Canada’s business class. Manthorpe relied solely on the public record, showing that Beijing’s strong-arming, its inducements and its subtle and not-so-subtle intimidation have been carried out in plain sight for years.

Last year, a coalition of diaspora groups led by Amnesty International provided CSIS with an exhaustive account of Beijing’s intensive campaign of bullying, threats and harassment targeting Canadian diaspora organizations devoted to Chinese democracy, the Falun Gong spiritual movement, Tibetan sovereignty, and the Uighurs. A Muslim ethnic minority in Xinjiang, the Uighur people are currently being subjected to an overwhelming tyranny of concentration camps, religious persecution, “re-education,” family separation and round-the-clock, pervasive surveillance. “Canada has become a battleground on which the Chinese Communist Party seeks to terrorize, humiliate and neuter its opponents,” says Manthorpe.

That kind of subversion usually occurs behind the scenes. But for years, Confucius Institutes have operated openly in dozens of Canadian universities, colleges and high schools. “In most cases,” Manthorpe contends, “they are espionage outstations for Chinese embassies and consulates through which they control Chinese students, gather information on perceived enemies and intimidate dissidents.”

Because its mandate covers more than a dozen institutions and agencies, NSICOP — first proposed 15 years ago, but only now getting off the ground — had a lot of ground to cover. More than half of the report’s 121 pages are devoted to a review of the intelligence functions of the Department of National Defence and the Canadian Armed Forces. But it’s subversion by foreign governments that seems to have caught the Parliamentary committee’s attention — CSIS told NSICOP the foreign-influence threat is becoming more acute, and countering it will call for “a more significant response” in the coming years.

With that in mind, the committee is already working on a followup review of the mandate, priority and resources Ottawa provides Canada’s intelligence community to monitor and counter the foreign-influence threat. The committee’s report is expected to be released before the October federal election, but it won’t be focused on the foreign cyber threats Ottawa is already preparing to monitor and expose during the election campaign.

“We’re going to outline the primary-threat actors, we’re going to be examining the threat those actors pose to our institutions and, to a certain extent, our ethno-cultural communities,” NSICOP chair David McGuinty told reporters in Ottawa on Tuesday. “We’re working feverishly to get it done.”

About time, too.

    FACT: hundreds of investigations are initiated by the FBI annually into counter-intelligence…and surely many of them result in NO CHARGES. That does NOT mean the investigation was improperly initiated.

    FACT. The Steele doc , was NOT solely used to validate any FISA warrant. That process and judges who approve it MUST be assured of valid reasoning for such intrusive warrants and although Steele as a trusted former M16 agent was expected to offer solid info , yet just as surely some corroborating info would also have been required.

    It is ABSURD to expect the the profession of spying where EVERYONE must be a good liar and con artist and where informants may be double agents or otherwise compromised will be pristine …OBVIOUSLY the Steele report had to be vetted carefully but at the same time how can you look past such scandalous data about a possible US President and NOT seek to get possible additional back data from a person like this Carter Page who was a long time visitor to Russia and then Trump adviser.

    Maybe you can ask Mr Yoo or better yet try Mr Guiliana how many FILMSY claims from proven killers like mafia hitmen started some of their major cases ! Enough of this Bull.

    If a FISA judge was hoodwinked by FBI and DoJ prosecutors then that will be revealed but this right wing stupidity to burn down an entire system in order to protect the nonsensical behaviour of so many in the Trump orbit is insidious.

    The FISA process evolved out of 9/11 or rather was updated after that and for a lot of these years it was REPUBLICANS who fought hard for its retention…so that this man can so turn an entire party from its once solid moorings is absolutely frightening. Many liberals railed against FISA as intruding on privacy etc etc and say the judges just rubber stamp these national security threat warrant requests…and you know what surely they are right in some instances BUT it’s also vital for a nation to protect against atrocities like that one in Sri Lanka…

    … so when Bush 43 investigated hundreds of types like Cater Pages who were communication with people in foreign enemy locals after 9/11 not a Republican made these BS claims!….Get real do!

    There is always the major balancing act of privacy and national security in this pervasive cyber age of terrorism, electoral interference and all forms of evil.

    Thus it would have been gross incompetence and unacceptable negligence if the FBI did NOT attempt to investigate/disprove/prove these “wild” claims.

    I think you meant to say only idiotic presidents walk into “PERJURY TRAPS!!!” like telling Lester Holt why he really fired Comey after getting his trusted press fabricator to push the DoJ termination memo ruse….

    FBI agents CANNOT subvert the law in trying to enforce it…that is as clear as day… Of course it happens daily in law enforcement and I’m sure particularly so with under cover or national security matters ….have u conveniently forgotten the water boarding fiasco as one prominent example.

    If there was wrong doing then people will be held accountable… I’m sure u know and understand the legal standard of fruits from the poisoned tree….so agents of the FBI would be INSANE to get caught in that vortex and blow all the work in such a major operation!

    As I said prior …let’s get REAL.

    WASHINGTON (Reuters) – U.S. President Donald Trump pressed Japanese Prime Minister Shinzo Abe to have Japanese automakers produce more vehicles in the United States, according to a readout of their recent meeting provided by the U.S. ambassador to Japan on Saturday.

    The two discussed recent public announcements by Japanese car makers, including Toyota Motor Corp’s decision to invest more in U.S. plants.

    “We talked about the need to see more movement in that direction but I think the president feels very positive that we will see such movement because all the economics support that,” said Ambassador William Hagerty.

    Trump told a campaign rally in Green Bay, Wisconsin, on Saturday that Abe said Japan would invest $40 billion in U.S. car factories, though Trump did not give details on the timeline for the planned investments.

    Toyota, Japan’s largest automaker, said last month it would exceed a 2017 pledge to invest $10 billion over five years with a new commitment to reach nearly $13 billion over that period.

    Trump has prodded Japanese automakers to add more jobs in the United States as the White House threatens to impose tariffs of up to 25 percent on imported vehicles, on the grounds of national security.

    Trump on Friday said it is possible that the United States and Japan could reach a new bilateral trade deal by the time he visits Tokyo in May, but he and Abe cited areas where they differ on trade.

    “We want to ensure that the U.S. has trading terms with Japan that are no less favorable than any other nation,” Hagerty said in a phone call with reporters.

    He added that Trump is planning to attend the summit of the Group of 20 industrialized nations set to take place in Osaka, Japan in June.

    The response he got was thunderous applause.

    There was a time when most conservatives would have written anyone off that talked about a Deep State as a complete nut job.

    This presidency has changed that.

    Look no further than the Mueller report for all the proof you need.

    How else can you explain an FBI director that allowed a false report to be used for FISA warrants against a presidential candidate?

    This is the stuff of spy novels, yet it is being carried out in our own government.

    There is also the fact the Barack Obama administration knew about Russian efforts to hack our elections two years before the 2016 election and did nothing about it.

    Democrats are using every trick in the book to unseat Trump, but nothing is working.

    But while this initial attempt by the Deep State failed, most believe this fight is far from over. Buckle up, Mr. President.

    President Trump tweeted Saturday that Fox News analyst Andrew Napolitano met with him and urged him to nominate Napolitano to the Supreme Court as well as grant a pardon to one of Napolitano’s friends.

    Napolitano, a former superior court judge in New Jersey, works as a legal analyst for Fox News. In a pair of tweets Saturday evening following his campaign rally in Green Bay, Wis., the president accused the commentator of becoming “very hostile” after Trump supposedly turned him down for the nation’s highest court.

    “Thank you to brilliant and highly respected attorney Alan Dershowitz for destroying the very dumb legal argument of ‘Judge’ Andrew Napolitano,” Trump wrote.

    “Ever since Andrew came to my office to ask that I appoint him to the U.S. Supreme Court, and I said NO, he has been very hostile! Also asked for pardon for his friend. A good ‘pal’ of low ratings Shepard Smith,” the president added, referring to Fox’s chief news anchor, who has often been critical of the White House.

    Good Trump Economy Troubles Democrats

    President Trump is heading into the thick of the 2020 reelection cycle with the strong breeze of a surging economy at his back.

    The economy grew at an impressive 3.2% in the first quarter — the first time in six years that growth in the January through March period topped 3%. The burst was bolstered by rising exports, falling imports and higher inventory spending.


    “America’s future has never been brighter,” Mr. Trump said at a campaign rally Saturday night in Green Bay, Wisconsin. “Yet the Democrats, those very ‘friendly’ people in Washington, have never been angrier than they are today.”

    The combination of low inflation, rising wages and near-historic lows in unemployment could blunt the appeal, for now, of presidential challengers such as former Vice President Joseph R. Biden. The Democrat will hold his first big campaign event Monday in Pittsburgh to lay out his “vision for rebuilding America’s middle class,” his campaign said.

    Biden spokeswoman Kate Bedingfield said Mr. Biden’s ability to raise $6.3 million in the first 24 hours of his campaign last week shows that Americans are ready, in part, for someone who can “rebuild the middle class so everyone gets a fair shot.”

    But the Republican National Committee said the first-quarter report is proof that the economy, which grew 2.9% in 2018, isn’t slowing down.

    “When voters ask themselves in 2020 if they’re better off now than they were four years ago, the answer will be a resounding ‘yes’ thanks to President Trump and Republican leadership,” said RNC spokesman Michael Joyce.

    The economic performance, following disappointing growth rate of 2.2% percent in the fourth quarter of last year, came out strong despite a partial government shutdown that slowed some business activity for the first 25 days of 2019. The Commerce Department estimated that without the shutdown, first-quarter growth would have been 3.5%.

    Economists who had predicted growth of 2.5% said the better-than-expected result is a positive sign for the rest of the year, at the very least.

    National Association of Manufacturers chief economist Chad Moutray said the economy’s performance showed resilience in the face of “slowing global growth, the partial government shutdown, trade policy uncertainties [and] a strong U.S. dollar.”

    “This was the strongest first quarter of growth since 2015,” he said. “The U.S. economy should now expand by around 2.7% in 2019 — an improvement from what I might have forecasted prior to this release.”

    Economist Joel Naroff of Holland, Pennsylvania, said the first-quarter growth “does show that the economy is still in good shape and should remain that way for the rest of the year.”

    Senate Finance Committee Chairman Chuck Grassley, Iowa Republican, said the report shows that “the U.S. economy under Trump is still running on all cylinders.”

    The Dow Jones Industrial Average closed Friday at 26,543.33, near its all-time high.

    There were fears that economic output could fall below 1% this year because of the combined impact of the trade war with China (which White House officials say is nearing a resolution), the precipitous decline in the stock market in December, a global economic slowdown and the partial government shutdown that ended Jan. 25.

    But the U.S. economy bounced back, aided by an announcement from the Federal Reserve that it is suspending plans for more interest rate hikes, which were harshly criticized by Mr. Trump and prompted his effort to appoint two non-academics to the central bank’s governing board.

    While Mr. Biden is arguing that the Trump economy is leaving behind certain groups, the president pointed out again Saturday night that the unemployment rate has reached historic lows for women, blacks, Hispanics and Asian Americans.

    The president, who champions tax cuts and fewer regulations, said the first-quarter report on gross domestic product “smashed expectations.”

    “Our economy is now the hottest anywhere on the planet Earth,” Mr. Trump said.

    However, some economists see warning signs for 2020. Mr. Naroff said there is a “labor market bubble that will likely lead to rising wages, rising prices and falling earnings.”

    “Unfortunately, the wage gains will not be enough to overcome the increasing inflation, and the increasing inflation will not be enough to offset slower demand domestically and globally,” he said. “There are more risks to the downside than the upside, and that means a slowdown in 2020. If, as I forecast, the unemployment rate starts rising next spring and continues to do so through the fall, the economy could become a major political issue.”

    Megan Greene, global chief economist at Manulife/John Hancock Asset Management, said the first-quarter report looks good until “you look under the hood and kick the tires.”

    “Inventory buildup will have to be unwound (which will drag on growth), imports were weak (everyone front ran the tariffs last year) and [defense] spending was strong (but rest of govt spending weak),” she tweeted.

    Former Obama White House economic adviser Jason Furman said in a Twitter post that “the underlying data is much weaker and is consistent with a slowing economy.”

    Consumer spending, which makes up more than two-thirds of economic output, moderated to 1.2% growth in the first quarter. Spending on durable goods fell 5.3%, the biggest drop in a decade, led by a sharp decline in light-truck sales.

    Some economists said the robust growth will renew pressure on the Federal Reserve to raise interest rates. Mr. Trump has criticized the Fed for raising rates four times in 2018, saying it hurt growth in the fourth quarter and contributed to the stock market plummet in December.

    The White House Council of Economic Advisers said the GDP report “likely underestimates the current pace of economic growth” for the year because the first quarter is typically the slowest of the year. It also said the full impact of the shutdown “cannot be quantified” and that factoring in those uncertainties implies an annual growth rate of 4.4%.

    The conservative commentator told Breitbart’s Amanda House on Thursday that the special counsel pressured him into pleading guilty, threatened to put him in jail for the rest of his life, and treated him “like a criminal” despite his cooperation with Mueller’s probe.

    “They said, ‘If you don’t accept this plea deal, and plea to this one count, and say you’re guilty of it…then you’ll get no prison time, but if you don’t do this, we’re going to indict you with multiple counts, obstruction of justice, in Washington, D.C., where the jury will hate you, and we’ll put you away for 25 years,” Corsi said.

    Mueller investigated Corsi on the suspicion that he acted as a middleman between WikiLeaks and Trump campaign operative Roger Stone, who was charged in January with lying about his communications with the organization, which is headed by Julian Assange. Corsi, who was not charged, said that Mueller’s team threatened him into taking a plea bargain to prove that Trump colluded with Russia.

    “The prosecutors were convinced that I had introduced Roger Stone to Julian Assange, and I was the linchpin, I was key to the prosecutors establishing collusion argument, and if I had I lied or broken down and was willing to tell the prosecutors what they wanted, to stay out of prison, his report would have said collusion, because they believed I could give them the link they were looking for,” he said.

    Corsi said that Mueller’s team was dangling a life sentence over his head given his age, and that his refusal to take a plea bargain made Mueller’s team “furious.” This aligns with an accusation Trump made in November that Mueller’s team was “screaming and shouting” at witnesses to threaten them into providing incriminating testimony.

    “Well, I’m 72 years old, that would have been a life sentence. But as I point out in [my book] Silent No More, my wife woke up one morning and she said, ‘I’d rather visit you in prison for the rest of your life than have you not be the man I married,’” Corsi said. “I decided I was going to tell them I was not going to take their plea deal, and they were furious.”

    Reckless prosecution
    Corsi’s account of being prosecuted by Mueller corroborates what many critics had said of the special counsel probe long before it concluded: that Mueller recklessly targeted witnesses with “perjury traps,” a method in which witnesses are entrapped in lies, or simply misstatements, and then pressured to cooperate.

You come in through the garage, you have to go in and give them in this safe room your laptops, all your electronic devices, your computer, everything, and they bring you up to this internal conference room, with no windows, no clock, and it’s me and my attorney David Gray at this point, to sit across from three of the prosecutors on Mueller’s team, and six to nine FBI, and they start grilling you for hour after hour, and if you forget some emails, or if you state something different from something they have from a phone call three years ago which you didn’t remember, all the prosecutors stand up, the FBI, they stomp out of the room, they call your attorney into the next room, they say they’re going to put you in prison for the rest of your life.

    Like Stone, Corsi has attracted sympathy from those who see in Mueller’s prosecution methods a pattern of intimidation and abuse of power that reached a dramatic point in the armed, pre-dawn raid on Stone’s Florida home over process charges in January.

    Corsi’s treatment was even the feature of a monologue by Fox News’ Tucker Carlson, who said that the 72-year-old was facing life in prison for the “crime of forgetting” about an email he forwarded more than two years before his questioning by Mueller’s investigators — an experience Corsi described in his book as a nightmare.

    “I got subpoenaed on August 28. I provided my computers, my laptops, my backup devices, everything, I voluntarily gave to the Special Counsel and to his prosecutors, and from the beginning, they treated me like a criminal,” Corsi explained. “I would wake up at 4:30 in the morning, and look out to see if the FBI’s outside. It was — it’s been a nightmare.”

    Restoring justice?
    The conclusion of Mueller’s investigation with no collusion last month prompted calls for pardons for Mueller’s targets, including Stone and former national security adviser Michael Flynn. Meanwhile, President Trump and his allies have stepped up calls for accountability for Russiagate’s perpetrators.

    With Mueller’s probe now over, Corsi — who filed a $350 million lawsuit against Mueller, the DOJ, and the CIA — said he is hopeful that Attorney General William Barr will “turn the tables” and clean house at the FBI and DOJ. Barr said this month that he will begin reviewing misconduct by senior intelligence officials who spied on Trump’s campaign and played a role in the origins of the Russia investigation.

    “As I point out in Silent No More, these prosecutors — we have a weaponized system of justice right now that’s very heavily politicized, and this was under Obama,” Corsi said. “Barr’s job is to restore justice, the American people’s faith in justice.”

  17. The Dems will accept what Mueller says when they get to hear him say it. They read the report. They did not see what William Barr saw. The letters Mueller wrote to Barr show that he is not satisfied with Barr’s presentation of the findings. They want to find out the cause of Mueller’s dissatisfaction. But what you must remember is that high crimes means something other than crimes and that whilst Mueller had to believe that his case, a criminal case, could be proven beyond a reasonable doubt, Congress is not so bound in its determination of high crimes.

    PS. What is this continual reference to women lying down to get up? Are there no women besides your wife and mother who are capable of advancing on their own?

    I have not forgotten how you sought to pass judgment on my grandmother and great-aunt based on nothing but assumptions whilst seeking to promote your wife and mother as shining examples of innocent womanhood.

  18. It is strange that Barr can just accept Mueller’s “findings” without reading the underlying evidence but cannot accept his findings when it comes to the presentation of the report.

    Either the man is trustworthy and reliable or he isn’t.

    As for your numerous investigations of the investigators that Barr couldn’t answer the question as to whether Trump or anyone in the White House ordered, suggested or even hinted should be pursued, I found his stumbling and stuttering truly hilarious. No wonder he couldn’t come back today.

    Yes David, read what I wrote. Put it into context and you will see why I wrote it.. GP has a habit of demeaning certain women. He did it to my grandmother and my great aunt when I was telling whitehill a story illustrating that relations between black men and black women go wrong not just because of the women but also because of the men. He implied that my relatives were not innocent because they were not financially independent. I asked him about his wife and mother . He said they were innocent and financially independent. My great-aunt and grandmother were housewives – a noble endeavour. My great aunt was beaten to death by her husband. It took her nine days to die. My wonderful grandmother was injured when she tried to intervene. She was hit in the head with a hammer and was deafened in one ear. They both had impeccable reputation and their parents were well off as things went in those days. This took place years before I was born but my mother witnessed it as a child and it is part of our story, told to me over and over until it became a part of me. So it pressed my buttons just like it would have pressed GP’s buttons. And I make no apologies for it.

    GP and Hal had a long back and forth that went on for days and days across several blogs. GP would not let it drop. It was very unseemly and you allowed it to go on unchecked.

    What is good for the goose is good for the gander. That is what I have lived by ALL MY LIFE and I am not about to change.

    And David, most of us use analogies and stories from our lives to illustrate our points. There is nothing wrong with that.

  40. Barr was Atty Gen under Bush 41 and that is where he earned the sobriquet the Coverup General from no less a Republican than William Safire for his role in trying to bury the evidence that Bush was implicated in the Iran Contra scandal.

    He auditioned for his current role by penning an unsolicited opinion against the Mueller probe and it caught the eye of 45 who nominated him because he wanted a “Roy Cohn”. Cohn was a lawyer who represented him when he was charged with racial discrimination in refusing to rent to Blacks at his various apartment buildings in NYC. Mueller has lived up to his billing as a Roy Cohn and is busy protecting the President and even went so far to say that -Trump was upset when he made some statement which amounted to obstruction.

    Wunnah know that the Coverup General’s son-in-law works in the White House Counsel Office as an advisor to 45 right? One of his daughters used to work in the Deputy Atty Gen’s office but they moved her when the Coverup Gen. arrived since that would draw more scrutiny
