The following article is reproduced from the Canadian press at the request of Money Brain. Is China as altruistic as some would have us believe?

Across the globe, especially in the great motherland Africa, there are horror stories being recorded about this new marauding. What insights are there to be learned by impoverished states of the Caribbean? Besides fueling our greed for ‘things’ what other factors determine regional foreign policy with China?

When it comes to defending Canada from the menace posed by the People’s Republic of China, it is now a matter of public record, and should be a matter of some embarrassment to Prime Minister Justin Trudeau, if not shame, that the course his government embarked upon almost four years ago was dangerously naive, if not recklessly thoughtless.

It’s a tragedy that it took the Chinese Ministry of State Security’s kidnapping of former Canadian diplomat Michael Kovrig and cultural entrepreneur Michael Spavor to prove that the Beijing regime was not the “win-win, golden decade” friend and trade partner Trudeau had incessantly harped about. Robert Schellenberg, dubiously convicted on drug-smuggling charges in the first place, had his 15-year jail sentence upgraded to a cell on death row. Canada’s canola exporters are stuck with $2.7 billion in export contracts that Beijing has ripped up. Threats of further punishment hang in the air.

It’s all because Canada detained Huawei Technologies Co. Ltd. chief financial officer Meng Wanzhou last December on a U.S. Justice Department extradition warrant. Meng is sought by the U.S. to face charges of fraud and dodging sanctions on Iran. Beijing needed to throw somebody up against a wall and slap him around, so President Xi Jinping chose Justin Trudeau.

Beijing’s complex campaigns of subversion, threats, influence-buying, bullying and espionage in Canada stretch back much farther than last December, of course. So does the sleazy tendency of Canadian politicians to look the other way, or rush to Beijing’s defence whenever anyone in the intelligence community publicly notices the obvious, or throw the director of the Canadian Security and Intelligence Service under the bus for pointing it out.

When CSIS director Richard Fadden had the temerity to point out nearly a decade ago that there were provincial cabinet ministers and other elected officials in Canada who had fallen under Beijing’s general influence, several Liberal and NDP MPs demanded his resignation.

So it was refreshing to see that Tuesday’s first-ever annual report from the National Security and Intelligence Committee of Parliamentarians (NSICOP) made no bones about it. China is a threat to Canada’s national security, the committee found.

Terrorism, espionage and foreign influence, cyber threats, major organized crime and weapons of mass destruction were all listed in the NSICOP report among the top threats to Canada. China figures in the report’s findings under espionage and foreign influence, and under cyber threats as well.

Russia is right up there, too, and although the report is redacted in several places, other unnamed governments were reported to be busy with the same dirty work. But it was the novelty of China being singled out for once, in a high-level federal government intelligence report, that’s worth noticing. Usually, Ottawa lets China get away with anything.

“China is known globally for its efforts to influence Chinese communities and the politics of other countries. The Chinese government has a number of official organizations that try to influence Chinese communities and politicians to adopt pro-China positions, most prominently the United Front Work Department,” the report states, referring directly to Fadden’s whistleblowing in 2010.

The report also notes a 2017 warning from David Mulroney, a former ambassador to China, about Beijing’s influence-peddling efforts in Canada. To get what it wants, Beijing mobilizes student groups, diaspora groups, “and people who have an economic stake in China, to work behind the scenes.” The report also notes the unsavoury business of lavish political donations on offer from Chinese businessmen with close links to China’s Communist Party leadership.

Two years ago, the Financial Times obtained the United Front Work Department’s training manual, which boasts about the electoral successes of 10 pro-Beijing politicians in Ontario. “We should aim to work with those individuals and groups that are at a relatively high level, operate within the mainstream of society and have prospects for advancement,” the manual states.

The reason for the public’s relative inattention to influence-and-espionage threats posed by such foreign powers as China and Russia is that the federal government tends to avoid addressing the issue publicly. “As it stands now, an interested Canadian would have to search a number of government websites to understand the most significant threats to Canada,” the committee found.

“For some threats, such as terrorism, information is readily available and regularly updated . … For other threats, such as organized crime or interference in Canadian politics, information is often limited, scattered among different sources or incomplete. The committee believes that Canadians would be equally well served if more information about threats were readily available.”

That information is available, of course. It just hasn’t been coming from the federal government. In his just-published book, Claws of the Panda: Beijing’s Campaign of Influence and Intimidation in Canada, veteran foreign-affairs reporter Jonathan Manthorpe painstakingly enumerates the breadth and scope of the United Front Work Department’s organizations in Canada, and Beijing’s intimate links throughout Canada’s business class. Manthorpe relied solely on the public record, showing that Beijing’s strong-arming, its inducements and its subtle and not-so-subtle intimidation have been carried out in plain sight for years.

Last year, a coalition of diaspora groups led by Amnesty International provided CSIS with an exhaustive account of Beijing’s intensive campaign of bullying, threats and harassment targeting Canadian diaspora organizations devoted to Chinese democracy, the Falun Gong spiritual movement, Tibetan sovereignty, and the Uighurs. A Muslim ethnic minority in Xinjiang, the Uighur people are currently being subjected to an overwhelming tyranny of concentration camps, religious persecution, “re-education,” family separation and round-the-clock, pervasive surveillance. “Canada has become a battleground on which the Chinese Communist Party seeks to terrorize, humiliate and neuter its opponents,” says Manthorpe.

That kind of subversion usually occurs behind the scenes. But for years, Confucius Institutes have operated openly in dozens of Canadian universities, colleges and high schools. “In most cases,” Manthorpe contends, “they are espionage outstations for Chinese embassies and consulates through which they control Chinese students, gather information on perceived enemies and intimidate dissidents.”

Because its mandate covers more than a dozen institutions and agencies, NSICOP — first proposed 15 years ago, but only now getting off the ground — had a lot of ground to cover. More than half of the report’s 121 pages are devoted to a review of the intelligence functions of the Department of National Defence and the Canadian Armed Forces. But it’s subversion by foreign governments that seems to have caught the Parliamentary committee’s attention — CSIS told NSICOP the foreign-influence threat is becoming more acute, and countering it will call for “a more significant response” in the coming years.

With that in mind, the committee is already working on a followup review of the mandate, priority and resources Ottawa provides Canada’s intelligence community to monitor and counter the foreign-influence threat. The committee’s report is expected to be released before the October federal election, but it won’t be focused on the foreign cyber threats Ottawa is already preparing to monitor and expose during the election campaign.

“We’re going to outline the primary-threat actors, we’re going to be examining the threat those actors pose to our institutions and, to a certain extent, our ethno-cultural communities,” NSICOP chair David McGuinty told reporters in Ottawa on Tuesday. “We’re working feverishly to get it done.”

  1. If people believe that China is doing these acts out of the kindness for humankind, they are really naïve. Up to the end of the 1700’s China was the world leader in terms of GDP and so on and looked down on outsiders as Barbarians, The latter sentiment has not changed. Chinese always refer to their five -thousand years of continuous history as a civilization.. They have resented the fact that they have not contributed to the technological advances made by western civilization to the progress of humankind. This accounts for the fact that although they haven’t invented 5G or the 3Dnano-microscope,they hope to build the largest 5G network and have built the largest 3D microscope in the world. This facet also explains the need to land on the opposite side of the moon. Like any major power, China is going to put its interests first.

    It was never important to the West, the White world, when African and other countries of the South were being underdeveloped. Enter China, and all of a sudden there has been a scramble for former colonial possessions.

    The West, America in particular, for Canada is merely a vassal state, has recently discovered that the Chinese 5G and other technologies for military and civilian applications will spark a revolution which will displaced and deem all others archaic.

    With 5G, what most people do not understand is that 5G is not just a new model of phone. It requires news undersea lines, which the Chinese have laid thousands of miles of, new infrastructures. And the leading American companies are lightyears behind the Chinese.

    This is what these so-called trade negotiations were/are about. Essentially the Americans want the Chinese not to revolutionize tech, and are threatening sanctions, kidnapping Chinese tech executives, etc

    This writer has done business with the Chinese. We know that they are as ruthless as can be. But how are their many negative traits any different than the fuckers who have ruled this world for 2000 years. Let the games of thrones continue.

The memory of China’s 19th century humiliation by the West when the Brits fought two Opium Wars with China to prevent Chinese authorities from clamping down on British drug dealers importing copious quantities of opium into China is still thought by some to influence China’s attitude to the West and to its policies on foreign relations and national security. Once the more numerous but weaker Chinese forces of the Chinese emperor were soundly defeated by the British forces, the Chinese had to submit to what they saw as a further humiliation – the demands by the Western powers to open up China to foreign trade. In those days, like today, “trade” is sometimes an euphemism for exploitation of weaker countries by more powerful ones..

    It amazes me that persons continue to under estimate Trump. The main stream media peddle the song for two years about collusion with Russia. Anyone with a modicum of common sense would have realized it was .bs. There has been no obstruction either. Trump is in charge and he could fire Mueller or Comey nothing could be done about it. I have been saying so for a long time. All Trump did was to talk about firing people but he didn’t. He ended up doing as his advisors indicated. No crime was committed. Trump is an outsider and that is the reason he has been subjected to the unconstitutional coup attempt. You don’t have to like the man to realize from day one there was talk about impeachment and that what went down was an attempted coup. Clinton was a poor candidate. The list of Islamic countries that were proscribed was Obama’s selection. All Trump did was to enact Obama’s list;but no one wants to talk about that.

    A critical read of Williams, James, Best will prove your position wrong. You really cannot place Williams in the Barrow category. Barrow never used his intellectual prowess like Williams or James.
    David is correct about a vacuum of leadership. Unfortunately, you are still failing to understand the emerging Caribbean civilization beyond what you were taught.
    In a very ironic way, you have brought the colonial view of the Caribbean that was sold to us by our former masters.
    Williams and Best have clinically analysed the colonial era and had made great effort to systematically dismantle it.
    David is therefore correct that no outstanding leadership has emerged since. I go further and state that our generation is one of dangerous contradictions. We are as trapped in our thinking as those we were supposed to lead but failed to act.
    These days we spend most of our time as intellectual spectators when it comes to so called world affairs, which you correctly posit, is just an extension of Eurocentric rule .
    This is the recurring tragedy of our generation as expressed via the leadership with which we are now saddled.

    China Cracks Down on Christianity by Demolishing Churches, Confiscating Bibles

    The ruling party in China is attempting to increase their control over religious freedom in the country, most recently by taking a crackdown on Christianity.

    In the country’s province of Henan, which has one of the largest Christian populations in China, churches were raided and demolished, Bibles and holy books were confiscated and new laws were established to monitor religious activities.

    One Christian named Guo described an incident in which Chinese officials interrupted a church meeting and told everyone to leave. They then ordered church leaders to remove a cross, a Bible verse and a painting of the Last Supper off the wall. Guo didn’t give his full name out of fear of government repercussions.

    “I’ve always prayed for our country’s leaders, for our country to get stronger,” he told AP. “They were never this severe before, not since I started going to church in the 80’s. Why are they telling us to stop now?”

    The intensity of the government crackdowns have increased in recent months. Just this year, they have shut down hundreds of Christian house churches, seized Bibles and forced e-commerce retailers to stop selling Bibles, prevented children from attending church in some areas, urged Christians in one location to replace posters of Jesus with pictures of President Xi Jinping, and raided church meetings and interrogated hundreds of Christians from one congregation.

    To avoid becoming targets in the government campaign, many congregations are meeting in smaller groups in person and online.

    “We are trying to look more like a family that are here to chat and drink tea so no one will report us to the police,” Enoch, a 22-year-old Christian in southern China, said.

    “I’m really afraid it will be shut down one day,” said Enoch, who converted to Christianity three years ago. “At the state church, I felt like I was listening to a lecture. But at the family church, people know about each other and love each other.”

    According to the Associated Press, experts said President Xi is “waging the most severe systematic suppression of Christianity in the country since religious freedom was written into the Chinese constitution in 1982.”

    However, when it comes in insightfulness you are by far the sharpest tool in many a box.

    Our truth is that Trump is the best president of the USA. For he has done more to destroy a dying empire that many previously. This should be a time for all the world to rejoice.

    So the kinds of hatred that some would like to ascribed to us for Trump is wholly misguided. Of course, that does not mean that our biting critiques of him will cease anytime soon. Even Obama feared no better with our pen.

    We marvel at how some of Trumps acolytes here like Robert Lucas could make pronouncement about the Mueller Report, having not read of course. They argue that there was no collusion, meaning no conspiracy. That there was no obstruction of justice.

    Well, anybody who knows how federal investigations work would be aware that anytime a government has the kinds of resources the FBI possesses it could indict a ham sandwich. Meaning that as high as 98 % of all federal prosecutions end in convictions.

    In any event Mueller did NOT make the determinations that Trump’s supporters here claim. Trump was saying that the report exonerated him long before the redacted document saw daylight.

    While saying there was no conspiracy with Trump and Russia he left open the idea that others within the Trump Campaign, Inauguration Committee, etc could have ‘colluded’.

    Mueller did not say definitively that there was no obstruction of justice either.

    Our reading seems to indicate, to this non-lawyer, that Mueller punted the darn thing to a feckless Congress.

    Then there are blandishment that Trump could fire whoever he wanted. Well, this position flies into the face of legal precedent. We cite the cases against Nixon. In the same way Trump cannot talk or plot to kill American citizens, talking about firing people because they are investigating you seems at odds with law.

    Yes, you are quite right, when you say that certain deep-state forces have worked from the very beginning to rid themselves of Trump but we see no difference between these partisans. To us it’s just one set of elites fighting against the next. We have no dog in that fight. Least of which was the FBI as an historical suppressor of Afrikan peoples.

    Donna, what you dont seem to appreciate is that China is gargantuan and if left to their own devices will dominate our hemisphere and all of us will suffer significantly. Especially when you consider the enormous effects of Robotics, AI etc over the next 10 yrs. The Earth has 6BN humans surplus so they might decide to cull the population.

    The special counsel Robert Mueller’s 400-page report would have been more accurate if he had openly lamented President Trump’s attempt to obstruct a silent “coup.”

    Hhundreds of pages were not needed to explain the details of an investigation that concluded with zero criminal charges against the president.

    The lengthy report exist primarily to fuel biased media attacks against Mr. Trump.

    “This wasn’t an investigation,” “It was an attempt at a coup. It was an attempt to throw Donald Trump out of office and nullify the election results of 2016. It was disguised as an investigation.”

    The report “recounts everything you’ve read in the New York Times and the Washington Post about collusion before concluding there wasn’t any! It’s made to order for people who want to continue running this operation to get rid of Trump. … The report itself says there was no collusion.”

    Journalists will now opine on Mr. Trump’s motivations and whom he could have fired — but didn’t.

    “You’re unable to conclude that no criminal conduct — then what the hell are you writing 400 pages for?” he asked. “You don’t do this to people you’re attempting to prosecute. You find nothing on ‘em and then submit a 400-page report about it? That isn’t done except in this case.”

    “How about looking at it from Trump’s perspective?”
    “He knows he’s being set up here. … What would you do in this circumstance?”

    “This report reads, in fact, as if Trump was supposed to cooperate in his own obstruction. And because he didn’t, he’s guilty of obstruction. ‘Donald Trump attempted to obstruct our coup,’ is how this should read. ‘Donald Trump attempted to obstruct our effort to throw him out of office,’ is how this report should read,” he concluded.

    Firstly Socialism is a Highly Authoritarian Creed based on Envy and Class Warfare.

    So it seeks to extort as much money as possible from those who have worked hard and been successful and from businesses that have succeeded by looking after their customers. The maximum that they can extort is never enough to support their dogma so they borrow even more, with no plan or intention of ever paying back.

    Socialists are so venal and nasty that they will enforce extortionate tax rates on successful people, to punish them, even when they know that this will bring in less government revenue. Labour in the 1970s had a top rate of income tax of 98%.

    Socialism exercises its authoritarianism by the government seeking to control everything in society. The state owns you and everyone else and issues vast number of commands that you must obey. Socialists in government think that they know better than the people themselves do about absolutely everything.

    Socialism wastes money by throwing it at the indolent and feckless who have not succeeded so as to ensure their votes. It thinks it knows more about business than businessmen so wastes unbelievable amounts of money. From the 1946 Groundnut Scheme, through British Leyland and British Steel to Gordon Brown’s “rescue” of the banks. So in the end they always run out of other people’s money.

    Extortion, envy, authoritarianism and waste has its consequences:

    It destroys the quality of life of everyone in the country. As when Attlee extended wartime rationing to potatoes and bread and turned off the electricity. As when Gordon Brown trashed the British economy with his fiscal incontinence. As in Cuba where most people live in poverty in what was once a rich country. As in oil rich Venezuela where the shelves in the shops are bare even of basic necessities.

    By punishing success and rewarding failure the results are always inevitable.

  48. Here’s what we know.

    Mueller turns over his report to William Barr.

    rudy Giuliani states that they are ready with a 35 page rebuttal to the report that they ‘haven’t seen’. (Go figure!)

    William Barr releases his summary, declares that Trump is in the clear. ” No collusion! No collusion! No collusion! No collusion! No collusion! No collusion” (Collusion is not a legal term and Barr is the ATTORNEY GENERAL. The term is criminal conspiracy. Mueller actually says he could not find any evidence of a criminal conspiracy but there sure were a whole lot of suspicious meetings with Russians. (Over 100, including one where Manafort handed over polling data to a Russian oligarch. Translation – he couldn’t find the smoking gun but there was plenty of smoke) Barr actually tells a little truth in saying that Mueller found that he could not exonerate Trump on obstruction of justice. (Because he thinks he could later make plausible excuses for that)

    Trump takes a victory lap and declares himself ” totally exonerated” by the report. Mueller, he says, had been fair and is an honorable man.

    Trump and his White House lawyers are briefed comprehensively on the report by the Justice Department days before the report is released. They maintain that they are not at all worried since the report totally exonerates Trump.

    Barr holds a press conference where he attempts to spin the report and excuse the President’s clumsy cover up by saying he was understandably frustrated with the witch hunt. The cover up attempts were not denied by Barr. He just excused them.

    The report comes out. People who can read (including many at Fox News) read it. Daytime Fox acknowledges inconsistencies between Barr’s spin and the actual report. ( I was deliberately watching Fox and it was not just Shep Smith and Chris Wallace.or even Brett Bauer) By night-time the shift is made to all out attack by Sean Hannity (who always acknowledges that he is not a journalist). Translation – it’s not my job to tell the truth.)

    Now Trump says the report is “bullshit’ and Mueller is back to being a villain.

    Much of the evidence on obstruction was provided by former White House Counsel Don McGahn who took copious notes. Trump goes ballistic on McGahn. McGahn wonders why it is troubling Trump since he has been “totally exonerated”.

    Congress requests that McGahn testify before the Committees probably in public hearings.

    Trump attempts to block him from saying in public what he said to Mueller. (He knows his peeps will watch the hearing but not read the report. They rely on Rush and Sean to tell them what’s in it. Some of them stopped listening after William Barr said “No collusion!” Barr knew that would happen.)

    Rudy Giuliani does the television rounds saying there is nothing wrong with receiving stolen information from Russia. ( So we can conclude that they did.)

    PS. We still await the 35 page rebuttal. And I do so look forward to reading Nunes, Graham and Co.

    Fun fact – Trump, the man with the ” best memory on earth”, used some version of “I do not recall” or ‘to the best of my recollection’ 37 times in his written responses to Mueller.

    I now agree that this is in fact THE GREATEST REALITY TV SHOW ON EARTH!

    You could have added Barrs biases when he shared his view about spying.

    They will continue to undermine the intelligence forces at the country’s peril.
