[Barbados Underground] The decision by the principals of Ross University School of Medicine to relocate to Barbados has sparked a debate across the region. The blogmaster sees the decision for what it is, Ross’ owner made a BUSINESS decision to move from hurricane ravaged Dominica to a user friendly – out of the hurricane track – geography.

The more important question Barbadians should be asking is what concessions were given to Ross University School of Medicine by the Mottley government. While in opposition Mottley and team were strident in the call for concessions given to Sandals, Cost-U-Less and a few others be shared with the public. Guess what, the public is none the wiser after being in office for more than three months.

In response to requests from members of the BU family to create a blog space to facilitate debate the blogmaster is pleased to share the letter Prime Minister Roosevelt Skerrit issued to President and CEO Lisa Wardell of Adtalem Global Education – parent company of Ross University – last month to inform the discussion.

Thanks to the BU family member for sharing!

  1. You are trying to be rude to hide your ignorance, but you are not in a position to be rude to anyone. If you are making a point then make it in simple understandable English. Not Google speak. Don’t try to shift the argument, you are not talking to your kids. You said the Ross business plan would factor in foreign exchange. You are wrong. What business plan?
If you are now saying that government revenue collecting departments turn a blind eye to the non-payment of national insurance because they bring forex in to the country, it testifies to your simple arithmetic. In this little world of yours, these so-called medical schools are bringing in forex (the students actually bring in the forex and it is not certain if they pay their fees in Barbados or overseas, similar to Sandals hotel guests). Who really benefits in real terms?
This is the kind of appalling ignorance your silly intervention in complex arguments shores up. BU is your toy, we all know that. But you are adding to the waffle that often passes as serious public discussion. It is the outcome of learning by rote.

  2. Who would know the he/she name Hal Austin if not for BU

  3. Ross business school in my opinion has no integrity or character
After several meetings with the Dominican govt by which Ross had agreed with the govt of Dominica to continue upgrades and do all necessary repairs and improvement for the university
Then at the last minute makes a beeline for Barbados
It is a distinctive tell that Ross cannot be trusted and any interactions or agreements Ross makes with small island govt should not be taken with an seriousness by small island govts
Mia Mottley might be in for a rude awakening after unloading tax concessions on Ross to soon realize that nothing of benefit for barbados was on Ross agenda but when handed an opportunity it is all about Ross
This govt is trying to hide what are said to be glorious concessions to Ross a govt that made a promise of transparency can only hide what was given for so long

re What effect did AUISโ€™s relocating to Barbados have on the economies of St. Eustatius and St. Maartenโ€ฆ
AUIS (FORMERLY St. Eustatius) WAS HAVING TROUBLE WITH THE DUTCH GOVERNMENT, SO SOME FOLK BOUGHT IT AND MOVED IT TO ST MAARTEN, FROM WHENCE IT HAS MOVED TO BIM.

IT SEEMS THAT THERE WAS SOME AGREEMENT WITH GOVERNMENTS IN THE PAST TO GIVE CONCESSIONS SUCH AS WAIVER OF INCOME TAX AND NIS ETC……….BUT FOR MOST OF THE SCHOOLS WHICH HAVE FEW STAFF MEMBERS. I SUPPOSE THAT SUCH CONCESSIONS MIGHT HAVE BEEN A REASONABLE INCENTIVE TO BRING WHAT I LIKE TO CALL LONG TERM TOURISTS. NOTE THAT FEES ARE PAID USUALLY TO THE HOME OFFICE IN THE USA

I DONT KNOW WHAT CONCESSIONS WERE GIVEN TO ROSS……..PROBABLY THE SAME AS ABOVE

AFTER 8 MONTHS IN JAMAICA THE GUYS WERE TALKING ABOUT ME HAVING TO PAY TAXES SO I LEFT FOR THAT AND OTHER REASONS.

    HAL ARGUES

the students actually bring in the forex and it is not certain if they pay their fees in Barbados or overseas, similar to Sandals hotel guests). Who really benefits in real terms?

BENEFITS COME USUALLY TO HOME OWNERS, CAR RENTAL PLACES, SUPERMARKETS ETC. WHEN I WAS INVITED TO BE A DEAN OF A SCHOOL IN ST KITTS IN 2008 I REALIZED THAT MANY FOLK THERE HAD ADDED ON “BACK ROOMS” AND OTHER PLACES FOR RENTS IN THEIR YARDS. ( I ALSO WITNESSED THIS IN BONAIRE IN 2004)

THIS WAS NEEDED WHEN WINDOR EXPANDED AND WHEN UMHS CAME ON THE SCENE IN STKITTS. SOME STUDENTS WERE STAYING IN HOTELS……AS WAS THE CASE WHEN I TAUGHT IN CURACAO

BARBADOS WILL BENEFIT FROM THE OFFSHORE SCHOOLS MAINLY FROM THE EXPENDITURE OF THE STUDENTS AS LONG STAY (2 YEARS AT LEAST) TOURISTS

  5. RE John August 14, 2018 3:43 PM

Why are medical schools being attracted to Barbados?
    +++++++++++++++++++++++++++

    Laundries perhaps? INDEED

SCHOOLS WITH A STUDENT ROLL OF LESS THAN 90 THAT GO ON LIKE THIS FOR A WHILE ARE PROBABLY LAUNDRIES.

I WAS TAUGHT VIA FREDERICK WHO OWNED AND RAN BOTH MUA & SABA THAT THE BREAK EVEN POINT IN THE OFFSHORE MEDITAL STOOL INDUSTRY IS 90 STUDENTS

THE REASON WHY SPSOM/JBJDL ST THERESA, ST HELENS, BURNETTS ETC WENT OFF THE SCENE.
AT ONE POINT IUHS HAD TO CLOSE AND UHSA WAS ON THE BRINK

  6. There is so much undermining tactics in this Ross story Barbados relationship and the nefarious efforts involved that both Ross and Barbados govt took which in essence could be categorized as another category five hurricane that hit Dominca only this time it was man made
    What a dam shame

I find Saba, St. Eustatius, St. Barths to be very beautiful islands, but I have not have the pleasure of working in any of them…….. only in Antigua, St. Lucia and St. Vincent.

When you’re serious, you make some excellent contributions and display a thorough knowledge of the operations of these medical schools

It would be a pleasure to know some details of your experiences working in these islands.

I USED TO READ VALUEMD DAILY FROM ITS INCEPTION IN 2003, AND THE FORUM THAT PRECEDED IT. WHEN I COMPARED WHAT I READ WITH WHAT I EXPERIENCED AT THE PLACES, I WENT I COULD UNDERSTAND WHAT IS HAPPENING HERE & THERE have

My information is it is going at Coverly, the Villages!!

I am being told all the empty units are being rented and new ones being built.

    Pass and see!!

Sure looks like something big going on in there.

Chefette at Balls corner seems to have been an inspired decision.

If it turns out that Ross goes to Coverly, that decision was taken months ago, perhaps after Maria and has little to do with Mia โ€ฆ but then again, it might!!

    Always wondered about Coverly!!

    When was it built?

A question was asked earlier about “the Model of these Universities”, why they like to set up business here, and why people will come to them.

De ole man admits to all of you that i ent too bright

In fact Tron already tell wunna dat de ole man does wrap up be head in Aluminum (not even Bush Tea Leaves)

And Lorenzo of Enuff call me a conspiracy theorist to boot heheheheheheh

But i is jes a myope.

Here is de reason dat de business model of Ross and these other Offshore Medical Universities and Stools will work in the West Indies, in general, and Barbados, in particular

    https://i.imgur.com/lmJD3El.png

Wunna see the denuded visa in the middle of the Stoopid Cartoon? All dese people from India is trying to get into the USA.

Direct applications are generally very difficult (UNLESS WUNNA IS GENIUSES like some peeple dat de ole man knows and den it is smooth sailing heheheheheheh whu even Bulemia got one of dem Einstein visas)

But the fourth easiest path (after marriage to an American and citizenship by investment) is through a medical rotation with a US hospital after “successfully graduating” from one of these universities and stools.

Andbeleive me if de price is right you cud graduate anything, jes ask WeJonesing!!

Now many of wunna only sees the $26K per year fees but dere is another side of this business that deals with placements and ammmmmmmmm kickbacks.

Looka de ole man going gots to dun talking to wunna bout dese inside things dat only we fellers who does wear Reynolds aluminum and compose conspiracy theories know bout

  20. @Piece Uh De Rock Yeah Right August 14, 2018 10:40 PM “All dese people from India is trying to get into the USA.”

    Duhhh!!!

You thought that we thought that these doctor want to go back to India to dress lame foots? When U.S. doctors are doare so highly paid?

According to the Occupational Outlook Handbook, published by the U.S. Bureau of Labor Statistics

“The wages for U.S. doctors is his is equal to or greater than $208,000 USD per year or $100.00 USD per hour. Overall employment of physicians and surgeons is projected to grow 13 percent from 2016 to 2026, faster than the average for all occupations. The growing and aging population is expected to drive overall growth in the demand for physician services. As the older population grows and rates of chronic illnesses increase, consumers will seek high levels of care that use the latest technologies, diagnostic tests, and therapies. Demand for physicians and surgeons is expected to increase despite factors that can temper growth. New technologies, such as improved information technologies or remote monitoring, are expected to allow physicians to treat more patients in the same amount of time. If adopted, new technologies can reduce the number of physicians who would be needed to complete the same tasks. In addition, physician assistants and nurse practitioners can do many of the routine duties of physicians and may be used to reduce costs at hospitals and doctorโ€™s offices. Demand for physiciansโ€™ services is sensitive to changes in healthcare reimbursement policies. Consumers may seek fewer physician services if changes to health coverage result in higher out-of-pocket costs for them. Job prospects are expected to be very good because almost all graduates of domestic medical schools are matched to residencies (their first jobs as physicians) immediately after graduating. Prospects should be especially good for physicians who are willing to practice in rural and low-income areas, because these areas tend to have difficulty attracting physicians. Job prospects also should be good for physicians in specialties dealing with health issues that mainly affect aging baby boomers. For example, physicians specializing in cardiology and radiology will be needed because the risks for heart disease and cancer increase as people age.”

WHEREAS IT IS TRUE THAT MANY USE THIS AS A ROUTE TO GET TO THE USA, IT IS NOT QUITE AS EASY AS YOU SAY PIECE

IN THE EARLY DAYS THE STUDENTS TENDED TO BE MAINLY WHITE AMERICANS AND A FEW CANADIANS-

NOW AFRICANS AND INDIANS COME. BECAUSE THEY ARE RELATIVELY FEW SCHOOLS IN AFRICA AND IT IS EASIER FOR INDIANS TO GET INTO AN OFFSHORE MEDICAL SCHOOL THAN A MORE RIGID BRITISH TYPE SCHOOL

MANY OF THE AFRICANS AND INDIANS RETURN TO THEIR COUNTRIES AND IF THEY CAN PASS THEIR COUNTRY’S REGISTRATION EXAMS THEY PRACTICE MEDICINE THERE –ALSO THE EMIRATES

FOR THOSE WHO GO TO DO ROTATIONS IN THE USA THEY MIGHT GET A TEMPORARY VISA IF THEY PAST USMLE STEP i . THEY HAVE TO PASS USMLE STEP 2 TO GET A RESIDENCY

MANY OFFSHORE STUDENTS DONT GET THE USMLE SCORES TO MATCH IN A RESIDENCY. AND GO INTO OBLIVION, OFTEN WITH HIGH DEBT

IT IS NOW GETTING VERY HARD FOR NON AMERICANS TO BE MATCHED INTO ROTATIONS. AMERICANS ARE PREFERRED IN THE MATCH, WITH AMERICANS WHO GO TO AMERICAN SCHOOLS GETTING FIRST PREFERENCE OVER AMERICANS WHO ATTEND NON AMERICAN SCHOOLS

THOSE NON AMERICANS WHO GET MATCHED GET A TEMPORARY VISA AND HAVE TO RETURN TO THEIR COUNTRIES BEFORE BEING ELIGIBLE FOR READMISSION

  22. @Artax

Read the extract with interest. There is obviously a naive perception/understanding on the blogmaster’s part that a transaction to allow entry of an offshore medical school a level of rigour would have been applied. It is scary to extrapolate to other transactions where due diligence is expected to be a prerequisite to approval by Cabinet. Did somebody say CAHILL?

  23. @Piece Uh De Rock Yeah Right August 14, 2018 10:40 PM “…is through a medical rotation with a US hospital after โ€œsuccessfully graduatingโ€ from one of these universities and s[ch]ools. And believe me if de price is right you cud graduate anything.”

They still have to get through the United States Medical Licensing Examination (USMLE) though,
    https://www.usmle.org/
which I’ve heard is a fairly tough examination.

  24. But here is an opportunity to “teach to the test” as well as teaching the foreign youngsters medicine, teach them how to pass the USMLE steps 1 and 2.

  25. SIMPLE SIMON

STUDENTS WHO STUDY MEDICINE AT THE THREE UWI MEDICAL SCHOOLS ARE NOT TAUGHT FOR THE USMLE……THEY ARE JUST TAUGHT MEDICINE

HOWEVER, WHEN LAST I CHECKED, FOR UWI STUDENTS WHO TAKE THE USMLE EXAMS THE PASS RATE IS COMPARABLE TO THOSE OF ST GEORGES AND ROSS WHO ARE TAUGHT FOR THE TEST AS YOU CALL IT BY DOING KAPLAN AND OTHER REVIEW PROGRAMS

THE USMLE EXAM PASS RATE FOR MOST OFFSHORE SCHOOLS IS ACTUALLY VERY POOR

WHEN I TOOK THE EXAM – THEN CALLED THE ECFMG EXAM- IN JANUARY 1979. MY COLLEAGUES AND I PASSED IT BEFORE WE ACTUALLY TOOK FINALS AT UWI IN MAY

THERE ARE SEVERAL REVIEW SERIES AVAILABLE FOR EACH OF THE BASIC SCIENCES WITH BOTH MCQ’S AND VIGNETTES

  26. I’m fairly familiar with the system(s) GP.

  27. @Georgie Porgie August 14, 2018 11:43 PM “THE USMLE EXAM PASS RATE FOR MOST OFFSHORE SCHOOLS IS ACTUALLY VERY POOR.”

Maybe because some/many? of the students are second tier, that is they were not admitted to medical schools in their own countries, and for some/many? English may be their 2nd language, or their 3rd, or their 8th.

@ Dr. GP and Simple Simon

There is a particular area in the US where notwithstanding the USMLE, there is now a ammmmmm predisposition for these students because Americans are opting out of taking up job openings but because of the endemic need one is seeing nuff non americans.

And commensurately the level of care and continuity of that care is suffering.

But i cant say too much on that cause it would expose a few people who ***

  29. GP hope you listened to the tape recording which sheds light on the operations of Ross University and the regulatory guidlines of The US govt by which Ross must follow in order to be accredited and receive funding for America students
It is interesting that the moderate made mention of Ross being a american medical school located in Dominica
By the way before u start braying listen to the first portion of the tape

  30. This Ross University issue might well turned out to be a scandal which can draw Barbados further into a presumptuous poaching expedition
It is now noteworthy that Ralph Gonsalves has now entered the fray as communication analysis for both govts
This is going to be interesting

  31. You mean like having a prime minister without a LEC?

  32. There are high hopes for health tourism as a growth area in Barbados.

    https://www.barbadosadvocate.com/news/medical-schools-good-move

  33. David dont gloat aboutPM not having a LEC and was giving accreditation to be a lawyer
Dont gloat because how she got the certification without full transparecy issued during that period still hinges on corruption
If i were u i would let sleeping dogs lie because after a while of taunting the dogs might awake and bit all the gloaters in the arseer
Right now the Ross issue is still making headlines in the Caricom community and people under pressure would spill beans

  34. The people of Dominica are hurting and there will be a lot of blood letting
Take a look at the response to Gonsalves statement by the Dominican people one that keeps Barbados smack into the negative by the people
This story will put a red mark against barbados and cast a dark shadow against barbados interest in the Caricom community for a very long time
If you think what Mia did was alright maybe you do not care about the consequences and the impact which they will have on Barbados

  35. re There are high hopes for health tourism as a growth area in Barbados.
    CONCENTRATED BOVINE EXCREMENT
LOOK CAREFULLY AND SEE WHO IS A MAJOR BENEFICIARY OF THIS “health tourism”
THE SCHOOL IS KEPT AT MS RAM”S “RESORT”
THE LONG STAY TOURISTS STAY AT MS RAM”S “RESORT”
A GOOD QUESTION IS WHO ELSE BENEFITS FROM THIS ARRANGEMENT
CHECK THEIR WEBSITE …….THIS SCHOOL BRINGS IN EVEN ITS COOKS AND SECURITY PEOPLE
HOW MUCH DID MS RAM PAY THE DUMBOCRATS FOR THIS OPPORTUNITY? ,

  36. Barbados does not have any power of political influence in the region
Like most of those in the Carribbean region Barbados is in high debt
Lest of all Barbados needs to present and image of bully on the block one which would ostracized and alienate barbados from the rest of the Caricom community

  37. It must take a special effort for Mariposa to maintain such high levels of stupidity…and for so long.

    What is your secret ac?
Do you bathe daily in Graeme Hall Spring…?

  38. Bush Tea go take the pulse of the Dominican peoples opinions on the Ross Barbados issue in any case you might also called them stupid
Or better yet maybe Mia can initiate a monkey survey for Dominicans to tell her where to go

  39. @Bush Tea

    Let her purge.

  40. “Right now the Ross issue is still making headlines in the Caricom community and people under pressure would spill beans….”

    Mariposa

Good comment….. especially the part about “spilling beans.”

“Right now” I’m sure all’s not well in George Street…….

……… because after hearing this administration is still uncovering dirty deeds of your colleagues, including how Michael Carrington was paid over $702,000 in legal fees for the BIDC……..and renewing contracts in some instances one year before they expire…..when parliament was dissolved and a few days before the general elections……….

…….. and if you also take into consideration that reports indicate an individual came forward to give information on those dirty……..in addition to the fact Donville is under nuff, buff pressure……….

………uh lot uh wunnuh must be “shitting grits”…….

……..hoping that individual and Donville won’t “spill the beans.”

  41. “Dont gloat because how she got the certification without full transparecy issued during that period still hinges on corruption…..”

Yes, CORRUPTION “aided and abetted” by your AG, Maurice King and the DLP…….to also include Vere Brathwaite…..who admitted there wasn’t anything untoward about the process…….

Yet, you continue to waddle in political stupidity.

  42. David let her purge….Lol

You never miss a beat to show your obnoxious attitude towards any one critical of this govt
A govt who ran on a campagain strategy of transparency but has failed to produce any thing substantive towards transparency relating to taxpayers money
So what if i want to dance to the beat of my own drum here on BU .at least i dont no feel all alone knowing that a majority of the Caricom population is dancing with me
Listen bro this issue started almost a week and a half ago and should b be made clear to you and all blp supporters by now that the Ross Barbados issue is not going to disappear any time soon without barbados place under a microscope
Ralph Gonsalves must have realised the negative consequences for barbados a country whose PM he finds favour hence his need for interaction to quell the noise and hate coming out of Dominica and other Caricom nations towards Barbados

  43. This Ross University issue might well turned out to be a scandal which can draw Barbados further into a presumptuous poaching expedition

    +++++++++++++++++++++++++++++++

I think ROSS decided to move to Barbados way back in last year!!!

If there was any poaching it went on back then!!

The appearance of Chefette at Balls Corner cannot be coincidence!!

Note, the site services are in but no building โ€ฆ. waiting to see what develops I am guessing.

Chefette has an outlet at the airport and one in Oistins.

What’s intriguing for me is to see how Coverly fits into the scheme of things.

Pretty sure Coverly and the whole prefab houses activity is an exercise in money laundering!!

  44. RE Do you bathe daily in Graeme Hall Springโ€ฆ?

ACTUALLY Graeme Hall Spring GIVES OFF CLEAR CLEAN WATER
IT IS LOCATED WELL AWAY FROM THE MAIN SWAMP ON HIGHER GROUND CLOSE TO THE END OF THE AMITY LODGE ROAD

JOHN WHEREAS OLD MAN ROSS AND THE FOUNDERS OF ST GEORGES SET OUT TO AND BUILT GOOD SCHOOLS FROMN THE GROUND UP, I HAVE NO DOUBT THAT SOME OFF SHORE SCHOOLS ARE LAUNDRIES

  45. David did you get a memo from govt mcguffie asking u to shut Mariposa up
Could it be that knowning BU is read in the Carribbean that my comments can spur anti Mia sentiments in Dominica
Well bro that is too bad because Mariposa blows her own trumpet along without fear of how the tune offends
My time on BU has been riddle with insults so one or two more really does not make a difference
But what makes a difference is speaking out against wrong actions that hurt the poor and vulnerable
Which makes me wonder how in Gods earth does Mia sleep at night knowing that barbados remove 30percent GDP from Dominica weakened economy
Plus goes on another fishing expedition of using taxpayers money in the relocation of Ross to Barbados
Ghee Whizz that is real bitter medicine for any one to swallow

    Proverbs 21:19

It’s better to live in a corner on the roof than in a house with a contentious woman.

  47. It is worth posting again the announcement posted to RUSM’s website:

โ€œWe are pleased to partner with Prime Minister Mia Mottley to establish the RUSM campus. The Barbados government has been a very collaborative partner during a pivotal time in RUSMโ€™s history, and we are confident Barbados will be a positive and productive learning environment for our students, faculty and staff,โ€ said Lisa Wardell, president and CEO of Adtalem. โ€œThe decision to relocate RUSM from Dominica was complex and one we approached with great deliberation. After careful consideration of multiple options, including a review of our academic and infrastructure requirements and future plans for RUSM, we believe the move is in the long-term best interest of our RUSM community…Adtalem is very mindful of the people of Dominica and the needs of the community, and is creating a plan in close coordination with Prime Minister Roosevelt Skerrit and the government of Dominica that will take these matters into meaningful consideration, including an appropriate transition of our campus property and buildings. Furthermore, Adtalem is committed to providing support to colleagues during the transition.โ€

  48. Listen all that poppy cock does not remove the damage done
After all Dominica govt would be foolish to belive what comes out of the administrative branch of Ross university
After all arent these the same mcguffies who sat eye ball to eye ball with the Dominica govt and agreed on terms for the medical return to Dominica
This ought to be Dominica response ” bite me once not gonna let you bite me twice.”

Forget the blowing and swallowing, the only goal is ‘spurring anti Mia sentiment’ wherever possible. And the goal posts can be moved to any location. I sincerely hope your Caricom knowledge is better than your local knowledge, as you didn’t seem to have many dancing partners in late May. You are such a supporter of the poor and vulnerable, I think your moniker should morph to Mother Theresa. And since you like FACTS, the only major party leader with an LEC, in Barbados history is FJS, called LOSE EVERY CONSTITUENCY. Btw, is Barbados in high debt? I would never have imagined that given the public expense management of the past decade. I know, it’s all Herbert fault.
