Senator (elect) Crystal Drakes – Economist

The first sitting of the newly assembled Senate this week created significant interest among the pundits. One of its first task was to approve an amendment to the Barbados Constitution: the residency qualification to serve as a Senator. The change was necessary because of the Rawdon Adams and Kay McConney selections- two Barbadians living overseas-  who did not meet the minimum 12 months residency requirement.

The blogmaster took a little time out of a busy day to listen to some of the debate. The Senator that stood out was Senator Caswell Franklyn, he signalled that he will not be muzzled by the strangeness of the place, unfamiliarity with procedure and importantly- the overwhelming numbers on the other side. Already Senator Caswell’s bellicose style has ruffled feathers. Yes they were well rehearsed speeches coming from the others but to be expected, they all complied with the party line. The emphatic victory at the polls by the Barbados Labour Party means the opposition voice must be heard.

A favourite quote of the blogmaster is, ‘eternal vigilance is the price of liberty‘.  It dawned on the blogmaster after following the first sitting of the Upper Chamber Caswell will have his work cut out to be effective in the role as Opposition Senator. We have to hope the second Opposition Senator named in Crystal Drakes will be as strident to complement Caswell. He will require the support of all civic minded citizens to deliver in the role thus ensuring we keep guard of a fragile democracy.

It goes without saying the BU family will accompany Senator Caswell Franklyn on his historic journey in the Senate. We will offer constructive criticism and support. We want what is best for Barbados. It should not matter the colour of the party stripe one supports. What matters is the blue yellow.

Another economist. That is also a refreshing and sensible selection. Youth has the ascendancy. It is their world ;so they must help to shape it.

  3. If you listen to Caswell he deals with the “elites”.

In my view, he should have addressed the non existence of the senate in the absence of 21 seated members and not dealt with minutiae.

What is good for the Senator is god for all Bajan living where ever on this Earth, So as long you are a Bajan you can come you can run without time limits. 5. HIDDEN IN PLAIN SIGHT, and no one seem to hear or understand the ramifications of a “viable loophole”….. all the reason for real Constitutional amendments.
    Is it possible?
Will it be engaged for delivering total transparency and the end allege corruption?

NOTE THE REQUEST OF THE SPEAKER OF THE HOUSE OF ASSEMBLY after his approval by the GOVERNOR GENERAL on ancient and undoubted rights.

SPEAKER OF THE HOUSE OF ASSEMBLY ELECT…
“If it pleases Your Excellency, The members of the House of Assembly have chosen me to be their Speaker
and now seek Your Excellency approval.”

    THE GOVERNOR GENERAL..
“I approve your election as Speaker.”

THE SPEAKER OF THE HOUSE OF ASSEMBLY…
“Your Excellency, In the name and on behalf of the members of the House of Assembly, I lay claim to the
ancient and undoubted rights and privileges and ESPECIALLY TO FREEDOM FROM ARREST and molestation of their persons, freedom of speech in debate and free access to Your Excellency whenever occasion may be required and that
most favorable construction may be placed on all their proceedings.”

    THE GOVERNOR GENERAL
“I give and grant as so far is consistent with the Royal Prerogative, laws and Constitution of this
island every privilege and liberty that has been enjoyed by any former Assembly to be enjoyed by you as
fully and freely as here to fore.”

    DID I HEAR CORRECTLY?

When Politicians knowingly and aware to be exempted from arrest, does that in anyway curb corruption?

  6. I thought Lisa Cummins’ and Kevin Boyce’s contributions were outstanding. Cummins especially highlighted the obsolescent and flawed position taken by Senator Franklyn, who I thought was too rigid in his interpretation of process and the Constitution. This inflexibility was raised by Rudy Grant who was also very good, as well as Lynette Holder.
Impressed with second Opposition Senator–age and academic/professional background and experience. Again, note the international experience. Looks like the Senate debates will be interesting going forward.

  7. @enuff

Nothing wrong with Caswell holding a rigid view. It is another view. What about his other point that the qualification to be a Senator should have been know by those making the appointment of Adams and McConney and therefore spare the country the debate by being proactive making the news public?

  8. William Skinner Avatar

Caswell was Caswell and he was refreshingly brilliant. The entire debate was of a very high standard. Lets hope for more !!!!!

  9. David
No argument per se on those two points. Just to say that the objective of debate is to be sound, which at times requires the ability to contextualise and in doing so accept the need for flexibility. The deficiency was recognised and dealt with speedily. Now Hal Austin can be appointed next week and replace anyone of the current Cabinet members.🤣🤣

  10. Hope Jarome see that trying to intimidate Caswell will not work. Caswell was not nervous, more unfamiliar with Senate protocol which is to be expected. Give him a couple sittings to settle.

Yes the debate was a refreshing change from the one just retired. What a relief not to listen to Ince and a few others braying empty partisan nonsense.

  11. Potentially the Senate given its composition can lead the political debate in the country if the Lower House is not motivated to do so given its lack of an ‘Opposition’.

  12. What about his other point that the qualification to be a Senator should have been know by those making the appointment of Adams and McConney and therefore spare the country the debate by being proactive making the news public?
    +++++++++++++++++++++

    Duuuuuh.

That’s why the whole thing was a farce.

Throw in the fact that the Senate doesn’t have 21 seated members and you quickly realise that what happened on Friday was a waste of supposedly big people’s time!!

  13. As soon as you have to say where your mother or your father come from I have to mark down that type of comment.98 % of us are a couple generations away from slavery,so who cares if you slept on the floor or if you had to ‘bring’ water from the standpipe.Who cares. That’s a lotta sympathy talk that we can do without.I don’t agree with Caswell’s comments and if he thinks his contribution is worthwhile I don’t have to tow that line.Adams and McConney are ‘informed’ Bajans who have a contribution to make.I’d sooner hear them than those noted riff raff we just voted out and who in no small measure contributed to our present state of the country’s economy and society.I look forward to hearing some oratory reminiscent of the mid 70’s to mid 80’s…Tom,Dipper,Bree,Louis,LB,Henry,Richie,Lammy and such.Caswell with his refreshing candour would be a formidable foe but I prefer there to be a less personal perspective.Next thing there will be a lot of tweeting going on here too.

With Joe Artherly now posing as ‘ Opposition Leader ‘ and given the fact that Artherley chose Mr. Franklyn as ‘ Opposition Senator ‘ …….does the BLP still have all 30 seats in the House Assembly as Senator Franklyn declares in the article , above ?

  15. We know yall dont have not one seat in that parliament Fractured Fowl, a worldwide known fact, can’t even call yaselves yardfowls these day, no yard either..lol

  16. My advice to Senator Franklyn (that felt good) is to choose his battles carefully. Approaching every debate with vehemence, even if the thrill of audience worship becomes intoxicating, could be counter productive. Have no fear, with the present goodwill enjoyed by this government, it is inevitable that there will be surges of power blurring their vision and their common sense. Whenever that occurs the goodly Senator has free reigns to chastise and to do so severely.

As an above contributor pointed out, this constant harping on “privileged” backgrounds in an attempt to discredit is distasteful. Who amongst us does not have a humble background? Come on, we’re better than that. Be reminded that the Honorable Prime Minister was so branded by the banished and that didn’t stick. Should the offspring of the Senator be disadvantage and labeled as “privileged “ because he made something of himself? There are quite a few children who will be so scorned if this small minded attitude is perpetuated (if their fathers do not face justice), as they too will be considered privileged because daddy owns a yacht, Mercedes, plantation, or blocks of apartments.

  17. Nonsense…
Call a spade a spade at all times Caswell.
THAT is your character and your calling.
Never kowtow to brass bowlery…. NEVER…

Harping on “privileged” backgrounds is exactly relevant to our Bajan reality.

While Bajans of humble backgrounds languish for YEARS on remand in prison awaiting trial…
…and while those without social or financial influence are ROUTINELY ignored by our courts, by Government, by the Banks…

We all know that mountains are moved overnight – to facilitate those with big hats… those without leprosy …. personal friends and family ……and rich people who are not opposed to offering bribes.

    …and
You want Caswell to ‘play along with the game…’
You want him to pretend that he is a brass bowl like the rest of us..?
You want Caswell to leave his balls at home…?

Not the Senator C. that tBushie knows….

“Nothing wrong with Caswell holding a rigid view. It is another view. What about his other point that the qualification to be a Senator should have been know by those making the appointment of Adams and McConney and therefore spare the country the debate by being proactive making the news public?”

What we want to see is that the same alacrity being applied to this pressing need to accommodate the resident status of a specially-identified man and a woman is extended to the hundreds of men and women (but mostly young men) who have been charged and convicted over the years (and still continues) for importing, growing selling or using a simple plant called Mary Jane and not Adams or McConney.

When is this same torch of enlightenment and forgiveness going to shine on this group of Bajans who have been unfairly treated because they have tried to be at the cutting edge of change and thinking ahead of the game in fulfilling the Biblical exhortation that plants and herbs are given by God for the healing of the nations?

Don’t Bajans like to copy and take on foreign trends including those initiated by the new nation of Canada to which Bajans have a rather close affinity going back to the days of trading in molasses and rum in exchange for salted fish, pig tails and shingles to feed and ‘house’ the slaves?

By declaring officially its intention to ‘review’ its foreign loan obligations Barbados has effectively signaled that it has run out of forex for the importation of discretionary items like Vincey weed.

So why not free-up the local production market by converting some of those acres of idle (former sugarcane growing) fields currently overrun with bush into cultivated rows of Mary Jane for medicinal and recreational uses?

What’s stopping this necessary amendment to the laws made by man in praise of his God of Change to plug this obvious leak of foreign exchange?

The police or the drug barons who would see their massively illegal profits disappear in the legal passing of time in the local growing of Bajan weed?

  19. Come on “Miller”, if the carrot farm can’t protect his harvest and livestock farmers can’t protect his prized bull and black belly sheep from being slaughtered in the fields, how will a marijuana farmers protect his investment? AK47’s?

  20. @Bushy “harping on ‘privileged’ backgrounds is exactly relevant to our Bajan reality.”

Why? Because it sets up a “them” and “us” bogeyman? We tried this same prejudiced argument with our call for “grass root politicians” to represent the people and what did it get us? A pack of garden boys who did not have a clue about how to manage a billion dollar economy, including the head garden boy. Need I remind you that Senator Franklyn and his offspring will henceforth be considered as privileged and elitist? Big man, one generation builds on the other and life goes on. Jesus Christ was “privileged”. He was “elitist”, his father was God. Should we have ostracized Him because of his heritage? Mr Adams comes to the table with an impeccable background in international finance and unquestionable grasp of the bitcoin revolution, think of how invaluable his expertise could be if and when the Attorney General begins to follow the money.

Jes so a body come here and say and I quote ‘…Mr Adams comes to the table with an IMPECCABLE background in international finance and UNQUESTIONABLE grasp of the bitcoin revolution, think of how INVALUABLE his expertise COULD be IF and WHEN the Attorney General begins to follow the money…” and Adams and Mcconney supposed to get a free pass?

De ole man had was to apologize to Hal Austin bout he seeming hardon fuh Rawdon a week ago on what i construed as a personal dislike for Rawdon and what a few consider the non issue of privilege.

To be truthful Rawdon and Kay were only on scope because of the tampering with the constitution issue but den de ole man said to meself “meself I said, you gots to do some due diligence for yourself pun dese two next best tings to slice bread”

And just so, with some Google searches de ole man realize dat Kay is an event planner who like leaders who is women (badly paraphrased synopsis of her puerile website) and Rawdon Adams is part of a “nested bitcoin” structure whose parent company overstock Bloomberg States is offering IPOs for potential Intellectual Property not yet realized.

For de ole man what that do is send off an alarm about the IMPECCABLE qualifications of Rawdon and what’s she name cause if you flying wid crows you gine get shot wid crows.

But hold on leh de old man try to educate some uh we BRASS bowls

“…Overstock.com and its blockchain business, Medici Ventures, may go their separate ways after millions of dollars of losses…

    And they continue…

“…Overstock reported a $9.7 million pretax loss in the second quarter of 2017, about six times higher than the loss in the same period of 2016, as the retail business posted mounting losses. The results this year included a $3.3 million loss from the blockchain subsidiary, slightly higher than last year…”

Now when these statements are taken in concert with the fact that BittCoin and Rawdon and all the rest of these businesses that Hal Austin was hinting at in his comments ALL SEEM TO BE SUBSIDIARIES well de ole man suggests some serious rethinking by Madamoiselle Prime Minister Mottley

    @ Madamoiselle Prime Minister Mottley

You are “looking” at this thing through your human eyes.

As was de ole man when I “saw” this 30-0 victory .

    No Sir.
    Because it is TRUTH…
Because is is WHAT WE HAVE….’them and us’ ‘s
…and it will ONLY be addressed if we FACE THE REALITY.

The ‘US’ people (like you and Bushie) may be quite happy with the status quo …and may wish Caswell to keep a low profile… BUT Caswell KNOWS that the ‘THEMS’ are pissed off – and that unless something is done …and soon…. REAL shit will hit a big fan.
Your plan to keep the lid on the pot may sound calming, but the pressure buildup is potentially catastrophic.

    Steupsss…
Wunna have NO IDEA of the value of Caswell to this society …. NONE!!!
Shiite…. not even Caswell understands his value.

…so Bushie is HIGHLY impressed that the PM seems to have an inkling of this value

  24. Well Well i am reading some of these comments and i am thinking to myself . Nothing new here this is not the first or last law or ammendment to be passed nor would be pass to help a privilege few which takes my mind back to Mia also being a member of such group of elitist when a law was pass to enable right right of passage for her to be the member of the bar

    Ya got THAT right.

It is why we had 10 years of DLP shiite to deal with…
…and unless we CHANGE the selfish, albino-centric predisposition that dominates the place
    – there will be more years of shiite to clean up…

Nothing to do with economic ‘skills’ (whatever the Hell THOSE are…)
Nothing to do with strong leadership (only important because Froon was such a wimp….)
Nothing to do with public support (remember that the SAME brass bowls supported the DLP initially too…)
Nothing do with a new MoF (OK … there maybe something there – StinkLiar was a TOTAL JA…)

BUT EVERYTHING to do with the CHARACTER of the nation…
…because a people ALWAYS get exactly what they deserve.

    How can we change THAT….?

  26. There is no medicine or laws that can cure self interest
Mia hand in passing the ammendment does not go against the conscience of a nation who made a decision to cast there vote with an indifference to moral values but decided to ride rough shot over the nation interest for their own interest
Nothing new here with the passage of the ammendment just left over soup warmed up and handed to the population who would drink eagearly

Saying nothing at the time.. was the better move I tell ya….

But Hal, not aware of any of it, was outright going nuclear on the subject from the get go… now he can go nuclear since that process is over..

I keep hearing about all these “privileged” descendants of the slave trade, post slavery…and privileged descendants of indentured servants….where did all this privileg come from anyway, that nonsense is distracting since none of the privileged or none privileged…..which are all illusions and dont actually exist…are yet to frame, draft and ratify their own constitution, because all the amendments from 1974 are to someone else’s constitution.

  43. Here is the extract from Jeff’s piece that is pertinent, the government (PM) gets to select who they want to represent.

As for the constitutional amendments themselves, two were of course necessary to enable the governing administration to have in Parliament those whom, in its considered opinion, are best able to articulate its policies in the Upper House. Few would begrudge the new administration this right, especially given its overwhelming support by the electorate. And I am not among those who believe that the Constitution is unalterable. After all, even the document itself creates the means for its own alteration.

  44. I wiil bet these or similar arguments were tabled when a law was being tabled for Mia to get her passage entry into the bar

    Were the prerequisites overlooked?
If no, you are probably correct.
If yes, if the prerequisites had not been overlooked, would the same individuals be chosen?
If yes, you are probably correct.
If no, the amendments were probably to correct an error and prevent an embarrassing situation for the Government.

  47. @ Pieceuhderock,

Kay Mcconney is a well educated successful woman. She must really love Barbados to return to “serve”.

” In Canada, she has been a Training Facilitator for the Canadian Multicultural LEAD Organisation for
Mentorship and Training for the past eight years.

She serves on the Program Advisory Committee (PAC) of the Ryerson University-based, Lifelong Learning Institute’s
    Leadership By Design Program.

She was an expert resource for York University’s (former)
    Global Leaders Retreat.

South African Women for Women has honoured her for building
cultural bridges beyond the Caribbean community with their Friendship Award.

  48. Here is an hypothetical: Senator-to-be Adams is CEO of Bittcoin, but which institution regulates cryptocurrency in Barbados? I(s it the central bank, the FSC, the senate, the ministry of economic affairs, or my father’s best friend child?
With the CEO of Bittcon in the senate, a member of the ruling party and presumably a friend of the prime minister, would it be fair to suggest that Senator Adams would have an unfair advantage in the formulation of regulatory policy?
Is it a moral hazard when in every other jurisdiction, North American and European, there are questions being asked about the operation of cryptocurrency.
We know the so-called ‘big whales’ of bitcoin are anonymous people, many of them suspected of being the Mr Bigs of organised criminals. The Financial Times has been doing a lot of work on this.
Of course, in a little island where everybody knows everybody else, it is very difficult to separate corruption from just being friendly.
We have seen that a people betrayed by the DLP government turned to the only viable alternative, the BLP, and the new government did what Barbadians always do: appointed old grandees (Johnny Cheltenham, Cappy Greenidge) and the well-connected (Adams and McConney) to the senate and as special advisers reform the constitution to accommodate these special sons and daughters of the ruling elite, made spectacular noises about the sewage problem on the south coast and missing money, but has hesitated to do anything about it and has taken the bold step to call in the IMF to offer us advice and financial assistance.
We have also seen some political deception One public contrarian, with a reputation for speaking truth to power, has declared his commitment to the BLP.
What he has not said is where the BLP fits in his vision of a future Barbados. What have they said in their manifesto or on political platforms to convince him that it is a party committed to the working class, to honesty and integrity, to the long-term future of Barbados.
One is left to assume that this sudden loyalty is compassionate and reasoned. In fact it is bogus and deceptive. Instead of debating the reality, we are obsessing over the Bees and Dees, tweedledee and Tweedledum.
In the meantime, our academics and journalists have once more failed the nation.
A general election with 130 candidates, and a number of parties (BLP, DLP, UPP, Solutions Barbados,, BIM, Barbados Free Press, et al), yet we have not had any proper analysis of what went on.
No books, no newspaper analyses, no long-essays. In the UK we spend £3 a week on a preposterous Nation newspaper and this week we did not even get the constituency by constituency breakdown of the voting. Instead we got crap by Hoad and others.
    Welcome to Barbados 2018.
