There has been much discussion over the past 5 days about the 30 – 0 victory of the Barbados Labour Party over the for Democratic Labour Party government and other newer political parties at the General Elections which were held on May 24, 2018. It was a historic and resounding victory for the Barbados Labour Party as they not only received the mandate to govern unopposed but the first female Prime Minister of Barbados, Ms. Mia Amor Mottley was elected.

With the decimation of the main opposition, most persons resorted to the Constitution for guidance. The founding fathers clearly did not anticipate that such a situation would occur. Hence, the Constitution does not provide any guidance on this issue. It only states that the democratic process to produce a government would consist of the winning party which obtains most seats and an Opposition which won the remaining seats and that both would constitute the government. No exceptions are mentioned. There being no opposition, only members of Parliament of the current Administration can sit in the lower House of Parliament.

Some may be of the view that this 30-0 win is a constraint on the democratic system as there are no longer any checks and balances on the system or transparency and that the Constitution should be amended to make provision for some semblance of an opposition as the new government will do as it pleases without oversight. Most importantly there is a worry about the preservation of democracy if the island is a 2-party system.

The Constitution does not advocate the use of Senators in lieu of there being no Opposition elected as part of government. The Prime Minister was therefore very gracious to seek to amend the Constitution to allow Members from the Democratic Labour Party which polled the second highest percentage of votes to be appointed to the Senate. Another alternative that could have been pursued was to simply increase the pool of independent senators. Whether one likes it or not, this may end up being the case because for the majority of the population the credibility of the Democratic Labour ceases to exist and the majority of the people may not even want them to walk up the steps of Parliament again.

One can be of a different view that a unique opportunity has presented itself making the 30-0 victory a blessing in disguise. With over 50 years of self-governance behind us and going as far as we can with a 2-party system, the time as come to go to the next level in democracy. That is to empower the people to fully participate in the governance of Barbados.

It was indeed heartening when for the first time in history of electoral politics in Barbados that a draft Manifesto was presented to the people by the Barbados Labor Party for their thoughts, discussion, comment and input. One wonders why this never occurred before. Perhaps at the beginning of our independence when the majority were only educated to 7th standard they needed the government alone to decide their needs and what was best for the country. However, after 50 years of independence and the majority having obtained secondary education and a thousands of university graduates, one wonders why a Manifesto coming from the people was not on the table until this election.

It would be a waste given the heightened political discussions that emanated throughout the island since the dissolution of Parliament on March 6th, 2018 for most people to revert to lives void of politician participation. Without an Opposition, the responsibility also falls on the electorate to maintain the democracy. It is for the good of the country as we seek to rebuild Barbados not only economically and socially but politically as well.

A 30-0 majority further provides the opportunity for greater input of Barbadians in the process of governance; whether it be in oversight, checks and balances, in decision making and by referendum and constituency councils. Members were selected for the constituency councils under the previous Administration, but they have failed to perform.

To this end the Government Information Service can be used as a tool to provide a body of knowledge to educate all citizens and residents, preparing them for active participation by providing the training for the empowerment of the people. The Caribbean Broadcasting Corporation and the Internet can be used as the medium to ensure that this becomes a reality.

One hopes that this 30-0 historic victory will signal the end of an era when the people only participated politically by casting ballots every five years and heralds the commencement of revolutionary changes as part of the rebuilding process making Barbados a participatory democracy. One can argue that with active continuous participation that not only will the people have a greater interest in their governance, participate more in the polls and reduce the numbers who do not vote but more importantly that we all can truly sing the part of the national anthem which states that we are “strict guardians of our heritage, firm craftsmen of our fate.”

Agree the Senate could have been configured to be a potential challenge to government given the 30 zip. That would require ‘balls’. Your 10-point plan was added to the BU menu under BLP scorecard :-0

Me like it em Heather. What has Mottley got that all other political leaders do not have? She has the opportunity to reshape the entire process of backwardness that we all have criticised for some time now. No other political leader in the history of Barbados was given such an opportunity in terms of 30 love, and she should capitalise on this to make good for Barbados and Barbadians. Mottley should not take for granted the growing scrutiny now laid at the feet of politicians, who foolishly believe that being a minister means a ticket to do what the shite you like. Therefore, I am going throw caution and skepticism to the wind on the basis of reason that being the first female PM, the first BLP government to win all 30 seats and knowing that she has the good and bad of both parties to study and learn from, that she will govern according to the necessities of the people and decide in accordance with the wishes of the people. If constitutional reforms are needed and we all believe they are, being the first will lead her towards doing what is right.

Mia does have a golden opportunity in her hands rarely given any leader after over 50 years of cockups from a duopoly…to reshape, reform and upgrade the parliament, the supreme court, government departments and every institution on the island, to dosmantle and remove every institution that has been a destructive force in the lives of the majority population and leave a long lasting legacy and impression for future generations of leaders to be motivated by and emulate.

If she cannot see this, despite those of us who can see and are sharing the information, she deserves whatever is in store for her, should she fail to act accordingly.

We have been on here begging for constitution reform and upgrades for how long, none of dem had the time to amend the constitution to reflect modern times, outside of the useless little amendments they made that serves no purpose, so this little bump is of their own making.

The constitution should have been upgraded 25 years ago and all those oppressive, archaic laws that kept the majority population disenfranchised. …removed permanently…

… included in the new upgraded constitution should have been accommodations in the event of a stripped government devoid of any seats to retain an opposition….but none had the intellect or foresight to envision such an eventualities in the last 25 years, neither of the duopoly ….

That is not the fault of the electorate, who did their jobs competently and efficiently. on the 24th.

  17. The problem for Mia if we do go back to the polls is that her record in this first term is plain for all to see.

When confronted with a problem with how the Constitution is written, her first thought is to change it to accommodate a one party state.

The people might not like the thinking one little bit.

They will then be faced with a choice, do we want a one party state of Mia Mottley’s creation?

Who knows, a lot of the children in Barbados may suddenly grow up and go and vote.

Mia might just go down in history as the first one term PM!!

  18. Bobby Morris ran a stupid, divisive, abusive, dis-respective, degenerate campaign. It was a campaign based on abuse and cussing.

He should be hiding under his bed or in a closet instead he is up front telling the DLP not to take up the two seats on offer. Why would the defeated dems listen to Bobby? They should be lambasting him.

  19. Does anyone know if there is a timeline on the 2 senate seat offer to DLP, since they were never in a hurry to do anything to benefit people and country for 10 years and would see this as an opportunity to spite both Mottley and the electorate and drag this out unnecessarily for months, given their small, petty minds.

Similarly…is there a timeline for the GG to act on this..

  20. Needed or not PM getting nuff advice even from furriners.

“The Mia Mottley-led administration will be under pressure to cut wages and salaries, as well as state subsidies to a number of entities if it is to avoid a balance of payments crisis, according to one regional economist.

These are the “low-lying fruits”, according to Marla Dukharan,

    https://barbadostoday.bb/2018/05/28/no-honeymoon/

  21. Bajans are such duplicitous hypocrites!!

Why all the soul searching and hand wringing now that the government has been won (lost?!) most emphatically?
Given what we saw from the DLP for the better part of 10 years the margin of defeat is no real surprise to level-headed observers. Their regime was simply shocking.

Should the BLP apologise for the margin of victory? It was the Bajan public that voted in response to a piss poor DLP.

I think that we should all be deeply amazed that the psyche TODAY of the US is as rabid as it WAS THEN n 1968! We KNOW why it was rabid then…

…In 1968, * at the height of grave civil rights dysfunction and a growing unpopular war…
…In 1960s *when men fought gallantly giving their lives for a country which because of the color of their skin refused in many places to offer them at a seat at the counter to drink even a lil soda pop when they got off that ship thirsty back to their homeland from Vietnam.

So yes the docu emotions are amazing indeed considering this is two years after a Black man demitted the office of the Presidency!

Change indeed. Fair to say that 10 short years from today we likely will be seeing a still ‘rabid’ Bdos no better situated on these troublesome political issues of financial transparency of pols, sloth of courts and overall corruption of political executives. Alas!

Please note my dear Sir that the written word which I “respect deeply” is the written word of God- the BIBLE.

IN RESPONSE TO A COMMENT BY THE ANGEL GABRIEL, I SAID THAT “I WATCHED A DOCUMENTARY OF THE 1968 US ELECTIONS LAST NIGHT, AND WAS AMAZED THAT “the pysche of the once great US of A” WAS AS RABID AS IT IS TODAY.” I think that we should all be deeply amazed that the psyche TODAY of the US is as rabid as it WAS THEN n 1968!

I MADE A STATEMENT ABOUT 1968 AND ABOUT 2018, WHICH ARE BOTH CORRECT! BOTH OF MY OBSERVATIONS ARE ACCURATE, AND CAN NOT BE REFUTED.

I SAID NOTHING OF THE CONDITIONS IN 68, AND I HAVE NOTHING TO SAY ABOUT THE SITUATION NOW “two years after a Black man demitted the office of the Presidency” EXCEPT TO SAY THAT I ENJOY LISTENING TO THE RUBBISH SPEWED OT AND THE BIZARRE BEHAVIOUR OF THOSE SUFFERING FROM TRUMP DERANGEMENT SYNDROME.

TWO WEEKS AGO YOU INTIMATED THAT TRUMP WAS UNFIT FOR THE PRESIDENCY BECAUSE HE HAD BROKEN THE 8TH, 9TH AND 10TH COMMANDMENTS.

I AM SO VERY HAPPY THAT YOU GOT THAT FAR IN YOUR BIBLE READING TO KNOW THESE VERSES FROM MOSES’ WRITINGS.

I WONDER THOUGH HOW IS IT THAT YOU HAVE NOT READ AS FAR AS JAMES 2:10 ET SECQ THUS

10 For whosoever shall keep the whole law, and yet offend in one point, he is guilty of all.

11 For he that said, Do not commit adultery, said also, Do not kill. Now if thou commit no adultery, yet if thou kill, thou art become a transgressor of the law.

OR ROMANS 3 :23 WHICH SAYS THAT “ALL HAVE SINNED, AND COME SHORT OF THE GLORY OF GOD. iN THE GREEK THE WORD USED FOR “COME SHORT’ MEANS MISSING THE MARK.

I WONDER TOO IF YOU READ THE STORY OF THE RICH YOUNG RULER WHO BOASTED TO JESUS, THAT HE HAD KEPT ALL OF THESE COMMANDMENTS.

WITHOUT DENYING THAT THE YOUNGSTER HAD DONE SO, JESUS TOLD HIM………”ONE THING THOU LACKEST!” THE LAD HAD NO FAITH/ HE TRUSTED ONLY IN FAITHFUL COMMON SENSE

THE POOR LAD, AND YOU, DISOBEYED PROVERBS 3:5-7 WHICH STATES

Trust in the LORD with all thine heart; and lean not unto thine own understanding.

  25. What’s this nonsense about Mottley being given an opportunity rarely given to any leader? It’s so “rare” that it has happened at least three times in the last 30 years and as recently as 2008. Governments in Barbados both B & D have been elected with whopping majorities which gave them more than two-third majorities in the House. To effect Constitutional change the Gov’t requires a vote of two-third to provide assent. When Hammi La defected to the Dems people were whispering that Thompson could change the Constitution as his supporters in the House increased to 21.

Mottley’s win was historic as her Party won all the seats but her “opportunity” is no more rare than other leaders have been given.

  26. To effect Constitutional change the Gov’t requires a vote of two-third to provide assent.

IN BARBADOS THE SENATE IS A RUBBER STAMP.

THE SENATORS IN BIM KEEP A LOT OF NOISE BEFORE AGREEING WITH THE GOV’MENT ah lie?

  29. Maybe ya missed the point Sarge…neither of the 2 parties ever won all 30 seats before AND were aware of the opportunity to change the constitution and all the destructive practices, strip all the destructive forces and institutions that have succeeded in stagnating the lives of 2 generations of VOTERS and their dependents in the last 60 years.

It happened..it cannot be undone, as long as she sees the way forward to right a 60 year old wrong, she will be remembered as the first PM to have brought positive change to the disenfranchised majority…and that too will never be undone.

So far the island has had all male leadership which amounted to tiny successes here and there that never benefitted the majority population as a collective, never amounted to transformational successes….they all appeared to be clueless as it related to working toward those goals…particularly the enfranchisement of the majority so that most do not have to emigrate.

Mia is in a unique and rare position of having the power to change and reform everything and should be aware of that existing power.. .

But there is a question that I would pose to you Doctor GP.

Performing Open Heart surgery on oneself, without anaesthesia, is that possible?

Why then would it seen that the new administration of PM Mottley is being potentially asked to do the same? By appointing as some here have said, some inordinate number of senators SO AS TO SUPPORT OUR WISFUL FANTASY OF A REPRESENTATIVE OF EVERYBODY AND SAM POOCHIE?

The Senate constitutes a significant element of Madamoiselle Prime Minister Mottley’s power why would she sell implode?

Especially, given the required rewards for the services that would have been rendered by the party faithful, it is only reasonable to expect that the amount of spaces available for this enforced politics of inclusion we in the rum shop seem to be encouraging is fanciful at best, and drug induced at worst

I think you need to change the narrative. It is not ours. We are not about power.

And what did you do…ya had to wait until that power expired and take it away from them, cause as long as they had that power…you could do nothing.

Power comes from the electorate, given to a politician party who is elected…BUT…that power comes with an expiration date.

Marla Dukharan would be the perfect minister of finance for Barbados to transform Barbados into a democracy in conformity with the needs of the international financial markets.

Barbados must fulfil its obligation to pay back the international syndicated loans plus interest at any cost. Everything else is less important.

  36. Hants is just saying that because he got a thing for Marla…he can’t focus..lol

  37. By the way, has Stuart vacated Ilaro Court yet? And let us see what job Sinckler qualifies for? Will he become a professor of economics or chairman of a board?

  38. That is why the ladies may have to take away leadership roles from men in the Caribbean, they are just unable to focus, always being distracted.

  39. Hal,

I guess, Big Sinck will become some counselor in Geneva or Zurich at Credit Suisse. Do not forget that Barbados pays 10 % interest, whereas CS sourced the money for less than 1 %. Spread is 9 % per year. More than dealing drugs, garbage or uranium.

Some other “honourable” ex-ministers will become ambassadors for Barbados, professors at UWI or judges at the Barbados Supreme Court. In an environment, where tribal connections are everything and merits or performance nothing, they perfectly fit into the recruiting scheme.

The purpose of the Senate is to give Parliament a second look at measures passed by the House of Assembly. It is not merely to rubber stamp. It may appear so to you; but that is not the intention.

Nor is it intended to be obstructive. Hence the need for the larger number of government appointees.

The USA Senate has a different role.

  42. yeah Hants ….ya ain’t helping the fellas in Barbados cause at all, there ya are living all the way in Canada and ready to take from a bajan woman, the Prime Minister no less the Minister of Finance portfolio and give it away to a Trini woman whom you like…..lol

That strengthens my case to take away leadership roles from men, they have been abject failures.

  43. Bernard,

You certainly appear not to fully understand the role of an Upper Chamber. I am not sure what you mean by a second look, but the role of the Senate is to review, to expertly challenge, provide checks and balances, etc. It is not just there to approve government proposals.

  44. Tron,

It was the BLP which first talked to Credit Suisse, not the incompetent Sinckler. By the way, one of the top guys at Credit Suisse, a Jamaican, is marred to a Bajan and has a home in Barbados.

Ha ha ha…..Sinckler may be too shame to show his face in public after the real truth of the economy is revealed.

  50. I often wondered who members of Freundel’s “kitchen cabinet” were, now I have one answer. Bobby Morris’s statement is right out of Freundel’s CCJ playbook, if you don’t like the results, you should quit playing the game. Bobby was front and centre of the DLP’s playbook and he should have submitted his resignation instead of polluting the airways with his opinions. If I may play amateur psychologist perhaps Bobby is chafing that his boyhood friend/ rival Johnny Cheltenham is in the ascendancy (proving once again that old politicians never die they just wait for another opportunity) while he is descending.
