The PRIVATIZATION OF Sanitation Services is a SCANDAL of MASSIVE Proportions


ssaSo, the Democratic Labour Party— the political party that solemnly promised the Barbadian people that a vote for them in the 2013 General Elections was a vote for the preservation of all Public Sector jobs and a vote against privatization of State entities— has now made a decisive move to begin the process of privatising the critical garbage collection services performed by the Sanitation Service Authority (SSA)! This is a shameful act of political betrayal, that is all the more offensive in that it was carried out in secrecy, without the Barbadian people, the SSA workers, or the trade unions being consulted in any way !

To make matters worse, we have learnt from the information divulged in the front page article published in the Nation Newspaper of Tuesday 11th October 2016 that this new private sector based garbage collection arrangement is going to constitute a massive and unjustified drain on our nation’s public finances.

The Newspaper article revealed that the private business-men will be paid $411 per hour per truck, and that each truck will be in operation for 8 hours per day and 5 days per week! Thus, each truck will cost the taxpayers of Barbados $16,440 per week or $854,880 per year !

This YEARLY payment of $854,880 PER  TRUCK needs to be juxtaposed against the cost of Government actually purchasing one such refuse collection truck outright— the cost of approximately $250,000 !

Why should this Democratic Labour Party administration be saddling us— the citizens and taxpayers of Barbados– with payments to private business-men of $854,880 PER  TRUCK  PER  YEAR or Eight and a half Million dollars for EACH  TRUCK  over a 10 year period, when they could have purchased the said truck for the SSA at a mere one time cost of some $250,000 ?

There is also the issue of the tremendous disparity between the wages that will be paid to the working class Barbadian men and women who will serve as garbage collectors on these private trucks and the fees that the SSA will be paying to the private business-men.

According to the Newspaper article the workers will be paid a mere $500 per WEEK, presumably for a 40 hour work week,  while the business-men will be paid $411 per HOUR for a similar 40 hour work week ! Thus, the worker will work for 40 hours– carrying out the most physically taxing, dangerous and distasteful duties– to earn just slightly more than what the business-man will earn in one (1) HOUR for the use of his truck !

Truly this is a scandal of massive proportions and should lead to strident and decisive Calls for the removal of the present DLP Administration from office!

    if this joint garbage collection is going to last six months,during which time the SSA’s own fleet is going to be brought back up to strength, the SSA should be advised that in the meantime start looking for a professional Transport Engineer /Manager /Consultant, to ensure that we do not slip back into the same situation that we have found ourselves so often in.
    We do not have to go looking over and away for such persons, as we have a handful of ably qualified and experience Barbadians here who are able to foot the bill.

    …and that time ain’t come yet…
    … so ‘6 months’ could take us up to 2030 – for all we know…

    4.31 The accounts of the Sanitation Service Authority for the Financial Year ended March 31st 2004 were submitted. The audit is in the process of being finalized. The accounts for the financial year ending March 31st 2005 have not yet been submitted. Auditor General’s Report 2005 39
    Management of Vehicles 4.32 In addition to the audit of the accounts referred to above, an audit review of the management of refuse collection vehicles and the impact on collection and removal of refuse by the Sanitation Service Authority (SSA) was carried out. The period reviewed was for the Financial Year ended March 31st 2005.
    4.33 The SSA is required, in accordance with Section 4(1) of the Act, to provide a number of functions. One of their main responsibilities relate to the removal of refuse from premises as authorized by the Minister. Audit Objective 4.34 The objective of the audit was to assess whether the Authority has an adequate program in place for collection and disposal of refuse. The audit exercise consisted of a review of the Authority’s records for the Financial Year ended March 31st 2005 and focused primarily on the adequacy and management of the refuse collection vehicle fleet. Methodology 4.35 A review of the accounting and vehicle report records of the Authority was carried out. In addition interviews were conducted with the acting Manager of the Authority and staff of the personnel, accounts and maintenance departments.
    Background Auditor General’s Report 2005 40
    4.36 The Authority receives its funding from the Consolidated Fund. During the Financial Year ending March 31st 2005, the Authority received $26.95 million to administer its current operations and a further $0.5 million was provided for capital expenditure. Revenue collected by the Authority relates to fees charged for burial certificates, grave digging, providing commercial refuse collection services and cesspool emptier operations. The amount collected for the year amounted to $0.79 million and this was paid into the Consolidated Fund. Refuse Collection Services 4.37 The collection of refuse is one of the major responsibilities of the Authority. For collection purposes, the island is divided into 4 geographical areas and these are as follows:-
    The Northern area comprising of the parishes of St. James, St. Peter, St. Lucy, St. Thomas, St. Andrew and St. Joseph.

    The Southern area comprising of the parishes of St. John, St. Philip, St. George and part of Christ Church.

    The St. Michael East area comprising of a section of each of the parishes of St. Michael and Christ Church.

    The St. Michael West area comprising of a section of the parish of St. Michael.

    4.38 There is also a Commercial Division that provides for a fee, a refuse collection service for business places and householders.
    4.39 The Authority provides refuse collection services to approximately 83,000 households in Barbados. The service, depending on the population density of the area, may be on a daily basis, three times a week, twice weekly or weekly. According to information derived from a study, tonnage of refuse Auditor General’s Report 2005 41
    disposed at the landfill for the years 2004 and 2005 was 341,600 and 348,600 respectively. Ninety percent (90%) of the refuse is estimated to be collected by the Authority’s vehicles.
    Adequacy of Fleet
    4.40 The Authority had 70 vehicles in operation of which sixty-two (62) were employed in the refuse collection service. The vehicles include compactors and open back type trucks, the majority of which are Leylands. The Authority has stated that, with 57 routes to service, a minimum of 57 compactor vehicles would be the ideal number to have on the road. The Authority has however had to operate from time to time with as few as 25 vehicles. 4.41 As a result of not having an adequate number of vehicles on the road, the Authority has experienced delays in the collection of refuse and has received frequent complaints from the public. 4.42 The SSA estimates that a compactor truck should function effectively for between 7 to 10 years. It is recognized however that because a large number of vehicles are acquired at the same time a significant number of that group are also due for replacement simultaneously. 4.43 The issue of obtaining funding for replacing these vehicles is a major challenge to the Authority. Notwithstanding having produced a strategic plan for the period 2000 to 2010 that included a systematic replacement policy, the funding has not been provided in accordance with the plan and the Authority has been forced to operate with an inadequate fleet. At the time of the audit, 21 vehicles were over 10 years old with 9 of those being over 15 years. It was also observed that in excess of 20 vehicles were usually undergoing repairs on any particular day. Mechanical Workshop 4.44 A mechanical workshop, administered by a transport superintendent with a staff of 32, is charged with the responsibility of maintaining and servicing the Authority’s vehicles. The workshop is monitored by a Workshop Committee comprising selected members of the Board. Auditor General’s Report 2005 42
    4.45 From as far back as 1999, concern was registered at Board/Management level about the unsatisfactory functioning of the workshop and the impact such a situation could have on its ability to service vehicles on a timely basis. As a result, a consulting firm was commissioned to carry out an assessment and a report was submitted in June 2000. The report from the consultants dealt with operations, resources, industrial climate and relationships between management and staff. 4.46 Arising out of the recommendations made by the consultants, the workshop committee discussed proposals for the restructuring and reorganization of the workshop. The objective was to enhance efficiency, particularly as it related to staffing at the senior levels. 4.47 Despite efforts to address these concerns, reports by the Board suggest that production in the workshop continues to be slow. The following contributing factors were identified:-
    • Four to eight weeks wait for parts requisitioned

    • The challenge of a single workstation being responsible for a large number of welding jobs

    • Budget constraints

    • Lack of a preventative maintenance program.

    4.48 At present, the majority of spare parts are imported and essential spares are often acquired only as the occasion demands. It was explained that replacement parts for Leyland trucks bought in 1999 are specialized, are generally not kept in stock by the suppliers and are difficult to source.
    4.49 Procedural delays were also identified as a contributing factor. For example, it is a requirement to seek quotations from not less than three suppliers before parts costing in excess of $1,500 can be ordered. Auditor General’s Report 2005 43
    4.50 In view of the fact that the vehicles are specialized, it may be necessary for the Board of the Authority to review this requirement and to look at alternative ways of dealing with the purchase of parts. Preventative Maintenance 4.51 A preventative maintenance program is not in place. A report identifying the need to have such a program in place was considered by the Board in 2004. It was however considered too late at that time to make provision for the relevant costs to be included in the following financial year. It is expected therefore that this issue will be addressed in the near future. 4.52 The vehicle manufacturers’ manuals recommend the frequency and kinds of service checks appropriate for the various vehicles. Observing these recommendations appears not to be practical however given the demand for the vehicles to be always on the road. Preventative maintenance is therefore very limited. Stores Management 4.53 The stores management system employed by the Authority was examined and was found to be deficient in some areas. It was observed that storage space is inadequate and that physical stock checks are not effective. 4.54 With respect to the storage, the Authority has indicated that room for expansion at the Wildey compound is limited but efforts are being made to address the problem. In relation to stock checks, the Authority has decided to improve the system by instituting quarterly checks. Auditor General’s Report 2005 44
    Training 4.55 Mechanics were exposed to a one-day seminar designed to familiarize them with the vehicles purchased in 1998. Considering the importance of having a properly functioning mechanical workshop, the Authority should consider whether more extensive training sessions would enhance the mechanics’ abilities to be more effective in maintaining vehicles. The Authority has indicated that efforts will be made to address this issue.

    The Government has no intention of bringing any fleet back up to strength. Sanitation’s fleet was deliberately decimated to create a situation where Government would be forced to invite their friends to make a killing off of Sanitation.

    This is the situation:

    * Government refused to buy replacement trucks even though money was provided in the Estimates. * They did not purchase spare parts to repair the equipment when there were breakdowns. * Cabinet was misled into believing that the mechanics at Sanitation were incapable of fixing the trucks and as a result, the trucks were sent to Trans Tec for repairs. The same mechanics that did not have the technical skills to fix the trucks at Sanitation were then sent to Trans Tec to fix the trucks. *The tractor on the landfill has broken down for more than a year but rather than spent the $10,000 to fix it, Government decided to rent one for $24,000 per week.

    Oh by the way, Bushie is correct this Government does not understand decimals. This 0.5 years could very well turn into years since they have already hired 10 mechanics to fix the private trucks that are already breaking down. Further, at least one of the temporary lorry loaders was permanently employed and it would hardly be likely that the person would give up permanent employment to be employed for six months at Sanitation.

    I was shocked to read that most of the workers employed by JADA on the Sandals project are non-Barbadians. Can anyone explain what is going on.
    A few months ago, JADA placed an advert for Carpenters and Masons, and were unable to attract suitably qualified Barbadians. This was followed by application for work permits for non-nationals. It appears that the various technical training establishments on the island , are no longer able to attract young people in sufficient numbers to undergo training and apprenticeships in these disciplines.
    Because of the now common precast concrete concept of building in Barbados, first class masons and carpenters are not required, and what tradesmen we have on those building sites are the ones who , in the old days would have been best described as “Knot hole Stoppers”. ( a fellow you would not trust to build your house,nut when its completed he would be given the job of sealing the knot holes in the timber)
    To sum it up, I overheard a mason in replying to a question as to whether he was still working in the trade replied, ” This government has many a carpenter and mason, now working as private security guards.

    Anybody who believes that this arrangement is only for 6 months has to be a real brass-bowl of jackass dimensions.

    Which businessman would invest in a fleet of trucks with a useful life of at least 5 years only to have them working for only 6 months? What would happen to these vehicles after the six-month expiration?
    Rented out to undertakers to transport the thousands fallen dead from disease and starvation? Are they expecting an outbreak of the plague?
    What do they think this is?

    Some kind of NASA space exploration mission to explore new frontiers of an unknown galaxy?

    Barbados has a much greater chance of having a brand new general hospital to be named the Donville Erection for Palliative Care than the SSA acquiring the much needed 20 trucks in six months.

    Bajans are indeed a special breed of ras-hle brass-bowls. The would prefer to fall time after time for the pathological lies of the current administration than to rely on their own commonsense and education to say enough is just enough of this parody of blatant corruption and incompetence parading in a cabinet of sh*t hounds.

    Let’s say there are 20 SSA trucks on the road worth $400,000 each, last 10 years and cost $2,000 per month to maintain and insure including tyres. The drivers working for $600 per week, the loaders for $450 per week including employers’ contributions. That cost is around $60 per hour to operate. Same maths Commissiong did, basic additions for the production unit.

    What he did not do is calculate the cost of the staff in the headquarters, workshop, building maintenance, opportunity mortgage cost etc., all of which are paid out of the private haulers hourly charge, i.e the costs of running an entire business.

    I have tried to find the cost of running the entire SSA but cannot. Until that info is available we cannot compare apples to apples. Commissiong is using flawed logic to forward his communist opinion that the gov’t should employ all of us at any cost.

    Ok @Frustrated, I get where you are going but I still find your argument too ideologue rather that practical business. I never focused on the perceived socialist intent by Commisiong.

    The numbers that were perplexing and really made no sense was that $854K/annum/truck and the $8.5M/truck over 10 years. Frankly I automatically factored the administrative cost (and I would have to assume even an avowed socialist businessman as Mr Commisiong would too).

    The figures do not make sense with or without admin. That is not privatization that is robbery.

    No one should expect to make those sorts of gross margins from hauling garbage unless some specialized recycling is being done.

    Anyhow, thanks for the clarification.

    I hired a labourer last week, a St. Lucian man, and paid him $100 per day.

    Hired some skilled tradesmen last year. Mason, carpenter, painter. Paid them $150 per day. Paid the electrician more. He is very good, very experienced, and very fast.

    Hired a personal services assistant back in the 20th century. Paid her $50 per day, and paid her National Insurance contributions.

    The government should NOT grant work permits to employers who wish to pay $65 a day exploitative wages.

    Imagine the NUPW got themselves a Chinese building…. while Bajan workers were scrunting. Obviously they can’t say anything to Baloney and crew.

    Bushie always knew the day would come …when the managers, accountants, supervisors …and soon the very politicians themselves will find their donkeys underbid by cheap imports….

    ………..SSA’s Mechanical workshop has a staff of 32 persons. Could this be really true? I’ve been part of many different Military Repair facilities with far more sophisticated and vital pieces of equipment and many did not have this number of staff,including Admin personel. One of my assignments was looking after some 60 vehicles, most of which were ambulances, plus an additional 15 ambulances reserved as War Stock, and the workshop staff numbered only 3 .

    $65 per day is probably what an apprentice carpenter ,under the Technical and Vocational Training programme is mandated by law to receive. That is 2/3 the wages of the lowest rated Carpenter employed by that particular company.

    I remember when the Board of Directors of Sanitation fired the acting manager, Stanton Alleyne, I encouraged the workers to strike. One of the workers parked the tractor at the entrance of the landfill and left it there. As a result, not even private waste haulers could gain entry. The tractor remained there for the duration of the strike because no one in management, including the senior mechanics could not get the tractor started. They alleged that the vehicle was sabotaged.

    When the strike was over, the operator went to the tractor and pushed back on a single plug cap, started the vehicle and started to work.

    Colonel, I went through all that to show you that everyone who is employed in a workshop, even though called senior mechanic is not necessarily a mechanic.

    I am not saying you are wrong because like the revelations emerging from the Clinton wikileaks and Mr Trumps’s Bill Clinton’s like behaviour towards women you might have been privy to a conversation which I might be inadvertently regarding as as speculation.

    And I do not know what Mr Pedantic is driving at. Let me reiterate- In trying to add my two cents worth to the discussion as to whether it was the practice to return end of year savings held by Statutory boards to the consolidated fund I said that to the best of my knowledge boards do not or are not under any obligation to pay back savings if any to the Treasury.

    In a further contribution I indicated that most boards were usually operating on overdrafts at the end of the financial year and grant allocations were generally used to clear that debt and there was nothing to return to the Treasury anyhow.

    I also referred to the BWA as an example of a statutory entity which under the astute management of the legendary Mr Nicki Sealy -and I say legendary because he was as comfortable and knowledgeable donning boots and working in the trenches as he was at management meetings- was able to accumulate a considerable amount of savings through the decision to peg water rates to facilitate the cost of the sewage project and to the best of my knowledge these savings were held in a call a/c and not term deposits as I earlier mistakenly informed. To the best of my knowledge some of these savings were on directive from the appropriate authority used to purchase government bonds/treasury bills.

    Not having been privy to the actual cost of these 15 six months trucks perhaps the demise of the vehicles after six months would have been factored into the astronomical profit the private collectors are expected to make.
    I am still wondering to know who owns the 15 trucks.Nobody seems to have followed up on the question as to who imported the trucks? I keep seeing the name Cherry from Jose y Jose bandied about in the press but it will be interesting to know how many private contractors are involved in this private collection exercise and which contractor is using the trucks.

    The duty of the NUPW is to represent its membership against injustices perceived or real to the well being of its membership. The Government seems to have lost sight of the understanding that it is their duty to treat the workers with respect and to think through decisions critical to the well being of workers and the country of which the union membership is an integral part.

    As we were discussing yesterday Bjerkham and his manager Philip Tempro are 2 disgusting slave drivers and massa wannabes, both should be in prison for their hatred of black people and attemots to reintriduce slavery in a black majority country.

    Immigration needs to stop issuing work permits for the 5% minorities to import slaves for labor, the lazy labor department and Esther Byer need to stop condoning and enabling slave labor in Barbadis.

    The United Nations and Amnesty International needs to be alerted that the 5% minorities led by 5 or 6 greedy and racist business people are regressing the island into slavery again.

    What are the slaves in parliament doing about enforcing antislavery slave laws that are on the statute books, what is useless Adriel Nitwit the attorney general doing about enforcing antislavery laws against slave labor…what is wrong with the slaves in parliament…they cannot protect theur own black people.

    ……from the time workers are not making livable wages. ..that is slavery.

    We can sit and expound on it all day, but knowing the mentalities of the minority lowlifes involved.., we need to call it what it is …..slavery.

    When these same scum of the earth like Cow, Bizzy, Bjerkham could not get to pay black bajans slave wages. ..they called them lazy…now we see the immigration allowed them to import Vincentians to pay them slave wages.

    The slaves in parliament wont hear to get rid of all these slave master wannabes out of the people’s business, out of the treasury, out of the central bank, get them gone and in prison…..

    Or let international agencies be alerted to the continuing reintroduction of slave practices on the island……up to them…I persinally want to see many of the dumb, greedy ministers in international prisons.

    The duty of the NUPW is to represent its membership against injustices perceived or real to the well being of its membership. The Government seems to have lost sight of the understanding that it is their duty to treat the workers with respect and to think through decisions critical to the well being of workers and the country of which the union membership is an integral part.

    Sealy was a ‘real-real’ Bajan engineer, who was able to think long term. He recognised that the deterioration of our old pipe network was a serious long-term challenge and, using financial tools at his disposal, was making arrangements to meet this challenge head-on.
    He knew that the politicians were a pack of jackasses who could not see past a few bribes and therefore sought to address the matter internally.

    Some idiot probably alerted the idiot politicians that he had ‘millions saved up’, and all they could see were votes coming their way from these funds.

    End result….. 20% of the island now cannot get running water; the BWA now spending more than he had saved in backup measures like community tanks (shiite stand pipes), tankers and desalt plants; and

    Brass bowls and their money are soon parted.

    “Surely Minister Lowe should be required by the Prime Minister and by the Cabinet of Barbados to repay the State the financial loss suffered by the Barbadian taxpayers as a result of this disastrous mistake!” he said.

    Hinkson added that the issue provides “yet another reason” why the Prime Minister ought to relieve Minister Lowe of his Cabinet position.”

    You say my very, very simple blog analysis is flawed. But you know that the flaw is not in the analysis but rather in Mr Sealy’s actions. And I can say that not as a criticism of those actions – he was obviously a strategic, astutely planning manager – but in the 20-20 hindsight analysis.

    The money WAS apportioned Bushie. His vision was perfect but unfortunately his execution failed. Therein lies the real flaw.

    As I said to you recently when we disagree I learn a lot here. This is such a case.

    Either you or someone like Caswell, Skeete or Artax can speak to the engine room gov’t rules and regs related to financing a ministry’s operations but any gov’t dept that generates enough income to accrue the savings as discussed would be a profit center in private corporate speak. In the terms mentioned above that dept would be the owner of a cash-cow basically.

    Now sir that is your world but I suspect Mr Sealy could not have kept those funds out of the grubby hands of the politicos unless there were legal/legislative firewalls preventing such. There were none back then I suspect.

    Look at the problems with NIS funds (another ‘cash-cow’ in simple private corp speak). Those funds are ‘borrowed’ and misused by gov’t DESPITE the presence of the legal firewalls… of course, that is a completely different animal to a BWA but the context of politicos and ‘free money’ is the same. They abuse and misuse.

    So with the 20-20 after-view vision one can say that Mr Sealy should have initiated an even more aggressive repair and replacement with those funds. Essentially doing what he perceived had to be done but more regularly even if it meant buying and storing the massive pipes and other hardware well in advance of their actual use. In sum, no outsize accumulation of hard cash to get EWB’s or anyone attention.

    The BWA still essentially remains a profit center – most water production/delivery systems are, senor.

    You know as well as I do that major corps around the world fight over resources – apart from oil, water is perhaps the one that causes most greedy businessmen to sin their souls.

    Kudos to Sealy’s foresight.

    Charles Skeete in the case of Public safety whereby the health of a community or nation is of concern , under a six month program by which govt has exercised a plan of preference to put public health first , i believe an argument one which inserts rules governing the collection of govt by the SSA an implied enforcement to a pilot program to a private entity is a bit disingenuous and meant to aggravate an issue regarding safety and health However from a layman point of view i believe that the immediacy and necessity for resolution should be more crucial and given more of importance , instead of the usual political navel gazing and efforts to distract and aggravate

    Charles Skeete if every action govt plan to implement goes before the NUPW taking a look at how the union never seems able to make a quick decision nothing would be done. The back and forth that has occurred many times between govt and NUPW that have stalled and stagnated many issues give sufficient cause that where this is a matter of public health the concern of the public interest must come first
    The NUPW has stated unequivocally that there membership is tantamount to all else . However what the NUPW fail to realise and also should be aware that there membership is a part of society and govt have to weigh what is right and best for the whole nation

    When a workman agrees with an employer what his wages and conditions will be, he/she is not unionized, and there is a satisfactory arrangement it is no one else’s business but their own. Whether the sum agreed to is not the same as others will be willing to work for is up to them. The Carom agreements allow ANY Caribbean national to work in the island and they cannot be denied the right to migrate to the island. Bajans have to become accustomed to this. Once more, Commissiong’s argument is flawed. His analysis of the costs involved do not “compute”. The costs to a private contractor would also be the same as those paid out by the SSA, and the administrative costs etc have to be taken in to consideration. It is just that the taxpayer does not usually pay attention to the true costs that are involved in the production of services, that are usually considered “free” by most taxpaYERS. For the information of “frustrated” the costs of operation of any government department (including SSA) can be obtained by getting a copy of the Estimates of Revenue and Expenditure” from the Government Pitying Office. Get it!
