Cahill Energy Agreements EXPOSE Prime Minister Stuart as Withholding the Truth from Barbadians

In her response to the budget of  June 2015 leader of the Opposition Mia Mottley gave impetus to the Cahill Energy debate when she shocked the country with the revelation that four ministers (Darcy Boyce, Denis Kellman, Chris Sinckler and Denis Lowe) had signed a Power Purchase Agreement with Cahill Energy dated 15 March 2014.

The government defended (not very well) the agreement with the Claire Cowan Cahill Energy company, however, subsequent events have proved the Fruendel Stuart led government withheld vital information from Barbadians.

Barbadians were NOT told that on the 13 September 2013 Prime Minister Fruendel Stuart signed a Heads of Terms Agreement related to Cahill Energy that committed the government to specific deliverables which have cost and legal implication for Barbados. For example, clause 5 of the agreement reads as follows:

section 5, heads of term agreement.

Clause 5 of the Heads of Term Agreement

Why did the Prime Minister remain silent on the matter of his involvement during the June 2015 budget debate? Why did he not defend Minister Denis Lowe – who had lead responsibility – and the other ministers who were heavily criticized for their involvement with Cahill Energy?

What adds to the Cahill intrigue is the letter (parts 1,2) signed by Prime Minister Fruendel Stuart dated 3 March 2014 addressed to Clare Cowan advising that Cabinet approval was obtained and the agreement with Cahill had been submitted to the Solicitor General’s Office as part of the required due diligence process.

In 2013 Prime Minister Stuart in his head to head with Owen Arthur won the debate on the matter of who was perceived to have greater integrity by the public. The Cahill Energy transaction has given justification to those who now question the honesty of our prime minister. The public announcement last week by Minister Denis Lowe  – forced by the No Confidence Motion – is not the final chapter in the book titled ‘Governance‘.

How much forex Rock Hard Cement using up and what’s the cost-benefit scenario? Is RHC wholly or partially manufactured in Barbados, and if not, will it meet the Caricom rules of origin for non-tariffs? If RHC is deemed to be an external good will it be able to compete with Arawak regionally? Will the company earn more Forex than arawak even if the repatriation of arawak earnings is considered? Multiplier effect/defect? #justasking.

I wonder if one of the pollsters in Barbados, either at the University of the West Indies, or at the Nation (soorryyyy Honourable BlogMaster that was a terrible curse word, it slipped out) I wonder if we could conduct a poll on how Bajans felt about the success of the March yesterday?

I mean after all, look at the restitution of parliamentarian salaries and you come up with a realization that these fellers in General Election mode.

    That is all irrelevant.

MM managed to get his DLP yard-dogs to remove the Arawak manufacturers’-protection import levies for cement. This was a secret deal between MM and gov’t; no publicity, no consultancy, no association lobbying. One day it was there, the next it was gone. This has never happened in the 30 years I’ve been in business, usually the lobbying by local groups for similar consideration (application or removal of duties) takes years and accomplishes nothing, but not in this case. Very similar to the duty-free deal to operate Bushy Park as a profit-making private company rather than the National Home for Motor Sport as it was intended to be. Seeing a MOF trend yet?

Cement was imported from Portugal by Hardrock and sold from the flour mill compound (how does any Bajan get to use gov’t property for profit without going through the tender process and years of lobbying?) at a lower price than Arawak, then Arawak lowered their prices in response.

Then Arawak’s mother-company Cemex (Mexican owners who bought Arawak’s Trini parent company after BDS Gov’t sold out our shares) bought the plant in Portugal which was supplying Hardrock.

So now Arawak has a functioning port, mixing plant, bagging plant, established Caribbean sales network, international supply network AND NO IMPORT DUTIES ON FINISHED GOODS THANKS TO MM AND HIS TEEFIN POLITICIAN FRIENDS.

Sounds like a self-solving problem to me.

As soon as Maloney jumped in the newspapers talking about the truth, you know something dirty and corrupt went down between him and DLP government ministers and he is telling lies, hoping against hope that DLP makes it back in so they can all continue their usual corrupt practices….and if Mia is being 2 faced and fork-tongued……better for them.

  6. Bajanfuhlife May 20, 2016 at 11:02 AM #

There is a new BLP game in town , it is called “Follow the Demon” and follow blindly. If not, you will be expelled.

This Bait and Switch Strategy as an observer was telling me is so obvious. Here is the strategy and Owen Arthur talked about it in Parliament yard a few weeks ago:

Mottley belives that she is more important than the BLP, She wants to make her brand more popular than the BLP brand as she knows if it is only BLP vs DLP she will lose. Her advisers have told her to SPIN ad advertise her political events and stunts as something for the people and non partisan, that is the BAIT – So you talk about higher level of governance and awarding of contracts (never mind you ad your cherry picked crony sucked the taxpayers dry at the Crab Hill Police station fiasco). You tell them not to wear party colours because it is “not political”- the bait is to increase your following. Remember it was “walk with me” not “walk with the BLP”.
The switch is to get these concerned Barbadians who might not be BLP to believe that you will be their messiah and lead them to better conditions.

Look for more of this garbage in coming weeks and months. The same telephone call that the political whore David Commisiong received to join the “march” is the same one that Macdowall and Beckles at the NUPW and her VOB mouthpiece Peter Wickham received.

“Follow the Demon” continues…the BLP is just the convenient vehicle for the megalomaniac.

    @ BajanfuhLife

There is much in your name which while seemingly obvious is not so obvious.

Not everyone who is born a Bajan is a Bajan or acts as a Bajan should.

We have people who are born here that could as well have been born and lived all their lives on Culpepper island and have food thrown to them daily.

IN fact sir not many people can make that pronouncement and mean it!!!

THe much respected Donna, the lady who practices daily living a life in front of Our Lord, spoke a similar truth and quandary.

How can we, in the face of inepts and dufusses, with our country on the brink of economic despair, under the direction of men and women who line their pockets with 5 million dollars for our muddah and tek 10% increases while we the common man suffer, how can we not make a choice for another band of hoodlums?

How can we in the face of downgrades and unemployment at 25% and a murder a week not come to a point where we say we got to get rid of these mother effers?

I more than you fear the wiretappers, and the Police Force bringing in Remington rifles and lying about their ultimate use!

But where are to other men and women who will run?

Where are the people with balls?

Look at us, you BajanfuhLife and me Piece uh de Effing Rock Year Right, scared to blog under our real names because we fear the Troika!!

All that love that you supposed to have and I proclaim to have AND WHO DO WE HAVE TO REPRESENT US?

The Demonaic Lying Party led by a Sleeping Fumbler, the Barbados Labour Party Led by a Megalomaniac in Waiting, Solutions Barbados led by a schoolchild who wants to give murderers bouquets in Dodds financed by one Peter harris.

And you and I, walk through Barbados fearful of a buller coming through your window in the ZR that you ar driving in and deading in the QEH horspital that cant even buy toilet paper to wipe our scvunts

We are a nation that if we do not arise and do the right thing My GOD will do it for us and we would rather put a milestone around our necks and drown ourselves in the deepest part of the sea ratner that see the Vengeance of GOD

  23. Kammie Holder May 22, 2016 at 10:03 AM #

@AC, good day to you. I am not easily angered nor shitting myself over the Waste To Energy plant. PEP`s and their proxies have not to worry about my incoherent noise but about the British Home Office, Canadian Embassy and US Embassy reports sent to their governments daily.

How could someone be such a blind partisan to a political party? In addition, I am not celebrating Cahill until I see verification no financial penalties for termination of agreement as set out in MOU.

A new entity out of Canada was having meetings on a Biomass Waste To Energy for over a year with entities in Barbados and touting zero emissions. Thus, get your facts right as they were on the ground here in Barbados as recently as last week and that was what the news clip was about.

@AC, you have your selfish reasons for your rock hard support of your political party. Unfortunately, the political operatives defend their masters to ensure they can continue to rape the country. Your behavior is no different than selfish political operatives of the BLP.

@AC, perhaps you can tell us why the passed FOIA and ITAL which was spoken of so much in November 2012 to February 2013 was suddenly dropped after elections.
Both self-serving political parties have outlived their usefulness and belong in the political graveyard as both have contributed to where Barbados is at today.

Totally disappointed in the DLP as a former supporter and as a person who placed my confidence in them during the 2008 elections. @AC, @Peter Gilkes @Carson Cadogan, how come the Minister Of Environment never speaks with the same gusto of the 4R`s aka Reduce, Recycling, Re-use and Repurpose as he speaks to WTE? The Future Centre Trust recently launched its National Community Recycling Initiative at our Recycling Rally on May 19th,2016.

Currently Atlantic Shores, Ocean City, Ruby, Ballantyne, New Orleans and Fortesque have 4Rs CoreNetwork Projects active, more communities are signing up. Thus. it must be treated with utmost suspicion why the GOB never speaks to the 4Rs. Why speak of a green economy globally but never act locally to promote an environmentally friendly green economy?

Cahill will not go away until all is completely exposed irrespective of which political party becomes GOB. The Future Centre Trust will continue to work with its international partners and foreign government agencies.

And speaking of the inherent stupidity in DBLP politicians/lawyers….if the “road specialist” Cow, cannot build a road that lasts longer than 3 years in Barbados without falling into big holes and craters, why would you want him even building a temporary road on an already unstable surface….you need a real road specialist in building roads, not a scam artist looking for another taxpayer funded contract, renewable every 3 years.

Are there no road specialist on the island.

That’s why no one trusts the politicians in Barbados, they have no critical thinking skills and are quick to weaken to accommodate their bribers…….read George Payne.

  26. pieceuhderockyeahright May 22, 2016 at 10:49 AM #

    @ Kammie Holder

You are to be commended for what you have personally done Mr Holder. You personally, your type represent what the Trust should be totally comprised of, environmental lovers to the bone. (De ole man will speak no more of that internal discordance and pray that your successful skirmish here results in success in the war and that you are able to quash the stragglers on at the Trust as well)

You said a few things that I have to repeat for emphasis.

The first “PEP`s and their proxies have not to worry about my incoherent noise but about the British Home Office, Canadian Embassy and US Embassy reports sent to their governments daily…”

I wonder how many noted that statement AND even after seeing it understood its import and impact on our economy vis a vis bilateral programming/aid?

I wonder if you could share how the inept Waste Management policies and practices of government(s) feed into your sphere of accessible Environment Grants and technical assistance?

I wonder if you could share that these also feed into Moody’s litmus tests as to the resilience of an economy if said economy does not even have the ability to access grant funding?

You think that the Assinine Cretin can grasp that connection?

Finally, there is no real money in the 4R’s for this and previous governments to build humongous holes in the earth and justify loan documents and legal fees for themselves and pooch sucking friends.

For any project to fly in Barbados there must always be the what is in it for me element and the 4 R’s has very little

Is there any truth to the rumour that a Minister and MP in the DLP cabinet wrote a long expose to the PM months ahead of time warning about the serious risk posed by Plasma Gasification technology and Cahill’s desire develop the same in Barbados?

  32. Redfactor101 May 23, 2016 at 1:57 AM #

The contracts duely signed by both parties have mechanisms built in on how and when remedies / costs are due and allowed on both sides
The burning question is has either side used the contract to first put the other party on notice of a breach and that remedy and or costs are being sought??????
There are concurrent delays on both sides and the only way either or both parties can legally void the contract is by mutual agreement .
So Denis lowelife needs to publish the voiding agreement duely signed by all parties.
Until then the Cahill scam will stay on the books like the sword of Damocles.

Thanks for you post above. It makes a bit more explicit what I’ve been trying to hint at in a number of posts since Lowe’s statement at the NCM over a week ago.

Lowe has seemingly been maintaining, since the BU Cahill leaks, that the Barbados Government was, somewhat counterintuitively, going ahead with the Cahill project, regardless, with no dissenting voice being raised by the PM or the Government itself. Indeed, there is substantive evidence that the Government was indeed attempting to fulfill some aspects of their contractual commitments with Cahill that appear to corroborate that understanding.

Why should the Government, through Lowe, have been insisting on going ahead with the project despite the mass of evidence that it was not technically suitable nor cost effective for Barbados?

The plurality of the evidence against the suitability of the Cahill and indeed a WtE project for little Barbados was overwhelming without the occurrence of the collapse of the 2nd Teeside Plasma generation project. So how influential was that collapse in determining the decision to cut Cahill? I would suggest that the decision was either announced prematurely or if it was not premature that the Government and Cahill had come to an understanding on the modalities of each side cutting their costs.

Clare Cowan has apparently taken a huge personal lost. Her financiers and creditors have also taken huge loses. Are they likely to take those losses lying down? How are they likely to attempt to recoup some of those losses? Is the Barbados Government, through its signed contracts with Cahill, the most likely place for them to recoup at least some of those losses? Were hidden payments made?

I think we have not heard the end of this story.

  35. David May 23, 2016 at 9:14 AM #

Cahill was dead before Teeside. The government was playing for time in the political expediency game.

I don’t know whether he is or not. What I know is he wrote to PM and Lowe and advised them they were heading down a risky road with plasma gasification and Cahill. You can bank that.

    @are we there yet
To be clear Clare Cowan has in no way taken a huge personal loss on this plasma project.!!!! The money she stole from stupid collaborators like technip ,Spencer, Alex Iscoe and others was to pay for a condo mortgage in the four seasons which if the plasma project hadn’t come her way via seventh heaven properties would have been lost anyway.
Her limited money came from her time working in London with the principal mortgage for her 48th floor condo being secured by a fraudulent accrued income letter from John Robilliard of Blenheim group stating accrued incomes from the Barbados deal which were a fiction .
Weep not for this scammer she has made her living defrauding people for years and will no doubt resurface from her low rent apartment on Ellington avenue to do it again.

So the GOB needs not fear a suit by Clare Cowan or Cahill since it is unlikely that she will get a buyer for the contract?

  46. are-we-there-yet May 24, 2016 at 8:49 AM #

If I were the current GOB that appears to operate under different standards to all former Barbados ones; either:-

    a) Do nothing (the most likely action!)

    b) Buy it through an agent from Clare Cahill for a sum sufficient to cover her costs and get her silence, novate unpaid contracts. Pay off contracts. Deny the matter even existed.

    c) Look the other way when one of the GOB signees buys it surreptitiously from Clare Cowan for say 5 million US funded by some deep pocket entrepreneur(s) who can afford to wait for a big payday (-guess who has such monies available?), novate unpaid contracts to new owner. then share the spoils after class action suit against government.

Perhaps not a businesslike or even feasible set of options, but you get the general idea.

If It were any other previous Barbados Government (D or B) the current situation with a Cahill type operation would not have been possible so the hypotheticals would have no validity.

  47. are-we-there-yet May 24, 2016 at 8:58 AM #

I forgot to mention above that the court that has jurisdiction in this matter appears to be the English Court, not the Barbados one, from provisions in the leaked documents, so the wait for the windfall might be very much shorter than 10 years.

    Here is the thing RedFactor.

I have no sympathy for our ingrunt government administrations because of the following reasons overseas company is effecting a contract for the supply of goods and services here in Bulbados
2.Part of those clauses obviously will deal with breach of the contract etc. Which scvunt would be so effing stupid to have the laws of the cuntry from which the supplier is coming be the final arbiter of breach?

This is the thing about the scvunts that we have in our House of Assembly at today ON BOTH SIDES, they are an ingrunt lot.

You see why de ole man like Jeff Cumberbatch?

Cause here is a man who thinks!!

That is the thing that is lacking in this cuntry RedFactor, critical reasoning skills and this is what Bush Tea speaks to regarding the UWI crew, he is not talking about scholarly accomplishments, he is talking about the simple ability to think and reason.

Look, I doan know a ting bout cuntputers (de grandson is who does show me dese tings dem lolololol) but what i can do is reason out a ting or two simply by it being explained, irrespective of the topic, I can understand the logic and the reasoning about it.

For those clauses alone DownLowe and Fumbles should be locked up, for “idiocy befitting a madman who is a danger to the society at large”

Man, as man ref factor, dem is effing idjuts, seriously. steupseeee

Looka RF if you was to axe your 3 year old this question dem would get it right

Q: So suppose Chefette closed where we going get it from little fellow?

    @are we there yet

Weep not for this scammer she has made her living defrauding people for years and will no doubt resurface from her low rent apartment on Ellington avenue to do it again.”

Your mention of Alex Iscoe reminded me that In a post at November 17, 2015 at 2:01 PM in DD said in part

“In an email dated Septenber 4, 2015, from Clare to Neeta Chiryal (at TW) and copied to Dominic,, Clare explains that she has reduced the asking price for the condo to CDN $6,380.000 to make it competitive for a quick sale, at which “there will be just barely enough to cover Liz”.

On September 17, 2015, the asking price was reduced to $5,998,000..

Now, two months later, it has not sold; so $5,998,000 is obviously still too high.

In the circumstances, it appears the principals at Ridgemount were not “rather ruthless fellows” in requiring additional security (the Goldcare shares); but are simply high risk lenders (loan sharks) who were shoring up their security before advancing, and now want their money back.

Now, since the price is clearly going to have to be reduced further to, say $5,500,000, to find a buyer, Ridgemount will not be “made whole” from the sale of 4803, and will have to rely on the Goldcare shares conveyed/transferred to RCWT to get its money back.

    And Liz Spencer is SOL.

It will be interesting to see how investment banker Alex Iscoe, who controls Ridgemount and RCWT, and now apparently Goldcare, deals with GOB.

GOB will now be dealing with a far more sophisticated counter party.”

Given that Iscoe/Ridgemount FS probably came up short on the $1.5 million second from the sale of the condo 4803, Iscoe now controls the assigned shares of Goldcare and CEL (for what they may be worth) and he will be the counter party with which GOB will have to deal.

As a former Associate in Leveraged Finance with Goldman Sachs in New York, I am sure that Iscoe has all the ts crossed and is dotted and will be much tougher counter party with which the dufuses will have to deal than was MECC.

DD does not think we have heard the last of this scam.

WOW! It gets curiouser and curiouser!

With MM now seemingly playing hardball, a few duffuses may not be able to sleep soundly at night for a while.

Why would iscoe fight a battle for Taylor Wessing London lawyers who should be under investigation for duplicity in a fraud.
Moscow will cut its losses if any and stay clear of the quagmire that is clare Cowan .

Novation of contracts requires gobs approval
    Why would they do that.
Cowan breached the contract first by not starting the waste study for more than a year after it was contractually obligated to.
The concurrent arguments would take years to sort out and would require the support of unpaid creditors.
    It’s dead !!!!!!

    What did 4803 sell for?

    Has it closed?

Her low rent apartment on Ellington (Eglinton?) avenue?.

    What a come-down from 50 Yorkville.

The come-down for the Ministers coming soon.

For those of you who noticed Publishing House’s error with the dates all I can say is that they called and told me that they are sorry and would not wish such agony on Bajans.

Apparently the Editor made a mistake while online with the printer and was thinking about the Third Book ” Criss Cross Stinkliar Decimal 007 % fraction”

I am having a problem with naming the book and would be appreciate of any suggestions for Book III

The Book Launch unfortunately has had to be rescheduled “until further notice” since the Editor says that the Book Covers seem to be causing great contention among the Demonaic Lying Party.

The editor stated that We Jonesing (of “the Childrun are is reading well”) was suggesting that the publishing of the Stupid Cartoons “has to stop” and that he proposed to come to the launch, instigate an incident by claiming that someone felt up his botsie, and “crack some heads and shoot some people”

I have been reliably informed that, even though we have rescheduled the book launch, he insists that the feeling up of his botsie incident should still go ahead as planned. Much to the pleasure of General Sexcrewtary Pigrim who exclaimed that he wanted to get to the bottom of the matter very quickly.

Condo was sold for $5.6*** million and she was to be out of it the end of this month ( this weekend)
However it is back on the market for $5.9** million as of May 16th very very strange.

Alvin….looks like you and Clare “Cahill Scam”Cowan are now neighbors on Eglinton, ya’ll have a lot of commiserating to do…

Tell her Castro is allowing small and medium size business to operate in Cuba, their economy will take of in jet plane style. …no 700 million dollar scams though, no big grèedy businesses, no bribing politicians, that would be instant lock up.

  59. Well Well & Consequences May 26, 2016 at 11:20 AM #

DD…lets hope the government minsters are sued individually and separately, let’s hope they signed private contracts with that crook Cowan, let’s hope Bjerkham and the other cockroaches also signed private thiefing contracts with her, then they can all live happily ever after in court.

Cowan actually never honored her end of the Cahill scam contract, it was a non-starter.

  60. Due Diligence May 26, 2016 at 11:31 AM #

    Strange indeed.

Maybe Ridgemount FS took it over under POS, and trying to recover his $1.5 million

IF NEGOTIATIONS are successful, the Barbados Light and Power’s (BL&P) wind farm project at Lamberts, St Lucy, could be up turning by year end. – See more at:

Some of u need a bush bathe so much obsession with Clare Cowan

  63. Redfactor101 May 26, 2016 at 3:09 PM #

I wonder if iscoe is the seller this time
??? Having secured it as settlement for his debt??
He pays the first mortgage of $4million and gets the rest of proceeds ???
ac the path to the truth lies ( no pun intended) with the Canadian scammer.
If there are incriminating contracts with all these assholes then Cowan should post them.

  64. Well Well & Consequences May 26, 2016 at 3:28 PM #

AC can go up to Canada and wash Clare Cowan’s underwear, that’s the only use she will have for AC…girl ya tired of pimping for politicians in Barbados, just get your ETA form and buy your ticket.

Typical idiot black, would know the likes of thiefing Clare hates their black asses, only want to suck their blood by stealing all their money for as long as she could, but AC the idiot is still trying to defend,

  65. Well Well & Consequences May 27, 2016 at 10:59 AM #

Lol…looks like AC left for Canada…….good job girl.
