Dear Minister Lowe

This letter is a plea from a citizen of Barbados for you to use the weight of your office to correct a dangerous situation in Clarkes Rd. Derricks, St. James where I reside.

The situation was callously and deliberately created by a wealthy foreign neighbour who positioned boulders in the middle and along an active watercourse which adjoins by boundary line, and to make the matter worse, backfilled the area to extend her yard and garden circa 2002-2003. By obstructing the natural watercourse it has caused some flooding in the area and damage to my home. With the passage of time the yard cum garden has morphed into a public thoroughfare and has served to accentuate the potential threat to the area.

Sir, the following are the names of government officials and departments I have interacted (pleaded) about this matter since circa 2002-2003, yet the dangerous situation remains:-

Drainage Unit Ministry of Transport and Works

Permanent Secretary Mr. Weekes Mr. Thornhill
Director Mr. Barrow Mr. Tudor
Mr. Dawe Mr. Patrick
Mr. Yearwood Mr. Lovell
Mr. Inniss Mr. Hurley
Mr.Morris

All of the above persons have in one form or the other ignored my pleas for redress of the threat posed by an obstructed watercourse which parallels my property over the years.

Minister Lowe, must Alden Blackman who lives below this watercourse for the past 34 years have to endure such wanton disregard of the law? The result which has created a dangerous situation which threatens the wellbeing of not only my family but the neighbouring homes as well? Why has the Drainage Unit under your charge and MTW officials ignored the plight of a poor black working class man? Why has the illegal action taken by a wealthy foreign woman been given priority over a born and bred Bajan?

Sir with respect, I am requesting your urgent attention to this dangerous development. I fear a re-enactment of the Carew Weston tragedy.

    I had a conversation with Mr. Thornhill Tuesday this week he don’t even know that M T W workers pave that road along and across the watercourse and I can also say whoever send the workers to pave the road , don’t know where it is ,

  • I am calling on the powers that be to do something with the unworthy staff at the Drainage Unit who are unprofessional and clumsy why has it taken Drainage Unit 12 + years to adjust and correct an active watercourse that they have the responsibility for ?

    I heard David Ellis summarizing a letter sent to the Director Drainage Unit by a person complaining about the time it is taking to address the dangerous watercourse in St.James I am particularly please that David Ellis has took the time of highlighting what the letter is saying , he did good , I am now pleading with him to take the next step of follow up as to the facts of the creation of the dangerous situation , and why after 12 + years the Drainage Unit has done nothing and the situation have worsen

    Since I am handing out “Thank You” to journalist , I have one for the lady at the Nation,that matters , the fact is , I offered it to her since June , but maybe she is looking for multiple sources , or she smell controversy, Thank to the fearless and forthright David / BU and David / vob

    The Drainage Unit and the BWA will have to be involved if there is a water main in the watercourse.

  • Commonsense suggest the BWA added to the problem at Clarkes Road and therefore a solution must include a collaboration between the two bit what do we know.

  • Pat Brayshaw need to give up or made to give up what the site plan outline, failing that ,the Drainage Unit must demand a step back from the center line , but that may never happen because for the last 12 + years it was right there looking at then and their keep overlooking , why because some if not all of the M T W and Drainage Unit Official who Blackman pleaded to are lacking in integrity, even with the authority to do the job, their were and still is paralyzed to take the just action, why

    The day before Arthurs Construction reach that watercourse with the pipe laying Mr. Blackman pleaded with Mr. Dawe and Mr. Yearwood to come and offered Mr. Arthur and Mr. Blades of B W A some form of directing, their would not come , the Drainage Unit had an opportunity to fix the watercourse when the pipes were being laid but Mr. Arthur saw the opportunity to bully me with his bias and disregarded my concerns proceeded by dropping the pipes in the deep place on my side that the rerouting of the flood water made and rise it 3ft higher he Arthur save money by not cutting a track but created a danger to cost Blackman money, he then told Blackman all he could do now was to ask the B W A to erect a wall , their unfair Blackman ,but God is just

    we truly appreciate the BU family, some correction to fix the danger pose must happen and soon , any person with an ounce of common sense should know if you build a road in the middle , along and across an active watercourse you will reroute the flood water , that why to this day we are still at a lost as to what former MP George Hutson thought he was doing ,( on a different note, and this is strange, I must also thank one of AC many nebulous posting ) it send Blackman and watchman in a direction, sorry Ac, not the court direction

    please prove your connections to the source by telling the BU who the DLP is going to run next election in St. James Central, it will give Blackman the heads up to move , I must ask is your promise like George Hutson who did not promised , but intended to drown Blackman in flood water , he can’t find Kerrie Symmonds to ask for help , last time Kerrie handed him a rotten rope to hold, AC , Blackman is not violent person, patient to a limit

  • The drainage problem was taken into considering when BWT did a full analysis before placing the piping , On review recommendations were given to provide adequate pipes for drainage for the entire area which also addressing the levels of ponding that might occur when there is torrential down pour ,results have shown that when ponding occurs because of the adequate drainage water levels drop significantly in a timely fashion
    ON the second issue that matter should be address to town and country planning.

    I must commend you, for allowing john public to show up the shortcomings of the persons in this country that have the authority but lacking the integrity to do right , BU have wide readership including the inactive civil servant of Barbados because of the precise way of posting, I know for a fact , on Monday Mr. Burke from M T W ask for photo Pic of the watercourse , Mr. Thornhill need photo pic to see the dangerous situation posed and Friday while at Drainage Unit an Official ask for photo pic and then said I must go and see this watercourse, these photo pic where only on BU, this watercourse has something more than a pose to a dangerous situation is that why Mr. George Hutson have video clips of this watercourse

    You right , Blackman case will cost the taxpayers, reading between the lines , if people pressured cause the Cahill demise what will be the status of his inheritance therein his aversion to the people of Barbados I agreed David but Blackman was pleading for 12+ years, 7 years to this DLP government , DLP or BLP = 6 or half a dozen , Kerrie Symmonds give Blackman a rotten rope when his party was in office , but now he don’t even have a rope, his secretary got every letter of correspondence to her email address for him and phone calls to confirmed , yet no support from the MP for St. James Central

  • IN any event to repair or reconstruct the area where you presumed that the flow of water would eventually cause serious or potential damagewould be of cost to the taxpayers This type of project constitutes major undertaking and funding for reconstruction and must be reviewed by civil engineers at cost if a decision is made for any necessary repairs,
    Moreover there still is no way to guarantee that in the event of torrential downpour the same result would not occur,

    After the Minister of the Environment and Drainage Unit told the Nation he had no knowledge, of the watercourse situation in St. James and could not respond, we were told to send correspondence to the Minister’s secretary email address, we did, and called to confirm it was received, we also resend to the PS in the Ministries of M T W and Drainage Unit and hand delivered the letter to the Director of Drainage Unit ,August 14,The Director made a Promised to visit the watercourse, it is yet to happen, August 10, a personal from
    M T W came, saw and agreed we have a dangerous situation and promised to bring the
    C T O of M T W to see , 3 weeks have pass since, these officials are taking a dangerous situation that have already effected a man life and turn it into a laugh, who will get the last laugh ?

    The M T W and Drainage Unit Officers allowed the creation and development of a road in the middle, along and across that watercourse making it a dangerous situation for Mr Blackman and a laughing matter for them and who it was intended for , but if any flooding happen again, look out for some form of collateral

    what is a good word ? It will take some years to find an antidote to counteract the poison snakes in the services, the fatted calf was supposed to have the antibodies for counteracting the Bees venoms but something went wrong , so the powers that be kill off about 5000 snakes from the bottom and left the top to create anxious tension in the pit

    Thanks for the concern , not getting that heavy rain in Clarkes Road yet , the flooding situation at Alexandra was always bad ,but made worst, due to the building of a highway above , the callous situation Mr. Blackman have in his backyard is a botch road in the middle,along and across a watercourse , the CTO at MTW is hoping to meet with the Town Planning assistant for the area to provide a positive way forward ,

    I ask your readers to forgive my abrupt comment. With Denis Lowe you will get absolutely nothing done about this dangerous issue. Pointing fingers at the various departments is the ideal and sure escape way of getting nothing done. Sorry Mr. Blackman and others, we are lost.
