The Facebook page Waste To Energy Plant has attracted 6157 members to date and is a source of valuable information for Bajans to educate themselves about plasma gasification technology and related matters. The Environmental Assessment study has not been made public as far as I am aware although it was promised by September 2014, this is where part of the focus of the discussion must be. When will a Town Hall meeting be held pursuant to TP requirements!

The WTE plant needs to undergo a full public CONSULTATION not an INFORMATION meeting aka Town Hall. When I talk about consultation, I mean that every single Barbadian should have access to ALL the town planning application documents and be given a fixed period to respond, if so inclined, in writing whether supporting or objecting. The town hall meeting could then be held since people would be better informed.

Again agree but you have to take context and history into consideration, it will never happen in Barbados unless people deliver a level of civil disobedience we have never seen in the past under B or D. The Town Halls if attended by a cross section of Barbadians who ask relevant questions supported by media and key stakeholders in civil society leaves some hope, a little.

Clare Cowen is being told what to do and what to say by the Bajan owners of Cahill Energy Barbados.

2. New Cruise Pier – $20M in fees
………and thank Darcy Boyce, and you know Cahill is a much ‘bigger’ project so expect that in the final analysis, the GOB will have to pay a lot more that the marina and the cruise pier combined.

Nothing to do with burning of imported rotten garbage into a coral atoll to generate electricity for a contracting economy and dying tourism industry.
It’s all about milking the silly cow called Taxpayer through professional and other fees until it drops dead.
What is the position with the Pierhead marina, the Sugar Point Cruise Terminal, the Four Seasons restart project, the CLICO Resuscitation? It’s all about fees not genuine projects. All milked of their remaining financial blood before being put out of their viability misery.
Same thing is planned for the WTE. Same thing for the Sugar Cane Industry Revitalization pie-in-the-sky imaginary con artist projects before the shit hits the fan.
Why can’t the Minister of Finance get the Performing Arts Centre earmarked for Brandons (and for which grant funding- free money from the Chinese- was secured since 2011) off the ground? Where is the ‘MoU’ with the Chinese Premier. Below is an extract from the MOF’s August 2011 Budget presentation:
“Finally on a recent State visit to China the Honourable Prime Minister in his very fruitful deliberations with Chinese Premier Wen Jiabao engaged the continued interest of Barbados in developing a dedicated home for the performing arts in Barbados. The government of China equally expressed its desire to see that such a facility could become a reality in Barbados in the very near future.
To this end, it would be remiss of me to let pass this opportunity to inform the country that following months of analysis and consultation, this government has decided to move ahead with the construction of a brand new multi-purpose state of the art Cultural and Performing Arts Centre.
It is expected that the Centre will be financed and constructed through a grant from the Government of the People’s Republic of China and it is proposed that it will be located, once the Town Planner approves, on the land at Spring Garden opposite the Brandon’s Beach facility in the constituency of St. Michael North West. Further details on that too will be revealed shortly.”
We can all assume this ‘soft-financing’ project (like the WTE) still awaits the approval of the Minister responsible for TCP matters.

When a member of the public came to the microphone to ask a question at the St.Thomas Church in July of 2014 and mentioned it being a Town Hall Meeting, Ms. Cowan interjected immediately and said that it was not but it was an “Open House” because the term Town Hall Meeting has some very specific legal implications.
I have good information that the EIA was actually completed at the time of the July 2014 meeting. The next step in the planning process is for it to be made available to the public for perusal prior to a Town Hall Meeting. Let us hope and pray that The Chief Town Planner will have the cajones to mandate that it be made available electronically for download and not just the usual unsatisfactory placement of hard copies at Town Planning, a Library and community centre.

I sat in at the meeting with the former Cahill project director Mr Kevin O’Donnell
Back in February before he was unceremoniously fired by the Cowan woman .
Kevin went through the requirements of the project specific EIA with us and was given a check list of what was needed to comply with the islands EIA requirements. We discussed everything from flair stacks to environmental grade oils. Floria and Fauna,emmisions controls storm water and water retention ponds,public consultations and even the summary reports written in non technical language for John public to read at library. Kevin was well aware of the environmental issues and clearly had a good understanding of international rules and guidelines.
Technip benelux were the EPC contractor cahil were using at the time and Kevin went through the steps his EPC FEED contractor had to go through in order to comply with the EIA project specific requirements which he fuel could take 6 to 9 months to get to where we were ready to issue a final ” decision ready” in his words report .
Nothing has happened since Mr O Donnell left the island .
When did hatch and pmx join the team of international experts and where are they in the commencement of the FEED work needed to get this project started???
This Cowan woman has no idea of what it takes to get a project of this sort going

OK! So a project specific EIA was completed since February 2015
Which agency commissioned it? Government, T&CP dept? Ministry of the Environment?
Or was it a homegrown EIA by the EPD?
Which Consultant firm did the study? Stantec?
What was the technical quality of the EIA?
How much would the retrofitting of the project to rectify the concerns of the EIA add to the cost of the project?
Did the EIA take the sensitivity of certain aspects of the economy, bedrock and the environmental health of Barbadians fully into consideration?
Is it possible that in February there could have been a realization, coming out of the EIA, that Cahill could not handle the project and that is why significant staff changes were made and Clare Cowan changed tack to selling the selling the Company rather than instituting the changes called for in the EIA?

The ‘investors’ have been driving away for the project almost en masse given the negative publicity, socially and politically. The asking price of US$60M for CED has also spooked the one and only potential ‘investor’ from mainland China.

Clare Cowan has also told certain professionals in Barbados that she is pursuing a ex parte injunctions in Barbados and United Kingdom against Philip Tempro and Jada to stop them from defaming her and her companies, Cahill Energy Limited and Cahill Energy Barbados Limited.
There is NO Cahill Energy EIA it was never started !!!!!!
To do an EIA one needs an engineering team and time .
Rule of thumb a minimum of 30 to 50% engineering done. ( more would be better)
Equipment selected,
plant layout agreed and locked in,
process requirements locked down
this usually takes in a plant like this ( by the way the Cowan woman calls it a factory that will tell you the level of knowledge she has in this field and the spin doctors are as clueless.) 6 to 9 months of serious engineering work
None of this is started .
The only thing Cahill has is a preliminary plant lay out which is in the lesked CIM
And was done by Otto Simon who are no longer working on this project

This is not a real project, never was…………its a fabrication, a clever deception. There are only two kinds of buyers for this Project/Company, (1) an unsuspecting buyer (Asian) or (2) The Government of Barbados.
Either one will do but the former is to be preferred cause its cleaner, easier and they have money when compared to the GOB.
Back to my original question.
If this government is forced by default to pay out Clare Cowan mainly because of its possible indiscretions in some Ministers signing binding legal agreements, would that be a significant enough trigger for FS to call an election before being ready to do so? Would it be significant enough for him to deem that waiting for the pensions for several of his MP’s must be a secondary consideration?

Perhaps you’re right and indeed the history of this government suggests that only a figurative earth shattering event will prise the MP’s away from their pensions at this time.

I think your genuine concerns and verbal attacks are out of focus and certainly misdirected at a person who is just a front or pawn to a con game. Was the person of your assault behind the Pierhead marina redesign project or the Sugar point cruise ship terminal? How about the Four seasons fiasco? How come that is no longer seen as the economic saviour of Barbados. Is it now replaced by the WTE? What’s next? The Hyatt Hotel? The sale of the Airport or Seaport to Middle-Eastern or Nigerian business men? Mass migration to Guyana, Suriname, Cuba or Ghana?
Check and see who are the real ‘Ministerial’ players behind the scene. Check and see who are their associates and minions working to screw taxpayers with all these grandiose projects that never seem to get off the ground far less bear fruit to sustain the Bajan economy.
