    Is the project DOA (Dead on Arrival)?

    I ask, because it seems to me that the leakage of the confidential, selectively explicit document above may make it quite difficult or impossible for the GoB side to proceed with it as planned and for CEB to be able to realistically sell their shares at anywhere near the price they expect.

    Indeed, based on the hinted declaration that Government and Opposition are both expected to be supportive of the project based on those parties stances re. the importance of Renewable Energy to the future of the country and the contrary reaction of the Opposition at this time, I expect that CEB or any new buyer of CEB will find it an impossible task to develop this project to implementation phase.

    Also, the Confidential document, by being quite deficient in the area of environmental concerns cannot have the support of a majority of Bajans of any stripes and the certain intrigue and likely infelicities involved in its development so far will only add to that likelihood.

    This document and the Cahill-GoB controversy appear to be just the beginning of possible major challenges for this government which might possibly result in an election being called long before 2018. A perfect storm of adverse circumstances could make that the only option available.

    They are in denial phase.

    The PG system has lots of benefits for large countries especially when built over volcanic soils. In those countries risk is minimal but in small Barbados the risks are astronomical especially when such a huge one is being proposed and only inveterate gamblers, or a government that has run out of options, would be prepared to take the risks involved.

    The best politic strategy is probably to proclaim the benefits of the process from the roof tops while ensuring that it goes no further. If they do otherwise and proceed with it the risks might include that of the principals being tried for treason by a future Government.

After first read I have a number of questions in my mind. e.g how much of the throughput can be reasonably supplied domestically? will this project require consumers to pay user fees, if so how much? Govt guarantees an IRR of 21% equating to roughly US$ 60 million per year. How does Govt plan to ensure this guarantee And finance shortfalls? The guarantee is valued at minimum US$ 1.8 Billion over the 30 year period. What are the environmental and physical risks? Will the electricity produced and sold cause a reduction or increase in domestic electricity rates? What are the implications for the project extracting its own water access and reserves. how much is this anticipated to remove from our national resource base? Does it not also highlight the fact that Cahill never had the experience or ability to carry out the project, nor any intention of doing so. Therefore, Cahill has chosen to sell CEB and use the funds generated by the sale to improve its project development business.”

With high internal rate of return (IRR), strong grass-root political support and attractive prospects for getting multilateral and development financing, this transaction allows the buyer to dramatically enhance the projectโ€™s value through improving construction and operation efficiency.”

  9. the blp misfits are so annoying. why as a people the blp party and leadership continue to use fear tactics to decry govt proposal, why ! why! why? where are your proposals to contain the high volume of garbage that the blp leadership and antagonist always condemn. tell the country where are your solutions to the daily problem of garbage .this constant bombardment to oppose rather than bring sound and applicable solutions to hard and pressing issues that deal with the environment can only go so far and take you so far along the road of opposing , the fact and truth of the matter is that people want solutions and giving none is not the correct method or formula to undertake matters that are crucial and critical to the development safety and protection of this country . Fear tactics that are meant to inhibit fear and dumb down a country and citizens into a false sense of security and hurt every one in the long interim run the high risk of overheating and at some point and time becoming volatile and explosive.The BLP tactics of fear are well known political apparatus used in the by gone era and were affected before the advent of technology .However do not be fooled by such empty noises which eventually would rebound and leaving you looking like cowardice hiding idly from your own fear,Those tactics like waste have been recycled many times over to the point of no return, lest we forget (that) the world is smaller because of the free access to information which avail itself to all and we are living in an modern era of advance education where no one is required to listen or agree to any one side of any story
    The question which most bajans would asked themselves first and foremost is whether or not the WTE plant would be a save costing project to their pockets,all the other technical stuff would be filtered and toss in the garbage waiting to be incinerated at the WTE plant.
    Therefore misfits and merchants of fear and doom beware of what you say and don;t expect much in return unless you have something worthwhile to offer the people of barbados in terms of cost savings.

All talk of ANY project details is MOOT, until someone can come up with a satisfactory explanation as to why a company listed on the Guernsey Registry as a financial management company is the one being portrayed as the expert company in implementing this project AND until it is explained why allegedly a Barbadian lawyer is a director of that Guernsey company into which Barbados is allegedly entering into a contract with for the said project.

    Why would a Barbadian lawyer be a director???? Except to represent the interests of a Barbadian shareholder / trust beneficiary???????

    And if so, who the heck is behind this company and that reeks of something, I don’t know what.

    If a Barbadian is a shareholder of that company or trust beneficiary, any monies paid to that company would effectively be paid to said Barbadian.

    I don’t know I am only asking, due to my limited intellect I cannot assess such things…but does this sound like an above board deal to those who understand such things?

    Only when the average citizen like me can get such answers, can people then talk of environmental impact studies (which should be done) etc.

    Maybe having read the CIM the phantom investors are all coming down together to a local auction house to bid on the contract as a piece of memorabilia on the stupidity of a government and the power of the free press

By the way, if the company listed on the Guernsey Registry is the one apparently in this arrangement, surely someone needs to ask the Guernsey authorities if this arrangement breaches the registration of the said company under the Guernsey license, which seems to list it as a financial services company?

    I guess the problem with the excerpts of the contract published is that we don’t know if they are from the final signed copy so we could be looking at draft clauses and not executed ones .
    That being said
    Looking at stantecs local involvement in the waste study which comenced back in February where are the results from that ??? Stantec haven’t been paid according to one source. If they haven’t been paid why haven’t they been paid and why just like any other business trans action haven’t they ceased work.
    My guess is all the companies involved have banked on this fraud woman signing up one of these investors long before now and securing their payments thus.

    Everyone in Barbados knows that our garbage problems needs a viable solution. What the people do not want is a corrupt, secretive deal that has the potential to cause us untold harm. Since Pimpy you want a solution here is one for you.

    The practice of Reducing, Reusing, and Recycling is a practical approach many countries have adopted as part of their strategy to deal with solid waste problems. The 3Rs as they are known, imposes taxes on manufacturers to reduce the amount of solids that impacts the life of a landfill, thus forcing companies and the public at large to reused many things their deem necessary in their lives thus allowing these reusables to follow a process of recycling. Some countries have even mandated that bio-รถrganic waste such as vegetable and fruit base matter be composted by individual households as a reduction strategy to reducing tonnages, (which inadvertently helps to cut down on odour emssions). or they are collected in specially coded bins provided by the municipal, for residences who are not in positions to compost due to space constraints. Oh yeah did I forget to say that the bins are provided for all households free but one must pay taxes towards the upkeep of this system? Oh yeah the relationship is reciprocal and somewhat symbiotic. There is dependcy on both entities to follow levels of compliance for it to work.

    Furthermore, they have special coloured coded bins for three types of glass (white, green and dark stained), another for collection of tin cans and one for paper and cardbox materials. The programm even has an educational component targetting the general population and is placed in the school curriculum so that the process of understanding separation is ingrained in the minds of the population from a very young age.

    So with the 3Rs Pimpy you know you will need to have industries in place for the Recycling part as well as a system for the waste that cannot undergo the 3Rs. The system used for the latter is called Incineration. The system for, Plastic, Paper (cardbox), Glass and Metal recycling is called the construction of plants for this proces.

    Think about it DLP Pimp, Barbados is small, so if the government undertakes to build these necessary recycling plants in accordance with waste outputs (statistical experts here not the manipulators of facts) they would be generating some serious employment for their people. They can even lease the operations to private sector entities to run as our maintenace track records are just downright pathetic.

    I am sure those two 700 million investments could support an intiative like this that would have immense returns. Oh I forgot a small incinerator can also generate electricity but not on the scale of Cahill of course and certainly not as dangerous as the emissions Cahill would be producing and certainly not at the astronomical operational costs as a Cahill Barbados.l The small incinterator is for purpose and not for big ridiculous plants that need to be fed garbage constantly resulting in little Barbados having to import garbage (what a hold load of shite thinking) And certainly not for deals where millions can be easily hidden and channeled in secrecy to the pockets of the back sratchers. In other words, we would need a cost effective simple incinerator to get rid of certain undesirables that cannot be 3Rs.

    Pimpy the system works in nearly all major developed countries. And yes some develope countries have been looking for alternatives as well but still sticking with the 3Rs. What you think my Pimpy stick nose in lap lap dog. Can it work or not?

    How do you upload a picture on this blog. I wouldl like to show the colour coded bins and the type of smaller house receptables and plastic bags used for collection plastics. I did not mention anything about batteries and or special wastes because it is a commonsense thing that the municipal would make information available regular on collection days for these special wastes or where householders can take them.

    The collections bins that are placed in air marked locations with suitable accomodating structures to faciliate vehicular drop off etc are made of a special hard polymer something like viber glass but not viber glass. The material is very sturdy but yet light enough for lifting equipment. It is also durable and suited to all four seasons. So the state do not have to replace too regular. They have operational life expectancy of 100 years pending you do not deliberately damage them. So my PIMP DLP lap dog. Is this a solution or you will you engage in more shite talk.

    If from what I read in the official GOB info, commenters info etc., Barbados generates an untold amount of TRASH, A suggestion would be to use this cleaned TRASH as landfill around the Barbados coastline to expand the useable Barbados land footprint.

    I view this suggestion just as VIABLE or STUPID as the proposed WASTE to Energy Plant.

  27. Bringing in other countries waste to process is not a good idea. Environmental concerns ! Mexico and many poor nations have become dumping grounds for overproducing industrial nations toxic waste. Even with the promise of toxic control measures, toxic chemicals and products always find their way into the environment. My question is if the PEOPLE are against this, then why is it happening? In this small country, I thought the people had more power to make the government do what the majority of the people want. Maybe the people wrongfully think they are powerless.

    Here is a link showing you plastic bottle collector. These are designs spefically for companies who manufacture specific water plastic bottles. They also can be calibrated to receive other plastic bottles as well.They are found in supermarkets and automatically generates a payment receipt that can used to purchase items in the supermarket or other chains.

    A couple of observations:
    1. The Minister was shown in the news the other day with a new recycling collection truck. What is the point of spending money on that when SBRC already separates everything. Even more stupidly, what is the point of separately collecting recyclable plastic etc., when it will all go into the Cahill plant and get burned?
    2. Even if the Cahill plant does save money for the country (not accepted, by the way because of the Government expenditure which is outside the financial calculations), how do we know that there was not another company out there which would have provided the same plant for half the price? Tenders in competition are a really good way to find out this sort of information. Why did we not have one?
    3. Cahill’s cost for processing waste is $30 per tonne (unclear whether this is US$ or BDS$ – who wrote this report?). We have just been through months of commotion about the BDS$25/tonne tipping charge at SBRC. If the cost of taking waste to Cahill is going to be BDS$30 or BDS$60/tonne will haulers and members of the public have to pay this directly, or as with SBRC, will the Government subsidise the cost again and recover it through land tax?

    Guess that explains no competitive bids

    DD wonders how many other jurisdictions said thanks but no thanks.

    Forum on Solid Waste Tax clears the air

    THE air was cleared as to whether the Government of Barbados was impos- ing the Municipal Solid-Waste Tax to fund the construction of a new US$300 mil- lion Waste-to-Energy plant at Vaucluse, St. Thomas. The answer is โ€œnoโ€ and according to Cahill Energy, the firm that will build and operate that plant, it has no inten- tion either to run any other recycler out of business.

    Still, Cahill will have to climb a mountain of scrutiny and uncertainty among the Barbadian population, as was evidenced by many of the questions raised during an โ€œOpen Houseโ€ forum held at the St. Thomas Parish Church on Thursday evening. Disappointingly, at least in the opinion of those who attended, there was no Government official present to speak on be- half of the State and bring any further clarity on the mega-project which is slated to reduce Governmentโ€™s energy bill significantly.

    However, persons, from residents in the sur- rounding area of the pro- posed plant, to environment protection activists and energy engineers were able to freely inter- act with the executive of Cahill and its partners Westinghouse Plasma Corporation and Otto Simon Limited.

    They said that their major concerns stemmed from a perceived lack of transparency on the part of both Government and the Cahill, as the Waste- to-energy project contin- ues to unfold. It did not help that on several oc- casions, Cahill CEO Clare Cowan, as well as Cahillโ€™s legal representative Dominic FitzPatrick, kept refer- ring to the fact that the terms of its contracts with Government were confidential and the company could not there- fore disclose certain information.

    Other concerns sur- rounded how environ- mentally safe the tech- nology โ€“ not currently known to Barbados โ€“ was going to be, the effect of Cahillโ€™s business on others recyclers in the industry, notably Bโ€™s Recycling, and the veracity of Cahillโ€™s claims of being able to sustainably produce and sell energy to Government at a cost more attractive that other offers by energy suppliers, using only locally sourced waste.

    Despite skepticism, Cahillโ€™s CEO reaffirmed that the deal struck between Government and the energy company was to produce energy below the current price being paid by Government. โ€œ[We can do this because] we are not susceptible to the highs and lows of the costs of heavy fuel oil, weโ€™ve got energy security, weโ€™ve got the waste here, something happening in Iraq is not going to effect us tomorrowโ€ said Cohan, adding that the deal happened because what Cahill had to offer was very โ€œworthwhileโ€ to Government. โ€œAnd if we put the $300 million in upfront and wait five years… then we will be able to get the return on investment, and we make a margin in between what it costs us to make the energy and what we sell it to the Governmentโ€, was how she later explained the business model the energy company was using.

    Cowan did clarify that the initiative was completely private and being funded by Cahillโ€™s investors. Government, she assured, was footing none of the cost to build the estimated US $300 million plant, and any risk incurred would be full absorbed by the company. The Cahill team estimated that 75 per cent of that money would be spent within Barbados as labour and material, which could be sourced locally, would be given priority. The other 25 per cent would be attributed largely to specialised equipment which would need to be outsourced.

    Cohan also disclosed that Cahill approached the Government of Barbados to build the plant here after conducting several assessments within the region. The decision to be based here was determined by the high energy insecurity of the country. Cowan said that the company had been searching for an ideal location for five years and that the plant was proposed to be up and running by the first half of 2016.

    The company also voiced plans on what it intended to do to ensure that it fulfilled its duty as a Corporate citizen of Barbados. (RS)

Too many foreign investers believe the Caribbean Natives as how they like to refers to us lack the ability to analyze and uncover fluff, Unfortunately too many of our politicians loose their heads on attaining office and become arrogant. Imagine B`s Recycling is on the brink of closure and has gotten not one cent in support for any Government of Barbados. We are our own worst enemy as black Barbadians.

  34. The Future Centre Trust did a study which showed as much as 80% of municipal waste in Barbados is recyclable. B`s collecting from a topsy to styrofoam containers and SBRC collecting construction waste as well as Green Waste, the country was well on its way to a sustainable recycling industry. Perhaps, he is too black.

    B`s Recycling has a purpose built multimillion dollar piece of equipment sitting on grass,never used which is to shred tires for tire crumb to be used in road construction and to extract bio-diesel from the tires.

    The Biomass Waste To Energy Plant would have taken care of the other waste except hospital waste. Cahill is just a money grab from docile humble and grumble bajans. However, the tide may be turning and this may just be the catlyst needed for the country to tell the two political parties where to get off with poor governance.

    Exactly. Cahill Energy Ltd appears to be a Shell company formed recently in Guernsey, with one Director being a Barbadian lawyer.

    That is from the Guernsey Registry DIRECTLY!!!! As was posted on another part of this blog.

    Barbadian lawyers represent…Barbadian clients.

    Who is the Barbadian client that the lawyer is representing? If a Barbadian owns part of Cahill Energy or all, what the heck?

    Without further explanation, this reeks.

    Why are people even discussing alleged ‘particulars’ when the whole structure is in question???

    Now that we know who the Directors are, this needs more investigation including who owns the shares and / or trust beneficiaries, if a trust?

    The PM should call his Ministers into question and ask the relevant bodies to investigate.

    This is THAT big.

    We as citizens need to keep the pressure on and ascertain for ourselves as to who are the real principals behind Cahill Energy Limited.

    Lol… you fall for thinking that a website addresses all?? Are those two even the same company?

    The important thing is the contract and the principals behind the contract.

    And the Barbados Cahill contract is allegedly with Cahill Energy Limited, a Guernsey financial services company. PER THE GUERNSEY COMPANY REGISTRY!

    Do not take everything at face value.

    Surprised, as a mature person, you should know better.

    In fact, do not take internet notations on it, call the headquarters of Cahill Group in Canada and ask if Cahill Energy Barbados is a subsidiary.

    Then report back.

    If they are report back and tell us.

    If they are not, report back and tell us, AND ask to speak to the group’s legal department and ask if a company using the Cahill name with representations to be an energy company is acceptable.

    I not very bright so the fact that there is no mention of Barbados on the Cahill Group website confuse me.

    I even more confuse when de onliest project on the Cahill Energy website is the proposed Barbados WTE plant.

  45. 3 weeks since the promise of investors to the island
    Either they came and went without the Cowan woman’s usual “we’re here on the island look what a wonderful thing we are doing for the people of Barbados ” or they didn’t come as promised and yet another promise is broken.
    My guess is the latter.
    The government is not helping by it non responsiveness to the mess this woman has single handedly brought to our island.

    Wrong! She didn’t do it singlehandedly. She had willing collaborators. The Ministers that signed, The Jada group that went along with the plot, The lawyers who facilitated it (I wonder who was the lawyer that apparently got 700K for vetting the unbalanced MoU).

    The non responsiveness of Government is probably because they recognize that they are complicit and are using the Freundel patented strategy of saying nothing and it will all go away.

    They might be right once again if “this woman” fails to get investors.
