The recently implemented Municipal Solid Waste Tax will be a burden on most Barbadians because it will only affect a percentage of the population, mainly the middle class. It is true that when a government needs money to effectively run a country that they increase taxes, but this would be done across the board so that everybody would be tax and not just a few. We all know that Barbados is not a manufacturing country and depends solely on a fragile tourism and sugar industry to earn foreign exchange. The only other method to raise money to run the country and pay it’s multitude of foreign loans is to increase an already over burden tax society is to implement more taxes. Since all countries implement new taxes from time to time, it is expected by society that at some time their taxes will increase, but it is the manner in which it is done. In most countries, the government would go to public with a referendum or sensitize them regarding their intended plans to raise money through increasing or implementing a new tax. In Barbados case, the current government did neither of the two. The strategy used by the government is one of a dictatorial or strong arm method of imposing this new tax and which would not have gone down well in other countries. In some countries the public would be openly voicing their opinion through picketing, petitions to the government or marching to show their disapproval, especially regarding the manner in which it was done. What has happened to democracy in Barbados in recent years? Barbadians need to stand up for their rights and stop grumbling for nine days and sweeping things under the carpet and speak out, demonstrate, picket, bombard the press and boycott when their rights are being infringe on.

If the government had come to the people and stated beforehand that they have to raise the taxes or implement a new tax, the public outcry or backlash would not be as great, since the majority of the public understands that from time to time governments would have to increase or raise new taxes. In this case, this tax is an unfair tax since Barbados does not have a Waste Treatment Plant and the general public already pays taxes for the collection of their garbage.

Also, every occupied house has a well, a grease trap and in some cases a septic tank on its property which from time to time the occupant has to pay an independent contractor to draw off when it becomes over filled. I could understand if this tax was implemented for those on the South Coast who are connected to the sewerage system. Since Barbados does not have a Solid waste plant in place and this was discuss and implemented in Parliament two years ago, why is it that the government is now all of a sudden dropping this tax on the people  like the way the bomb was dropped on Hiroshima? The government had plenty of time to sensitize the public regarding their plans to introduce this tax, or is it because the economy is so bad and that they are doing it as part of the reconstruction of the economy and to raise finances to help pay for its multitude of foreign debts that are either overdue or about to become due?

Since this tax does not affect the entire society, I would like to know who is paying the taxes for those tenants who are living in government houses areas free of cost and the upscale government houses which use as much or more garbage than the average household. What the government should have done was to introduce across the board a 0.1 % tax on every working individual salary so that everybody would be paying the tax. This would not have been too burdensome on the tax payer and in cases where there are multiple workers in a household, means that they would be paying more and it would balance back out evenly. If a person had to pay on a site value of $200.000.00 a 0.1 % tax, they would only have to pay $200.00 for the year by the number of people working in that house hold. Soon Barbados will become one of the most expensive places in the world to live because of its tax structure, which in turn will be a deterrent for returning nationals or others who might want to consider living here. The government cannot continue to raise taxes as a quick fix every time they need to raise money to bail out the country for one reason or another. The government needs to find new ways of raising funds and one of the main ways especially if it wants to save a fragile tourism industry from going under is to have two or three casinos, which should have been done years ago. The government has to bite the bullet with regards to the casinos, since a small selected few already control a plethora of one arm bandits on the island which they do not benefit from other than from a license fee. There are lots of other ways that the government can create jobs and in many cases save a lot of wasteful expenditure, however, I will leave that to the technocrats and experts to figure out since they are the ones being paid huge salaries and fees to run the country affectively.

    That’s how Minister of Finance Chris Sinckler is viewing widespread public calls to refund or waive the controversial Municipal Solid Waste Tax on the site value of properties that generate waste in Barbados.

    Sinckler told Barbados TODAY this afternoon that Government had no intention of reviewing the tax at this stage.

    He also said calls by former Prime Minister Owen Arthur for relief on behalf of his constituents in St Peter, which have been echoed by other Barbados Laour Party MPs, was not as straight forward as they may seem.

    Sinckler explained that for individuals to be considered for refunds or remittances, they must be paying the tax in the first place.

    He said that Arthur was misleading the people and he warned that persons waiting for relief in such circumstances and missed their deadline to pay, would suffer penalties.

    He however acknowledged that under Section 5 of the Municipal Solid Waste Tax Act, the Minister of Finance could grant reprieve.

    “If the minister is satisfied on grounds of undue hardship or for any other reason that it would be just and equitable to do so, he may remit or refund the whole or any part of the tax imposed under this Act, including any penalties thereon, payable or paid by any person,” the law states.

    However, the Minister of Finance pointed out that the law did not make provision for waivers of the tax, amidst pleas from the Dairy and Beef Producers Association for its members to be exempted.

    Sinckler also responded to threats by some persons to take him to court to get relief from the tax.

    “The legislation is clear. It says that the minister may, it didn’t say I shall [give relief]. The court can’t make its own law and say I have to give [somebody] relief, because it’s may. It’s just a circus they are trying to create. I analyse, and do an analysis . . . and then I make a decision, based on what the advice is [coming] from the technical people,” he insisted.

    Commenting on reports that the Opposition was preparing to send letters to him on the matter, the Minister of Finance said: “If they are all over the place giving the impression that if they write a letter to me that I have to automatically do it [that is not the case].

    “. . . they have to show the hardship, you pay and then you ask for it,” he said.

    He suggested that there was another story behind the solid waste tax.

    “People have to know that it is because of the failing of the last administration that we are in the position that we are in now. But we have to do this [impose the tax]. It’s either you’re going to tax it on land, or put it on food. Either way it has to be done.

    “And if you do it on imported stuff, it can’t be on imported stuff only, it has to be done on all production in Barbados,” declared Sinckler.

    He blamed then prime minister Arthur for imposing an environmental levy which he said the current government was forced to remove because of challenges faced with CARICOM and the World Trade Organisation.

    He warned:“If we do it that way again, straight to the CCJ [Caribbean Court of Justice], and the CCJ rightfully will say, ‘it is a tax against CARICOM imports into Barbados, remove it’.”

    Sinckler argued strongly in defence of the tax was on land saying “if you have to pay [businessman] Bizzy Williams $30 million to treat garbage to reduce the volume of the garbage going to the Belle . . . there is nothing else.

    “They ain’t no other landfill in Barbados. So if you don’t do waste to energy, and if you don’t extend the life, as it is, of the current cell, we have to take [millions of dollars] to get done. If we don’t do that, Barbados will have a problem where we have no place to put garbage,” he stressed.

    Sinckler said everybody want their garbage collected, but many do not know that it is a nightmare now for the Sanitation Service Authority.

    He said Barbados was now $70 million out as a result of “Mount Stinkeroo” which was extended to its final cell that cost more than $30 million.

    “That’s $100 million that we spent already and then you have turn around now and pay $30 million a year to treat the garbage to reduce the volume so you can extend the life of the landfill, and nobody wants to pay for it,” he said.

    So finally, we now know why there is a moneygrab to tax the taxpayer’s…….these black leaders started by never using their brains only their potential for corruption, now the taxpayer’s will feel the brunt of their disorganization…despite what Sinckler is rah rahing about, both DLP/BLP are to be blamed for this, six years is a damn long time to only now realize the gravity of the situation, what the DLP is projecting is if not for the IMF the DLP would probably need another 7-8 years to figure out how much literal shit the country has been allowed to slide in by it’s black leaders….steupss.

    A very close friend of mine met Chris Sinckler at a recent event. He said to Mr. Sinckler things very brown in the island and that the whole of Barbados is angry with him. Mr Sinckler’s response was, “does it look to you like I losing sleep.” If only my good friend had recorded what he said that evening. So MR. SInckler is not losing sleep and obvious do not give a rats ass who is losing.

Wasn’t he one of Jeff Broome’s main accusers at the inquiry. As the old people say the higher the monkey climb….

    Bobby look in strife he should sit down in the shade have a glass of water with the help of a nurse. Bobby the revolution is over chap, time to face reality. There were more people watching the boring world cup match in my little tinee poo sports bar in Suttle Street than in the march. All the beers and rum sold out. What that tell you about how people feel about Bobby and the socialists marching.

  13. I attended the march this morning, decided to put my feet where my fingers do the talking.

    I was surprised at the route …….it took us down Fontabelle right unto a street (dont know the name) that brought us back on to Tudor Street. The residents on that street run their water into the drains and it was so smelly. The drains were green with moss and I am sure this is a breeding ground for mosquitoes. Oh how I wish people would treat the environment better.

    That aside, I was alarmed that on Tudor Street there were task force men out in force with big guns in their hands…..what was that all about? The marchers were very controlled in their protest and followed the guidance of the police along the route. Look I am mad as hell with this government, these police were sent armed to the teeth for a purpose!

    Mr PDC got to me. As people were marching and he began shouting….I dont want any BLPites infiltrating ……………..I shouted at him to shut up………..who the hell he think he is to decide who should march or who should not. Without Bees there this morning, the numbers would have been smaller. He is a right nuisance.

    Meanwhile back at Independence Square, Bobby was thanking the people for coming out, next David Commissong began with his stupid rant about we need a government of national unity…………I left at that point. He very well know that that is not in our constitution and cant happen ’bout here. I will go again, I was among people who understand the issues and that people cannot afford to pay anymore taxes.

  17. Prodigal was it you who borrowed one of my placards?? LOLL The crowd was about double to three times the size of the first march. It was good that we stopped in front of parliament buildings and shouted “Solid waste is in Parliament” ! We need to do that when the house is in meeting. The route was changed but that didn’t bother me because a wider population got to see and hear us. Bajans who stayed at home probably do not own land nor house so they will have to pay the high rent when the landlord gives it to them. I thought the police presence was not as heavy in the beginning but at the end there were the SSS in their all navy and guns standing by. The protestors were very well behaved and I commend them for that. So that tiny man was PDC??? LOLL He was the only one shouting his thing about the BLP. I just ignored him. I will march again.

    People run their water into the drains because for hundreds of years those who have governed Barbados, those who have collected and spent the taxes white men, black men and women, DLP, BLP, and other have treated poor people with contempt.

    People run their water in the drains because they have no other place to run their water…because too little of taxes collected g to serve the needs of poor people. Use the taxes collected to provide proper drainage systems for all Barbadians and they we on’t run our water into the drains, and then we won’t breed mosquitoes and create health hazards for others.

    Some of our tax money is used to pay Ronald Jones, to pay the police, and to provide uniforms for the police and to buy guns and bullets for them to shoot us.

    WE PAY the men with the big guns and WE PAY Ronald Jones…and Ronald Jones and the big gunmen are willing to use our money to buy guns and bullets with which to shoot us.

So what I am gathering from the article posted above from Barbados Today quoting the Stinkliar……………….he is saying that we have no choice but to pay this unreasonable tax otherwise penalties would be imposed and that he alone has the right to issue waivers…………………..and from the arrogance he exuded…….it does not look as if any waivers will be granted, right?

    All I have to tell you Mr Stinkliar, one day coming soon, you will not have the power you flaunt now. Your time will time.

    My question for Mr Arrogance is:

    Why was there no consideration for the tax to be calculated as the land tax……..that is, say at least the first $50,000 to be exempted. That would at least had eased a lot of the poorest people! And……upon collection of these taxes, when can we expect to see a change in the garbage collection!

    This is a tax to raise funds for waste treatment. As such why is that ONLY home owners have to pay this tax, since everybody produces waste. Wouldn’t it be fairer and more practical to put a tax on salaries? In that way you also protect the more vulnerable in the society.

    Again, I expressed my democratic rights and marched against injustice. I have one fundamental question…..Why out of 10 people, 8 of them are vocal with the imposition of the tax, yet these people don’t have the guts to walk. Are these people afraid of political retaliation? Prodigal, you are correct regarding gun toting Task Force. Behind the police headquarters, these men were parked with officers on the outside, I must say that some of them were in fact talking to some of the marchers. This tax is affecting everybody, even the men in blue.
    The Task Force vehicle passed us on Broad Street and parked above Parliament and again parked from our starting point in Independence square.

What some of us are trying to wrap our heads around is that for the 5 previous years the DLP leadership swore to Bajans that the economy was strong, no problemo, all was well, that Standard & Poors, Moodys and IMF were lying that the Barbados economy was/is tanking….so, anyone with commonsense would think that they were lying/did lie/ are still lying before and after the last elections when they said it’s all the fault of the BLP that the economy is/was in bad shape…….see, can’t have it both ways,all the lies finally came to light.

    The DLP found 2.8-9 billion in reserves in 2008, lied to the electorate that the economy was doing GREAT under their watch 3-4 years later, and lied some more on the BLP when they realized that none of them knew the first damn thing about managing an economy, so which is it, was the economy really great in the first 5 years of DLP leadership, and if it was, how the hell can you blame BLP if the economy stinks now in 2014…..i for one am glad they make themselves look stupid on a daily basis…..steupss.

    Yeah, that skinny little guy PDC just seems to keep muddling things.

Prominent people marched for their rights and you talking “bunch of political territorial extremist” Is that the reason why the army trucks appeared last time and Task Force armed whilst people with placards walking to express themselves. Are taxpayers under seized? I asked after the first match…Where are the people that were sent home? Where was Owen?

    There is the 25K for individuals, 1K per child, 3k for a spouse not working, 10k for home improvement etc.

    A few weeks back I believe I mentioned the intention of the IMF to remove those tax concessions that benefit the pseudo middleclass. Let the PM deny it or refuse to talk about it as much as he likes. We already know his word and promises are as bankable as Leroy Parris’s cheque or the MoF’s ability to tell the truth.

    The next income tax year might very well see the abolition of all tax concessions that benefit that artificially created class of parasites on the State apparatus.
    The only tax concessions available to personal income tax payers would be the basic allowance, deferred income and savings arrangements like RRSP and possibly registered educational financing plans (REFP). And, of course, the political class will always look out for itself by retaining subscriptions to political parties by parliamentarians to be an allowable deduction.

    What’s it all about , you asked? I was at St Ann’s Fort in December 1966, when the Regiment’s Riot Squad returned from Independence Square the night after the aborted Supremes concert. Still echoing in my ear is the statement made by one soldier, a part timer then ,mind you, ” Man I went down there with six bullets and came back with 6 bullets, damn!”
    And if the task force ever need back up, they can always turn to the Clay Pigeon Militia.

    So if my nephew Shakeil or my neice Shakira benefitted from a good education provided by the taxpayers of Barbados and he or she is now working 16 hour shifts at the QEH (without overtime payments) explain to me how he or she can be regarded as “parasites on the State apparatus.”

    Who do you want to give you anesthesia when you need surgery? An economist from the IMF? A Cabinet Minister? or do you think that all Bajans have enough money that we can all fly to Miami for our medical needs.

    So if my nephew Marlon or my niece Anesha benefitted from a good education provided by the taxpayers of Barbados and he or she is now teaching at Bajan elementary and secondary schools explain to me how he or she can be regarded as “parasites on the State apparatus.”

    Who do you want to teach Bajan 4 to 18 year olds? An economist from the IMF? A Cabinet Minister? or do you think that all Bajans have enough money to send their children to British boarding schools?


  48. And if my son spends all day in the hot sun and some nights as picking up garbage from homes, hotels, and public places explain to me how he or she can be regarded as “parasites on the State apparatus.”

    Do you think that rich white stock brokers New York City will come to Barbados and pick up our garbage for $6 USD per hour?

    Or maybe we shouldn’t bother with garbage collection. Maybe we are too poor to afford to garbage collectors$13.00 BDS per hour?


  49. We the tax payers pay the State apparatus.

    We pay the IMF.

    We pay Moodys etc.

    They do not pay us.

    Look again and tell me who are the parasites.


  50. And for those who begrudge Bajan parents the $1,000 tax deduction for child rearing expenses, may I remind you that rePRODUCTION IS WORK.

    Somebody has to bear and rear the next generation of Bajans. We cannot offshore that task to people in Geneva, or London or New York. They will not do it for us.

    Young Bajan women are doing the reproductive WORK. They DESERVE the $1,000 tax deduction. In fact it should be $5,000 per child.

    Who tells any government anywhere that they can juck their hands in people’s money even before the people buy groceries for their own children?

    We have to feed our children first.

    We have to shelter our children first.

    We owe our children.

    REPRODUCTION IS VALUABLE WORK.
