More private sector groups add raised voices to imposition of Muni Tax

Dear Mr Minister,

Did you really sit down and think out how this Municipal  Solid Waste Tax was going to affect the citizens and residents of this country? Did you really? First you came up with a figure of 0.7% and was adamant it was 0.7% even when Donville stated that that figured doesn’t sound right and should be reviewed.

We heard by the wayside that it was reduced to 0.3%. YOU NEVER came to us to tell us publicly  that it had been reviewed. Then you came on Brasstacks Sunday to talk and answer questions from the public about this tax. You with you arrogant attitude telling people that even if they cannot afford to pay they must pay it and then apply for a rebate or refund and it will be up to YOU to approve it. You further went on to state that you said MAY and not WILL approve refunds. What the France you take us for???

How do you expect someone who has a pension  to find that money when they can’t even find money to pay for their utilities and food. How do you expect  people who have struggled to get a house, paying a mortgage, sending their children to school/university, facing lay offs or have been, trying to find  money to pay for utilities and food find this extra money? How the hell do you expect the Hotels and businesses struggling with low occupancy, fewer customers to find this money to pay this tax?

We have you and your government threatening people to pay by the end of the month or face penalties.  Some haven’t seen their bills as yet or have just received them. What kind of Brass Bowls are you all? You all are trying to implement strong arm tactics on the population who are land owners, threatening not to supply Land Tax certificates if this tax is not paid. What type of Tax is this  again? For solid waste? Then what does it have to do with the Land Tax?? Yet it is based on the site value of land  we own?

You with your arrogant attitude are telling us that the tax will NOT be reviewed. Donville has asked that the tax be reviewed after hearing from businesses and people that the tax was not properly thought out and unfair.  Yet you adamantly stated that the tax will NOT be reviewed. What kind of human being are you? Will you help buy uniforms and school supplies for the children whose parents won’t have any EXTRA money after paying this tax? Will you help buy food and pay utilities for the pensioners who don’t have this EXTRA money put aside?  Will you help the farmers by paying this tax for them enabling them to grow food to feed your government and the people of this island? Mr Minister,  you really haven’t given any thought on the effect of this tax and it is evident that you and your colleagues have lost the ability to think and listen!

I am sorry Mr Minister I cannot see the Emperor’s new clothes.

    I listened to Barbados Today’s interview of Sinckler three (3) times. Could you tell me exactly at what point during the interview where Sinckler mentioned that tax policies of the BLP were responsible for the economic situation Barbados now finds itself in? Can you tell me which policies were exposed by the IMF?

    The “give backs” you are actually referring to are tax allowances and have been introduced by both political parties. For example, Sinckler delivered the Financial Statements and Budgetary Proposals of the government of Barbados on June 26, 2012. The following are highlights of measures in the budget affecting Individuals:

    “Income Tax Rates/Thresholds: A change to tax brackets with an increase in the income tax threshold (effective August 1, 2012) from $24,200 to $35,000, and a decrease in the effective tax rate applied thereto from 20 percent to 17.5 percent.2 Those taxpayers earning more than $35,000 will pay 17.5 percent on the first $35,000 of taxable income and continue to pay a 35 percent rate on income above that. Note the personal allowance remains at $25,000.”
    “Credit for Preventative Health Care: Tax credit of up to $750, to be claimed in the individual income tax return, for the cost of a comprehensive annual medical examination for taxpayers 40 years and over.”

    If you look at the 2006 income tax policy, the basic rate of income tax was 20% on the first $24,200 of taxable income and the higher rate of 30% was applied to taxable income in excess of $24,200. In 2012, the DLP decreased the 20% to 17.5% and increased the basic taxable income to $35,000.

    Obviously, you have no knowledge or understanding of income tax policies, which were enacted by both DLP and BLP administrations over the years. Therefore, it is erroneous of you to suggest that one administration was responsible for all policies.


  3. Let us talk about DLP “voodoo economics” in respect of the reverse tax credit.

    Recall this was introduced by the BLP and in the initial stages it was $500, increasing to $800 a few years later. However, at the height of an economic recession, the DLP increased the reverse tax credit from $800 to $1,300, with effect from income year 2008.
    I’m sure you must agree that this was a policy, which in your own words, “have all but were guarantee to devastate in harsh economic times…”
    As a result, many people experienced difficulties in receiving their tax credits, with some individuals not receiving returns for 2010, 2011 and 2012.

    I refer you to the Income Tax (Amendment) (No.2) Act, 2013. Amendment of section 65D of Cap. 73, which reduces the reverse tax credit from $1,300 to $650 from income year 2013.

  5. no i don’t have no knoweldege ..all ac knows past govts and the blp the longest gave away much more than was reasonably possible to keep govt sustainable. and providing necessary and needed functions,,… i am not a tax expert ,.but according to what he said the tax system was so poorly formed that it gave every tom dick and harry an advantage to collect as many times over by use of loop holes ,,,,as an example he cited the cumulative effect of the total income of all barbadian households and the tax refunds given against the scope of what revenue the govt collected which was disproportionate …. i meaning this kind of of a tax system is unheard of in the richest countries ,,like america who has all that is necessary to drive their economy…so how can one expect to appreciate that kind of maddening economics riddled with flaws and mistakes that have no place in small developing countries with a one sector driven industry,,,,unpalatable,,,

    Sinckler did not identify any loop holes, but him saying the tax system allowed for persons to “collect as many times over by the use of loop holes” is not true. When an individual files an income tax return, he/she is only allowed to claim allowances as specified by law according to the income tax act, and these allowances are clearly identified on the income tax return. As such, no individual can make multiple claims, and for Sinckler to say this, suggests he has no confidence in the officers at Inland Revenue and is essentially accused them of assisting in fraud.

    In respect of him citing “as an example he cited the cumulative effect of the total income of all Barbadian households and the tax refunds given against the scope of what revenue the govt collected which was disproportionate” is a generalization. It would be erroneous to include the total income of all households in the tax net, when it must be taken into consideration, those persons who work, as it is now, under $35,000 per annum. Then there are those whose accumulative personal allowances would either exempt them from paying taxes or entitle them for a refund.

    Additionally, since you have admitted that you are not familiar with taxes or the taxation policies of Barbados and by extension, other jurisdictions, you cannot make a definitive statement i.e. “i meaning this kind of a tax system is unheard of in the richest countries ,,like america who has all that is necessary to drive their economy”. This statement is not true.

    Perhaps you should read the income tax act and the various amendments to better understand the system, as well as the tax policies of other countries. But you seem to take everything DLP politicians say as gospel. Also, it is useless trying to have a rational discussion with you, especially in an environment where your thinking is skewed in one particular direction.


  8. I believe ac likes to rile people. Please do not let him/her do that to us. Anything to detract from the truth is right up his/her alley. Unfortunately, the time has come for us as a people to do our own independent thinking and see what is ahead of us, it’s not looking good. The reason for us to stand up is against the taxes that has been creeping in and who is to say that another one is not going to be around the corner, what are we to do? Please do not allow this good country which was built by forward thinking people to slip away from us. It hurts me to see us in this position, but when the head is bad the rest of the body definitely won’t be good. It is my hope and pray that the Ministers will listen to our call and stop this madness.


  9. i do not have to read anything thing ……. competent world renowned tax advisers surely better than yourself …..have advised the govt accordingly stating the obvious that our tax system was overloaded with unnecessary loopholes which was burdensome…and a hindrance to govt revenue,,,,,,,now if you or all other yardfowls have a problem with those experts ,,go find them an wrestle with them…., that video is an eyeopener and it seems as if it has mashed some over sensitive toes,,,,,,,the tax system sucks,,it helped to rob the govt of much needed revenue,,accept it and move on….maybe out of all this they will be a better barbados,,,,,not here to fight anyones battle ,,,but to see a barbados which can once again flourish and punching above its weight,,,,,,,,my hands are folded…

  17. This article may clarify the issue regarding the concern shown by the IMF and by extension the Prime Minister and Minister of Finance concerning the policy on tax allowances and tax exemptions which has nothing to do with loopholes.

    The International Monetary Fund (IMF) is questioning the large number of tax allowances and exemptions Government is giving to Barbadians, but Prime Minister Freundel Stuart says it’s too early to say whether more cuts in allowances are on the horizon.

    Not one thing is wrong with the so called tax allowances.
    Those IMF people are just a bunch of robotic brass bowls, and Steurt and Stinkler are just simpletons.
    Barrow, Adams, Arthur and even Sandi would have EASILY dismissed the stupid concerns raised.

    What allowances do is to utilize taxation as an incentive tool to guide behaviors.

    For example
    The place is nasty as shiite
    A wise government could impose a tax of .3 % on the unimproved value of all property that have been improved.
    THEN they would provide an allowance of 100% to all such property owners who can show that their properties met minimum clean standards for the year.

    In no time properties would be clean, hoards would be employed (including bushmen with whackers), truckers etc …..in order to benefit from this allowance.

    So instead of taxing people and paying BIzzy millions,(and pissing everyone off)… this would encourage people to keep their places clean while employing thousands of ordinary folks.

    ALLOWANCES are the most intelligent aspect of taxation. They can be used to encourage local farming, local investments, (look what it did for Credit Unions)

    ….we have been cursed with a bunch of idiots in Bay Street.
