Should we, as a sector or in fact a nation, be overly concerned that the Ministry of Tourism has not had a functional website for months? In this time when both foreign and local investment is absolutely critical to upgrading existing plant and product, what sort of message are we sending when a default statement ‘This site is temporarily unavailable’ is the response that greets potential users of the portal.

For those non-nationals not familiar with how things work on Barbados it could also be the first point of reference and a vital source of information, including contact details for the Minister, Parliamentary and Permanent Secretary together with other heads of department that may facilitate any possible investor’s plans. It should also provide important links to other agencies, both public and private to help facilitate seamless access to enable informed decision making.

Frankly from a prospective overseas investment perspective you are currently forced to plough through a multitude of websites. And that’s even assuming you actually know the names of the many agencies involved, which is highly unlikely unless you have intimate local knowledge. If there was ever a legitimate call for a single ‘one-stop-shop’ then this is a prime example. Yes! We all know Government is cash strapped, but what, in the scheme of things, with a sector generating nearly $2 billion annually and the taxes that provides, does it cost to maintain a website? And if it cannot be done internally  then outsource the task. There must be hundreds of tech-savvy single parents with all the required expertise out there who would warmly welcome the opportunity of home based additional revenue.

It is also absolutely vital that ‘we’ portray the destination as a vibrant player in an internationally competitive arena where just about everybody is attempting to eat our lunch let alone breakfast and dinner as well. The danger is that if ‘we’ make it far too difficult, complicated and confusing to invest in existing and new tourism ventures that any available capital will find a much more user friendly home elsewhere.

Few reasonable people expect Government to do everything, but it must at least provide a transparent template to foster economic growth and channel interested parties in a direction that ensures the best chance of success. Following a number of what can only be described as recent frustrating consumer experiences, I have been advocating that every manager, or in this particular case, our national policymakers become a ‘customer’ for a day and imagine that they are investing their own personal funds in a tourism project.

I am absolutely convinced that this would help transform the way business is conducted on Barbados in the future. At first hand they would witness the mountain of barriers and impediments deterring entrepreneurial spirit that anyone faint-hearted and without the tenacity of a bulldog is simply overwhelmed to the point of failure or overcome by a state of lassitude.

    Most people use search engines to find websites. What would I have to do to find the site that is NOT working.

    If an offshore investor was considering investing their funds in a Barbados tourism project, it might reasonably be expected to conduct a bit of due diligence.

    It might start by search such sites as Reuters.

    The first two items which pop up when I Googled “Reuters Barbados” are:

    Nov 20 (Reuters) – Standard and Poor’s Ratings Services on Wednesday cut the long-term rating of Barbados to BB-minus from BB-plus citing mounting external pressures due a persistent current account deficit and a high fiscal deficit.

    The outlook is negative.

    S&P affirmed the country’s single-B short-term rating.

    I’m afraid trying to spur the Government agencies into action is a LOST CAUSE. The tourism agencies could put up a ineffective pretty face when the country was hitting above its means, now that it is near collapse they have not a clue or the money to do anything. Better try and sell your hotel when the getting out is at least still possible. You can only beat your head against the wall for so long, eventually you’ll get a concussion, heart attack etc.

    It makes me sad to see Barbados failing and the inability of the government(DLP or BLP) to take any effective action.

    I keep reading that Barbados is targeting China for new tourists.  Don’t know the strategy, but I have always thought it a pipe dream that Chinese are likely to travel half way around the world for some sun, sea and sand – soca and flying fish and coucou.

    DD is concerned with virtual absence of advertising in the Canadian media by BTA and Barbados properties – The Crane does have ads in some magazines and very occasionally in the newspapers.

    I was surprised when I saw a half-page ad in the May 31 Globe and Mail. “COME VISIT HAINAN”

    Guess what – Barbados new target market is promoting  itself  as a tourist destination.

    I visited http://en.visithainan.gov.cn/en/index.htm 

    The website appears to be current!!!!!!!!!!

    I recall reading recently in one of the media reports of her frequent audiences with the PRC Ambassador that Senator McClean said that Barbados is sharing its knowledge of tourism with China.

    Perhaps the Ambassador might be kind enough to share its knowledge of website maintenance with Barbados

  11. It seems to me (an American) that a country that thrives on tourism would want to have a functional and up to date Tourism Board website. The dead link just screams incompetence and indifference to me.

    Heck, I’d be more than willing to get the tourism website up and running again.

    Call me cynical if you will; but I assume the attitude is “We do need no UK based market strategy outfit to tell we about brand management or how to market we tourism product”

    How does one reconcile Minister Inniss asking manufacturers to be more competitive and the key stakeholder (government) responsible for enabling the environment is lax in its implementation of policy initiatives.


  17. The present crop of Tourism officials do not know the power of the internet. If they did their websites would be top class. Tourism suffers from lack of maintenance, Barbados suffers from lack of maintenance. Look around us and see the run down state of this country. A rundown house reflects the type of inhabitants it houses. A badly run website says everything about the company. Ignorance is bliss!

    The Travelpress site is clearly directed to the travel agent community.

    I have to say the graphics/videos at visitbarbados are very impressive and good quality.

    But, not everyone uses a travel agent to book a vacation. There is, though, a large segment of the population who still read (hard copy) newspapers in search of a vacation destination.

    My beef with BTA and the Barbados tourism industry is the virtual absence of newspaper advertising, in Canada at least.

    By putting all of its promotional dollars in the travel agent basket, they are missing out on those who do not use travel agents.

    Oh, and by the way, Butch’s Sandals and Beaches run about 5 full-page ads in the Toronto pares every week.

    There can be little doubt that when Sandals starts the newspaper ads for Sandlas Barbados later in 2014, Sandals will be depositing the money in its Miami bank account, and bringing new visitors to Barbados‘ shores starting January 28, 2015. But, there can be little doubt that Sandals will also be cannibalizing existing visitors from local properties.

    If newspaper ads work for Butch, surely they would work for BTA and other Barbados properties.

    the one I was hoping that David would highlight is the media release sent out by the Canadian BTA office which detailed the re-DISCOVER Dine-around offer (www.re-discover.com) which went out through Baxter’s various sources to over 36,000 travel agents, operators and media outlets across Canada earlier this week in English and French. According to Baxter’s media information this gets around 300,000 views.

    It is an attractive bonus to visit Barbados , but I am not sure I would be induced to fly for 5 hours for a discounted meal. I can get steak dinner for two at The Keg restaurant for $100.00.

    I am far more likely to, indeed I will, enjoy the unique dining experiences at Martin’s Bay, Oistins and Moon Town, when I next visit Barbados.

    Is there any Tally on what the Poet Geriatric costs us per annum, to balance off against the # of Chinese Tourists I DONT see in Bridgetown.
    Mind you I did see that it will be far easier for Chinese nationals to enter Bim without Visa’s even.
    Apparently they “greased” to be able to “slip in easy.”
    I also note that Trinidad is run nowdays by Indians and Chinese,with the Brothers close at hand for work detail and general fetch and carry.
    Did Trinidad at some point have “easy entry” for Chinese??.

    THESE ORGANISATIONS are turning the screw on Barbados.

    You feel our wonderful government will see their gravy train run dry.
    The gun is to their head and you better believe not one of them gives a damn about Barbados.

    We all have our interest we specialize and the aggregate effect is what makes the pieces become whole. That said your last comment connects with what others are saying i.e. the 3 notch downgrade is meant to send a strong signal and it will be tough for little Barbados with little fiscal space to fight international rating and financial institutions. It will be interesting to see how the Canadian banks in Barbados respond. It also interesting to note that St. Lucia has taken the decision to cut public salaries and NOT send home workers.

    “The Barbados Government has identified some projects which it believes are suitable for the grant funding provided by China.

    Minister of Foreign Affairs and Foreign Trade, Senator Maxine McClean revealed that the 11 potential projects which are in the areas of agriculture, renewable energy and infrastructural development have been submitted to China’s Ministry of Commerce for review. Moreover, she indicated that the refurbishment of the Garfield Sobers Gymnasium; the Barbados Water Authority Renewable Energy Project; the Hope Agricultural Project; and the UWI Centre for Food Security and Entrepreneurship have all been selected for further assessment by technical teams from Beijing. The Foreign Affairs Minister said the assessment process has started and once completed, Barbados will be informed of which projects will be selected for the first phase of works and which have been identified for ongoing execution.

    Her comments came yesterday morning while she delivered remarks at a ceremony for the signing of a Mutual Visa Abolition Agreement between the governments of Barbados and the People’s Republic of China for holders of diplomatic and official passports.

    She said the visa abolition agreement signifies yet another “very tangible demonstration of a steadily maturing and mutually beneficial relationship” between the two countries and is quite fitting, as it comes ahead of the 37th anniversary of diplomatic relations between Barbados and China which will be celebrated on May 30.

    “The record can clearly attest that it is a relationship characterised by friendly and peaceful cooperation and mutual respect. The areas of cooperation between our countries have been diverse with some 21 government agreements on economic and technical cooperation having been signed,” she added.

    Senator McClean noted that these areas of cooperation include the construction of such facilities as the Elsie Payne Complex – the headquarters of the Ministry of Education, Science, Technology and Innovation; the Garfield Sobers Sports Complex and the Lloyd Erskine Sandiford Conference Centre. Additionally, she said there have been more recent agreements including the signing of an economic technical agreement and three banking agreements on accounting procedures in the amount of BDS $16 million; the endorsement of an agreement to update the Barbados/China Cultural Cooperation Agreement of 1980; and the mutual exchange of representatives in the cultural sectors in both countries.

    “Such contributions to Barbados’ infrastructural development underscore China’s commitment to strengthening our bilateral relationship. Indeed Barbados is ever cognisant and appreciative of China’s reliability as a bilateral partner. It is against this context therefore that today’s signing of the mutual visa abolition agreement further demonstrates our government’s recognition of the importance of facilitating exchanges and enhancing cooperation through travel,” she added.

    With that in mind, the Foreign Affairs and Foreign Trade Minister said such initiatives will enable diplomatic, governmental and cultural personnel to negotiate more opportunities for partnership and investment.”

    There is, of course, a direct connection between the Barbados’ sky-high (and spiraling) debt and the Plans for grant funding article.

    Government can no longer borrow to pay for the potential projects it wants to undertake to stimulate the economy (or to pay its day-to-day biils), so it is resorting to begging for handouts from the Dragon.

    Sir Foreskin, is obviously in China to answer any questions the technical teams in Beijing may have in assessing the 11 potential projects for which grant funding has been requested

    But, the the Dragon’s grants/handouts do not come without strings attached.  

    By accepting the “grants”, Barbados is indebted to the Dragon.

    The Dragon will be looking for payback at some point, if not by way of loan repayment, in some in-kind form.

    “We are friends to all and satellite to none”?

    Beware of Dragons bearing gifts – you will eventually be a satellite to the Dragon.

    ST JOHN’S, Antigua – One day after taking up the position of Prime Minister, Gaston Browne has signed a Memorandum of Agreement (MOA) with Yida International Investment Antigua Ltd to pave the way for a two-billion dollar investment project in this twin-island-state.

    According to a government press statement, the MOA emerged after an eight-hour session of negotiations on Saturday, June 14.
