The Caribbean Development Bank (CDB) recently held its 44th Annual Meeting Board of Governors in Guyana. The closing statements of CDB meetings in recent years have all listed the concern about high debt ratios of Caribbean countries and 2014 is no different. The theme of the CDB conference this year, Unlocking Opportunities for Competitiveness and Growth, the Role of Energy. On cue the President of CDB Warren Smith quoted in the closing statement for 2014, “Our anaemic growth performance is further manifested in widening fiscal imbalances; high debt ratios; and declining levels of foreign exchange reserves”. Smith’s observation should not surprise because ALL Caribbean countries with the exception of Trinidad has accumulated significant debt in the last decade both domestic and foreign.

Chairman elect of the CDB Board of Governors Prime Minister, the Rt. Hon. Dr. Denzil Douglas of St. Kitts and Nevis in his closing statement urged the CDB to act as a greater catalyst for faster change and adaption in the Caribbean. One suggestion he made is for CDB to expand the use of policy based loans (PBLs). While this type of loan, by its design, is important for developing countries to access:  “fast disbursing loans to strengthen institutional and policy environments”. If it walks like a duck and quacks like a duck it is more debt Prime Minister Douglas has requested the CDB make available to regional governments. Given our high debt ratios acknowledged by the President of the CDB one wonders where do Caribbean countries make the jump to prosperity given the current state of regional economies.

At the household level there is an appreciation to what high debt does.  This appreciation should guide how politicians who manage households accrue public debt but corruption and inefficient use of public monies through the years have forced debt ratios in the region upwards.  At a seminar convened recently in Barbados Ron Salole, deputy chairman of the  International Public Sector Accounting Standards (IPSAS) Board made the observation:

One of the key indicators of fiscal health is . . . net debt. Net debt is the money the Government is going to have to find in the future, and . . . if you look at all the Auditor General’s report, he makes a very clear statement that net debt is going up and has increased significantly.

So if you want to tackle [the fiscal deficit] you need to inform people about what the net debt is, how it’s increasing and how it needs to be managed. I sense that the Auditor General is getting frustrated because immediately after his report is issued it dies down and nobody then picks it up again. But he deals with it very, very well in his report and for my jurisdiction, which is Canada, that was one of the ways which we had to tackle our deficit.

Salole said what Barbados was doing was akin to “borrowing from your kids. You are going to give them some real difficulty around their necks for future generations” – Nation newspaper

Many commentators including BU have been highly critical about the lackadaisical approach to managing public debt over the years. Instead we allow the debate to be derailed by partisan political positions.   Sadly future generations will have to pay for our short sightedness but what do we care.

To compensate for the lack of  ‘fiscal space’ created by high debt profiles, regional government including Barbados have turned to grant financing. If we accept that grant funding means non repayable funds it begs the question – what are the conditions attached when grant funding is received from a country or other entity. Recently Minister of Foreign Affairs Maxine McClean at a function to remove visa requirement for Chinese entering Barbados identified 11 projects awaiting approval from China, we assume to access grant money. BU has no issue with building relationships with other countries to open avenues for mutual benefit,  we do it with the UK, USA, Canada why not China? The issue for BU is, if we are using grant financing as a compensating strategy because of bad fiscal management over the years, is this a sustainable approach and what is the price we have to pay China, eventually.

    Yes…………………………………………………………and looking at the alternatives where do we go,,,,,,,,,,,,,,we have arrived at this point having no alternative options going forward because of poor fiscal planning and piss poor management by past govts……the question for barbados is how can bajans get out of this quagmire with out more hardship and pain….and the only answer presentable is to seek those who can help the country move positively in the right direction until better options present themselves ,,,,,,,,,rather that be proud and obstinate while pain and suffering for the people only get worse ..procrastination is not the answer ,,,,, the truth is that the options are few ,,,,,,and what windows of opportunities are open..govt should assessed ,,while putting the best interest of country first,,,,

    Do not be fooled. Yes, grant funding means that it shall be given to your country and you do not have to pay it back. But, the Chinese, Japanese,especially and the Europeans make the access to these funds so complicated that it is nigh IMPOSSIBLE to get any. Case in point I read somewhere that the same grant funds the Chinese talking about was around since 1970!! The Japanese even worse!!


  8. A bigger problem for Barbados is the generation of FX in excess or at least equal to the cost of the import bill which is paid in FX. That is the challenge. The printing Barbados dollars without regard to their real value has brought the currency to a “junk” status. So if all the debt were forgiven, and the problem of FX generation is not solved we will end up right back where we started from. Of course, if we had a free trading currency we would have none of these problems

Every loan gonna come with stipulations..the question is how well those who were previously in charge managed the loan,,,.the fact is that what we are seeing now was poor management of loans ,loans which were intended for specific uses went awry in areas that were unnecessary and not helpful to structuring an building a strong economy. it is as clear as daylight that much of the debt incurred and some of what the public is now having to repay under hardship and pain was filtered among the populace for spending and most of it went into propping up the USA economy and other economies .through spending and purchasing power, ….while the issues of building a strong and stable foundation for the economy went unattended and remained dormant and stagnant…..now as a result..the govt must turn to those govt s that have financial resources to help pull this country from under the strain of a financial collapse, the good side might be that the chinese might be willing to extend a helping hand ,,when other govts and financial institutions might be asking for collateral in the form of privatization to secure their loans…..in other words taking management of the economy away from the people and giving it to outside investors who would reap all the benefits and divide the spills among themselves and the creditors ..leaving the country and its future with a empty beggars cup in hand forever,,,,,,,.


  16. The big problem for Barbados is FX generation. We pay the import bill with FX. If we cant generate FX to pay the import bill and resort to borrowing FX we are then in a vicious cycle of borrowing to pay for previous borrowings. Barbados dollars are printed without any apparent realization that they get spent on things that for the most part are imported and thus drain further FX reserves. Without a free market to exchange Barbados dollars we are headed down a very slippery slope

  18. David the game is up for The Caribbean. That crossroad that we were at during the early period of post-independence was squandered. The Caribbean as a geographic entity has a great future. However its citizens and I’m referring to the Afro-Bajan has now become an embarrassing entity that has now become surplus to requirement in a neo-liberal world order that appears to be controlling the nation state called Barbados.

    The Caribbean Development Bank (CDB) is an oxymoron. These so called development loans are in reality nooses. The more loans we request the greater the pressure will be applied to the noose around our necks. We are like sitting ducks waiting to be slaughtered by a foreign entity. Who is this foreign entity? I do not know. However I do know that this entity is reclining on a plush leather recliner with a cigar in one hand and a glass of whisky in the other etched with a beaming smile on his face. You ask why he is smiling. Well he has conquered Barbados and the Caribbean without sending a single soldier in the region. Our fate is sealed we sit and wait, and hope for the best. We are not in control of our future.

    I watched the news a couple of weeks ago and an Afro-Bajan was been interviewed, who had just been made redundant. She cried that she had 14 grandchildren and was the only bread-winner in the family! I empathise with this lady however I asked myself what future does she and her family have in a modern day Barbados? Our slavery legacy should have informed us as to what direction we should have taken in a post-independent Barbados. We learned nothing from the sacrifices of our ancestors and we will pay the price for this.

    Self-sacrifice of oneself is the only solution that will save the Afro-Bajan. However this may have to wait for a couple of months. The sedative drug called Crop Over is fast approaching. Let’s us hope that once we have ingested our Crop Over fix that we will be able to think more clearly.

It is well known in diplomatic circles that when you receive a loan or a grant from the US, Europe, China or Japan, you must use their people to undertake studies; use their builders to build whatever and procure/ purchase their products!! If not , no loan or no grant funds. The entire process is full of hypocrisy.

  39. cash ‘on hand’ in the form of loans is unsecured cash when borrowed the possibility of squander is at a very high risk..individuals and govts alike start out with the best intent of putting that money to good use..however intentions are only as good when they are proven,,,,,,,most people would attest to the fact,,that they have run into trouble after borrowing money for one purpose and misused or mishandle the money putting it into different areas than what it was intended for,,,, the same can apply to govts,,,,who either doesn;t understand the basic fundamental to borrowing ,,that is borrowing to payback in the quickest and fastest way possible by using the money in resources that are profitable in which they can pay back and at the same time earn income on the money borrowed..most carribbean islands have been running false economies mainly out of perception where it seems on face value that the country was progressing fully,,,,,however the fact of the matter is that these countries which had shown great improvements relied heavily on debt,,,and an economy that had not the wherewithal and structure in case of hard economic pressure to get itself from under burdening debt,,,,just maybe if all the billions that were borrowed had in some way been used to invest through development of industries that had the potential to return a substantial,profit and create jobs,,all of which would have been a great advantage to meaningful progress lowering of debt and long term sustainability…these islands would not be looking down the barrell of those financial institutions at present who have enough power and clout to make each any every one of these Caribbean high debited countries sink,,

  42. David you are waiting in vain if you believe that key stakeholders in civil society will do their jobs by putting the interest of Barbados first. My views are so unpalatable that I dear not express them on this blog.

    I believe that the key stakeholders in any society are truly its citizens. Our slave heritage has left us unable to develop our own social, economic and political system. We should have developed a system which detangled us completely from that of our masters. The great Haitian leader Jean-Jacques Dessalines concluded correctly that Haiti would be better served if it got rid of the source of its problem: the old white colonial masters. Within a short period they were gone!

    Unfortunately for Barbados we tried and failed honourably to carry out a similar plan during this period. The remnants of this planter class is still present in Barbados; and now we have their relatives from North America with their demonic capitalist believes and their acidic practises that has irretrievably poisoned and weakened the nation state of Barbados.
    The fate of Barbados will be decided by its citizens. The sooner we have a clear out of these devils and their corrupting influences the stronger and more united we will be. We have to realise that this shameful political system that we have adopted is a plan which if it works will marginalise and totally destroy the African presence in the Caribbean. The plans have already been put in place to demoralise the African residing in the Caribbean and to encourage him/her to migrate outside of the Caribbean.

    So David you can see where these key stakeholders have led us and have always led us to: the abyss.


  43. Barbados needs to treat food production for import substitution and food security as an absolute NATIONAL EMERGENCY.

    The biggest and most expensive car imported should be a Camry or Accord.
    No more Bimmers an Benzes.

    The people of Barbados must buy local even though the Government has trade agreements that force them to allow imports.

    The question is do we have enough land to feed ourselves? Much of our land is now housing estates or wall communities!! Do we have the agricultural diversity to feed ourselves? If we do have to import, what shall we import. I do not believe the Ministry of Agriculture has even looked at those questions, but that Ministry has the most Phd’s in Barbados!!

    We have enough land because the so called “rab land” can be used for Agri businesses using (Solar powered )Hydro ponics,Aquaponics and green houses.

    Let us not forget that Golf courses and lawns on 2 to 4 acre estates can be brought into food production. That is only a realistic option in Cuba so lets forget about that.lol

    I admire your devotion and that of David in seeking to fix the problems in our beloved Barbados……but it is too late.

    There is too much corruption, and too many round pegs in square holes or vice versa.

    And this has been going on for a long time- much much longer than we realize.

    The result is that those in charge just do not know what to do. They have not seen it done, they dont what to do, and they dont have the heart to do it.

    A few years ago I was teaching at a new schoo where it was clear that the top brass did not know what they were doing. They had not done it before or see it done before either, they could not do it, nor did they want any advice. Guess what many innocent folk have suffered.Some are still suffering loss

    It is the same in Barbados

    I have Bajan family and friends who have to live in Barbados and anything I can do to help I will.

    While I continue to hide under the Canadian citizenship umbrella I am Bajan born.

    I also have more assets in Barbados than in Canada so I certainly hope the economy improves..


  50. The Daily Nation, Monday, June 2, 2014, contains a news story under the caption: VAT ‘right tax’.

    This story deals in essence with the views of one Merton Moore, who – the said newspaper story states – was head of the VAT Implementation Unit and the Director of VAT between January 1997 and January 2000.

    What is so reprehensible and contemptible about the news story was the reported view of Moore that the” VAT is the Rolls Royce of taxes. Treat it with intelligence, integrity, care and respect and it is likely to reciprocate.”.

    Surely, Moore needs to have his head examined.

    A government of Barbados literally – via VAT – evilly wickedly unmercifully STEALS ROBS millions upon millions of dollars of the remunerations of the relevant people, businesses and other entities in this country on a yearly basis, and Moore has the gumption to be reported to saying that VAT is the Rolls Royce of taxes.

    What a royal idiot he is!

    What is even more evidence of the sickness in his thinking is gleaned when – in reproducing a part of some missive called A VAT For Barbados – the Nation attributes to him the following: “The value added tax is a comprehensive broad based indirect tax on goods and services with the potential to provide adequate revenue for the government…..”

    Well, far from the VAT being a comprehensive broad based tax ON goods and services (what absolute stark idiocy!), the VAT as well as ALL other TAXES ARE very direct, dishonest and illegal expropriations – on an ongoing basis – by the government of Barbados of countless portions of the remunerations of the relevant people, businesses and others in this country.

    Therefore, by the government demonically STEALING ROBBING the relevant people, businesses and other entites of what is theirs – their remunerations – the results of such up to certain points – must be THEFT proceeds – no damned government revenue.

    Hence, what arrant crass stupidity from him about the VAT being government revenue!

    Finally, it must be an eternal shame and disgrace to many really sufficiently educated people of Barbados, that dunces like Moore continue to so flagrantly misinform and mislead – via some sections of the traditional news media in the country – so many people in this country on the nature and effects of the VAT, particularly, and on the nature and effects of TAXATION, generally, by these idiotic corrupt DLP/BLP governments of this land.
