    The paper has perfected the art of lying and feels it can act with impunity because of its large circulation. Worrell clearly cannot win but sometimes yu have to take a stand against the powerful and arrogrant.

    Has anyone in George Street ever given you the talking points to inform you that the DLP has borrowed more money in six years than the BLP did in its 14 years in office? And by spending more money than it was receiving every year in revenue, this DLP government added 2.6 billion dollars to the debt.

    The hurtful thing is that there is nothing much to show for this massive borrowing. One cannot even say that they used some of the money to fix up George Street. Oh my goodness, I pass there recently and was appalled at the condition of this party house……the place where all the devious things are plotted and is heavily used, the ceiling is falling down and the face boards are rotting away. I cannot imagine how the inside must look.

    I should not be surprised though, my goodness they are running the country just like George Street……every thing falling down, breaking down like the equipment at Mangrove and the economy is in ruins and we have a senile fool for a governor every quarter telling the people…….we expect growth in 2015 and 2016. The economy has not grown in this first quarter, when they were expecting growth as the minister kept saying that this is the best winter season.

    Everything this DLP touches has gone to pots! If the DLP cared about this country, they would have resigned as they clearly cannot get this job done.

    It is erroneous to say that OSA is the architect of VAT…..this tax was supposed to be introduced before the 1994 election…. the DLP lost and the BLP had to introduce it. Before it was introduced, the Arthur administration

    If you were to read page 97 and 99 of “Barbados: The Development of a Value Added Tax” by Roland Craigwell, Kelvin Dalrymple and Merton Moore:

    “In order to coordinate the extensive work of implementing a V AT the Government of Barbados established a VAT Implementation Unit (VIU) in 1993. This unit was established as part of the Ministry of Finance and Economic Affairs.” p97

    “When the Arthur Administration came to office in 1994, the implementation of the VAT was postponed to April 1996. In addition a request was made to the IMF Fiscal Affairs Department for technical assistance to do a more extensive study to estimate the VAT rate scientifically as well as the impact of V AT on revenues, prices and the productive sectors.” p99

  13. I am ambivalent myself. to me as i read the comment from the nation today they are asking the governor of the bank for a level of consideration they don’t give. they shoot first and ask questions after, but get upset when another organization does the same. thats how bullies behave.

    As an organization, the central bank is still one of the best run entities in bim and remains a centre of excellence. yu know how much damage to staff morale and employer, employee relations has probably been done by that story.

  17. the way i read the governor is that the economic news is not good, he has to put the best context on this news otherwise its all over for the exchange rate and the ability to raise financing. If he comes across negative at all, that goes global immediately and we are dead. yu can disagree with the strategy but like others he is doing what he thinks best for bim. some think the best thing is to have a change of govt, others think we have a govt lets make the best of it, some want to show how smart they are, some are blindly political , some are heavily invested in arthur and his legacy. so many camps, at least to me the the governor is trying his best for the country as he sees it.

  19. the press overestimates its power in bim. the place is small people have a lot of info outside what the press prints. the spin doctors and operators need to recognize this, this is not the us where reality is largely constructed by the press.

    they all cuss bout sandals, i see several hundred people on the job site in christ church, not a word about that. In bim people get that info for themselves and from family and friends.

    a lot of our commentators seem caught up in “I told you so,” “I have a more negative story than You.” Thats fine and people have a right to their views and to express them, but its not a strategy for getting us through this.

    we at least announced and are implementing an austerity plan that seemed to have stemmed the bleeding of last year at least to date. how to build on this.

    we are where we are, i laud those who are spending some time and effort in how to hold ground and even go forward, rather than those who wallow in “I told you so.”

    The Governor cannot be a serious administrator to sit down with a Nation reporter and give them “private” information about layoffs …and NOT expect that they will sensationalize it….
    Shiite man…does he not read BU?
    He don’t know that the Nation’s mission is to destabilize Barbados to soften us for TRICKIDADIAN ownership?

    Why did he not just say that they are” exploring various options” with respect to staffing?
    …and once the damage is done, why throw gasoline on the fire? ..when he could have simply shown how unprofessional the Nation behaved? …in any case, he should have discussed the matter internally with staff before talking shiite with the press….

    Not only does the man not understand exchange rate philosophy, he is no PR or administrative wizard either…..

    That is a load of hog wash….. do you believe that the international rating agencies and financial institutions will wait until the Governor of the Central Bank goes to the media a review to make any decision on how to grade this economy.

    The Governor gives a synopsis of the state of the economy during his economic reviews. Detailed information with the relevant charts for references are compiled and made available to these institutions and to the public via the Central Bank’s website. This information is reviewed and interpreted by the economists of these various institutions…… no matter what spin the governor applies.

Any statements made with any person – journalist or drunkard regarding the entity that he manage should be analysed and thought of to avoid any repercussion. Did he made statement of staff reduction? If yes why is he mad. Did he talk about special packages to these staff? If the answer is yes again, why he mad. Did he during his shit talk mentioned a “60” by the slip of his tongue? If the answer is yes why he so mad. If the shit talk was made with a glass of alcoholic beverages, we all know that a drunkard usually express what is in his mind. So why is vexation. This takes us to the senior law enforcer who heard “a private conversation” with two people planning to harm the MoF. Not a thing was done about the statement. But again, if the PM and the AG witnessed vote buying and nothing was done, how on earth can be a GoCB get so powerful. , Probably, this might be the beginning of the silencing of the press that could lead to dictatorial behaviour. That mean the Advocate and CBC will be the only mouthpiece of the Govt and we will hear what the Govt want us to hear. Here ends the freedom of the press. David, you might be next.

    Every time I call out the Nation newspaper as the obvious BLP mouthpiece that it is and back my point with clear facts , the response from partisans like yourself is ” CBC does do it too”.

    Is that the best you can do?

    But then again , the evidence is so overwhelming that The Nation newspaper acts as the BLP public relations department that not even the most rabid yardfowls like yourself can prove different.

    We cannot raise the standard of journalism in this country when the largest paper in the country is continually willing to intentionally stretch and bend the truth to sell papers because they have set aside a slush fund to deal with law suits.

    How come the BLP writer Ezra Alleyne is still writing at the Nation while all of the pro DLP writers that you claimed wrote previously in the Nation are all gone now except for Peter Wickham who advises Mia Mottley?

    How come in addition to Ezra Alleyne , the Nation newspaper has ensured that a BLP supporter is writing in the Nation every day of the week, coincidence?

    How come the BLP spokesman Mascoll is given a free political ad every Thursday in the Nation BLP Newspaper?

    You can spin it any way but the evidence is there for all to see- the Nation newspaper is acting as the BLP public relations department and that is why Mottley can call Ms. Martindale and get on the front page anytime she wants.

    Exactly David, that’s the point I was trying to establish to the jackass.

    The Advocate newspaper acts as the DLP public relations department that not even the most rabid yardfowls like NationBLPnewspaper can prove different.

    It seems to me that the supporters of the DLP are hostile to those who hold a different perspective on matters from theirs. If you do, you are being “partisan”….. seems as though no one is allowed to have an independent opinion on the inept style of governance being exhibited by this administration, unless they are a member of the BLP.

    My real concern is when the media aligns itself with any political party, the sitting administration is given a “get out of jail free” card, and pertinent issues evades the spotlight. Then, we witness a situation where the news is manipulated to reflect the propaganda of the ruling party, as has been the norm at CBC TV and radio over the years.

    It is forums, such as Barbados Underground, that are called upon to be the spoke persons for the masses, while giving them the medium to express their views.

    What happens when investors come and find out for themselves the true state of play? Would not this deception do more damage to Barbados’ image than telling the truth up front?

    Are you aware that the link to the CB report is not opening, an error message comes up. The same is true on the actual CB website. I am now awaiting to get the link from someone I know in there.

    I know this is not the gov’s job but it is things like this that should be his concern. He thinks he is powerful now, power only last so long. As Yestwick said, time longer than twine.

    By the way, what has become of him?

It seems that his view is that at this delicate juncture he has to try and present the best possible face on the economic picture. he presented the facts,which paint a bad economy and to me he has not taken liberty with the facts (I would be very critical if i thought that was being done) where he has some leeway is with the spin around those facts.

    A lot on this blog and elsewhere for a variety of reasons want condemnation of the administration and its management of the economy hence they are most unhappy with him. I see a guy trying his best to do his part in the information flow to try against great odds to help us hold on to the fixed exchange rate and access adequate levels of financing. I cant fault that.

    I find your analysis to be flawed (and apologetic for the Governor of the Central Bank). My reason for coming to this conclusion is that if “his view is that at this delicate juncture he has to try and present the best possible face on the economic picture” and he put his spin on the actual economic situation to reflect the views held by this administration, the data will be reviewed independent of Dr. Worrell’s analysis.

    For example, if you listened to Dr. Worrell’s presentation: “Macroeconomic Policies for Stabilisation and Growth for Very Small Economies” (April 2014) at the Peterson Institute for International Economics; during the question and answer session, you would have realized that the audience did not take his thesis on face value. Some individuals in the audience questioned the use of fiscal policy to manage aggregate demand and stabilize the exchange rate, taking other micro and macro economic variables into consideration.
    As such, those reviewing the Central Bank reports will also question their validity, especially within the context of the data that is actually contained therein compared to the Governor’s spin on it.
    What is more important to note, is that “preaching doom and gloom” or painting a pretty picture of the economy, does not prevent any currency from being devalued.

    Surely you must agree that, if there are significant variances between the Governor’s spin and the actual results, not only will confidence in our economy will be affected, but Dr. Worrell’s integrity will also be brought into question as well.

    What I would like to get from you is your views on the other controversial and ignorant remark the governor made about him going and borrowing 300 million dollars at an almost extortion rate to boot, only to come now and tell us as if we are ignorant that he borrowed because people were nervous.

    If that statement does not confirm to us that he is losing it, I dont know what would. Is he for real? Would you go to a bank and borrow money just because you can? I get calls quite often from my bank asking me if dont want a loan…………would I go and borrow the bank’s money just because they offered it to me? No.

    Good Lord, please help Barbados!

  46. the man presented the facts. he showed the economy fell by 0.4%, tourism down by 1%, unemployment up, that the fiscal numbers were worse than expected. so to me the facts were there and presented for all to see. i fail to see your issue with his presenting the best face on the slew of bad news. maybe yu are the poilitcial one and want him to bash everything to give others the ammunition they want, whatever the consequences.

    On December 20, 2013 the Central Bank of Barbados revealed that Barbados had secured a five year US$150 million (Bds $300M) loan from regional and international investors. In accordance with government’s medium-term fiscal and growth strategy, proceeds from this loan were to be used to prop up the net international reserves and for investment in capital projects.
    This was against the background of an IMF Article IV Consultation, which identified the high fiscal deficit, and declines in the reserves of over BDS$400M [on account of low capital inflows].

    If you read the “Business Monday” of May 30, 2013, Minister of Finance, Chris Sinckler, speaking at the 187th annual general meeting of the Barbados Chamber of Commerce held at the Hilton Barbados, was quoted as saying that “Barbados’ strong foreign exchange position as the key achievement to hold the country together in the current economic downturn.” Sinckler also went on to remind the audience that it was government’s “insistence on protecting the vital foreign reserves that had prevented the economy from collapsing.”

    We need Sinckler and Dr. Worrell to tell us what happened between May and December 13, 2013 [after the IMF consultation] that led to a decline in the reserves?

    If you read Stabroek News.com of January 22, 2014:

    “While it cannot be concluded that the government has signed an IMF agreement, it is certainly the case that the decisions came consequent on extensive discussions with that institution, and has its general agreement. The Fund’s representatives have emphasized the extent to which tourism receipts “have remained flat” and the country’s “current account deficit is projected to widen to 11.4% of GDP this year,” the highest in the region.”

    All you have to do is relate the above to the Central Bank’s first quarterly report for 2014. You must also be reminded that the IMF consultation revealed that there was a decline in earnings by the country’s foreign exchange earning sectors principally Tourism and the International Business and Financial Services sectors.

    It is sad when those of us who do research have to rely on other sources for information. We have factions in the media that supports the government’s view and publish what the government wants Barbadians to hear; and another section that likes to sensationalize trivial issues.

    There is no serious examination and analysis of issues. With this in mind, I cannot understand why the DLP is so afraid of the Nation newspaper, because it does not pose any real threat to them.
