The downgrade by Standard and Poors is proof that, you can hijack the truth – even hold it hostage for a short time (as it is now crystal clear the DLP did before the February 2013 general elections) but “truth” will always escape and expose you, as the DLP is now finding out.

Before the February elections, Barbadians were assured by the same DLP that said that: it will not “cheat;” it will not “steal” and it will not “lie” – that the economy was “stable.” But soon after February, “truth” was able to escape and the country heard “for the first time” (despite an alleged report to the nation during the general election campaign when nothing was said) that the QEH could not pay a multi-million-dollar bill for medicines and that the Transport Board had spent $30 million it did not have and having done that – licked-out an overdraft for a further $10 million. You see part of why Barbados is in serious trouble?

Trademark fiscal recklessness like the Transport Board spending that $40 million it did not have  – will hardly escape the Auditor General but it constitutes the same cost overrun the dems  said will not happen – under a DLP Government?  Do you see why you need to urgently reel-in the DLP and why no patriotic person in Barbados; sensible person within the Caribbean or  respected institutions around the world –  have confidence in the DLP; trust them or want to risk taking them seriously?

The Country was suppose to be “stable” but the Barbados economy is smaller now than in 2008! Stable, but the Foreign Reserves ‘nose-dived:’ from over  $3.7 billion in 2008 to less than $1 billion by September 2013: and the free fall continues!

The DLP brought policies in the August budget to reverse this trend, yet $400 million in foreign reserves has been lost since June. Clearly, those policies are flawed because the fiscal deficit is $117 million worse than it was in 2012!

So when a budget is presented, policies outlined and then there has to be an adjustment to the adjustment of the policy that was already adjusted – you know confusion when you hear it. Little wonder that the only “certainty” is that the economy is down by 0.7% and predicted to fall by a further 1.1 per cent in 2014.

If you still do not think the time is right to panic – or to put up your economic hurricane shutters – then consider that the VAT was increase by 2.5% from 15% to 17.5% – yet VAT receipts are down by $35 million.
I could probable go on to say that Corporation Tax is down $59 million or that Government’s overall revenue is $140 million less, yet despite this – the DLP continues to spend recklessly, to the extent that it owes over $700 million in arrears – all across Barbados; within the region and internationally. Perhaps then you will begin to better understand  the recent S&P downgrade of Barbados.

The real point in all this is, having said that it is responding to a persistent current account deficit and a high fiscal deficit -the downgrade by S&P is essentially: “a vote of no confidence” in the Government’s fiscal and economic policies –  a portfolio for which Sinckler is responsible.

You must recall that only a few weeks ago, the BLP brought a ‘no confidence motion’ against the Minister of Finance and instead of defending the interest of Barbados – those 15 DLP Parliamentarians in the Lower House – voted that they have full confidence in the Minister. It means that not only the Cabinet of Barbados but all 15 DLP Parliamentarians have already communicated to their respective constituencies – that they accept “full;” “equal” and “total responsibility” for the fiscal and economic direction in which the country is heading. It gets worse: “ALL” of them told you, that the country is and was: “STABLE.” Clearly now, that could not have been the truth! They must therefore be held accountable, especially having promised ‘good governance’ and that they ‘will not lie!’

Moody’s downgrade to “JUNK” and this S&P downgrade, in which they (like consumers and investors) clearly have “no confidence in the policies of the DLP” – suggests to Barbadians, that the way forward is: either, fresh and urgent general elections or an IMF/DLP Programme of austerity and suffering, perhaps one where the pain and human suffering will be even more severe than 1991.

But, why should you suffer when you had absolutely no reason to doubt that the country was other than “stable?” They promised “change” and that they will not “lie.” That they did – is a fundamental breach of truth, justifying fresh and urgent general elections.

People of Barbados, given the continuous decline, your collective call for fresh and urgent general elections is affirmative action by you to  protect your and Barbados’ interest, whereas to do nothing – is to most certainly commit to a DLP/IMF Programme of pain but definitely – to  allow DLP Ministers to safeguard their pension, while you suffer.

A govt must lead and not be mislead by Special interest or groups who in the past had a heavy hand in misguiding and misdirecting our countries economywhich now has lead us into a cul-de-sac of u turns and political doldrums a night mare sceanario on the horizon which should be been seen and avoid by govts of the day at any cost.

It is not unreasonable to specualate or even conclude that rigid policiesfor structural improvements if had been implemented by past govts would have secure a firmer and stronger foundation and avoidance of this major economic problem.

    DLP Mocks Barbadians And Cocky At Not Having a Credible Rescue or Development Plan

    Even if triggered and then fueled by the present Government, “this crisis is too good an opportunity to waste.” But, to salvage anything from it for the public good – the DLP would actually need to have a credible plan. You may be tempted to think that for a party, which promised “change” – that should not be difficult, except – there is one big problem: the DLP never had any plan, neither does it have any new, or good ideas. Its philosophy has always been: “wait and see,” and if still not sure: ‘do nothing and things will get better!’

    If they are so reluctant to accept sound advise that would stop further slippage into a much deeper crisis, how then can they convince anybody that they “CARE” or are interested in preventing innocent “CHILDREN,” families and businesses from getting hurt? It is unfortunate, but the present Government has long made it clear, that they cannot do anything in Barbados, unless America, Canada and Britain, get it right there. Incidentally, while those countries have made sound progress, long ago – the DLP ended-up with four downgrades, with yet another around the corner.

    How long will this nonsense be allowed to continue? Seriously! How can the Government bring a budget in August, to fix the deficit, but the country’s fiscal position worsens by over $150 million more, than before those alleged corrective policies were announced by the DLP?

    If it is too broke and too disinterested to give Bajan “relief” and hotels a similar “sweetheart deal,” as it is obviously delighted to offer the Jamaicans, then it could, at least, give the country the option of saying if it wants to continue with the dems; “collapse: sink and starve,” or “pursue a more enlightened development path” that will see, Barbadians being able to find decent work again; local businesses becoming strong again; money being put-back in the pockets of ordinary people and even dems being able to pay less on electricity bills and in VAT.

    Having created an awful mess, instead of reaching for the mop – the DLP is wasting-time looking for somebody to blame.

    The present Government is just mocking Barbadians and being cocky that it does have a credible rescue or development plan – as if – in a crisis – “under-achieving” is to now become the new Barbados strategic objective. It is irresponsible pranks like that, which are causing the country to agree, that ‘the DLP will always be a public symbol and lasting reminder, of a ‘political bully’ and what Barbadians hate most about politics.’

    Now, about this….the current administration is all about ‘sitting and waiting to see how the current tourism season goes…

    Is THAT leading?

    Methinks not.

    2) We are in this mess yes, partly because of significant overborrowing previously EXACERBATED by the current administration POOR structural and fiscal policies, LACK of implementation of any changes in either structural or fiscal policies, poor and inept fiscal and operational manegemtn and slumbering at the wheel.

    A woefully inadequate administration.

    And then…local buyers are having problems getting foreign exchange to pay overseas suppliers!

NO crusoe we are in this problem because of a systemic approach applied and executed by a BLP administration of “putting all of ones eggs in one basket” the proof is that now that sector has all but collasped our economy had no other sector to turn to..say what u like the ball was in their court way longer than any other govt and they failed in that respect miserably in restructing our economy for the long haul

    You are mistaken in your belief that I supported Charlie Skeete upt to a few months ago. I hasve never agreed with Charlie’s proposed remedies from long ago. In case you forget, the Governor of the Central Bank also worked with the World Bank and if I am not mistaken was senior to Charlie, and also was one of the architects of the Sandiford answer to the IMF. Because Charlie worked at the World bank and was a combermerian, does not mean that he is automatically right. the remedies for the present econmic situation will make a bad situation, not worse but much worse.

    DLP elected in 2008. this year is 2013, therefore time in office equals four years 9 months, NOT six years as you claim. Election to choose leader of the DLP will take place at the annual conference in August next year, not “in the new year” usually associated with the beginning of the year. If greedy wai hot will cool. What is to be will be in good time. By the asy why was a government of National Unity not proposed in the period 2999-2006? I[ll answer for you, the BLP were in power.

  19. Fresh Elections Needed: The DLP Did Not Seek, Neither Was It Given Any Mandate To ‘Layoff’ Or ‘Privatise’

    There is something ‘strange’ and indeed – ‘unflattering’ about this country and it makes you wonder “why” and or “if” – Barbadians see someone telling the “truth” or being ‘honest’ about an event or the best course of action to take – as being “arrogant,” and any such person or entity, as someone or something to be avoided!

    There are numerous examples one can advance but take the February 2013 general election, for ease of reference: two political parties (the BLP & the DLP) commenting on the best course of action forward for Barbados, giving what existed and was likely to occur if the action being advanced was not taken then. The DLP alleged that the country was “stable,” that even though things were tough, it had not laid off a ‘fellah’ from the Public Service! That might have been so but the DLP failed to mention but the country listened when the BLP reminded that thousands were being send home from the private sector and warned that the DLP cannot be trusted.

    Up to that point, the polls had predicted a BLP win. The DLP had no issue, no platform; not even manifestos or posters, despite being the ones who had called the election. Then, in share ‘honestly’ and consistent with how you would expect true practitioners of good governance would function – the BLP told the country that Barbados is ‘asset-rich’ and ‘cash-poor’ and that given the plunge the DLP had allowed the country to take – compounded by a weak fiscal position, mounting debt to finance re-current expenses and a weakening foreign reserves position – privitisation, was an option the country would have to consider. The feeling was that since the role of the government is to do more than just “tax” and “spend,” it makes little difference whether an asset is owned by the Government or by the ‘people’ of Barbados. As servants of the people – the BLP was seeking a mandate or permission from the electorate – as is the decent thing to do.

    The BLP’s ‘advanced-level-of -thought’ is consistent with the view that a sustainable platform has to be set for serious national development for the next 50 years. Consistent with the provisions expressed in the National Strategic Plan 2006-2025, perhaps it was believed that the country had reached a stage in its development when the question had to be put to Barbadians and a mature conversation facilitated, regarding – what role should the State, play, in a modern Barbados; what are those things it should do and keep responsibility for like water and defense and security and those that Barbadians can form themselves into companies to do – like clearing a stretch or road and so on.

    The conversation never really got started because the Dems jumped-in; hijacked the conversation and immediately spent lots of resources in public advertisements – alleging that if the BLP win – old ladies would have to pay to travel on the bus and that “privitisation” means sending home public servants.

    The little-old-lady and nobody bothered to remember that it was a Tom Adams BLP that caused her to travel fee on the bus in the first place and that Tom Adams and the BLP again – caused her to have (in some instances) an acre of land she got by paying a puny ten cents per square foot, even if she could not even spell her name.

    Public Servants obviously did not remember who ‘gave-them-back’ their 8 per cent; lifted the wage freeze; gave them a salary increase every year and security of tenure or passed an amendment to Section 112 of the Barbados Constitution so that the DLP cannot now cut their pay or reduce their status to their disadvantage.

    The rest is history. Assisted by Trade Unions, Barbadians listened to the DLP and it’s ads
    and accepted that if they voted for the DLP, they would be ‘SAFE.” There would be no “layoffs” from the Public Service and that – under “NO” circumstance would any asset owned by Barbados – be EVER sold or privatized by the DLP, “during this term.”

    Downgrade or not! Another downgrade pending or not! The DLP ‘NEVER SOUGHT,’ ‘NEITHER WAS IT GIVEN’ – any mandate to send home anybody from the Public Service of Barbados, under “NO” circumstance or to sell or Privatise or dispose of ANY State asset, during this term. Should it now want to do such, it must first call elections and seek the appropriate mandate.

    To proceed with any such hostility, without coming back to the people for the appropriate mandate – would be “treacherous” contempt’ and betrayal. Afetr-all, it was the DLP which gave a solemn commitment that (were it re-elected) under no circumstance would it layoff anybody or Privatise anything. And it paid a lot of money to ensure the entire country heard its message, which is: no layoff and no privitisation.


  20. the next election is going to be the “battle of the Royale” Rich vs. Poor. the rich has already exposed their hands showing that they want more of the taxpayers money, and the BLP in there constant help to please have steadfastly back them , Meanwhile the poor has been asked to do more. now common sense would dictate that overwhelmingly people who are hurting not going to put a govt back in place who pretends to have the best interest of the poor when outwardly they have demonstrated that they are eager and earnest to help the rich at the expense of the poor, that is another reason Privatization left a bad taste in the mouth because the poor saw the Rich conglomerates gobbling up all of the state assets and sooner or later not having a job. Donot be fooled the people are watching.,

One must understand that even if a person does not understand the intricate details of economics, management! productivity ! and final outcome is left up to the customer to decide what most are looking at right now is a product which was poorly designed and constructed with too many flaws ,.Unless the BLP can distant itself from the management of that product. the electorate going to have a very hard time trusting them to be overseers or guardians of such again. Their number one priorty should be to convince the public that the product was well packaged and not damaged upon arrival if NOT they will have to live in the wilderness another four years. there survival is what they perceived to be another four years of a bad economy . but guess what Five Years is a mighty long time to put there bets on such a perception.. they still have there work cut out for them and it is not going to be easy……..Next There Leadership

  23. now lets talk about the leadership of the BLP. the BLP yardfowls are quick to point out ,the lack of effect that PM stuart has on the economy . however they have not brought an argument that their leader MIA can do better, When it comes to effect she has not been able to transcend or transform her issues that anyone can relate to in a formidable fashion. it seems as if MIA takes up an issue then for whatever reason she leaves it unfinished maybe because of no traction and goes on to another, her stragety seems to be one of ‘ LET ME SEE: how this work. it is as if there is no plan ahead always as if she hopscotch from one issue to another without any one issue being concluded .. from clico to rubbing shoulders it is amazing how the BLP yardfowls can find so much fault and condemnation of a PM with a multifaceted problem ,but can’t see that there leader is wishy washy and always seem to be looking and waiting to get the nod from somebody on how to press forward in any avuncular she would be seen as “weak kneed ” or having no mind of her own… putting her up next to PM a good bet she would lose her “SHIRT”

    Punished For Being Honest And Telling The Truth

    The Barbados Labour Party ought to have been congratulated for its honesty but it told the ‘truth,’ as regards a course of action if elected (given the perilous state of the economy) and was punished by the electorate.
    It must not be disheartened. It too could have done what’s popular and not what’s right or is in the interest of Barbados, as the DLP does! But that’s not the BLP way!

    In contrast, the DLP used CBC every day ‘relentlessly’ to say that it was dealing with the worst crisis in the history on mankind but was miraculously re-elected – not – on the basis of any credible plan of how it would get the country of the crisis it had placed it in – but simply by placing radio and television ads promising if re-elected, that it will not lay-off public servants or privatise any state assets. Is telling lies to be rewarded now?

    Time will tell, especially if the DLP were to come – at anytime and for any reason – during this ‘term,’ with essentially what would be: ‘long-planned-austerity, gift-wrapped to induce sympathy’ that – given the crisis that Barbados is in (despite not having sought and received the appropriate mandate) it should be allowed to lay-off or privatise.

    Few will deny that the DLP is the reason Barbados is in this mess, but reasonable observers will also agree that it received, ‘undeserved assistance.’ Barbadians must not continue to fall for the same DLP gimmick or to facilitate it, with folly.

    It is unfortunate that this country seems easily offended by the ‘truth,” and see telling it, as “arrogance;” and the messenger – prey; someone to be avoided and a ‘stealth target,’ for political persecution.


  25. Henderson Bovell needs to address the allegations made by Owen Arthur about how the opposition leader’s office handled or mishandled party money while Bovell and Mottley were there in 2008 – 2010.

    This is the worst and least talented opposition group ever assembled and that is why the No Confidence motion stunt fell flat.
    It is easy for Mottley to hold press conferences, talk in generalities, promise everything to every one but she has not put forward one major specific solution or major expenditure reduction to address the fiscal deficit.
    Check the strategy – Mottley with a large opposition numerically is never specific about solutions because for her it is about pree cponferences, media attention and playing politics. She is really disingenuous or in Bajan terms – Mottley is a FRAUD!

    The Government does not seem bothered but already faced with serious economic instability and ‘downgrade-after-downgrade’ – its weak political leadership is also resulting in serious social instability. This is indeed alarming because the DLP alleged that Barbados is a society and that the economy was not important.

    But with thousands already on the bread-line; businesses closing and consumer and investor confidence in the DLP, shattered – the rate of poverty has sky-rocketed and it is not flattering learning that (according to church leaders) so many Barbadians – ‘literally,’ do not have food to eat. This is not 1937 or Greece we are talking about but 2013-Barbados, the same Barbados, which the DLP has diminished from being, ‘the number one developing country in the world’ – to “JUNK!”

    Industrial action at the Barbados Water Authority (because of weak political leadership and flawed, ill-time political decisions) could send the wrong message to tourist markets or worse-case – result in a public health crisis and at a time when the QEH vote has already been slashed and it hardly has medication because the Government owes million in unpaid bills to Pharmaceutical Companies.

    This cannot be any ‘pathway to progress!’ This is “political mayhem” – beyond crisis and not even the DLP’s worse!

Barrow) building a foundation of perceptions and folly NOW the chckens are home to roost. deal with it. However it is not late , but the road back will be longer and harder .also having a leader with the political guts and nerve to stand up against the political engineers Who got us in the” Dooms day” crisis in the first place.

    We note your continuing but wavering opposition to any move to privatization /divesting / outsourcing of assets/entities/functions currently under the ambit of the Government. We also note your waning support of Sinckler’s budget ‘divesting’ proposals and a rekindling of your anti-privatization fire since the PM slapped down the poor chap in his puerile attempts to show who is really boss in Bim today.

    We shall be closely monitoring your reactions when major decisions have to be made in the coming months to observe your political weather cock in full motion as this beleaguered administration is forced, repeat, ‘forced’ to get rid of the remaining commercial assets controlled by the State and a massive exercise to outsource many functions, some of them highlighted by intelligent and objective contributors to this blog.

  35. Toxic Asset Causes Instability And Barbados To Be Downgrade Yet Again

    Whenever there is serious economic instability, similar social instability follows and when compounded by then having weak ineffective national leadership, you have the perfect recipe for a serious crisis. This is Barbados’ present reality. The society may only now be taking serious notice but for too many, it is already too late. If there is a sense of panic, it is precisely because there are many alive today, who survived 1991 when the DLP also caused serious human suffering and eventually placing this country under IMF control.

    It is nothing to ‘gloat’ about but whatever their “motivation” in February, those who voted for the present Government are now realising that the DLP is a toxic assets and that it is merely bench-warming the seats in Parliament and squatting on prime real estate.

    Barbados really should not be in this predicament! This avoidable reality was foreseeable and since it was foreseeable, it was also preventable. That’s why a general election – like all decision making scenarios – call for ‘sober careful thought’ beyond the glitter of the moment because if you fail to get it right (in the case of an election) on Polling Day, you may have to wait five years just for the chance to change the Government but it may take a lifetime (ask Jamaica) to correct (and if the country is lucky) to reverse the damage the wrong Government at the wrong time (like the DLP) would have caused.

    Let’s face it! This is what you get when (even with crisis clouds visible) you proceed elect a Government, which does not have a credible plan or a sensible set of progressive proposals to avoid the crisis – but simply and for no other reason, than on the basis of its promise not to layoff people from the public service or that it will not privatise anything, despite all-along that same DLP was telling the country that it is either: restrained from acting (easing taxes and pressure off Barbadians) or forced to act (petroleum price adjustment) by virtue of what is happening in other countries in the world. Greece and Europe are often used by the DLP as examples to tell Barbadians that there are doing better than people there but the same DLP is always careful not to mention that public servant in Greece and Europe – were sent home there in large numbers.

    I mean, how can you fall for that “second-trick-election-gimmick,” from the same political party that had promised the general election before – to do a number of things, if elected, within the first 90 and 100 days – but did not?

    Barbados is now faced with a crisis of leadership at a number of levels. Anomie has stepped-in because the Government is weak. There is no certainty even, as regards whether the 7’o clock Transport Board Bus will come. Families; people and business are unable to plan because our weak Government cannot give direction or respond to the needs of the people because it is simply irrelevant to and for the times.

    One week, church pastors tell the country that people are coming in increased numbers – not for nourishment for the soul but food for the body – lest they die of starvation. A week later – as if in conflict with itself – the same church tries to brush-aside and down-play the seriousness of ‘yet another in an apparent never-ending-series of unwanted downgrades’ – the DLP is earning from Rating Agencies, for Barbados.

    The serious crisis Barbados faces Sir., is not the fault of Moody’s or Standard and Poors but because of the DLP’ reckless mismanagement of the economy; it bad decisions; poor judgment; flawed policies, compounded by its fiscal in discipline and addiction to spending a lot more than it has, on a continuous basis.

    We must however thank the local Catholic Priest because – had he remained silent – it would not have been known that “the crisis of leadership in Barbados,” extends beyond the Government. It now appears as if some see it as their fiduciary responsibility to rush to the rescue of the DLP and not to the aid of Barbadians who cannot get food or their money out of Clico. Two weeks ago, it was the NUPW! This week, the Catholic Church.

    It is crystal clear that the local catholic Church does not seem interested that the DLP is presiding over “a lost decade” in Barbados. Meanwhile, the Pope is saying to the world, that: “there can be no real peace and harmony if we fail to work for a more just” world. How is criticising Rating Agencies (the messenger) and not the DLP, which is the one causing Bajans pain – contributing to the creation of a just society in Barbados?

    Only this year, the Pope emphasized the need for all people to access water, food, shelter, health care and education. Perhaps he does not speak for or impress the Catholic Church in Barbados because catholic church leaders here are springing to the defense of the DLP, which: (1) slashed to vote to the Welfare Department; (2) owes millions in unpaid bills at the QEH – resulting a shortage of medicine and (3) failed to exercise sound judgment at the BWA, resulting in a strike – but do not seem as ‘eager’ to bring lasting relief to Barbadians, to whom the DLP is causing pain.

    Would the catholic church go to that length just to get an invitation to a national event?

    One understands the current panic and anxiety! Despite the “laying-on-of-hands” within a few months after a general election – it is clear that the “truth” cannot be kept hidden indefinitely. Painful to watch but there is overwhelming evidence that this DLP is the weakest and worse Government Barbados has ever had. It seems this reality is too much of a burden for those who feel they have to rush to speak in the DLP’s defense.

    It is reported that prior to his meeting with the Italian President, recently, Pope Francis warned about the effects of the global crisis, considering unemployment one of its “most painful” consequences. He is reported to have said “It is necessary to multiply efforts in order to strengthen any sign of recovery.”

    Given the level of human suffering in Barbados, where, so many have lost their jobs from the private sector and where, people are obviously starving, instead of criticising Rating Agencies, shouldn’t the local catholic priest be more eager to used that opportunity to share the Pope’ message with the DLP?

    The DLP might be ultimately responsible for the crisis in Barbados, but it had and continues to get undeserved assistance. It is clear that despite the hurt and human suffering it is causing the people of this country – there are those who would rather stand with the DLP than with the poor or those who the DLP keeps punishing with increased taxation or in more sophisticated ways.
