William Duguid MP

The unfortunate comment uttered by William Duguid MP has rightfully upset right thinking Barbadians. We are upset because his comment is reflective of a free fall in values and morals afflicting our society. Yes it was an aside (although not whispered) in parliamentย  but the public heard so deal with it. It is ironic that Duguidโ€™s tagline sposted on his website is Do Good and good shall attend youโ€ฆ

Days after the incident Duguid apologized. BU joined many Barbadians to applaud him for taking responsibility for his action. In his apology he revealed that he was taunted in a crass way by Minister Donville Inniss, if the grapevine is accurate, it has caused many to sympathize with Duguid while not condoning his behaviour. Minister Inniss will get a chance very soon to test if his political stock has been negatively affected by the episode which occurred last week.

The old people favour a saying that behind every dark cloud is a silver lining. Here was an opportunity for the government and opposition to expose the silver lining. If after this incident members of parliament from both sides of the House had joined hands – figuratively or literally – and condemned the behaviour with the assurance that better would be done. Imagine the potential for positive outcomes if such a scenario had played out on the population of Barbados. Talk about turning a negative into a positive!

Instead the opportunity has been lost because ugly partisan politics reared its head, again. This is what is missing from Barbados at this time, LEADERSHIP. Imagine on Tuesday or Wednesday night ALL the MPs standing in parliament yard, TOGETHER, to renounce the poorakey behaviour and pledging for it never to recur.

Clearly opposition leader Owen Arthur has opted to distance himself from the behaviour of Duguid. We are not surprised because the Duguid incident has served to reinforce Arthurโ€™s declared position that the current parliament is of a poorakey calibre. However as leader of the opposition Arthur cannot avoid responsibility for the standard of behaviour exhibited on his side of the House, so too Prime Minister Fruendel Stuart. Where there is a vacuum of leadership confusion is bound to flourish.

Todayโ€™s comment by Louis Farrakhan that we need to lead and provide opportunities for our youth or not they have the potential to go rogue and disrupt Caribbean societies should be a warning. Our members of parliament missed the boat last week and their behaviour is another crop of seed sowed predicted to yield a rotten harvest in years to come.

    Thanks for reposting Dr. Duguid’s apology in its entirety. Again I ask you where in the apology does he identify Donville Inniss by name or as constituency representative (St. James South) for what he alleges were GRIEVIOUS insults hurled at his wife and children.

    Donville Inniss called him a fat slob…meaning a fat SLOVEN person or in (layman’s term a fat lazy person)

    It is incumbent on Dr. Duguid to furnish the public with the alleged words directed to his wife and children and where were they uttered and by whom.

    I AM NOW OF THE UNMISTAKEN BELIEF THAT HE HEARD KERRIE SIMMONS VOICE IN HIS EARS !

    I submit that Dr. Duguid’s allegation on the wife/children comment is a LIE or he does not want reveal the true CULPRIT.

    If he wants an apology on the fat lazy person comment….then that goes against the views of Captain Sawyer (I like them Big Fat and Thick)

    Barbados deserve better…..Dr. Duguid !

    Just as I posted in my last post and one few days ago and reinforced by Spaeker Carrington, provocation is only a defence in murder.

    I said at the time Dale Marshall as an Attorney at Law sitting next to Dr. Duguid last Friday during the apology should have pointed that out to him.

    But is such the chaos and disconnect in the BLP

    Secondly, Speaker Carrington pointed out to the House after listening to the tape several times….he is yet to hear where the allege insult about Dr. Duguid family was made and by whom.

    Remember this is the same Dr. Duguid that a few budget speeches ago purported to be reading a letter from a lady….when speaker ask him to make it a document of the House….the “letter” turned out to be blank sheet of paper.

    Dr. Duguid need to be called out on this one because he has made and continue to make an allegation that cannot be substantiated by the evidence in the public domain.

    Of course David…..will still point fingers at Donville Inniss !

    Just like no one ‘saw’ the gun too. I am fed up with the DLP and its constant ‘we are the victims’ stance. In 2012, rather than debate meaningful policy, DLP supporters are bombarding this blog with the same rubbish from five years ago–character assassination, innuendo, hypocrisy and plain lies. What I find dishonest is that the same people who talk about how disgraceful Duguid’s behaviour was are the same individuals that write the most vile and repulsive things about others here on his blog.

    Why fret now that rational thinking Barbadians like Ryan Straughan, Pat Hoyos, Dr. Howard , Sir Roy Trotman and thousands of Barbadians voters have pointed out the GIMMICKS and MESS your policies would create.

    Owen Arthur is just that a PARRO ECONOMIST…..just interested in selling his ASS…in order to buy TOILET PAPER !

    The angry Duguid that I saw on this blog MUST HAVE BEEN PROVOKED BY EXTREMELY HARSH words. And those harsh words can only REASONABLY have come from the DLP side

    For the DLP to pretend innocent “we din do nutting” is deceitful and to demand a further apology from Duguid is dishonest.

    This is the same deceitful behaviour used by dishonest people world wide. If the bad behaviour is not caught on camera or tape dishonest people want us to pretend along with them that it did not happen.

    It is also the same dishonest behaviour used by 2-bit shop lifters.

    I’ve lost all respect for the DLP.

    I WON’T BE VOTING FOR THE DLP next election.

    I am sure that if the Honourable member came home and found that man had inserted his dishonourable member in the speaker’s
    wife, then there might be some reaction to this grevious provocation.

    Although I know a man who witnessed that scene and when the interloper tried to hurriedly put on his clothes, the cuckolded husband said “take ya time and finish…because she is your wife now” (Oh shoot!!! bare trouble, because the interloper already had a wife at home)

    But few of us could remain unprovoked in that circumstance.

    I don’t recall the BLP changing their story; but you and your colleagues can continue trying to pretend that some janitorial services in the public service weren’t recently privatised; $700m has to be borrowed every month to pay salaries with no end in sight; or a promise was not made to the IADB to reduce emoluments expenditure; or the RMTFS does not outline $150m in expenditure during 2013-14 and 2014-15; or that S&P downgrade is not just around the corner. Care to tell us why the local borrowing limit was increased again today by $1.5b?


  9. Speaker Carrington articulated the views of the silent majority. Duguid’s swearing was plain wrong it offended the sensibilities of decent Barbadians. His apology was bogus.
    Duguid looking to blame Donville Inniss for his disgusting language is wicked and evil. Duguid should man up as Carrington said.
    An unconditional apology was required none was given.
    Dale Marshall and Cynthia Forde showed us they are on the same moral level as Duguid they said so.
    As old timers say Duguid could give but he cant take. His departure from the House will be a blessing.
    The BLP must in the final analysis be held responsible for Duguid’s debased conduct.

    Dr. Duguid alleges he was provoked by a DLP Parliamentarian who hurled insulting words to his wife and children….then he must come forward with the name and insulting words.

Just found out a year ago that economists don’t understand business, the two subjects should be linked in university there in lies the main problems, when the leader does not understand business, only projections. The business man then becomes king because business fuels the economy and the economist is clueless. That made meunderstand why the minority business people have kept a stranglehold on the economy. These university educated economists are totally incapable of creating consistent business ideas and have to rely on the business class, some of whom did not even see the inside of a university.

  21. The junior runt, William Duguid MP cannot go any further with his provocation defense, he furtherest he can go is to lay a provocation claim against to DLP parliamentarian. The reason is simple, it didnt happen, he knows it didnt happen and if he gives specifics and an audio tape (cellphone recording – thanks to blackberry) makes its way into the public domain then he, Duguid is would be guilty of a more serious offense, openly and wilfully lying to the House, the Speaker and the Nation.

    When all of the other options available have more serious consequences, one must quit without looking like a quitter. Judge the actions not the words.

    For the love of me I can’t think of one important or useful thing MP Duguid has been responsible for and involved in since his election in 2003 as a MP.

    This is politics not Sunday school, what the blasted hell you expect? It was the BLP who, during its 14 years in power, made politics a blood sport in Barbados.
    Have heard or seen all of the nasty, nasty and baseless crap they wrote about Donville, Sinckler, Stuart and Estwick? Of course a hatchet job is being done on Duguid but is of his own making and he should have known better. He got up on the floor of Parliament fully intent on publicly embarrassing the Minister of Health but it backfired and you can hardly blame the DLP, its operatives and smart bajans for make the most of it and seeking exploiting this mistake.

    Have you been to a recent BLP public meeting and listen to personal attacks on member of the DLP? It is gutter politics unprecedented.

    Speaker of the House of Assembly, His Honour Michael Carrington took issue with an article that appeared in one of the daily newspapers yesterday, which reported on a meeting of the Opposition Barbados Labour Party (BLP) on Sunday night.

    Before the start of Government Business in the Lower House, His Honour spoke at length about the article and how the comments attributed to speakers at the meeting, reflected badly on him as Chairman of the Committee of Privileges and the House of Assembly in general, as he contended that it is not the Government that directs what is to be done in respect to the Committee, but rather the Parliament.

    The Speaker further contended that he would not sit back and allow any Member of the House from either side of the political divide, to make statements which in his view have the potential to bring the Parliament into disrepute or to lower the dignity or decorum of the House.

    โ€œI have seen in a previous article by this same newspaper, where the then writer said that the Government has erred in raising a given matter at the time it did, and that writer was referencing the effort to reconvene the Committee of Privileges with respect to the matter referred to it by the Honourable Member from St. Joseph, and the impression given then was that the Government was responsible for raising it then. Now I let that slip, but now there is this one,โ€ he said.

    Referring specifically to the alleged incident involving MP for St. Joseph, Dale Marshall and MP for St. Philip West, Dr. David Estwick, the Speaker said that the comments attributed to Marshall in the newspaper would suggest that there is something โ€œamiss and that the Committee of Privileges has not met to deal with itโ€.

    Contending that that was untrue His Honour, told the Lower House that every effort has been made to convene the Committee. He explained that there was an initial meeting where information concerning procedure and how they intended to proceed was distributed, however, since then there has been some difficulty in getting a quorum โ€“ as a result of a lack of attendance on both the Government and Opposition sides of Parliament.

    โ€œOn the last occasion when we met, we had a quorum where the two Members of the Opposition on the Committee were in attendance. But at that meeting, one of those Members indicated that they had seen something in relation to the matter, and therefore it was felt best for her to recuse herself from the Committee,โ€ he stated.

    He added, โ€œSo, it is not pleasing to me to read in The Nation what appears to be really a reference and an indictment of the Speaker in his capacity as Chairman of the Committee of Privileges.โ€

    The Speaker also mentioned the aspect of the article where another speaker referred to the Parliament of Barbados as โ€œpoorakeyโ€, contending that it is regrettable if those words were uttered by a Member of the House.

    โ€œI donโ€™t know what can be done in terms of our procedure here, but I would say if we are saying so, then it reflects on all of us,โ€ he maintained.

    Cabinet Minister and Member of Parliament (MP) for St. James South, Donville Inniss has sought to clear the air about the incident involving Opposition MP, Dr. William Duguid, contending that he did not provoke the Opposition MP, resulting in an outburst which was heard during the broadcast last Tuesday.

    Speaking to The Barbados Advocate yesterday afternoon, Inniss expressed concern that he was being vilified on social media sites for actions that he did not commit.

    โ€œDr. Duguid has never once as far as I have heard, called my name. I think people are assuming that because he was attacking me in his wrap up speech that I was naturally the one who responded and said something about his wife and children. That is not true,โ€ he said.

    He added, โ€œThe truth of the matter is, I did not provoke William Duguid, a lot of the things being said, a lot of the statements being made in relation to myself, are totally untrue.โ€

    The Cabinet Minister said that he decided to keep his silence on the matter until Duguid could issue an apology to the country and the Parliament and now that has been done, he has seen it fit to make his position known. Inniss said that he is also having a recording of the Barbados Labour Partyโ€™s meeting last Sunday reviewed, given some criticisms that were reported to have been levelled at him.

    โ€œ… I am happy that he [Duguid] has had the level of maturity to apologise for his wrongs and all I can say is let us all put this behind us and move forward.โ€

    It is also kind of naive for Inniss to clarify the matter to a newspaper which has limited circulation.

    Wasn’t the one who talked about the government improving its communication?


  37. The DLP members in the House are the ones who started the BAD behaviour. Many times they would not allow the BLP members to speak freely. They took the fact the the BLP had lost the election as an encouragement to dismiss every speaker. The retort was ” wunna had 14 years, we dont want to hear wunna. This is where the nasty cross talk by the DLP started. This is where the arrogance of the DLP started and got progressively worst and reaching the level where a DLP parliamentarian threaten a BLP parliamentarian with a gun –telling him that: ” if you is a bad come outside” and now another DLP parliamentarian telling a man about his wife and calling the man a Fat Slob in the process.
    These DLP HOUND DOGS HAVE BROUGHT THE HOUSE INTO DIS-REPUTE

    The DLP members of parliament aided abetted and encouraged by Freundel Stuart have interrupted the Opposition and insulted them and try to shut them up teasing and bullying them unnecessarily. Donville Inniss has been the chief protagonist with his teasing and school boy antics that he has not grown away from all like now. Kellman rises on numerous unnecessary points of order making debate akin to driving on a road with pot holes. This kind of arrogance by the DLP should be dealt with immediately but I would not hold my breath because the Speaker of the house ???? Well the less said about him, the better.

    Cynthia Forde in private chit chat with her friends always maintained that Dale Marshall was always blowing this particular issue out proportion. She naturally recused herself.

    Yet smiley Dale Marshall up and down the country claiming abuse of Parliamentary process.

    On the Donville issue….you heard from the man himself….I hurled no insults at Dr Duguid family. I did not provoke him.

    The video clip we heard confirms Minister Inniss position.

    Desperate and lying Dr. Duguid needs to prove his allegation or remain in INFAMY.

    The more you look at this situation with Duguid, it is coming across clearly that he is not sincere and does not recognise how his verbal assault has negatively resonated with thousands of Barbadians.
    Duguid started it, he (Duguid) rose to his feet and started to attack the Minister of Health. How can you pick a fight with a man and then when you disgrace yourself come back to the public and claim provocation.
    Duguid needs to know what a real apology is but when you have an opposition leader who cannot guide you on a matter like this , you will get attempts to excuse this nastiness.
    As for Dale Marshall, he and the truth have never been good friends.

  43. The speaker stated it best yesterday, all MPs and the parliament have been diminished in the eyes of the public. Yes Duguid has been made the poster boy for this incident but it has only added to the growing public perception that the House of Assembly is poorakey (Arthur’s label).

    No, no, we just can’t move forward.

    Somebody insulted WIlliam Duguid.(and it is highly unlikely to have been a member of the BLP)

    That somebody must stand up and apologize, then we can move forward.

    If it was Donville he should apologize.

    If it was not Donville, since Donville was present at the meeting it is very likely that he knows who spoke the insults.

    He should call on that person or those persons unknown to apologize.

    Then we can move forward.

    It constantly amazes me that we Bajans alwasys seem to want forgiveness without repentance.

    Let me remind us of the Christian teaching regarding sin. First repentance, then forgiveness, then reconcilation.

    Does the DPL want to be reconciled to the electorate or not?

    In a previous post I drew attention to the fact that a mere FIVE SECONDS had elapsed between the time Dr Duguid had taken his set and when he blurted out the very loud , foul-mouthed expletive and questioned who could have ” grieviously provoked ” him during that time? I have always felt that if Duguid was to be credible he would have to go on to say when he was provoked , Where he was provoked and by whom he was provoked . I also made the observation that his ” apology ” was self serving since it was not given without reservation . Yesterday His Honour the Speaker expressed similar sentiments about Duguid’s ” apology “.
    Today’s ADVOCATE carries a flat denial by Mr Donville Inniss that he at any time made any comments about Duguid’s wife or children as has been widely suggested on this blog and in other places ; persons , without knowing the facts , have found it convenient to attribute the accusation to Donville Inniss . In this regard we will await a response from Duguid and his allies ,who have found it convenient to allow the public to mislead itself , now that Inniss has issued his flat denial .
    The speaker also found it necessary to issue a sharp rebuke to Dale Marshall for his most unprofessional conduct in respect of the dispute between himself and Dr Estwick and which is presently engaging the attention of the Committee of Privilege of the House . Marshall is a former Attorney General , a lawyer , and should know that it is highly improper to make public statements on matters that are presently before such a tribunal . But Marshall’s conduct is a typical example of the kind of conduct recently being displayed by the rudderless BLP ; they only have a NON-PLAYING CAPTAIN so every man is doing as he likes ; acting on impulse . One day you have a press conference by the captain himself ; another day it is a press conference by Miss Mottley and Mr Mascoll ; another day it is a press conference called by the FOURTH ELEVEN team of Marshall and dirty mouth curse bird Kerrie Symmomds ; on another occasion the conference is held by Symmonds himself ; oh how Sir Harold St John must be turning in his grave to hear that man who publicly abused him and whom he refused to endorse as a candidate in Christ Church now being touted as the soul of his once great party ! So what we now have is a collection of confused and bemused political operatives in the BLP , like the builders at the TOWER OF BABEL, not knowing what the other is doing and creating total confusion across Barbados . Every day some other person is coming forward to try to explain something that some other person made a failed and confused attempt to explain .
    While all of this is going on the BLP would have Barbados believe that there is something wrong with the quiet , dignified , thoughtful , sincere , and competent leadership of our Prime Minister Mr Freundel Stuart . They must however understand that there has been too much money spent on the education of Barbadians for them not to understand and appreciate the difference between what Barbados CONTINUES to be in the face of harsh , economic times world wide and what Barbados CAN BECOME if the country is given over to a motley collection APPEARING to be united behind a NON-PLAYING CAPTAIN .


  46. Has anybody noted that Donville (like Duguid) is himself quite portly, rotund, heavy, fat, big, maybe obese. As are too many other Members of Parliament (on both sides)

    He as the Minister of Health should reveal bis Body Mass Index, his blood pressure numbers, his blood lipid numbers, his blood sugar numbers. While he is doing this all the other Members of Parliment should do the same, so that we the electorate do not end up buying a bunch of pigs in a bag.

    The pot should never call the kettle black.

    Just sain ya know!!!!


  47. Not sure I am locked into this debate as I am at a loss as to why anyone is confused by Duguid’s outburst of vile comment.

    Duguid The Philsbury Dough Boy as he is known as by his
    BLP colleagues has left no mark of distinction on the corridors of the Lower House prior to his swearing session two weeks ago, for others their mark would have been left by some memorable speech or some memorable piece of social legislation but not Duguid his recognition has come in the form of a vile and nasty curse bird.

    Trust me Duguid only acted in a manner as he has seen one of their two leaders act like.

    Please cast your thoughts back to October 2010 and the sad passing of our beloved and highly respected for his moral values Prime Minister David Thompson, then there was a sitting of the house to pay tribute to the life and times of David John Howard Thompson and you know that not even at that time could Arthur do the right thing and pay a decent tribute but choose this time to unleash the most vile untruths about a fallen fellow leader of this great Nation Barbados.

    Thought having stopped short of telling the the Nation for him to Carry His Mother’s C__T his tribute was almost on par with Duguid’s remarks and like Duguid who received overwhelming support from Forde and Mottley and other BLP that were present that he Arthur he to received the support of those BLP there that evening..

    So friends it is clear to me that as a political party the BLP has no Morals Compass for decency and correctness, as Prime Minister Stuart once said as a political party in office they are held together by GREED and in Opposition they are held together by HATRED, as was so clearly shown by both Arthur in his attack of David Thompson at his death and in what was supposed to be a Tribute by the BLP to a fallen Leader, it is no different to Duguid’s vile ranting he too Can Carry His C__T as he has confirmed his uselessness in Parliament.


  48. David for clarity and so your readers are not misled re your comment, It is also kind of naive for Inniss to clarify the matter to a newspaper which has limited circulation.

    Please note that both the Nation and the Advocate carried Minister Donville Inniss’s comments so he did not speak solely to the Advocate as you seemed to suggest.

    What is interesting is that David posted the articles from the Barbados Advocateon Carrington and Inniss before they appeared on the website of the Barbados advocate or before those articles went into international and regional circulation.

    Is David or is it Bryan, or is it both?
