Hartley Henry – DLP Political Strategist

Don’t know about you, Dear Reader, but I am eager to hear what Owen Arthur has to say tonight. I really hope he rises above traditional partisan rhetoric of ascribing all good to his previous Barbados Labour Party administration and all manner of evil and wrong doing to the current Democratic Labour party government. If Arthur does that, it would be a wasted moment in time.

Owen Arthur should use the occasion and the opportunity this evening to commence his long march to elder statesmanship. He has made clear that he has no ambition to lead his party or country again, and I believe him. Incidentally, I also believe that the moon is made of cheese!

Nevertheless, Arthur should be purposeful and constructive in his presentation tonight. He should not feel pressured into towing any particular line; be it party or profession. I make this point because, as a trained economist, he might be tempted to take positions that are theoretically sound, but he has had the benefit of 14 years practical experience at the helm of the Barbados economy and he therefore knows what is real and doable and what is not. By the same token, he should not feel pressured into embracing all the outrageous and outlandish positions of his successor at the helm of the BLP, Mia Mottley.

Mottley is politically green and inexperienced. She wings it a bit too much and does not understand her role as Leader of the Opposition. Surely, no one would expect Arthur to get up tonight and chirp that nonsense about doing away with summer camps and criticizing free bus fares for school children. Also, we would not expect Arthur, a former Minister of Finance, to espouse the theory that huge salary increases should be granted public officers, irrespective of the current economic situation. That type of political reasoning or lack thereof is associated with green horns like Mottley and Dale Marshall.

Arthur must demonstrate greater responsibility and political maturity this evening. There is nothing wrong with him conceding that the wicket on which Thompson has had to bat was a difficult one and that on reflection the policy in relation to energy prices was prudent. Also, I see nothing wrong in Arthur admitting the genius in the appointment of Dr Delisle Worrell as Governor of the Central Bank.

We know he will not support the clamp down on illegal immigration or the slowing of the process of creating a Caricom single market and economy, because these issues were near and dear to his heart. We would understand if he agrees with Mottley that Al Barack should be paid all his money, at once, because that fiasco is of their creation.

But, when it comes to walking the tight, slippery rope of navigating this economy over the course of the next 18 months, one expects that Arthur will rise above petty politics and lend his voice to the discussion in a meaningful and constructive manner.

Surely he will criticize the current administration on a few issues. The essence of our democratic and Westminster model of government is that opposing parties be given the opportunity ever so often to do and try things differently. Therefore, we expect the government to get a scolding here and there on what could have been done differently and what perhaps should not have been done at all.

Arthur is not a member or supporter of the governing party and therefore he cannot be expected to see the reasoning and wisdom in everything that David Thompson does. He is an economist and is minded to think and speak from that perspective. That is perhaps why Thompson has had reason on several occasions recently to point out that Barbados is not just an economy but that it is a society. If Barbados today focused only on arithmetical solutions to problems, the social landscape of this country would be destroyed in no time.

It would be easy in today’s economic environment for government to reverse the free bus fare initiative. But how would that impact the single mother with three children going to school? And what of the UDC and RDC home and house improvement programmes? The only way these initiatives have continued is because “the fat” has been removed from the equation. $40 000 is today doing what $100 000 did three years ago, because contractors wanting to do business with government have to sharpen their pencils and there is no one to whom they must “tithe”. Also, projects are coming in on budget and in some instances under budget. Can you imagine if we had fiascos like the 3S contract, Kensington Oval, the prison at Dodds, Gems and Jaws, the same Barack Building, the Grantley Adams Airport expansion and similar financial calamities, which doubled in price overnight, to deal with in today’s economy?

But we do not expect Arthur to credit the new government for any of this because it would reflect upon his tenure and his much cherished legacy. What the country would expect, however, is for Arthur to step up to the plate and assume the role of elder statesman. He ought from now to wrap his every utterance in the flag.

Prime Minister Thompson put it excellent in his address to members of the chamber of commerce a few weeks ago when he suggested that their actions should henceforth be motivated by a genuine interest in and their love of country. Arthur needs to reaffirm his love tonight for Barbados. He needs to reaffirm his confidence in the capacity of Barbadians to work together to weather the current economic storm.

Our former Prime Minister needs to call Barbadians to arms and to challenge them to change attitudes and approaches to life and to spending. He must advise and admonish them how to cope with unavoidable increases in the cost of living. Surely, he would squander the opportunity if he sought to score brownie points over the increase in water rates. The price of water should have been increased 10 years ago. The $1.3 billion expansion that is planned, will only come about if the Barbados Water Authority stands once again on its financial feet. Arthur would do well to bring closure to this needless debate by moving beyond the increase in rates and advising on how greater efficiency can be achieved.

Generally speaking, tonight can be a make or break night for Owen Arthur. He has to improve his game. He has to be measured is his analyses and his submissions. He will of course have words of caution and advice for the government but, given the state of play in Barbados today, he should also have words of advice for his colleagues in parliament who clearly have lost their way.

It is one thing to have a government that you do not support and cannot philosophically identify with. But it is a worse state of affairs to be part of a parliamentary opposition that is lacking in focus and direction, with a leader who knows it all and does not listen. I do not envy Owen Arthur.

    Thousands upon thousands of poor and marginal people and businesses and other entities in this country are clearly grovelling and suffering in Barbados at this time of political economic depression, and this senseless mindless crap is what this mother of all political buffoons in Barbados is seen drooling on BU.

    Not that we expected better of him though, but could any one in his or her own right mind believe that Henry is on here attempting to foreshadow what former prime minister Mr. Owen Arthur is going to say or NOT say at some meeting tonight.

    Mr. Arthur, who may still be a millionaire, is guaranteed a parliamentary pension for life and may well be living comfortably, doing research on certain CSME/CARICOM matters, and thinking about writing his political memoirs.

    But, look, there are many more needy, indigent Barbadians now than the numbers we saw last 5 or 6 years ago, who some of our members have had the unfortunate opportunity to see ekeing out a living in this country, living in some very heart wrenching depressing conditions, who dont have enough food to eat, enough money to pay bills and in some cases who just dont have the basic amenities in place to support their lives – that social commentators like Henry must damn well talk and write about ( or more about).

    Thus, there can be NO real point seen by the PDC in Henry writing in the manner in which he has done about a so-called politician who – when he was Prime Minister – helped to bring so much pain and suffering to many people, other than through having a keen eye would allow us to see that this is but an effect of the actions of persons who themselves appear to be fighting against another – but who in truth and in fact are NOT doing so; but are continuing to come together ( hence the underlying good intones by Henry in his tripe that Mr. Arthur has to speak tonight by Henry ) and continue really waging “war” against the broad masses and middle classes of people of Barbados.

    Can any one imagine a monthly salaried young hardworking male Barbadian (two jobs) paying close to a thousand dollars in bills yesterday and having not much more disposable income left? uh? and still think about the foolishness that obtains that allows Henry to collect thousands of dollars from the government every month for doing ever so little as some political advisor to the Prime Minister?

    Meanwhile, there are many once productive businesses which are closing down faster than 5 or 6 years ago. Only a couple days ago we heard from a very reliable person how about another 4 small businesses have moved out of Mall 34 recently.

    Two days ago in the afternoon a member of our party went into Cave Sheperd on Broad Street and was actually shocked to see that it really resembled a multi-storied warehouse buying club in bad economic times – with so many items clothes, shoes, perfume sets, etc., on the shelves and on racks but so few persons looking around and at the cash registers. Dont talk about DaCosta Manning. It was just unbelievable that there was such a paucity of customers.

    The river van stand where once before – say, the same 5/6 years ago – it used to be overflowing with small business commercial activity, on Monday of this week, it was a far cry from those times – with many shops and stalls along that way closed.

    Sad to say, however, as business and commercial activity in Barbados further plunges and plunges, this will have a very severe effect on the many social sectors in Barbados, and on the standard of living in this country, which appears to be falling so much now as poverty levels go dangerously upwards.

    Just read how a couple months ago Divisional Commander of the Salvation Army, Dewhurst Jonas, was saying that they are catering to 150 individuals daily, up from 70 to 85 and that these numbers are only set to increase based on the economic situation – Barbados Advocate Thursday, December 17, 2009, page 5.

    And just look at the growing numbers of poor people who are waiting for food on Tuesday evenings from some caring group of people by the Fountain in Heroes Square, and one must get a little understanding of the serious severe nature of this political economic crisis in Barbados.

    So, what this joker – Mr. Hartley Henry – needs to do is to often get out of that big black ugly SUV he drives – which every time members of our party see him in he has these very tinted windows rolled up and is almost always talking on his cell phone – and go and see many times for himself the kinds of evidence of poverty being dreadfully on the up and of business being disastrously on the down in this country – much of which has been caused by the wicked inhuman fiscal and financial policies of both DLP and BLP Governments over the last five years in particular, whereupon then go and write about was he saw in his Barbados Advocate column and too post his observations on BU rather than writing this drivel garbage about his class mate – Mr. Arthur.

    Down with the damned DLP and the Blasted BLP!!!

  5. I am here at the Errol Barrow Centre for Creative Arts , setting up the sound system for Owen Arthur to speak tonight Thursday 25th Feb 2010..

    The technical team here just received a telephone call fromMs. Mia Mottley, instructing us to cancel this event.

    She claims Owen Arthur has refused to meet with her or to offer any support to her inside & outside of Parliament.

    This Mia Lady is indeed powerful. Another cancellation and slap in the face of Owen as he seeks to share his views with Barbadians.

  7. Listening to Mia Motley really scares the shit out of me. I really do not want her to be Prime Minister. Something is not right with this woman and this current BLP administration. I like Thompson but he comes over as being two faced. I honestly am not comfortable with neither nor.


  8. Owen really did well tonight with his overview of the economy and where we have gong wrong and what needs to be done.

    The current Minister of Finance and his unelected deputy now have to tell us how they are going to turn around the deficit we currently have to surplus by 2015

    He should also advise the Europeans on how to deal with their debt.

  14. Hartley Henry sounds real nervous about the prospects of Owen Arthur’s presentaton, his opening salvos were precious. He hopes that Owen abstains from bigging up his Party and ascribing all manner of evil to the DLP blah blah blah. Has he been reading the News since Jan 2008, is this not what his dear friend David T has been doing to the point. Hartley go give some advise to your fri-end. The truth is that neither you nor anyone in the DLP can stand against the majesty of Owen Arthur when he speaks on Economics, and David Thompson just as green as Mia Mottley, he is proving it daily. Come to think about it, he-she same damn thing. Give me back Owen and let de people keep their jobs.
