You list some good ideas for the structural retransformation of Haiti [Responding to Commenter Dictionary on the Haiti We Are Sorry blog]. Each in of themselves they do not depend on improved education but do depend on improved technical training (farming etc). However, for all, the long-term success of those initiatives individually and collectively leading to a successful Haiti will certainly also depend on improved education, if as we have been informed, the literacy level is so low.

This has two implications.

Firstly, immediately after initial search, rescue, medical, temporary (short and medium term) and security issues have been addressed as priority, the early reformation must include an immediate education programme, for adult and youth, such that  the transformation of Haiti can begin with the active participation of her people, not as ‘serfs’ but as active individuals and communities with an understanding of the reasoning behind the methods and the aim of the methods.

I must add, that ‘transformation’ in this context is not meant to refer to bringing Haiti to the same philosophical outlook as anyone other specific group. In this context it is meant to refer to bringing Haiti to a level of self-capability and self-determination. Now, to expect say a three or four year ‘crash course’ in education and technical skills may seem either impossible or unrealistic, but unfortunately, if this is not done as one of the foundations of the rebuilding (in the context of not only structural, but as a nation of people), than all else may eventually prove futile.

This is obviously along the lines of the old phrase of teaching a man to fish instead of giving him the fish. Merely putting up structures, farms etc may certainly alleviate some misery, but while in the short term foreign contractors etc may gain much from the aid given for this purpose, the long-term goal should be to have Haitians and not only elite, but the everyday Haitian, benefit from money flows and thus create an independent people and a vibrant economy.

It is my view therefore Caricom leaders, should address the education of Haiti, as a priority, as much a priority as any other redevelopment effort.
To reinforce a point, the initial effort must not only be to set up an improved schooling system, but implement as an interim measure, an ’emergency education programme’, with the help of international authorities and the Haitian authorities. If one wants a long-term Haiti, this is essential.

We must give thanks yet again, that Errol Barrow saw the necessity of education as a developmental tool. And, we must forever resist ANY attempts to take free education from Barbadians. Indeed, those of us who wish for an improved world, must seek the furtherance of a sound even if basic education, for all peoples, as a necessity for development.

    The thing about study is that it is subject to interpretation. It also means that some evidence may or may not be discounted in an attempt to come up with a clear unambiguous interpretation based on what is observable.

    Take for example, the evidence presented as the basis for saying that the earth is round was discounted by those who thought it was flat and that if you went far enough, you will drop off the earth.

    While this may have been the majority belief, the facts confirmed that the minority observation that the earth is round. So the basis of a majority belief as truth is irrelevant to the facts. Just as your belief in christ, even though popular, is no proof of truth.

    Therefore, the many interpretations which exist as denominations of christianity has nothing on each other. You have your understanding of it while others have theirs. For when each of the denominations arrive at each fork of ambiguity, you have taken different roads.

    Which is the correct road? Can both roads be correct? Even if you get the correct road at the first fork, how can you be sure of the correct road at the next fork and the next, and the next?

    When looking at the probabilities that an interpreter will choose the right fork each time, (provided that there are wrong roads at each or even some forks) this will obviously be 50:50 if there are only two roads at each fork.

    Given then that the probability that any one denominations would have travelled all the right roads is virtually zero, each of you should have respect for the other because all of you would have some wrong roads in there.

    Therefore, what Zoe is doing, is not only intellectually dishonest, but perpetrating divide and rule tactics using fear-mongering, persecution and terrorism.

    Everybody has a right to hold their beliefs without persecution, but Zoe would like to hold his/hers while persecuting others for theirs. It will never work that way and he/she will be forever at war with the world over his/her personally accepted belief. This is the devil.

  15. What i would like to know and am trying to find out though David, is how much of an interest those 5 rich families have in all this.
    Like you said, millions of dollars and 3 weeks later, no (major) change in the conditions of the Haitian people.
    I was discussing this with an ex marine yesterday and we pondered on this, maybe the real plan is to drive the people to riot, maybe even the death of a marine, then we will really see the true picture.

    I want you to know that there was once a man just like “Mr.” Zoe. He persecuted the saints something terrible. He was responsible for many of them being condemned to death and those so condemned suffered excruciating deaths.
    He thought he knew it all and that anyone else of other beliefs were wrong. He thought that he was God’s mouthpiece against all these other people. Until, yes until, our Lord Jesus Christ sorted him out as he was yet on his way to persecute even more souls for their beliefs. It happened on the road to Damascus when Jesus Christ appeared to him and he was converted to those very same beliefs that he was having other people persecuted for and eventually put to death.     If the significant majority of the society so sees fit, then is would seem so.

    But then, according to ‘modern standards’ and international conventions, surely this is discriminatory to minorities?

    Are international conventions to apply to all, or only to those who are willing to follow international conventions?

    You making some good and correct points. There is only one thing I would like to point out. In terms of the principles of good governance, democracy, and liberalism, laws are about regulation, not control.

    Liberalism can be described within the understanding of a free market. One A. Smith spoke about an invisible hand, but this most describes the sum effect of human activity (the market) given all else equal (which it is usually not).

    By extension, the law recognises that man should be free to pursue life and a good quality of life can be better attained where people are working interdependently.

    One of the boasts about English Law, especially when challenged for the lack of a constitution (English law, society or government did not start with a constitution) is that English law was developed by people working and living together in a society. Hence the idea of Common Law; practices “common” to the people. When a magistrate came to a district to adjudicate law, he first had to investigate and find out what were the common practices of the district before he could decide on cases set for hearing.

    The idea that law is meant to control as under the monarchy, was dismissed by the extraction of the Magna Carta, establishing that individuals had rights which ought to be respected by those who govern. This control by the monarchy was further eroded over time, as more and more it was realised that people should be left as much as possible to make decisions that affect their lives.

    Therefore, there are some basic assumptions about law which I shall try to recall from memory after all these years. Assumptions that:

    1. The law must be certain and this allows the individual to contemplate action that is within the law. The certainty of the laws are established by procedures; when they are passed by Parliament and assent is given.

    2. That the law is not arbitrary in its application. In other words, you cannot back date laws in order to convict a person of a crime for which there was no law or which no law addressed at the time of the commission of the crime. This also applies to things such as taxes, rights, procedures, rules, conventions and other matters involving the state.

    3. The law will be equally applied to all citizens (flowing from the above).

    4. In its interpretation, the law is not intended (Parliament did not intend) to unfairly or unreasonably deprive anyone of their property or liberty, rights, etc.

    5. The law must be clear and unambiguous.

    Apart from these (may have left out some) there are certain rules of interpretation, for example that:

    1. Ordinary meanings should the given to words.

    2. The law should not lead to absurdity so if the ordinary meanings of words when applied lead to absurdity, the court must seek to interpret the words; and there are several rules applied here as it relates to gender, jargon and other technical meaning applied to words when interpreted on their own or together.

    Sorry to take so long to make the point, but just wanted to demonstrate that the law is about “regulation” rather than control and that is where all roads lead. This means that we should be vigilant not to allow Parliament to pass any laws that are meant to control.

    Of course there is more. Several cases were won on this matter of regulation. One famous Caribbean precedent was a case against the Town Planning Department of T&T, where the Town Planner ordered the demolition of a building for which the owner did not apply for Town Planning permission but he had complied with all the laws related to building and construction.

    It was held by the court that the owner complied with all the laws and that the Town Planner was a mere “regulator” to ensure that the laws were complied with. Town Planning lost the case… but don’t try that today because what the fellas have done in trying to plug this gap, is to make it illegal not to apply to Town Planning; so it does not matter whether you are within the construction laws anymore because the fact that you did not apply and proceeded to build, is illegal.

    Now this is a law that needs challenging on the grounds that it seeks to control rather than regulate. It places excessive power in the hands of the Town Planner when ordinarily interpreted.

    However, a long shot defense may be that even though this is so worded, given the assumption not to deprive unduly, and the principles of discretion (that no authority should have absolute power), one may very well succeed in arguing the point that the Town Planner is a mere regulator and that reasonably interpreted, the law did not intend to give the Town Planner absolute power to deprive persons of their property where they complied with the law.

    There is only one caveat here, the inspections; maybe Town Planning can claim that in terms of building code, construction without the inspections done by Town Planning at stages of construction will not allow the Department to ascertain that the code was complied with because once the building is complete, compliance cannot be ascertained. How would you be able to ascertain compliance if the structure is completed? Is this a reasonable cause to demolish the building?

    I really am not able to comment on these laws. My comments were about Barbados and where we should be headed in terms of legislation.

    What I would say though is that legislation based on religious dogma will not be liberal, democratic or based on good governance, because of religious limits.

    I primarily came by to give notice on a post on bamboo bahareque construction and related techniques as a technology for rebuilding in Haiti and for introducing more sustainable construction technologies in the wider region. (I assume Caribbean people and agencies will play a role in the rebuilding in Haiti. I have already been in touch with DfID, who just happen to be my next door neighbours.)

    But also, i must observe: the predominant pattern above is sad, after 442 comments in a thread bearing the title: The Reconstruction And Transformation Of Haiti: A Global-Moral Imperative

    In short, we see just how sadly effective is the usual radical secularist- Saul Alinsky advocacy strategy . . .

    (duly taught to “community organisers and activists folks, who use NGOs — up to and including churches they can co-opt — as recruiting ground for their armies of revolution by triggering chaos then takeover by dictatorship of the proletariat; these days with iron fist in velvet glove and preferably presented with a smiling handsome face in our media star age . . . ),

    On some serious further suggestions on rebuilding Haiti, I have this morning put up a blog post on some of the evidently transformational possibilities of Bahareque construction to move not only Haitian but wider Caribbean construction to a sustainable base, especially if we are willing to move to the use of Vegetable Steel bamboo — especially the Guadua angustifolia species. (BTW its formidable thorns will make a good self-protection against praedial larceny!)

    As to the felt need for educational transformation of Haiti per an appreciated reproduction of a petition, I draw attention to earlier proposals along that line that I put up here and in my own blog (here from step by step point 28 on), starting with the implications of moderate constructivism and the possibilities of the One Laptop Per Child initiative. (BTW, I note too that there has been a breakthrough with plastic batteries, which would open up possibilities for that envisioned hoped for US$ 75 slate XO-3. BTW, this would immediately extend across the whole region, not just Haiti! Ialso advocate for a comprehensive regional distance educaiton initiative at secondary completion, associate and targetted first and second degree levels, using technologies such as Moodle, which is open source. An “adult” version of the OLPC XO-1, and later on the XO-3 would fit this niche very well. I would love to see a flexible, plastic letter-size of so tablet PC that becmes the key tool for students and educators across the region, making instantly available to every child and student and educator, a universal reference source, library and toolbox with all sorts of things including sophisticated calculators. Within five years I think this one is very feasible.)

    This thread, in the end, is deeply revealing on the gaps in our capacity as a region; gaps which we need to recognise and face if we are to fix them and have hope for a better C21 than we have had a C20.

(And here we are dealing with the energetic equivalent of a nuclear attack on a city;this disaster is on an unprecedented scale for the Caribbean, and is worse than the Katrina disaster that hit New Orleans; which overwhelmed the US’ capacity even with no need for sea lift to reach the area.)     Now, let us hear as Paul in his righteous indignation, (anger) vehemently goes on to WARN the Galatians, about those who would PERVERT the Only True Gospel of Christ, as found only in God’s Word the Bible, NOT the extrabiblical, FALSE gospels as found in the Latter Day Saints of Mormonism, et al.

    “But through we OR and angel (Moroni, LDS, et al) from heaven, preach any OTHER gospel unto you than THAT which we have preached unto you, LET him (LDS, et a) be ACCURSED.”

    “As we said BEFORE, so say I now AGAIN, If any man (LDS et al) preach any OTHER gospel unto you, than that ye have received, let him (LDS et al) BE ACCURSED.” ( Gal. 1: 8, 9) emphasis added.

    “If we’ (ean hemeis). Condition of third class ( ‘ean’ and aorist middle subjunctive ‘euaggelisetai). Suppose I (literally plural) should turn renegade and preach “other than” (par ho), “contrary to that which we preached, ( as LDS et all have done). Preachers have turned AWAY from Christ, alas, and preached “humanism” or some other new-fangled notion (LDS, et al). The Jews termed Paul a renegade for leaving Judaism for Christianity. But, it was before Paul had seen Christ that he clung to the law. Paul IS dogmatic and positive here, FOR he KNOWS that he is standing upon solid ground, the fact of Christ dying for US and RISING again. He had seen the Risen Jesus Christ. NO angel (Moroni, et al) can change Paul now. “Let him be anathema” (anathema esto). See on I Cor. 12: 3 for this word.

    “So say I now again” ( kai arti palin lego). Paul KNOWS that he has just made what some will consider an extreme statement. BUT, it is a deliberate one and not mere excitement. He will STAND by it to the end. He calls down a CURSE on ANY ONE (LDS, et al) who proclaims a gospel to them contrary to that which they had received from him.” (Ibid., p. 277) emphasis added.

    Hood, the so-called Latter-day Saints of Mormonism, like other ‘Cults’ JWs, etc, have DONE exactly what the Apostle Paul, whom Almighty God, through the anointing of the Holy Spirit, WARNED the early Apostolic Church, in Galatians, to be on guard against, AND the Biblical imperative, injuction from God’s Word, the Bible, IS that ALL men/women, WHO would pervert the Only True Gospel of Christ, as SEALED in the Canon of New Testament Scripture, as the LDS and others have DONE, “…let him BE ACCURSED.” (Gal. 1: 9b).

    You are in a terrible, deceived, state, with this Mormon FALSE, erroneous gospel, wrapped around you mind!
