Your message to the BLOGMASTER was sent

It is National Heroes Day in Barbados. Of the national heroes that have been recognised for contributions to national development, we are fortunate to have global pop icon and businesswoman the Right Excellent Robyn ‘Rihanna’ Fenty and Sir Garfield Sobers alive _ the others, Sir Grantley Adams, Errol Barrow, Dame Nita Barrow, Sir Hugh Springer, Clement Payne, Sir Frank Walcott, Bussa, Charles O’Neal and Sarah Ann Gill.

Although naming national heroes can sometimes be controversial and contribute to division in a country, with the exception of Rihanna – the most recent addition – there is general acceptance without question all of our national heroes contributed to the social, cultural and economic development of Barbados. Tthe blogmaster on careful reflection does not agree with Rihanna being named a national hero. She has done us proud on the global stage there can be little doubt, BUT, when the dust settles her success globally was engineered as a result of pop culture. A simple definition of pop culture is a popular culture transmitted via the mass media and aimed particularly at younger people. Further, pop culture is perceived as superficial, characterised as less sophisticated, more consumerist, and focused on trends rather than deeper meaning. However, pop culture also has its own value and can be a source of entertainment and shared social experience. The objective is not to criticise Rihanna the person but the symbolism of what her naming as a national hero represents.

The question of the role of government protecting society resurfaced in recent weeks because controversial and popular dancehall artists Vybz Kartel and Mavado were allowed to perform in Barbados. Vybz Kartel was singled out because he performed during the Easter period the most sacred of festivals on the Christian calendar.  Many have not forgotten that Vybz Kartel and Movado represent the violent Gaza vs Gully culture out of Jamaica. Also Vybz Kartel was recently released from prison because of a successful challenge to juror tampering in a case he was found guilty if murder. Notwithstanding attempts by the two artists to transition from smutty to less explicit content, should Barbados have allowed Vybz Kartel and Movado to perform in Barbados?

The role government should play in shaping public morality is complex. Although the Constitution of Barbados does not directly address public morality, it mentions “the law must respect moral order, meaning laws should not just be about power, but about right and wrong.”

It is important when debating heady issues that our leadership ensures logical debate trumps emotional, political and other perspectives that promote narrow self interest. There is rising concern in Barbados about crime; violent crime. It requires for decisions taken about everything in the country to be evlauated based on our current state of affairs. We cannot be simplistic to accept that because it is the right of promoters and artists to earn a living, we ignore a counter culture which is threatening to derail all the good accomplished to date. How many times has the BU household warned over the years about weeds that were protruding on our manicured lawns? How many times has the blogmaster reminded about the consequences of ‘Nero fiddling while Rome burns’?

It continues to boggle the mind why a majority of Barbadians cannot see the folly of staying on the current path with the inevitable consequences in plain sight. If bold decisions are not made to intervene and disrupt popular behaviour there will be a BOOM. The time is now for leaders in all areas of civil society to enter course correction coordinates.

    Mythological heroes often follow a monomythic structure, as outlined by Joseph Campbell:

    The journey includes stages like the call to adventure, trials, transformation, and return

    Examples include – Hercules (Greek god) overcoming labors, or Gilgamesh (Mesopotamian ruler) seeking immortality

    Heroes frequently bridge mortal and divine realms

    Many claim divine lineage (e.g., Achilles, son of a goddess) who receive aid from gods (e.g., Odysseus guided by Athena)

    Their actions often resolve cosmic imbalances – reflecting humanity’s desire to understand existential forces

    Heroes personify societal ideals

    Greek heroes like Odysseus exemplify ‘kleos’ (glory) and cunning, while Rama (Hindu) epitomizes dharma (‘duty’)

    These traits reinforce communal ethics and identity

    It’s 01:11 (Ominous numbers) – THREE ONE ON THE COMPUTER CLOCK AS i WRITE THIS!!!

    I slept most of the day (TODAY) while the sun was shining (some 20-ODD* degrees) & awoke when “WIFEY” came in about 8-ish, this evening & there I was on the couch “KNACKERED” from the day before, as a result of doing probably a 10-hour shift in the garden (BARE BACK IN THAT LOVELY SUNSHINE)!!!

    So I guess as someone getting “FORWARD” in age, the “SPIRIT” maybe willing but the “FLESH” says – “TAKE A SIESTA YOUNG MAN – THE SPANISH DO IT & LIVE TO 100 YEARS”…

    So beloved, I ain’t “SPECIAL” or SMOKIN’ nothing of any real substance – just a powerful mental attitude based on “SINGULARITY” of thought & a “SINGLE-EYED” focus on doing the right thing (EVERYTIME) as far as is humanely & godly possible!!!

  12. Low refinancing risk’ of $1b debt

    GOVERNMENT WILL NEED to refinance about $1 billion in debt this fiscal year but the authorities say this is a low risk to the overall debt portolio.

    Other risks being assessed include increased interest rates and foreign exchange rates, says the Fiscal Risk Statement 2025 prepared by the Fiscal Risk Unit of the Ministry of Finance, Economic Affairs and Investment.

    On debt refinancing, the report said: “The portfolio’s average time to maturity is 9.5 years, with domestic debt averaging 11.1 years and external debt 6.9 years.

    “Approximately 6.5 per cent of the total debt stock ($962 million) will need refinancing in the next 12 months. This includes 4.3 per cent of external debt ($243 million) and 7.8 per cent of domestic debt ($719 million).”

    Risk Unit experts say Barbados’ debt stock currently “has a low refinancing risk”.

    “Most domestic debt is held in stepped rate bonds that amortise over an extended period, while the external debt portfolio mainly consists of multilateral loans and a sovereign bond that amortises over five years,” they added.

    The unit noted that “refinancing (roll-over) risk captures the exposure of the debt portfolio to unusually higher interest rates at the point at which debt is being refinanced; in the extreme, when this risk is too high it may not be possible to roll over maturing obligations”.

    The report said that despite refinancing risk being deemed low, “the debt stock remains a vulnerability”.

    “Debt service costs have risen due to higher interest rates on external multilateral debt and scheduled payments on restructured debt obligations,” it added.

    Debt portfolio risk is one of the areas examined in the report which states that “Barbados is committed to manage its debt portfolio effectively, mitigating risks and ensuring fiscal stability”.

    “Every debt portfolio inherently carries risks and associated costs. Effective portfolio management involves identifying these risks and developing strategies to mitigate them, considering any constraints to avoid undue costs and minimise potential losses,” the statement noted.

    Vulnerability

    In addition to the refinancing issue, the other key areas of risk in relation to the debt stock are interest rates and foreign exchange rates.

    Interest rate risk refers to the vulnerability of the debt portfolio, and the cost of Government debt, to higher market interest rates at the point at which the interest rate on variable rate debt and fixed rate debt that is maturing is being re-priced.

    Foreign exchange risk relates to the vulnerability of the debt portfolio, and the government’s debt cost, to a depreciation/devaluation in the external value of the domestic currency.

    The report explained that “the weighted average cost of the overall debt portfolio is around 5.1 per cent, up from 4.8 per cent at the end of fiscal year 2023, largely due to increases in the secured overnight financing rate and the US Fed’s interest rate hikes”.

    Government’s measures to mitigate this challenge include debt swaps – exchanging expensive debt with cheaper debt. Barbados has already completed debt-for-nature and debt-for-climate swaps.

    “The increased multilateral debt in the portfolio carries variable interest rates, resulting in 69.7 per cent of external debt being subject to interest rate changes within a year as of March 2024, up from 66.3 per cent in March 2023,” the report explained.

    “The [secured overnight financing rate] is the reference rate for most variable rate external loans. Although interest rates have continued to rise, the pace has slowed.

    “Overall, about 74 per cent of the debt portfolio has a fixed rate structure, mainly due to domestic stepped-up amortising bonds, fixed rate treasury bills, and fixed rate sovereign bonds and external loans.”

    The report said that foreign exchange risk remains manageable, with most external debt denominated in US dollars that acts as a natural hedge since international reserves and export receipts are also in US dollars”.

    “Barbados’ fiscal and debt dynamics can be negatively impacted by adverse variations in baseline macroeconomic and market variables, such as weak economic activity, fiscal slippage, and natural disasters.

    “Barbados is proactively adopting strategies to build climate resilience into its debt portfolio. This includes extending instruments to be covered by natural disaster and pandemic clauses,” the report said.

    The question is of the $719m local debt, who owns it? Next year, and year after. If it is the NIS it gets rolled over, refinanced. If it’s private holders from the TBill restructuring and private J Bond holders, that’s a different story.
    Anyways do NOT buy a Bond or TBill until the GoB and it’s SOEs begin reporting.

    Bushie recalls the concept of a ‘hero’ as some Hollywood character who rides into town on a white horse and kills all the bad people in a blaze of glory, to the admiration of the folks – who could then got on with their albino-centric pursuits.

    In school, the ‘heroes’ tended to be some white maurauder, who travelled to ‘undiscovered new worlds’ to plunder the ‘barbaric natives’ (without whose initial KINDNESS and welcoming generosity, their donkeys would have died in misery) and who then return home to glorious acclaim…and with lots of gold.

    Our heroes should be those who have been ROLE MODELS of what we SHOULD want OUR society to become…. Just, Righteous, Honest, …Godly.

No wonder we are willing to sacrifice our pride, industry, and now even our fields and hills – in the pursuit of more and more fiat paper IOU$$, signed by the great demon called Uncle Sam.

    What surprises Bushie is that we can then claim NOT to understand how we are suffering the consequences of debt, crime, poverty, misfortune, discontent and suicides… AFTER choosing the path that LEADS us there.

    Bushie’s heroes are those who stand up for JUSTICE FOR ALL, …for RIGHTEOUSNESS, …for TRUTH, ..for INTEGRITY and TRANSPARENCY…

    You must be applauded for always trying to ‘course correct’ the misguided. It is common to measure success these days in economic terms and related transactional measurements. Things like creating a sustainable environment for people to live where careful attention is paid to the environment, our elderly and emotional wellness etc; in Europe some countries go as far as to create a happiness index. Instead we measure success by 3 billion in forex reserves, unemployment at 7% and how many pass the CEE. Piss in the blogmaster’s pocket do.

    Please take note of his courage patience and determination and hard work and the many years it took for Sir Gary to be honored

    One that arose from the most humble of beginnings, and proceeded to achieve the highest possible levels of QUALITY in such areas as – personality, sportsmanship, WISDOM, character, patriotism, humility …and of course cricket..

    The point made about revoking Sobers hero status was to highlight an example of illogical argument of a flawed premise in subjective reasoning.

    Trump shows us how whites like Israel and UK have gotten away with lying instead of telling the truth in media and propaganda. TLSN is part of the same bias where people don’t even realise their prejudice as it so so deep rooted in them.

  50. That Jamaican governments have not seen fit to recognise Marley as a hero, is ludicrous.

    Globally he is more than a music icon per se. His music literally speaks against oppression. That is his legacy.

    But maybe that is exactly why the governments have not held him up as a hero, because they fear his legacy?

    Reactionaries, if we call them so, are seen as disruptors of the status quo.

    There are no greater emotions than love and fear.

    Both can make men do extraordinary things. Or refuse to.

    Marley is to all intents and purposes, a global hero. A saint to many? Has he done less than others who were proclaimed as saints?

    The one who guides people to the greater light, to enlightenment, is a saint, no?

    How many have really done so throughout history.

    And his ‘axe’ was one of peace. Using wood and strings, rather than steel. His crusade was without bloodshed.

    ”Who Jah bless, no one curse”. Apropos.

    Greater than a ‘hero’, a saint?
