Your message to the BLOGMASTER was sent

The blogmaster congratulates Voice of Barbados for keeping the issue of a dysfunctional Government Industrial School (GIS) in the public eye. Barbadians are known for having short memories. The outrage expressed by callers and panelists on the ‘Return to Dodds‘ show hosted by veteran journalist David Ellis is merited although it maybe a case of appeasement for the sake of satisfying good conscience. The injustices meted out to residents of GIS and before the name change has been bandied about in the public domain for decades. Then again the residents of GIS are from the bottom socioeconomic bracket, NTSH.

What is happening at the GIS is reflective of a decadence and lackadaisical way to addressing problems prevalent in society- outdated laws, redundant systems and most of all a lack of leadership. It exposes the inability of our people to efficiently manage our affairs given a significant investment in formal education post-independence.

Where is the conscience of a people who for decades look the other way when young people suffering from behavioural challenges are treated inhumanely at Dodds?

    Excerpt from my book:

    The missing segments
    recently surfaced and showed very clearly the alleged
    commission of ongoing crimes against humanity when for many
    years senior citizens spoke about “two Barbados’s” which no one
    could understand until we read the constitutional laws relating to
    slavery, which emphatically states that:
    “No person shall be held in slavery or servitude; No person shall
    be required to perform forced labor; No person shall be
    subjected to torture or to inhuman or degrading punishment or
    other treatment, unless under sentence of death.”
    This section instantly exposes the horrifying illegal actions that
    takes place on the island and placed the children’s alleged
    anguish at the GIS school right up there with the mistreatment
    known to occur against the population in general, at regular
    phases and showed that most of the seniors, long gone, were
    trying the best way they could to relay to us that slavery in
    another form was very much in existence. In addition, the UN
    General Assembly proclaimed on November 20, 1959, the
    Declaration of the Rights of the Child to which Barbados is
    signatory, but that did not stop either government from using
    1800s slave laws to violate those treaties and allegedly inflict
    physical and mental suffering. The UNs laws and principles are
    very explicit as it relates to protecting children, the entire
    population, and states, is legible and easily understood even by
    lay persons, so there is no room for confusion or
    misunderstandings. None of this information on human rights
    were ever made available to the public until recently released on
    social media by concerned citizens:

    “Whereas the peoples of the United Nations, in the Charter,
    reaffirmed their faith in fundamental human rights and in the
    dignity and worth of the human person, and have determined to
    promote social progress and better standards of life in larger
    freedom.
    Whereas the United Nations has, in the Universal Declaration of
    Human Rights, proclaimed that everyone is entitled to all rights
    and freedoms set forth therein, without distinction of any kind,
    such as race, color, sex language, religion political or other
    opinion national or social origin, property, birth or other status,
    Whereas, the child, by reason of his physical and mental
    immaturity, needs special safeguards and care, including
    appropriate legal protection, before as well as after birth,
    Whereas the need for such special safeguards has been stated
    in the Geneva Declaration of the Rights of the Child of 1924 and
    recognized in the Universal Declaration of Human Rights and in
    the statutes of specialized agencies and international
    organizations concerned with the welfare of the children.”

    Again…i take offense to these children, not yet 16 years old, referred to as deviants..

    …the deviants are all in the parliament and other taxpayer funded entities…these children never robbed the treasury, pension fund, VAT or set up scams to keep the majority population in generational poverty..

    I am surmising that the majority of the children are victims of abuse by their parents .

    The biggest problem is the public generally has the wrong idea about what happens at, how the facilities operate, the type of children and the reasons they went there cannot be fully ventilated in the public domain because they are minors so nothing can be made public.

    The best way to picture the boys and girls facilities is not as a prison but as a boarding school for children with problems their parents/guardians are having difficulty dealing with. Trying to address psychological issues at this stage is difficult especially when the facilities lack the number of professionals to maintain an acceptable child to professional ratio.

    Our problems have always had their genesis in our school system where children are not properly assessed early on to determine what challenges children have affecting their school performance, be it dyslexia, vision, hearing, abusive or sexual exploitation situations, etc.

    These statements are exactly what I mean about not being privy to all the facts or not knowing all the procedures leads to most ill-informed statements. Over the years, I have known a few people working in these types of institutions and let me put a plausible, legitimate scenario under which you would do put someone in an empty room naked and that is threatening suicide.

    Any person threatening suicide must be taken seriously, even if you believe they are playing games, and either kept under constant 24 hour surveillance if they are in a furnished room with bed linen as all those things including your own clothes can be used to kill yourself or place them unclothed in an empty cell. If you don’t do either of those things you might find yourself in an investigation for not following procedure if they were serious and attempt it.

    Just like you were resourceful and found loopholes when your parents told you not to do something, incarcerated persons are usually much more resourceful and find ingenious ways of doing the impossible to stump the wardens.

    that’s the whole point….they are the class of the disenfranchised, it’s a setup just for them…and the population in that class is growing bigger…so that a few deviant thieves, the usual lowlife suspects on the island, can pretend to be millionaires off their backs.

    ..the billion DOLLARS of STOLEN VAT could have created programs to aid the vulnerable out of poverty …AND repaired the hundred-year-old mains, but it didn’t did it…it went to crooked business people at the expense of the oppressed….and not one of them went to prison, got arrest, were investigated, let alone carry the label of the deviant class, which is their real names…

As a former resident states on the facilities – and it is on the recording attached for those who bothered to listen. The challenge is that we have a systemic problem we need to solve. Not enough priority is given to rehabilitation at penal and correctional facilities, this includes Dodds Prison. We have to do better, hopefully with the spotlight on GIS we may see required reform sooner rather than later.

    I would hope that if bloggers can opine so practically that “the public generally has the wrong idea about what happens” at penal institutions that surely then also realize that individual instances CANNOT always be so easily extrapolated to be representative of the whole; OBVIOUSLY.

    But I wanted to speak to a few of the remarks @Analyzer made. Brother, you are being very warm and euphemistically ill-directed (IMHO) to offer “The best way to picture the boys and girls facilities is not as a prison but as a boarding school for children with problems their parents/guardians are having difficulty dealing with.” That’s a platitude filled with false promise.

    Invariably and always … graduation or even removal for any reason from boarding school leaves former students with positive life options based on the association with that former place of attendance. I am hard pressed to know of any ‘graduates’ with positive options re their attendance at a place like GIS. My point is that the analogy fails because it gets way too far ahead of the problem: the parenting.

    Look, we go around and around this mulberry bush and get no where. We HAVE to address the very loose adolescent behaviors and mentality that places the youth in the penal system and thus we have to address HOW they reached that stage which is the abjectly ridiculous home life. Thus governance has to solve the problem of adolescent pregnancies, sexual predation on minors by fathers and other males, particularly those who are their teachers and other authority figures.

    It has to be a very comprehensive and deeply worked solution to MAKE youth see themselves way beyond the sex and carousing, objectifying and drugs etc …. of course there are no easy freaking answers here but surely there are also NONE in well intentioned but really still abjectly unreal commentaries about the management of penal institutions particularly for youth who at that age see themselves as so totally indestructible and empowered that they ‘act out’ in the most crazy ways.

    Just saying … we do need to get REAL.

    Like many other problems this one is a soft issue which requires adequate resources successive governments have not shown the inclination to efficiently address. There is the undeniable fact residents admitted to GIS are positioned on the lower socioeconomic rung. With so-called scarce resources it is easy to ignore social problems under discussion until it gobsmacks us all.

    You reinforced my substantive points about lack of resources and public not understanding the procedures.

    Your experience was different because the resources were available to monitor you for those days. Had the monitoring resources not been there as they most likely would not be in Barbados, you probably would have been sedated and restrained to the bed while recovering from the injuries sustained before being transferred to our mental facility for assessment.

    Our problems has always been lack of resources and increasing inefficient use of what we do have. We used to be more ingenious and solve problems doing more with less but that seems to be a lost art where consultants and lawyers are thrown at every problem.

    Yes @ Mr Blogmaster accepting your 9:16 AM as valid and mostly accurate it reinforces the challenge that we are NOT going to solve our problems by harping on the GIS ITSELF. Of course management can be improved but the issues go back much further … thus that’s where we have to go to start the fix.

    On an island THIS small we should NOT be facing these intractable issue if there was a determined will to address the issues at their root and cut them out, as there are TOO many well trained professionals with long years of experience on these issues. So again to your point “successive governments have not shown the inclination to efficiently address” and I am just amazed by that.

    Why are there so many teachers and parents who are never taken to court and JAILED for raping minors; why have we seemed to normalize that a secondary school youth can become pregnant and it’s not such a big deal and thus of course with that there is mush less a taboo even of having sex during those formative years.

    Obviously now as when I was a lad that whole self image, ‘am I likable’, ‘will I be peer accepted’ issues are troubling our youth and then as now it morphs into all types of recreational peer induced ‘going along to get along’. But when that leads to a lil weed, petty shoplifting, bullying and so on then we are skidding down a slippery slope … and (with your favorite word) ‘deviant’ parents at home there is no one to forcibly apply the brakes!

    So sorry but there is no way a warden or a board of management at a GIS is going to FIX those issues … and neither is this government seemingly ready to properly address the real issues either!

    That is a harsh statement to make and most of it cannot be supported
    1)Most psychologists – numbers please

    2)worth the paper their letterheads are printed on – how did you arrive at this conclusion?
    3) worse if they are handpicked by government – evidence please

    4)had it explained to me years ago, by a lawyer – is he qualified to make this call?
    How many has he encountered?
    5) there are some great ones – I am sure they are and some lousy ones also, but I don’t have data

    The real problem here is, some people often MISREPRESENT the TRUTH and when REMINDED, they SWEAR they DID NOT,

    “Have seen too much of that on here.”

    Reminds me of a foolbert who kept arguing that Rolerick Hinds was the duly elected representative for St. Thomas, and then subsequently DENIED doing so.

    Remember, the archives is a credible source of information that provides us with an ACCURATE QUOTE of what a person ACTUALLY ‘SAID.’

    So, any reasonable thinking individual would understand why SELF-CONFESSED LIARS and FOOLS would feel THREATENED by the archives.

    Your comment could have been extended to include the management of deviant behaviour by teachers and principals in traditional education over the years. The transfer of teachers and principals in the system known for engaging in inappropriate conduct. It is not only about efficiently allocating resources, it is also the lack of will by successive governments to implement reform.

    Let us deal with the systemic.

    This is not the first or LAST discussion about the problems at GIS, it has been a TOPIC AMONG MANY for DECADES…….there is very accurate information out there on what causes and solidifies these problems…

    not that i will share, there are places where the info can go to actually bring about needed changes instead of only being a talking point and forgotten within hours….

    There really is no need to be creative or inventive.

    Theo…make no mistake, it’s not like people don’t know what’s really going on with that situation…….but they love their 9 DAY wonder of gossip until something juicier comes along…AND….using blinds to hide behind, that one i put my foot down on, because it’s clear the intent is to perpetrate DISABLING MOTIVES, and i ain’t no bling……. a cover-up while the real crimes are shielded, look out for something hidden being exposed soon..

    I reached the point that will no longer even bother share many things, just send them elsewhere…in a different format…

  49. Your experience was different because the resources were available to monitor you for those days. Had the monitoring resources not been there as they most likely would not be in Barbados, you probably would have been sedated and restrained to the bed while recovering from the injuries sustained before being transferred to our mental facility for assessment.

    MOST OF THESE YOUNGSTERS DIDN’T KILL ANYONE.

    SUMMERVALE/DODDS HAS MANY MALE AND FEMALE EMPLOYEES MORE THAN ENOUGH TO MONITOR ANY YOUNG TEENAGER.

    INSTEAD OF BEING THERE TO CUSS, SLAP, BEAT WITH STICKS AND SEXUALLY ABUSE YOUNGSTERS WHO ARE CUT OFF FROM THEIR FAMILY AND THEIR COMMUNITIES IN A PRISON LIKE ATMOSPHERE.

    THEIR IS WAY TOO MUCH SICKNESS OCCURING ON THE 2 X 3 ISLAND AND PEOPLE LIKE TO ACT THAT IS NORMAL.

    Do Governments implement reform or the technocrats in the Public Service? Why are you deflecting blame? Technocrats advise and implement. Hence the need for relevant experience, technical know how,and the ability to manage the Political Directorate. The Public Service represents the continuity of GoB.
    Some politicians tend to overstep their remit and cause unnecessary confusion. Of course we know the drivers of such behaviours/responses.
