General Elections were held in Barbados on January 19th, 2022, and the ruling Administration the Barbados Labour Party (BLP) came away with a resounding victory capturing all 30 seats, leaving all the other opposition parties with zero. Today, 14 days after, now that the dust has settled, it is clear that despite this achievement, the government of Barbados is fighting for power.

The fight relates to the fact that Parliament cannot be seated as the Upper House or the Senate is not constituted. The winning party is like a ship without its rudder as it cannot steer or maneuver at sea. It is in limbo and at the mercy of the waves if caught in a storm. Without Parliament being fully constituted, the administration is unable to amend any law far less create new ones and start its agenda.

Based on the Constitution, two Opposition Senators are required in the make-up of the constituted Senate. Since no members of the opposing parties won any seats, it is left to the President based on the Constitution to act as the Leader of the Opposition and appoint 2 persons who opposed the BLP in the General Election.

The ruling Administration extended an offer to the Democratic Labour Party (DLP) which gained the second most votes to seat two of their Senators. The DLP refused stating that it was not a proper offer since the Prime Minister had no authority to extend the offer. Then the Attorney General walked back on the offer stating that the prime Minister was only seeking to facilitate their entry into Parliament and stating that there must be a meeting with the ruling Administration, the President and the DLP. At writing the DLP has not responded.

Is the Barbados Labour Party in Control?

Clearly the BLP wants to get on with its agenda which perhaps contains vaccine mandates, safe zones, IMF conditionalities and now the contentious issue of seating an 18-year-old in the Senate (even though they had previously opposed seating a 25 year old DLP Senator stating that he was too young). All these are now problematic due to the crisis of there not being a fully constituted Senate. In essence the government is operating in a system that they cannot control the outcome. At present it is powerless except for day-to-day administration. It makes one wonder how long the island can operate without a functioning Parliament. Perhaps there is some pressure based on a commitment to external forces that caused an offer to be extended to the DLP.

Does the Power lie in the Hands of the Democratic Labour Party?

Though it may seem a simple act of benevolence, the offer that was extended to the DLP cannot be construed as such. It was simply to use them to achieve the governmentโ€™s agenda as the DLP simply will not have the numbers to halt any amendment or passing of a bill into law.

It is significant to note that accepting that offer would also set a precedent to exclude smaller parties from the House of Assembly at this time since they may not be the holder of the second highest tally of votes.

However, it is not only the DLP that has the power of choice; all the opposition parties and independent persons who took part in the General Elections have the same power of choice in deciding whether to accept an offer from the President simply because the Constitution does not recognize political parties, only people. If the opposition parties and independents signed an agreement to reject any such offer, the ship is rendered helpless, forced out to sea, or slammed into the rocks by the mighty waves. Clearly, the back of this Administration is against the wall.

Just selecting two Senators will not resolve this constitutional crisis. It is like prolonging agony not just kicking the ball down the road for someone else to correct later.

The System

The system controlled and manipulated Electoral and Boundaries Commission (EBC) based its decision to disenfranchise thousands of Barbadians and blamed it on the State of Emergency Protocols. This is unacceptable as the protocols were easily amended to suit tourists and celebrations for the Republic. It must be noted that the EBC did not disenfranchise its workers, some of whom must have been infected and spreaders of the virus because a few days later it had to close its office.

When the Attorney General lashed out at the DLP to stop playing politics, it came to light that he did not realize that the fight is not against them but against the voracious beast of a system whose actions his own party has taken to a whole new level by paying social media influencers from the public purse, by obtaining campaign funds from local and international financers as well as maintaining a Department of Communications while the Government Information Service still exists.

The system has now taken on a life of its own and as the song by Jah Cure says, โ€œBabylon canโ€™t feed this beastโ€ and there is no mechanism in place to control it. The system is now working in overdrive to maintain the 2 Barbadosesโ€™. One with the rich man in his castle and the poor man destined to remain at his gate. One in which the tourist sees a paradise and the workers go home to pull back the curtain to show the stark reality of their lives. One in which economic enfranchisement will never be given to the poor. The Poverty Alleviation Fund remains empty, yet government can hold a lavish celebration for a meaningless Republic. The system has made sure that justice is not for the poor. That poor black men are paraded like animals and incarcerated for a spliff like the inhumane conditions of slavery.

From independence, the system has made a mockery of the franchise with use of bribery through giving corn beef and biscuits to the gullible in exchange for their votes. The bribery has not stopped, the vote is now exchange for far more valuable items.

The system has also turned political campaign meetings into lavish parties with big stages and sound systems and bright lights to entice the youth to have a grand time as they listen to popular artistes. Those feel-good moments lead to a five-year sentence of hardship including lack of representation, high prices of food, constant increases in the cost of gasoline, lack of infrastructural development, lack of opportunities, no jobs and the desires for a better life come to naught.

The privileged few can escape the island for supposedly greener pastures, but the majority have no choice but to remain and face this hard brutish existence, yet they revere politicians more than themselves. The cycle of economic poverty for the lower class is perpetrated by political parties. They pay back their campaign financers with big contracts and titles, but they only provide scraps and promises to the people who elected them.

The actions of this system, expressed in the words of Bob Marley is โ€œBabylon system is a vampire, sucking the blood of the sufferers.โ€ The pervasive corrupt practices that start by ensuring that a party dominates the first pass the post Westminster System has been to the detriment of the social and economic life of ordinary Barbadians.

We must kill this beast. It has outlived its usefulness. But perhaps, the system is turning on itself, decaying from within, just like the Roman Empire and we can no longer choose to ignore this fact. On two consecutive occasions it has produced a winner without power. On the first occasion Mr. Joseph Atherley crossed the floor from the BLP, became the leader of the Opposition and formed his own party, the Peopleโ€™s Democratic Party (PDP). Mr. Atherleyโ€™s crossing the floor of the House of Assembly was not a solution, it was just respite. The administration ignored this, and the situation has presented itself again.

What decisions will the President of the Republic make?

The Presidentโ€™s authority rests in the Constitution. She can extend an offer to any of the candidates who took part in the General Election to oppose the government since the Constitution does not recognize political parties. However, if she does this the system remains unchallenged. The Senators will be unable to halt the amendment or passage of any legislation which they deem unsuitable or in the best interest of Barbadians.

The question one must ask is if the President can challenge the system by not siding with the BLP or the Opposition and if she can send the electorate back to the polls. The grounds for this being that the General Election held on January 19th, 2022, was neither free nor fair. The following must occur if the President has the authority and chooses to send the electorate back to the polls.

  1. A suitable time frame must be provided that allows the Electoral and Boundaries Commission (EBC) to get its act together to ensure that persons are not disenfranchised.
  2. Provisions be made for persons in isolation and quarantine to vote.
  3. Options be provided for voting such as by mail or online or other means to facilitate those who do not wish to attend a polling station during the pandemic.

In addition, a Referendum be held at the time of the General Elections to implement the Proportional Representation System in the House of Assembly as the best solution to the current constitutional crisis. One may ask, why such a system? The answer is that it will truly allow representation for all the votes cast by the people of Barbados, it allows for inclusion of all political parties and Independents in the Parliament if they meet a certain threshold of votes (1%).

Senators must also be elected. It should not be a privilege to sit in the Senate, it must be a right by achievement.

We also need a monitoring system enacted into law that prevents wealthy campaign financers from determining what happens and what will never happen in Barbados.

    (b) if he ceases to be a member of the House of Assembly for any reason other than a dissolution of Parliament; or

    (c) if his appointment is revoked under the provisions of subsection (4).

    Section 75 applies only to these situations.

    A multiparty democracy is not a Parliamentary Democracy.

    So ungodly was that act that even the Constitution held it’s head in shame after witnessing there was no.opposition

    Its obvious who won, the GG was selected/anointed/appointed/chosen by Freundel J. The CG moved seamlessly into the role of President under MAM, the President is a creature of the PM in the same way that the Gov. of the Central Bank is a creature of the MOF. The President will not go against the wishes of the PM/Govโ€™t of Barbados.

    There will be opposition Senators in the Senate; either they will come from the DLP or from other parties that participated in the election.

    The Democratic Labour Party (DLP) must now decide whether it will be accepting Prime Minister Mia Amor Mottleyโ€™s offer of the Opposition Senate seats, following a constitutional amendment laid in Parliament yesterday.
    Speaking to the media immediately after the first sitting of Parliament since the Barbados Labour Party (BLP) won all 30 seats at the January 19 poll, Mottley said her administration had brought the proposed amendment to allow for the party with the second-most votes in the General Election to select the two senators, a right currently solely reserved for the Opposition Leader.
    Should the DLP refuse to take up the provision, then the offer will go to the Bishop Joseph Atherley-led Alliance Party for Progress (APP), as it amassed the third-highest number of votes in the election.
    Contemplating
    When contacted, interim DLP president Steve Blackett said the party was still contemplating the offer, adding they will only decide if the provision was fully covered under the law.
    Atherley said he will comment on the development after the DLP has made its decision and only after the matter was discussed by the party.
    However, Mottley implored the DLP to accept the provision, as a refusal to do so had wider implications for the countryโ€™s democracy beyond representation in the House of Assembly.
    The Prime Minister said the Opposition had a responsibility to choose five people to serve on the Electoral & Boundaries Commission (EBC), and that it was not in the interest of democracy to have all power consolidated in the hands of one person.
    โ€œYes, we have laid the Constitutional Amendment Bill and I thank the Attorney General [Dale Marshall] for it.
    Public debate
    โ€œThe truth is that there has been a lot of public debate this week in reference to Section 75 of the Constitution that the President can choose to appoint two senators. This Government has chosen to be able to give the party that has the second-largest number of votes in the election the right to be able to choose two senators.
    โ€œIn spite of the fact that the president of the Democratic Labour Party has said that he needs nothing from me and that I canโ€™t offer him anything, we believe that we have an obligation to the deepening and protection of our democracy,โ€ Mottley said.
    โ€œIf persons were reflecting and knew what they were talking about, they would know that what is at stake is simply not just the appointment of two senators.
    โ€œWhat is at stake as well is a number of commissions
    under the Constitution, from the Electoral & Boundaries Commission to the various services commissions . . . .
    โ€œUnder the current Constitution, it would mean that I would have the right as Prime Minister to choose all of those people. As much as I know that I would do it in fairness and to protect the public interest, I do not believe that I should do so.โ€
    Concerns
    When asked yesterday if the constitutional amendments, which are to be debated in Parliament on Tuesday, would allay the earlier stated concerns of the DLP as to whether the Prime Minister or President can offer the Senate seats, Blackett said: โ€œAs I have said in the past, once the seats are offered in the proper way, within the confines of the law and Constitution, the Democratic Labour Partyโ€™s organs will assemble at George Street to consider whether we should accept, and if we decide to accept, who those two senators will be.
    โ€œThe offer must come within the four corners of the law and within the accepted norms in Barbados. Acknowledging all that is regular within the law, the party will meet and discuss it,โ€ he added.

    Integrity Bill high on agenda

    The reintroduction of the
    Integrity in Public Life Bill, setting up a dedicated Family Court, forming a commission to reform Parliament and abolishing the Common Entrance are among the priorities of the new Mia Amor Mottley administration.
    These were some of the measures outlined by President The Most Honourable Dame Sandra Mason in the Presidentโ€™s Speech at the opening of Parliament yesterday, to lay the groundwork for the building of Barbadosโ€™ twomonth- old republic. Although without timelines in most cases, Government said there will be zero tolerance for corruption in governance structures. As such, it will be taking a second bite of the cherry on the Integrity in Public Life Bill, which was defeated in the Senate in 2020.
    โ€œBuilding on the enactment of legislation to protect whistle-blowers and stop corruption, as well as an Act to ensure fairness, honesty and transparency in public procurement and public finances, my Government will bring back to Parliament the Integrity In Public Life Bill; introduce a Freedom of Information Act for increased transparency in governance; implement the recommendations of the Thorne Commission on local governance to give the public more say in national affairs, and implement measures to improve ethics and management systems in Central Government and state-owned enterprises,โ€ the President stated.
    She added that with the country on a journey to totally shed its colonial past, the time was right for an examination of the parliamentary structures to ensure they fit within the vision of the republic.
    Commission
    Legal luminary Sir Richard Cheltenham, a former Government minister, has been selected to spearhead this undertaking.
    โ€œBarbadosโ€™ recent transition to parliamentary republic status makes this an appropriate juncture to establish a commission on the reform of Parliament, to be led by former President of the Senate Sir Richard Cheltenham,โ€ Dame Sandra disclosed.
    Concerning citizen security and the justice system, Government pledged that it will adopt a zero tolerance for guns, crime and violence and seek to reform the criminal justice system while combating crime at the community level. This will include a component of rehabilitation as well as several targeted preventative interventions.
    โ€œMy Government recommits to a system of restorative justice, undertaking criminal justice reforms, reforming court processes to include computerised management systems, rationalising the structure of the Supreme Court, and the establishment of a specialised Family Court to deal with matters related to children and relationship between couples,โ€ the President stated.
    โ€œThe Family Court will join together, for the first time, all areas and entities affecting the practice of family law.
    โ€œThere will be an emphasis on juvenile justice legislation, child care, welfare, probation, domestic violence and reform to the payment of maintenance.
    โ€œThese initiatives are designed to take away much of the toxicity arising from the breakdown of relationships. There will
    be a greater utilisation of mediation designed to salvage and maintain relationships wherever possible.โ€
    The Mottley administration has also pledged to reform the welfare system and establish a Family Services Authority aimed at bringing all public social services under one directorate.
    A recommitment was also made to enact paternity leave, so that fathers can be part of the critical first months of their childrenโ€™s lives.
    The Barbados Labour Party administration is also promising to bring, in the early days of its term, a Trade Union Recognition and Collective Bargaining Bill. A policy will also be developed on remote work, while new protective policies will be put in place to guarantee a new deal for domestic workers, those in tourism and the hospitality sector, as well as employees in agriculture.
    On education, Government will be undertaking an initiative that sees the acceleration of training in science, technology, engineering, arts and mathematics.
    It has again promised that the Barbados Secondary Schoolsโ€™ Entrance Examination, commonly referred to as the Common Entrance or 11-Plus, will be abolished in favour of a system of middle schools, while there will be the establishment of schools of excellence in arts, science, commerce, technical skills and areas pivotal to national development.
    Government is also promising a spurt in employment, with a number of long-awaited projects set to come on stream, which are estimated to generate 5 050 construction jobs and about 3 600 in full-time jobs.
    In health, there are plans to build a new geriatric hospital, set up a system with a core of community nurses, continue infrastructural development of the Queen Elizabeth Hospital (including a new car park), and create a National Task Force on Wellness to advise the Government.

    PM: Tourism projects to take off

    Barbados should see an uptick in tourism development this year as long-mooted projects are finally about to get off the ground.
    Prime Minister Mia Amor Mottley confirmed yesterday that the day before, she signed off on one such project for the Pierhead in Bridgetown as part of the planned Carlisle Bay development.
    Her disclosure at the Lloyd Erskine Sandiford Centre,
    came minutes after President The Most Honourable Dame Sandra Mason, in her address delivered at the opening of the first session of Parliament following the January 19 General Election, outlined several private sector projects amounting to more than $1 billion in investment that were primed to take off.
    Dame Sandra listed the Indigo Hotel, scheduled to go up on the Hastings, Christ Church site of the former Caribbee Hotel; the Hyatt Ziva, planned for Lower Bay Street, The City; Discovery Bay Royalton at Holetown, St James, and Sam Lordโ€™s Castle, St Philip, among the upcoming private sector projects.
    Divest

    The balanced qualities of the Gayatri Mantra
    The Gayatri is a perfectly balanced mantra, yin and yang. The body or text of the Gayatri Mantra is feminine, and her message or invocation is masculine. Gayatri is the mother of the Vedas and this means the mother of all knowledge. She appeals to the masculine Savitur, which is said to be the radiance of perception and intelligence. This radiance, which is everywhere and in every experience, is likened to the radiance of our solar sun. In other words, all of the knowledge of the intricate ways of existence is contained within the syllables of the mantra. So too is the means and vehicle with which to go beyond worldly knowledge.

    The Gayatri Mantraโ€™s vibration and influence on the physical body
    Silently thinking or speaking or chanting the Gayatri Mantra influences the physical body, clears the emotional body, leading one to the inner heart (1). Our energy-centers, levels and rhythms are activated by the measure of breaths that are drawn in through the nostrils and released during recitation of the Gayatri Mantra (even during silent repetition) (2). This balances electromagnetic rhythm and energy currents in the body with prana. Prana is an undetectable life force energy similar to orgone (*3).
    During recitation, all elements of the mantra are in use: even the breath is a precision instrument. It all works together, like an orchestra and the conductor. The breath, voice, meditation and intention efficiently and effortlessly function (like the sun efficiently and effortlessly shines.)

    The mantra expresses and propagates its blessings within the fields of consciousness. Gayatriโ€™s meaning is like the good season that prospers the Earth. Fruit comes forth again and again. Like a surrendered seed is carried by the wind, we too surrender our intention into the universal intention and the Gayatri flowers in places and at times that we may or may not be aware of. Gayatri is like the power in the sun. How can we really speak about such a thing? Is it comprehensible at all? Any definition that you hear may be compared to defining just one grain of sand upon infinite shores. A definition can never indicate the immense significance and intensity of this great mantra.
