Thanks to Bajan Citizen for producing relevant links to the latest story making the rounds about Mark Maloney being scammed out of US10 million dollars purported to be a payment for 1 million doses of the AstraZeneca vaccine on behalf of Barbados and two other governments.

The blogmaster has two questions:

  1. On what basis was Maloney’s company Radical Investments Ltd selected to broker this transaction.
  2. Is the government out of pocket because of the errant transaction.
  3. How does being out of pocket USD6.7 million affect Maloney’s financial state to continue to do business.

The case is Radical Investments Ltd. v. Good Vibrations Entertainment LLC et al., case number 9:21-cv-81761, in the U.S. District Court for the Southern District of Florida

Radical Investments Ltd. is a St Lucia registered company owned by Mark Maloney. 

He appears to have been swindled out of $6.7 millon USD from the governments of St Lucia, the Bahamas and Barbados who contributed money to buy COVID vaccines for their citizens.

Mark Maloney is deputy chair of the private sector group put together last March to fundraise and acquire more vaccines.

It is not clear what due dilligence Mr Maloney did before entering into this commercial arrangement with Good Vibrations Entertainment LLC. If you were looking to purchase pharmaceuticals would you do business with a company whith a name that connotes mechanical sexual services, and with an address at 21218 St Andrews Blvd Suite 318 that is a mailbox in a UPS store where 175 other fly by night companies also have their “headquarters”???

  3. Tiefing Donna FOUND $5oo US in the Social Sciences Lobby at Cave Hill on registration day when she was nineteen years old.

    All the other students had left the building. Only I remained in the bathroom fixing the make-up I never left home without at the time. Nobody was waiting for Donna when she was fixing her make-up! So when I came out many minutes later the lobby was deserted and and there was this huge purse in the chair. I remember blinking, opening my eyes and realising it was still there. Reluctantly, I picked it up. Did not want the owner to come back and find me with it and wonder if I was planning on keeping it. I looked around and there was nobody in sight.

    So…I opened it. Inside was a student’s ID, a young lady who turned out to be from Tortola or something like that.

    Immediately I took the purse to the wonderful Mrs. Harper in the office. I knew I could trust her to return the money to its owner. She smiled broadly at me, obviously pleased.

    “She is lucky that you were the one who found it!” she said. It would have been safe to assume there would be many a struggling student happy to stifle their conscience.

    Mrs Harper later told me that when she called the young lady she found her in floods of tears, contemplating her dire straits. Apparently, that was her rent and text books money. She had no more and did not know what she would do. Mrs Harper said she was so thankful when she told her the good news that she gave the young lady my name so she could thank me in person

    She never tried to find me to offer her thanks but I still smile in satisfaction whenever I imagine her relief as Mrs. Harper gave her the news.

    At the time I found that money, I had left my parents’ house after a terrible falling out with my mother.

    I had taken a part-time job at a Bridgetown store to finance my studies. That $500 US was almost double my weekly pay.

    You are a loose-tongued, dangerous, insecure little child inside.

  4. Government has been educating the public about NCD’s for years and years. Government has been begging and beseeching the public for years and years to eat healthy and exercise. Government asked the fast food joints to reduce their salt seasoning and some of them did.

    Government asked school canteens to offer healthier options and some of them did.

    I could go on and on about how successive governments have NOT IGNORED NCDs among Barbadians but WURA is immune to all evidence.

    I saw this story and thought of your comments from earlier. This story below reminds me of the DLP scandal when they purchased a fleet of Mercedes which, shock horror, have been retained by the current BLP.

    These types of purchases degrades the finances of poor developing countries such as Barbados and is not something we should take LIGHTLY or smirk at.

    Chastnet must be applauded for saying what he knew and what was his involvement
    He knows that he would be castigated for placing the taxpayers money in the hands of scam artist yet he decides to face the fire and let chips fall where they may
    Chastnet has done the right thing in being open up while Mia continues to play political games on the mind of the people holding on to self interest and looking forward to a win in the next election

  13. When our African ancestors ploughed the plantations at least they had access to ground provisions and meat; and the capacity to make their own food. Their descendants are now free to eat in fast food junk outlets and purchase super intensive processed imported food from Massy’s and other supermarkets. How ironic! Simply incredible!

    The United States attorneys representing businessman Mark Maloney in the alleged COVID-19 vaccination scam, have submitted an amended complaint to the US District Southern Court of Florida, with detailed information about each of the six defendants being sued by Maloney’s company, Radical Investments Ltd (RIL).
    They have also submitted new information showing that after the failed US$10 million AstraZeneca vaccination deal between RIL and Good Vibrations Entertainment LLC, Alex Moore, the chief executive officer of Good Vibrations, wrote directly to Prime Minister Mia Amor Mottley, on July 2, 2021, trying to get her to sign a US$23 million agreement for the purchase of Serum Pharma vaccinations.
    The attorneys have notified the court that it has jurisdiction to preside over the matter and have requested a jury trial.
    Radical Investments, a St Lucia company based in Barbados, is suing Good Vibrations and Moore; Prestige Pegasus and its owner, Monilade Coley and attorney Charlie Stein and Davodovich Stein Law Group, over a failed US$10 million deal to secure a million AstraZeneca vaccinations for Barbados.
    In the revised complaint, the lawyers noted that Maloney was introduced to Moore by Cheryl Chamley, who works in the personal protective equipment sector in Florida.
    “Ms Chamley represented to Mark that Moore had the ability to secure COVID-19 vaccines manufactured by AstraZeneca which Moore would be able to source and deliver to RIL for the purpose of vaccinating the nearly 300 000 citizens of the island of Barbados.
    “RIL was authorised by the Barbadian Government’s Ministry of Health and Wellness to procure vaccines on its behalf. At that point, Moore provided to Mark a sale and purchase agreement and escrow and paymaster agreement naming Stein as the paymaster.”
    The attorneys further revealed that the purchase and sale agreement was executed on April 16, 2021, with the purchase price for the vaccines to be US$10.2 million and a commission of US$2 million payable to Good Vibrations upon delivery of the vaccines.
    The vaccines were supposed to be delivered within seven days of the release of the funds.
    While that never happened, the claim charged that Stein paid out US$4.2 million to Good Vibrations, $2 million more than the company was supposed to receive; US$485 000 to RDS, a foreign freight company based out of the United Arab Emirates, which was charged with handling the delivery of the vaccines and which RIL was never previously informed about, and US$2 million to Prestige for a total of US$6 685 000.
    The court documents noted: “After these wire transfers took place, Moore introduced Mark to Moniladai Coley of Prestige, who he represented as an intermediary with the capacity to procure and deliver the vaccines.
    “Unbeknownst to RIL, Moniladai Coley was the subject of a lawsuit in the state of New York, in which a corporation, Diamond Hook Media, obtained a judgment against Coley and Prestige Brands Inc. in November of 2020 for US$335 083.75”, for failing
    to provide 1 000 000 of FDA 3-ply face masks, for the price of US$670 000.
    The claim also pointed out that despite the termination of the agreement between RIL and Good Vibrations, “Moore took it upon himself to write directly to the Prime Minister of Barbados on July 2, 2021. Moore attached a purchase and sale agreement which was to be between Prestige and the Government of Barbados in the amount of US$23 million, and requested that the Barbados Government sign and return the purchase agreement immediately, and further stated in this correspondence that if the Government of Barbados signed this new agreement, it would be the fastest option for delivery of the vaccines.
    “Moore’s actions cannot be seen as anything more than greed and an attempt to take advantage of Barbados’ position. In this agreement, reference was made to products purportedly to be supplied by Serum Pharma who unequivocally denied and disavowed all knowledge of this agreement . . . .
    “Further, Serum Pharma stated that they never received or filled out any sort of agreement or opened any escrow pertaining to this order, and that any order from Moore’s group would not be acknowledged by Serum Pharma. Serum went to the lengths to say that the document Moore sent to the Prime Minister was copied and edited and was being used for nefarious purposes.”
    The attorneys told the court: “As of the date of the filing of this complaint, RIL has been returned approximately US$5.4 million of its initial deposit, leaving approximately US$6.7 million in arrears.”
    They stated: “As a direct and proximate result of defendants’ participation in, and furtherance of the conspiracy, plaintiff has suffered substantial economic damages. Further, the people of Barbados have been deprived of life-saving vaccines.”

    Maloney’s says that so does that not confirm the involvement of Barbados at some level?

    For US$10.2 or 12 million, not sure of the real amount, couldn’t this government have effected better due diligence?

    All of this fancy talk and the question remains : Who approached Mark Maloney or who did Mark Maloney approach.
    Who really started this process without the substantive minister’s knowledge or involvement. Who instructed a top level civil servant to draft the correspondence.
    The only people on BU who talked about no money being passed , are those who were seeking shelter for their political party .
    We still don’t know who or how the process was initially started. Somebody went to Maloney or Maloney went to somebody. Why was the entire transaction done in apparent stealth?
    So, when you come talking about who fail. Please tell who pass !!!!
    You are acting as if government is a person. It is not . It’s only made up of persons it does not function on its own.
    Who the hell were the architects of this now failed scheme to commit the taxpayers ? Who the hell instructed that the Minister was to be kept out of the loop? Who did the due diligence on behalf of the taxpayers of Barbados.

The issue here – to repeat- is the decision to purchase vaccine outside of the established/approved procedure for central government. Whether money passed hands or not it remains a governance issue.

    I guess that removes the perception that he made his announcement to his constituency branch shortly after he denied knowing anything about the vaccine scheme a mere coincidence.
    I guess all the people on the ground ,who are so well informed , also knew that Mark Maloney was buying vaccines on behalf of the government of Barbados.

    Citizens should not be left to assume; citizens should be told the truth. Who then did Mark Maloney first pitch this to?
    Why when it was pitched the Minister of Health was not informed ?
    So Mark Maloney goes to somebody and says I got a source for vaccines. The person says : we will deal with you but the Minister of Health doesn’t have to know.
    No due diligence on the government’s part and now the whole scheme blows up and we the citizens are left to ASSUME.
    But then again we all the interpretation of that: Make an ASS out of U and ME.

    I told government so since years. I am always pleased when my suggestions are finally heard.

    We need many New Barbadians (preferably from Europe, North America, India and rich African countries) to fill the gap. Diversity will make us rich like T&T or Great Guyana.

    In return, our government should encourage the poorest 50000 locals to emigrate to Costa Rica, Great Guyana, Panama or UK.

  40. I do not know the man, but somehow I developed a liking for him.

    His motivation may be different from my own, but he did exactly what I would have done if I were in the same position.

    I am quite confident that he was motivated by honesty, doing the right thing and doing what was in the best interest of the nation.

    I, on the other hand, would have been pissed that this big scam was going on under my nose and in my department and I was not getting a cut. Do these scamsters see me as a potted plant that just provide a cover for their nasty deeds. I suspect that he communicated his wishes to Mia, more politely than I would have done so.

    It appears that honest and dishonest men can both do the right thing. One for the right reasons and the other for all the wrong reasons.

    @Enuff, there is no scandal in Col Bostic’s political representation plans … at least non that I see are worth of extra debate… but if you will please speak to @David Blogmaster’s strong refrain re: “The issue here – to repeat- is the decision to purchase vaccine outside of the established/approved procedure for central government.”

    That looks like a most outlandish scandal to me as one wonders …:

    1)Why was THIS particular businessman tasked with this back channel project.

    2)Why was a back channel purchase of any covid drugs needed atall?

    3)Why seek out another 3rd party agent(s) to do the transaction rather than use his considerable contacts (and money greasing ability) to go directly to a governmental agency or the pharma company of choice?

    This is the scandal sir … the seeming oblivious, incompetence of people you expect to be extremely adroit … like the debacle US withdrawal in Afghanistan.

    If Col Bostic, Col Nurse, Lt Col Quintyne and Maj Brathwaite (to name a few off top of my head) under the direction of their former CO Brigadier Gen Lewis were given the remit to manage that Afghanistan withdrawal I am assured in seeing them do their thing that they would execute properly … now of course I only saw them do play-play soldier duties 😇 but I would yet expect a damn good job sans the grave missteps…

    So do explain how the real scandal should even happen and leave off this play, play Bostic running-again one!

    You have no credibility here. You said it was “ telling” that Mark Maloney said he never bid for a contact under the last administration.
    Question : Did he bid for the contract to source vaccines for the government and people of Barbados ??
    Question : Do you find this just as “ telling” ?
    I know I asked this before but I figure you did not see it.
    My conclusion:
    For all your fancy talk; you only care about transparency and accountability when your party is not in charge.
    You Dees and Bees have no blasted political morality in your veins.
    Tell the blog if you feel that this deal that fell apart was transparent .

    Please…I am a white boy, no chance of getting elected in Barbados. Though given your praise of Chastenet, maybe you need one?
    The last election in Barbados, showed the level of change Barbadians are comfortable with. The voters annihilate the sitting administration, but not a single 3rd party could get a seat. Not even close. There is no downside in giving any of the 3rd parties TWO seats? It is called strategic voting.
    So A+ is out, maybe the CLP, between the B and D?

    On another topic I see Barbados is considering a DPA in a Bill before the House. The preamble
    “This Bill would provide for a prosecutor, in relation to certain offences, to enter
    into an agreement to defer prosecution of an alleged offender and impose certain
    obligations on the offender, where such an agreement would be in the interest of
    justice.”

    Whenever this has happened elsewhere, there HAS BEEN a recipient in mind.

    Care to hazard a guess?

    they create no such legislation for a hungry person stealing a loaf of bread or other trivial shit…where they call in the press to make a spectacle of what is 99% a poor person trying to survive without dying of hunger……..but the million and billion dollar thieves get special dispensation AFTER ROBBING THE TREASURY AND PENSION FUND BLIND…oh and the 1 BILLION DOLLARS IN VAT that was embezzled..

    Could it be that she has become so accustomed to ‘yes-men’ and sycophants and to acting in a high-handed minister that she misread the Minister of Health?

    Could this be the breach that weakens the wAll of the dam? Who is next?

    It is clear that the spinners are already out, but one more departure may signal that the wicket is not taking spin..

    Bostic may have been “bearish” about running in 2023 but this may have tipped the scales.

    I don’t believe in this kind of co-incidence. One must consider the timing of this announcement.
