Thanks to Bajan Citizen for producing relevant links to the latest story making the rounds about Mark Maloney being scammed out of US10 million dollars purported to be a payment for 1 million doses of the AstraZeneca vaccine on behalf of Barbados and two other governments.

The blogmaster has two questions:

  1. On what basis was Maloney’s company Radical Investments Ltd selected to broker this transaction.
  2. Is the government out of pocket because of the errant transaction.
  3. How does being out of pocket USD6.7 million affect Maloney’s financial state to continue to do business.

The case is Radical Investments Ltd. v. Good Vibrations Entertainment LLC et al., case number 9:21-cv-81761, in the U.S. District Court for the Southern District of Florida

Radical Investments Ltd. is a St Lucia registered company owned by Mark Maloney. 

He appears to have been swindled out of $6.7 millon USD from the governments of St Lucia, the Bahamas and Barbados who contributed money to buy COVID vaccines for their citizens.

Mark Maloney is deputy chair of the private sector group put together last March to fundraise and acquire more vaccines.

It is not clear what due dilligence Mr Maloney did before entering into this commercial arrangement with Good Vibrations Entertainment LLC. If you were looking to purchase pharmaceuticals would you do business with a company whith a name that connotes mechanical sexual services, and with an address at 21218 St Andrews Blvd Suite 318 that is a mailbox in a UPS store where 175 other fly by night companies also have their “headquarters”???

    Yes i agree with you whole heartedly on that. We the public must now replace the useless 4th estate. I will say though that seems to be happening slowly as the blogs if they could just stay focused, could go a long way in replacing the 4th estate as the voice of the people.

    I just think our people are so beaten down by the economic pain in their own lives from the virus, they are just focusing on their own personal problems. Plus sadly many have accepted this is their lot and are just too tired to fight it.

Just saw an approval letter dated April 20, 2021 signed by the Director of Finance in St. Lucia, to the Permanent Secretary of Health and Wellness cc to Director of Finance, Account General, Director of Audit and threatening that if the instructions were not followed re Radical Investments 47 million Aand a lot for procurement via DIRECT PURCHASE. that they would be in breach of section this and that of the procurement blah blah blah….and that is why some of them should go to prison…because that was the wrong call, it got the island ROBBED by the maloney radical scam.

    apparently the Minister of Health was definitely bypassed, so it’s not a stretch to believe that Bostic had no clue what happened…he should leave on PRINICPLE ..i would want nothing to do with the criminal element in the parliament or the private sector when they are wielding laws for their own personal gain and promote minority criminality.

    Barbadians might have noted only in passing the ongoing challenges facing Haiti and the number of institutions public and private which stepped forward to provide assistance. They might also have noted that questions have arisen surrounding the improper use of resources meant to find their way to the people of Haiti.

    The international community has been concerned for some time about the use of non-profits for anything ranging from pilferage to money laundering to the financing of terrorism. Due diligence must be undertaken on those who donate funds, those who disburse the funds and the individuals and institutions to which the funds are donated. There must be a proper accounting for funds received and funds disbursed. The cost of administrative and professional services which are deducted from the proceeds meant for the country in crisis has also been of concern.

    Just as the people of Haiti only ever heard of resources being donated to them, Barbadians now find themselves in a similar position. Money is being raised in the name of Barbadians and yet the monies donated and the purposes to which these monies have been allocated are not being disclosed to Barbadians – well not in any comprehensive way.

    The first entity of which Barbadians became aware was the COVID-19 Relief and Recovery (Barbados) Inc. which was incorporated on March 25, 2020 and up until March 31, 2021 was chaired by Andrew Mallalieu. The Deputy Chairman was Mark Maloney and other Directors included Sir Paul Altman and Barry Gale. It seems that the Director of Finance and Economic Affairs has subsequently been asked to sit on the Board. In March 2020 they had raised $2.8 million and by March 2021 the Company was able to disclose that people have been very generous outside and inside Barbados.

    There is no intention to compare the activities of COVID-19 Relief and Recovery Inc. with Radical Investments Inc. of which Mark Maloney is said to be principal, however one must be concerned as to whether there will be a proliferation of private sector entities which are seeking funds and resources in the name of the people of Barbados with no requirement for an accounting. We have already heard the Government admit that Radical is not the only one out there working on our behalf.

    Crises are a breeding ground for entrepreneurship of all kinds. Barbados is small and while scams which make news in larger countries may have little impact on them, they will on Barbados.

    All companies carrying on an undertaking in Barbados are required to be registered with the Corporate Affairs and Intellectual Property Office (CAIPO). Non-Profit Companies are required to file audited Financial Statements with CAIPO. Given the restrictions on visiting CAIPO it would be of course useful if Relief and Recovery would publish its financial statements so that the transparency which the the people, the private sector and government all crave could be satisfied.

    Government has chosen not to provide an oversight role. Its position seems to be that the money belongs to the private sector and while they are grateful it has nothing to do with the Government and nothing to do with the people apparently. Yet the monies donated were made in the name of the people of Barbados, certainly the people have a right to transparency especially now.”

  31. Lynette Eastmond raises some very good point. The salient one being that many of these charities are more for the benefit of those running these organizations than for those deserving of charity.

    Many of these funds are eaten up by administrative expenses and the people actually needing help get the remaining tiny percentage.

Those found in Barbados are charities-cum-scams…going forward Mia need to tell her minority business partners that Black/African people do not need nor have they ever asked for charity from any of these crooks, seeing as they give it ONLY to gain access to the treasury or pension fund, ably assisted by sellouts…..next time they feel the urge, they can take all that fake charity and shove it up their asses..

Northern…it’s noted that Mallalieu attempted to mislead by saying that Radical maloney was not part of that group, should have mentioned if he had been previously..so that attempt of hiding fialed… because i did remember someone saying on here that Altman supposedly put 5 million….but that falls under when crooks are pretening to fall out during their scam, none of our business.

    thanks for reminding me that it was really Melnyk’s name i saw in Toronto associated with hospitals/medical equipment etc… the place is so infested with them, can’t keep who is who straight..

    if we get politicians who put the nation before self interest and personal profit; if we treat each other with respect;
    if we apply the laws and apply them equally;
    if every citizens is a first class citizen in his own country and
    if opportunities are provided to all, then we could be one of the better places on this earth

    To misquote: I see things as they are and ask why; I see things as they are not and ask why not.

    I can see how sweet Barbados could be with just a change of attitudes. Let’s start.

    Apparently, we prefer the USA to clean up corruption. So now we wait on legal procedures in the USA before determining that there is clear evidence of mal governance.
    What can anyone expect from these political raiders. Mark Maloney was accused of building a structure which caused the death of a young boy. He was villified all through a campaign .
    Now we are told that his “ambition was always admired “ and it was always the belief that he we would still be considered and associated with. Imagine admiring the ambitions of a man you accused of constructing something that caused the death of a young citizen.
    I don’t blame Barbados for anything it’s just the decadent Duopoly who runs its affairs.

    But this isn’t any different to the NIS blatantly not following the investment policy, and loading up on very risky GoB debt, because the MoF (Big Sinck) decided it should be so. Not a soul know how it happened?

There only need to be an investigation into why those charities operate like they are a stepping stone to access the treasury and pension fund, they all do it, act as though that’s the key to controlling the legislature and the people’s finances….then billions of dollars disappear and no one is held accountable..

    that has to come to an end…they all got caught hovering over this one scam…when the prudent thing to do was go on AstraZeneca’s waiting list…but scamming took precedence and all of them got caught..

    First, why would the Barbados Government buy vaccines through a local private company when it can deal directly with the manufacturers, foreign governments with surpluses and with COVAX for supply? Why would they pay a commission to someone to do for them what they could do for themselves? Second, Mr. Maloney surely did not do his due diligence from the outset and ask that same question. Was he speculating he had better access but never considered he would be scammed if he got involved in a supply chain totally controlled by governments and manufacturers?”
