The recent uptick in conversation about the awarding of government contracts to construct houses in Barbados has caused many tongues to wag. A quick search of the web easily found articles of which they are many many many more criticising the relationships between the government of Barbados and Mark Maloney of Preconco fame.

  1. Is this just more politics as usual?
  2. Is this a case that uneasy lies the head that wears the crown?
  3. Is it true despite all the rubbing shoulders, conversation and consultations that the more things change the more they remain the same?
  4. Can we now officially declare that 6 is half dozen and duopoly politics from a homogeneous political class is real?

    Some sections of Barbados politics have evolved from having the fake BDLP division. Here comes Maloney who easily does business with both parties. The former false division of being B supporters or D supporters has coalesced into a single (Maloney) front.

    It is obvious that both political parties conduct business in the same manner and are the fictitious two sides of a one-sided coin. The only real division on the island is among the electorate, where true B’s and D’s hurl accusations and invectives against each other.

    Until the Lorenzos and the ACs can see the big con and see eye to eye, the farcical political quintennial games will continue.

    Is there weight to government’s defence that Maloney is shelling out his money at a time shovel ready projects must be given priority in light of 2 billion contraction of the economy and rising unemployment? The blogmaster notes Verla De Peiza the leader of the DLP is calling for more bailout of retrenched employees, this time those let go from Hilton hotel.

    I read a comment yesterday that was a good summary of MM & Co history.

    Most companies start small. If the government selectively supports and nourishes one of the businesses, then there will come a time when it will outstrip its rivals.

    Think of it as having twins and of feeding one and starving the other; when the time comes for heavy lifting, then one of the twins will be your go to guy.

    To ignore the difference in meals and feeding times is a form of dishonesty. Your own actions caused the imbalance.

    The practical question to ask in the current example is if there are other companies out there willing to put up their funds to build houses. So far those criticizing expect financial assistance to be able to do same. What should government do in the current situation. We have to debate the issuers based on the prevailing circumstances.

    Can remember vividly getting on BU sometimes 2 and 3 in the morning telling her for the last 2 years to LET GO THE MARIJUANA to the people…well now she can KEEP IT..

    Theo..maloney works for bjerkham and the williams running one or two of their companies….and then got elevated by the corrupt, because of inroads into the government, ministers spend all their time looking for bribes, it’s no secret, none of them actually worked for anything in Barbados, they live off the people and manipulate the legislature through their negros, ministers and especially the treacherous lawyers….this is A CRIME….ongoing for decades, nothing more, nothing less.

    one had the gall, after dangerous lawyers helped him ROB two elderly ladies of hundreds of plantations and estates, to make a video and released it in England BOASTING about he owned half of Barbados, but neglected to tell the brits how lawyers helped him rob the ladies and their beneficiaries…the one cow, actually thought he could get away with it, now he’s a laughing stock and the talk of UK for that video of lies, that’s how conceited, conniving and confident they are….dangerous criminals.

    “Though not calling any names, Mottley highlighted one developer in particular, saying it was unreasonable for a contractor to receive over $1 billion in investments.

    “One man cannot get a $24 million contract at Valerie, $28 million housing contract at Grotto; a $42 million molasses storage tank, 20-year contract in the Barbados Bridgetown Harbour… Coverley which is over 1,100 houses at which the government is only receiving less than $2.50 a square foot on the land there; 2,300 lots at Bushy Park that have been committed to in an MOU [Memorandum of Understanding] but mercifully the contract has not been signed [by] the National Housing Commission to give them the lots.”

    The difference here is that Maloney is funding the construction of the houses. You have to compare apples with apples.

    Regarding the incident at the entrance of Coverley, who should be blamed- Maloney or the Town Planning for not enforcing any ordinance compliance issues.

    Oh dear oh dear how surprised we all are. You have to know how to sleep with the hares and run with the wolves people.

    Right now the government starve for investments and not too worried about the source of the funds. So we have this one name that keeps coming up who seems to have access to unlimited funding. I wonder who the source of the money really is? The kind of money being thrown around here can’t be bank money, cause dem wasn’t going take a risk under such conditions. So if we dear government going put we in business under these conditions I want to know who the father lender is behind Maloney’s wishing well of money.

    I mean don’t get me wrong if it is money out of dubai or so I happy for them oil money Lol.

    Maloney could do the right thing and sub contract some of the work. Electrical, plumbing etc.

    That would ease the “pressure” on the PM.

    According to the PM ” a contractor to receive over $1 billion in investments” when the DLP was the government.

    In theory Maloney own money came from profits he made from the $1 billion paid to him by the DLP government.

    Preconco builds prefabs. He owns the company that does the prefabs. The upside here is that his company employs people, government delivers housing solutions and Barbadians in need of houses can purchase. A win win.

    IF GOVERNMENT IS GIVING AWAY “FREE” LAND TO BUILD AND RECOUP SEVERAL YEARS DOWN THE ROAD WHEN HOUSES ARE SOLD THIS OPPORTUNITY SHOULD BE GIVEN TO EVERYONE WHO CAN GET A MORTGAGE AND EVERY BUILDING CONTRACTOR ON THE 2 x 3 ISLAND.

    The government is cash strapped. Who comes to the table with money to execute on these so-called PPPs will get a green light. You may recall Maloney was instrumenta dragging ROSS to Barbados when they wanted out from Dominica.

    Something has to be tragically wrong with a country which is unable to avoid the generational elevation of a White man, like Baughrin, to be entrepreneur-in-chief. As inheritor of the recent criminal legacy of Cow Williams.

    Such a man, like Maloney, has been elevated by both administrations to be the undisputed champion for the continuation of White cultural dominance in Barbados. And that means more than mere domination of the economic landscape, the business culture.

    How can it be possible for the policymakers in Bridgetown so fail to see that his genetic line has no ability to do anything other than continue the cultural bankruptcy which they have wrought. This is the workings of what the UN has long-called systemic crypto-racism in Barbados. And every Bajan government has been so tethered to this overarching economic policy. How independent could this be?

    The only upside and win win is for his huge profit margin and big smile all the way to his money vault. We all lose.

    Time they put a stop to all these cookie cutter housing developments that have zero aesthetic value and not enough space value for the price. The tourists will soon stop coming cause all we doing is making the whole rock look like a ugly prefab concrete wasteland chasing all the rainfall into the sea instead of our dry aquifers.

    Kudos to Maloney for having the business acumen to propose these projects, through all the red tape and off the ground.

    Instead of complaining about race, money and black people this ans white people that, figure out how you can get in charge just like him or better.

    As I said before prefab housing employs few people compared to houses built from block work. Having said that if the lender brings ” his” money to the table and is a shareholder in a prefab company, well then he does it how he feels. No different to when we give China projects they bring everything from labour to wheel barrows and even in the case of four season a small block plant. You do understand what this means though ? Basically few benefit while the masses look on.

    So he off white or beige then, but it doesn’t change the reality. A few will benefit when the unemployed masses look on. That is the issue I have here. How the hell you going talk about economic recovery for a country where a handful of people get all the money? Also what do the block companies, the truckers, the private artisans get? What do the plumbers, the electricians get? My point is unless money reaches all sectors there will be no economic recovery.

    With the state of unemployment and lack of economic activity it can not just be about housing solutions. If not what is the plan in the end to sell them or rent them to the unemployed?
    Economic activity spread over many must be at the core of all project for the indefinite future if the island is to recover. It can not be business as usual post covid !

    If you look globally you will see that this happens to all cashed strapped countries with their hand held out for investment. Whether it be African countries or those closer to us, the story is the same.

    Remember when we were scrunting a few years back for tourism investment and Butch asked for the earth and got it? Look around us and you will see the same thing happening over and over. Check Jamaica when they were at their worst and people were fleeing the same happened. People with money swooped in and bought properties for pennies on the dollar. Look at Trinidad when they were in shambles and Sabga swept in and bought Alstons for what you couldn’t even buy Carib for today.

    The point I am making is it is when you at your weakest that you does get tek advantage of the most by the vultures with cash waiting to pick you bones. What you have to guard against though when you drowning and someone throws you a life line is what they going ask for saving you.

    That is my 10 cents worth on this matter.

    What one must do is look for the solution that will benefit the economy and country the most. The solution that while fulfilling the project will also spread the money to the most hence causing improved economic activity to the greatest number of people.

    As I said were the credit unions proactive and not still in the 70s thought mode, they could of spearheaded such a project and even retained a percentage of the project for sale and finance to their membership when it was finished.

    These huge projects are not for a credit union to get involved in. The larger the project, the larger the risk and any credit union I am a member of that got involved in such a huge project I would be taking my money out of the next day.

    What we need instead is a new type of crowdfunded investment model anyone can deposit/pledge our funds into. Contractors, homeowners and people with good business projects and ideas can then apply to the fund where the crowd funders would decide if they want to participate in funding the project. Successfully funded projects would then provide management services assistance as almost all projects lack that expertise. Profits from a successful project would then be paid to the funders in the form of dividends.

    We have to bring solutions. This transaction satisfies a housing solution if we are to accept what government is saying. We need many more solutions and decisions to be made to arrest the economic and social rot. Maloney because he has access to money is calling the shots like you correctly stated. Who are the black contractors who can deliver a similar solution?

    The blogmaster recalls blogs posted by non nationals and locals alike who complained about black builders who took them to the cleaners. Back to the point, He who has the money calls the tune now as he called it pre 2018?

    Mia in today’s paper all but said that the tender process involved fifteen applicants
    Also her tone of rhetoric indicated that none of the other applicants could not match Maloney experience and that govt role in this project was to provide for low income applicants housing in the fast and most economical manner
    Which means that the small business contractor would be wasting their time vying against the likes of Maloney
    In other words Maloney re.mains in the driver’s seat
    He sets the pace and it is up to others to catch up

    Come, come bro there are LOTS of builders over the years who had a cash pile or access to the investment capital/equipment to underwrite large infrastructure projects … so what’s freaking new here.

    There is ONLY one thing needed when you are in the power spot of a Maloney, COW, Bizzy, Leacock or a Rayside … guaranteed revenue stream/payment of ‘guranteed’ contract!

    @John A is accurate when he suggests that this type of back scratching egregious governing contracting is too prevalent all bout de place and always is tinged with corrupt under table dealings.

    White , Black of Pink its wrong. Let’s not try to legitimize it with spurious arguments of economic need for jobs and all that blarney … that’s the case every day, every where and does NOT validate awarding sweetheart, likely non competitive bid contracts!

    Anyone with an understanding of the housing market knows it is private sector led. In B’dos, the presence of very few private sector players and absence of any third sector ones in the delivery of affordable housing solutions mean government has a huge gap to fill. Government provided housing is therefore heavily dependent on private money via JV agreements. I am not even going to bother arguing about emergency need for economic activity etc resulting from the Covid because though it is obvious I don’t even think it is a necessary argument. The current government’s approach is dissimilar to the previous. The government put out an EOI, persons responded and that gave the government the opportunity to determine who can do what. The HOPE Project has so far launched two developments–one government funded and the other privately funded. The former which involves govt $$ is neither Innotech, Maloney nor Bjerkham (not even Cow for the roads) and I understand BPWCCU is offering 100% mortgages and ICBL concessionary insurance rates. What is important in both scenarios, apart from transparency, are affordability, value for money and inclusivity. So far this seems to be the case. Nevertheless, I repeat that we need to mobilise money and stop talking.

    I agee wih you.Over the years BU was pushing for change to the point where I felt a third party would have come out from BU with some very interesting bloggers. Most of them have now gone maybe departed I do not know eg bushtea and piece.
    You cannot castigate one set for embracing Mark Maloney when the country was brek and now find an excuse when the country is brek again.
    I am no political lackey and so can recognise foolishness when I see it.The same thing Chris Sinkler did is the same thing the Prime Minister is doing, making Mark Maloney and dark money people richer. The government should as John A said try to empower the credit with all those savings to at least have half of the project.
    Enuff just came in and as usual justify the PM actions but Chris Sinckler was a crook three years ago to be dealing with Mark Maloney.I see persons like that as frauds.

    IF BLP GOVERNMENT WERE SERIOUS WITH TAXPAYERS LAND OWNERSHIP THEY WOULD GIVE LAND AS COLLATERAL TO BAJANS WHO HAD AN APPROVED BUILDING CONSTRUCTION PLAN WITH A PRE APPROVED MORTAGE. UPON COMPLETION OF HOUSE THEN RECOUP PAYMENT OF THE LAND THROUGH A LONG TERM LEASE.

    IN THE EVENT OF LOTS GIVE A DEAL TO MANY SMALL BLACK CONSTRUCTION CONTRACTORS IN A 3 OR 4 LOTS AND THEY REPAY LAND SAME AS MALONEY ONLY DIFFERENCE SPREAD OUT OVER MANY MANY PLAYERS.

    ALL THE SHITE TALKED ABOUT MALONEY HOW GREAT THOUGH ART IS TO RETAIN THE FLEECING OF TAX PLAYERS AND COLLUSION AMONGST AS FEW A PLAYERS AS POSSIBLE THEY TRUST FOR CONTINUATION OF BRIBE TAKING AND KICKBACKS.
