Press Release by Guyana Trades Union Congress

The Guyana Trades Union Congress (GTUC) notes with deep concerns the tsunami of misinformation  permeating our social space and its impact on public opinion threatening to destabilise the Guyana Elections Commission’s (GECOM’s) declaration of  which party/group will form the next government.  It also threatens Guyana’s democracy, credibility of our institutions of governance, the rule of law and community relationships at a time when this small Caribbean nation’s oil rich potential is being exploited. It is not lost on us that the spread of a misinformation campaign can have far reaching and long lasting impact not only on Guyana but CARICOM, the Caribbean Community, and further afield.

Moved by this understanding GTUC seeks the support of Guyana and all concerned to have us navigate these challenges, by supporting the call to all persons, organisations and countries  with interest  in our well-being  to respect  the  internal mechanisms  embedded in our judicial system and the independent constitutional office of GECOM  whose chairperson Justice Claudette Singh  S.C has declared will “abide by all legal and procedural requirements to conclude its work.”

Please note:

GECOM– An independent constitutional body for conduction of National (General), Regional and Local Government elections in Guyana

  • The election process- The process, now sub judice, was halted due to an injunction moved by the Opposition People’s Progressive Party/C (PPP/C). At this stage the High Court having established its jurisdiction in favour of the Opposition is having its second sitting on Tuesday, 10thMarch, 2020.
  • GECOM from all public accounts has never refused to review queries made. What is evident is as it sought to implement administrative measures to address concerns a volatile environment was created obstructing its performance.
  • GECOM Chairperson Justice Singh following a subsequent demand from the Opposition to continue the process even as same was being adjudicated on, cited legal restraints as the matter was sub judice.
  • A misinformation campaign has started to condemn her learned silence and refusal to show contempt for the courts.

Government –President David Granger on many occasions declared  and continues to support the independence of GECOM allowing this institution to operate without interference from the government.

High-priced lobbying – vs- Representation of the People Act (Cap 1:03): These elections have been shaped by the Opposition paid Washington D.C, USA based powerful lobbying firm influencing international observers, citizens and other countries’ perceptions of the outcome of an elections not by GECOM and the Representation of the People Act, the sole constitutional institution/authority to administer the election under the said law.

GTUC recognises that whereas our laws may not address issues of this nature and it is the  right of any party to  use such means to advance its position  these should not come  at  the expense of allowing the process to work within the framework of the law i.e. Representation of the People Act.

Credibility of the Statements of Poll (SoPs) – The question of the credibility of the verification process has surfaced with several parties lending support to the issue as raised by the Opposition PPP/C. One presidential candidate, Ms. Phillis Jordan of the  People’s Republic Party (PRP), in a video circulating on social media  has since informed the nation that all of the small parties, none of which had its own SoPs in all the 10 Districts/Regions, were issued collated figures from an unnamed  major party. Hence the credibility of claims made by these parties in support of the major opposing force raises questions.

Derailing the GECOM process – GTUC is of the opinion that the carefully orchestrated misinformation and derailing of the GECOM process was also used to advance unrest by opposition supporters in a country that is known for its ethnic tensions during elections. These unrests when carefully analysed serves one major group only, and does not work for the good of the beguiled people.

Transition – Democratic transition from this phase to another should not be dictated to outside of the Representation of the People Act and GECOM’s constitutional right to so declare which party/group has won the Executive and apportion the seats in the National Assembly. GECOM is the authority to likewise state which party/group has won at the ten Regional Democratic Councils and apportion the seats on the Councils based on the votes received.

Historical Reference – Guyana situation is not dissimilar to that of the United States’ (U.S) 2000 presidential election which resulted in George W. Bush being declared President. In said election the U.S Supreme Court was asked to pronounce on the tabulation (hanging chads) between allotment of votes for candidates Bush and Alfred Gore.  The process of tabulation awaited the judicial outcome.  Guyana’s law allows for judicial review and resolution of our current challenges and we expect the U.S and other countries of the world to treat with our circumstance with no less respect than they treated with that of the U.S in 2000.

They Colluded with Chandradas Persaud to Vote for surprise NCM to trigger elections, knowing their fraudulent traps were in wait. The Guyanese forces caught a ‘team’ of russian nationals with high tech equipment & deported them last week. What do you suppose they were there for in Guyana for and who brought them in? The PPP/c planned ahead of the NCM to produce these outcomes & thought in the rush & panic they would’ve succeeded.   6. It is noticeable that Peter Wickham is now saying that opposition seems to be in a favorable position. On the program on V.O.B. on Sunday, he seemed quite sure that there was something amiss. In science one is never dogmatic about data; one always leaves an out for the possibility of a different outcome. To assume that because there was a swing in the opposition strong hold, that such would also occur else where ( strong hold of the government) is flawed. Also shows a lack of rigorous scientific training.

    “Let Democracy And Harmony Conquer Fraud And Racism In Guyana”

    Guyana held general elections on March 2, 2020, but results are in abeyance. Elections are administered by six bipartisan commissioners, plus a consensus chairman. They constitute the autonomous Elections Commission (GECOM). The Chief Elections Officer (CEO), under the direction of the Commission, supervises the elections. Guyana’s 10 administrative Regions constitute Elections Districts, which are managed by a Returning Officer (RO). Each polling station is manned by a Presiding Officer (PO) who reports to the District RO.

    The election law, Chapter 1:03 (93) – Representation of the People Act, mandates the PO of each polling station to, at the close of poll, count and record each ballot cast for the respective political parties on a tally sheet called a Statement of Poll (SOP). The vote count is conducted in the presence of party representatives, who sign off on all SOPs, and observers. POs are then required to transmit the SOPs and sealed ballot boxes to the Election Division RO.

    Chapter1:03, Section 95 (1) mandates that: “As soon as practicable after the receipt of all the ballot boxes and the envelopes and packages delivered to him in pursuance of section 93 (10), the Returning Officer shall, in the presence of such of the persons entitled under section 97(1) to be present as attending, ascertain the total votes cast in favour of each list in the district by adding up the votes recorded in favour of the list in accordance with the Statements of Poll, and thereupon publicly declare the votes recorded for each list of candidates.”

    The RO’s responsibility is to add up the votes recorded on the SOP for each party and make a public declaration of those results, then transmit his declaration to the CEO who then makes a combined declarations from all 10 Regions. The declarations from the 10 Regions show that the ruling APNU+AFC coalition won the elections. However, the Region 4 (Demerara Mahaica Region) results have been stymied by PPP obstruction. Region 4, which includes Georgetown, is the most populous Region with over 250,000 voters. Afro-Guyanese dominate the population. It is the most formidable base of the ruling APNU+AFC coalition.

    PPP agents continually disrupted the District 4 vote tallying exercise. PPP leaders, some with guns, stormed GECOM’s office and demanded access to computers. They used guerrilla warfare tactics to try to strong-arm GECOM officials to supplant correct results with PPP invented numbers to diminish APNU+AFC votes. Two small parties have attested to this fact. When the RO proceeded with the legally mandated vote tallying and declaration, PPP produced an injunction from High Court Judge Navindra Singh, barring GECOM from acting on the Region 4 results. The mater is now subjudice Chief Justice Roxanne George.

    Overseas observers, including Western Diplomats, joined the PPP to denounce the results and bandy about allegations of fraud. In clear coordination with the PPP, Western Diplomats demanded that GECOM abandons the lawfully declared District 4 results, and adopt an extraconstitutional vote “verification” process insisted upon by the PPP. In arrogating the mandate of Guyana’s courts to themselves they declared that “We call on President Granger to avoid a transition of government which we believe would be unconstitutional.”

    These incendiary statements exacerbated tensions and incited racial violence. East Indian supporters of the PPP in Region 5 (Mahaica Berbice) commenced a riot. They set fires to the main highway and brandished guns at innocent Afro-Guyanese citizens. They severely assaulted an Afro-Guyanese police woman and chopped two other police officers with a cutlass. Worst, they ambushed a school bus of Afro-Guyanese children and beat them up. Two Police officers and six children are hospitalized. The cutlass wheeling criminal was shot dead by police. Neither the observers nor the PPP have condemned the violent, racist attacks.

    Guyana is a beautiful country with beautiful, diverse people. We have the capacity to live together in unity, peace and harmony. Our country is rich with natural resources. The expatriates who Bharrat Jagdeo and the PPP have enlisted to divide and destroy our country, don’t care about our country, peoples or future.

    Like Jagdeo, their only concern is Guyana’s oil resource. Their strategy is to tear us apart by stoking racial fears and violence. While we fight each other, they will make off with our resources and our nation and we will be left impoverished and divided. Will we let them? This matter is before our courts. Our history of respecting the decisions of the court is what has enriched our democracy. Let unity and tranquility prevail. Let democracy and the will of the people prevail now and forever. Guyana will rise again!

  11. As we witness events from Guyana unfold after their recent controversial election. I have a deep sense of foreboding.

    Here we have further proof that Asians and blacks cannot co-exist. Take Uganda and Kenya where Asians represented a miniscule percentage of the population during the sixties and seventies before there expulsion. They were the equivalent of the overseer who had rights and privileges not extended to the majority population.

    Ditto, South Africa where Asians betrayed the majority black population by accepting the government’s offer of the right to vote.

    Barbados has been bought out by the Trinidadians. Guyana will soon be taking up this mantle; and yet no one appears to notice the genuine rancour and incompatibility of blacks and Asians.

    Do we in Barbados expect a different outcome for our black Bajan brothers should we become economically dominated by Caricom Asians? It is time for us to wake up.

    If the two groups are incompatible then Guyana should be divided into two.

    We should also seriously consider the removal of Asians from majority black Caribbean nations. Let them reside in a Guyana or in a Trinidad with redrawn borders. And let us definitively put an end to this apartheid racism as practised by these descendants of indentured servants.

    Canada has a large indian-caribbean community with great socio-economic power there as they migrated from especially Trinidad & Guyana since the 60’s, but particularly the DRUG MONEY & POLITICAL CORRUPTION siphoned from those societies since the 80’s & 90’s & invested in Canada, UK, & U.S. Those Expats are wielding their social & economic power through those societies against their former countrymen whom they HATE (Africans). Indians also realized that white men tend to like indian women & indian food, which is tremendous socio-political capital known as “Soft” power, which they squeeze every ounce of it out to their advantage and against Africans. Quite simply put, white/non-african canadians, Brits, Americans etc. are NOT impartial observers! They prefer Indians OVER africans!     Even in their own African homeland the blacks are always at the bottom of the economic pile even when holding so-called political authority as in the case of Kenya, Uganda South Africa and even tiny Barbados.

    Why is this so? What makes blacks feel so inferior that they subject themselves to the economic and subsequent political dominance of other ethnic groups?

    Just look at Barbados and see the viral spreading of this economic subjugation of the blacks by a recent immigrant class from countries which would consider these new overlords of the local blacks nothing but untouchable members of the lowest rung on their caste system.

    Why do black people end up working for these Dalits after turning them into millionaires and economic movers and shakers in the countries ruled, de jure, by black majorities?

    What’s in the mentality of the black people which make them easy prey for economic and political exploitation?

    Do we see a similar phenomenon when blacks migrate to other places like Europe and North America?
    Or do they end up, mainly, at the bottom of the socio-economic pile with domestic and menial jobs their limited avenues to prosperity?

    What kind of brainwashing has been inflicted on the blacks to programme them into ‘believing’ they must always be hewers of wood and drawers of water to their ‘brothers’ of other races?

    Chief Justice rules declaration for Region Four was unlawful

    Acting Chief Justice Roxane George-Wiltshire today ruled that there had been substantial non-compliance by the Returning Officer for Region Four Clairmont Mingo in his purported declaration of of results for Region Four and the results are therefore null and void and vacated.

    She also ordered that the Guyana Elections Commission cannot declare a final result until the declaration for Region Four is properly done.

    She ruled that the process required for the declaration should begin by tomorrow at 11 am.

    The CJ’s ruling would be seen as a major victory for the opposition but questions still remain as to what process will now be followed by Mingo to satisfy concerns about an accurate declaration for Region Four . Region Four is pivotal to the final outcome of the elections.

  23. What took place in Guyana at GECOM is a global disgrace

    The story of the breakdown of the post-election process at GECOM constitutes one of the most barefaced and degenerate acts of unfairness in the global modern world. I saw tears in the eyes of the chairman of the Private Sector Commission, Gerry Gouveia when he described how the tabulation and verification process was aborted two Wednesdays ago at GECOM centre. He sat next to me in Kaieteur Radio studio and as he got further and further into his depiction of the insanity GECOM heaped upon this besieged nation, tears gathered in his eyes.
    I am not going to waste valuable space in this column to describe what went on there. It is because I knew what took place, and because my soul was rocked deeply and extensively by the descent into the chasm of uncivilized sickness, I expressed what I knew about the election results in my Tuesday column titled “I firmly and consciously believe the PPP won the election.”
    As a reaction to the Tuesday adumbration, I received a call from an African scholar of Guyanese and Caribbean prominence who is connected to the Government of Guyana, who told me I should not have offered my views on the election results.

    Police probe live radio threat on Wickham’s life

    The ongoing political tensions in Guyana appeared to boil over on Voice of Barbados radio while Wickham was presenting the Down to Brass Tacks call-in programme, apparently drawing the ire of a caller about his comments on the post-election impasse.

    The caller said: “I warned you before sir to stay out of the affairs of my country and you still meddle into it.”

    Wickham asked: “You are Guyanese?”

    The caller did not reply but said: “Now I know that you are travelling soon from now, make your peace with the Lord before your leave.” The call ended.

He is simply saying that whoever got the most votes should win the election. Unfortunately for blacks it seems to be the Indians.     The European Union (EU) Election Observation Mission has written to the Returning Officer of Region Four, Clairmont Mingo asking to see the Statements of Poll that he used to prepare a spreadsheet of results which is intended to be utilised for the declaration of results for Demerara-Mahaica.

    The letter of today’s date to Mingo signed by Deputy Chief Observer Alexander Matus said that the request was being made pursuant to Section 4 (1) and (3) of the general Elections (Observers) Act, as well as section 6,7, 8 and 9 of the Administrative Arrangement between the Delegation of the European Union in Guyana and GECOM.

As I have pointed out previously, I try not pass opinions on the matter, since I have sisters of East Indian extractions and sisters of white extraction- my Dad produced nine girls between the two) but having lived in Trinidad for ten years one observe things..

The PPP/c uses state power to turn African Guyanese into untouchables. Since 1992 until 2015, African Guyanese were under constant siege by indian Guyanese because of their race.
