(Office of the Prime Minister of The Bahamas) – Prime Minister the Most Hon. Dr. Hubert Minnis stepped away from the CARICOM Inter-Sessional Meeting on Wednesday to view first-hand a sustainable housing community that could be used as a model for the Government’s planned housing development project on Abaco.

The Prime Minister toured the Villages at Coverley, a modern housing development located in Christ Church. The community features low- to middle-cost energy-efficient homes built to withstand a Category 5 hurricane, a 5.0 earthquake, storm surges and major flooding. The fully planned development also offers residents a medical centre, gym, restaurants, stores, recreation centres and sports fields.

The information conveyed in the article quoted reinforces for those in the know and should persuade others with doubt how to secure business if politicians are the decision makers. In this case the blogmaster can pick any number of concerns but there one.

Barbados Underground has featured many blogs highlighting questionable transactions with the previous government and Mark Maloney. The one which sticks in the craw is how monies sitting in the Housing Credit Fund at the Central Bank of Barbados were approved to pay Mark Maloney for the GROTTO project. The Board of the Central Bank at the time actually approved a special dividend (the first in the fund’s history) to make the payment.

The Housing Credit Fund was established in 1993 under an agreement with USAID to on-lend to financial institutions to fund low cost housing. In 2004 the Central Bank of Barbados announced the following:

The Central Bank of Barbados hereby announces that on February 1, 2004, it assumed responsibility for the management of the Housing Credit Fund (HCF), previously administered by the Ministry of Housing, Lands and the Environment.

The HCF operates as a second tier mortgage market wholesaler and provides funds to financial institutions which in turn on-lend to individual borrowers. The Fund commenced operations in 1982 with initial funding of Bds$20.0 million, the proceeds of a U.S. dollar loan raised by the Government of Barbados. The Fund’s portfolio is currently valued at over Bds$100 million.

The principal objectives of the HCF continue to be:

  • To help to alleviate the overall shortage of housing in Barbados
  • To improve significantly the existing housing stock
  • To shift the initiative for housing towards the private sector and
  • To broaden the ownership base of housing in Barbados.

The irregularities with the GROTTO are well documented starting with a read of Auditor General reports. Mark Maloney was paid with public funds for the GROTTO project that to this day demands the government of the day start an investigation. Instead, it is businesses as usual for the usual suspects even with a change in government. While the government of the day was creative in finding money to pay Mark Maloney, several small contractors had to suck salt because government was unable to pay invoices. Several have folded. Maloney however is still flying high on the hog.

    Minister of Tourism Kerrie Symmonds and Minister in the Ministry of Economic Affairs, Marsha Caddle are reported to be at the restaurant in Prospect, St James.

    This follows today’s announcement by chief executive officer Joanne Pooler that parent company, Chaps Restaurants Ltd had closed Cin Cin, Primo Bar & Bistro and Hugo’s Barbados wth immediate effect.

    She cited rising operating costs, high taxes and low revenue among the reasons.

  15. Workers of three of the island’s major restaurants, Cin Cin By the Sea, Primo Bar & Bistro and Hugo’s Barbados are anxious for answers after Chaps Restaurants Limited abruptly closed operations today.

    The 149 workers who were not notified by their employer have been summoned to a meeting at its Canewood office at 4 p.m. this evening.

    In a statement issued today, Chief Executive Officer Joanne Pooler blamed the closure of the restaurants on a significant drop in visitor spend over the last 12 months, a decline in the British Pound Sterling exchange rate and increased taxes on tourism-related restaurants.

    Pooler said, “These reductions were primarily as a result of factors outside of our control. In Barbados, it is very easy for the general public to be comforted by the tourism statistics that are quoted.

    There are no theatres, no museums, no art galleries, no top end silver service restaurants, no world class festivals, nothing to encourage people to visit the island annually. They also fail to understand the sociology of tourism, even though a number of them flocked to the University of Surrey to undertake so-called tourism studies.
    The reality is that most tourists are ordinary workers who save all year to spend a week or two living in luxury in the sunshine. They are not here to be ripped off.
    But when you get a generation of arrogant policymakers who live in a dream world this is what you get.

  33. The three restaurants are closing because they can no longer compete with Sandals, a slave plantation highly subsidized by the taxpayer. We all know that the DLP is responsible. The result of socialist market distortion. It is time for the NIS to subsidize at least 30 percent of the operating costs of the three restaurants for the next five years to make them competitive again. The masses will hardly notice it in their wallets after the invstment in Apes Hill plantation was already a total disaster. When you rob a poor man, it doesn’t hurt at all anymore.


  34. Many will argue now, the restaurants are not important anyway. The locals can only afford fast food or basic foodstuffs anyway. But I say that the three restaurants are national monuments, so to speak. Dr Robinson and his NIS are now called upon to support the restaurants with at least USD 1 million per year. So that the tourists can continue to enjoy the local top-class gastronomy.

    p.s. Didn’t this manager of the Restaurant At Southsea commit suicide about a decade ago? If all former blue ministers had the same sense of responsibility, we would now have to pay significantly less pensions.

    Why not make all restaurants collect a simple 2% Sales-type tax from all those customers/patrons prepared to pay in a ‘hard’ foreign currency for their ‘fare’ as their share of snobbery?

    Whereas, all the rest of customers both local and non-resident, will have to face the full range of current tax impositions.

    Any shortfalls in local tax revenues from this vital forex-generating move could be made up by imposing a “Fat Tax” on those who rely on the fast-food restaurants (conveyers of slow poisons) as a passport to obesity and a cheap one-way ticket to an early grave.

    Isn’t the name of the economic game one of earning forex to maintain the opulent lifestyle of the lazy and incompetent bureaucrats and those welfare recipients employed on the ‘voting plantation’ controlled by the political class called “Idle Hall”?

    These erroneous calculations are based on the most simplistic of assumption . Take an average of old and multiply it by the number number of tourist to get the spend; but not every tourist is spending or they are probably using an outdated average,

    What a brilliant idea!! It’s time Barbados turn itself into the Amsterdam of the Caribbean if it is to survive by its prostituting wits.

    Isn’t that what used to happen as you can reminiscently confirm from your boyhood days perusing Nelson Street area aka the Main while ‘working’ in your ancestor’s rum shop?

    My aim with my contributions was to present an argumentum ad absurdum. If companies no longer pay taxes at all, who will? What is clear is that the government must put an end to the disastrous practice of tax privileges for hotels (especially sandals), as the DLP has done so perfectly. Fighting off the outrageous demands of Butch the slave driver is a good start.

    Sandals causes double damage to Barbados: through tax losses and through price dumping against local restaurants. All-inclusive tourism is the coffin nail for the local tourism industry.

    An excellent idea. The public servants are already sleeping on the chair vertically. With this new occupation they can even lime in the horizontal and finally collect foreign currency.

    We should present this idea to the union, preferably to the senator. I’ll bet some of them are in this business in their spare time anyway. And they got plenty of spare time.
