[Barbados Underground] On the 16 August, 2018 Barbados Underground (BU) published the blog – Was Michael Carrington VAT Registered When he Invoiced the BIDC 706 thousandย dollars?. The article also included a concern by the blogmaster about a 1.5 million dollar invoice submitted by Hal Gollop to the Barbados Water Authority (BWA) for services rendered. If we wanted to hammer home the point of abuse of taxpayers funds, flouting of government financial rules, graft and malfeasance practised by government officials AND private players,ย  $766,855 paid to Richard Byer for vetting a simple agreement for The Caves of Barbados under Denis Lowe’s watch should have been included –Make Legal (Professional) Fees Paid by Former DLP Governmentย Public.

The Auditor General needs to be given some teeth to pursue individuals and companies that abuse the financial rules of government and receive taxpayers monies under questionable procurement practices.

A few simple questions based on the documents attached.

Is IFL Pipelines Inc a legally constituted company under the laws of Barbados?

Who are or were the Board of Directors at that time?

  3. David,

It is becoming apparent that the PM’s warning after the election, of people needing to come clean, was based on a sound background of intent and organization.

We should be prepared to accept also, that the current administration will have help from others, various international authorities, to achieve this.

What is happening is unparalleled in Barbados’s history.

    Well, maybe once before.

  4. Piece, I think that we are going to get quite a surprise when the mud starts flying.

  5. If they don’t start investigating and locking up thieves where applicable, the Mia government will be seen as weak, easily manipulated and the electorate will not be amused.

  6. Both side of that need to be charged and jailed when done for fraud and money laundering, why you think i call them all crooks, liars and scumbags you all need to catch up to what is real, 15 Billion do not have legs or pens to walk out of any bank, DLP gone ,and BBLP have to go, lock up who? If we had lock up the main crooks from the start all 29 would not be in office right now,

  7. On the assumption that the representative of the vehicle supplier is one of the lily white clean companies whose principals are well connected in the christian community,it should be known that one can boast like those who supply Her Majesty the Queen with goods and/or services with the preamble….By Special and Private Negotiation with the High Command in Exchange for Special Exchange Facilities, Suppliers of suki, suzu, bends and mercs at special prices or what is called the in Swan Street as the Middle East culture….buy one get one free in kash or kine.

  8. This is case where another special audit is in order?

Senator Caswell have you taken note?

  9. Time for the lawyer remuneration attachment to property value to cease .. Time for the so called scale of fees protection in the law books to stop. Lawyers should be paid for work done like every one else and compete on an open market

  10. It is worth posting the link to the BWA 2012 Special Audit.

  11. Time for business people in Barbados to be arrested for attempting to bribe sitting ministers or senators or permanent secretaries and employees of statutory boards, Mia has to show strength and send messages…as soon as any of the known business crooks on the island call up the government to make demands…that is interference in government and attempted bribery…arrest them….no exceptions.

Show the population she is running a clean government free from the corrupt influence and interference of the Cows, Maloneys, Bizzys and Bjerkhams, Temoros..etc

contrary to what the yardfowl clowns said, no money would have been involved for sourcing the dump trucks, it was free for the island as long as the company in Europe got Barbados’ business going forward, when the island recovered, yall love to spread propoganda to those who don’t know what it looks like.

“Courtesy Garage has been fingered as the car dealership that so bothered Prime Minister Mia Mottley that she ordered home a team that was in Europe in search of secondhand garbage trucks for the Sanitation Service Authority.

However, an official source has told Barbados TODAY the representative was from Courtesy Garage, whose Regional Product Manager Sam Gaston could not be reached for comment.”

The source said the firm in Europe has recommended that Government acquires Volvo vehicles, which are said to be internationally-recognized dump trucks.

โ€œThe company offered refurbished trucks free of cost to Barbados on condition that when things return to economic stability, the Government would give it the business,โ€ the source said.”

Mottley told a meeting on Sunday night the group had to dump those plans and return home because of some suspicious activity by an uninvited guest.

She explained that โ€œpursuant to a board paperโ€ the group from the SSA and the Ministry of the Environment and National Beautification had gone abroad to examine used garbage trucks, but โ€œa certain car companyโ€™s representatives happened to be at every location that the group went toโ€.

“It was on Sunday at a meeting of the St Michael South East constituency that Mottley hinted at attempts by some in the private sector to obtain favours from her administration through corrupt means.

However, she made it clear that the days of corruption were over and her Government was adamant that โ€œwe are going to hold people accountable. We are going to do things in a transparent wayโ€.

โ€œI want to repeat it because there are private sector people in this country who believe the Government has not changed and I want them to understand that that behaviour will not be accepted by my Government,โ€ Mottley said, while stressing that the country would โ€œnot get corrupted or infected anymoreโ€.

  12. In the spirit of fairness, i should add a couple more names, but over all….the corrupt business people know exactly who they are…as do most everyone else, the world also needs to fond out.

Show the population she is running a clean government free from the corrupt influence and interference of the Cows, Maloneys, Bizzys and Bjerkhams, Tempros, Leroy Lepers, Peter Harris’ etc..

Ah had forgotten Enuff’s buddy Vivek…

  13. David
You do us a disservice to remind us of that special audit of the BWA.

The fact that no one was fired, and that the same board and particularly the same chairman remained in place after that audit speaks volumes about the quality of our political leadership.

What an embarrassment….. if we had any shame, that is…
The poor Auditor General must be totally fed up by now…..

  14. @Bush Tea

This is why social media has to step up. The weight of public opinion by naming and shaming these operatives playing the system for personal gain must see their heads lopped off. The traditional media cannot do it given ownership, obligation to advertisers and loyalty to the monied and political class.

    #carlmoredoyouagree?

  15. Home Affrais minister is already accusing business people of trying to corrupt them government, don’t only accuse, name and shame them for the region and the world to see who they are, you have a National Security Act to prevent destabilization of the government through corruption etc..use it.

    https://barbadostoday.bb/2018/08/22/bees-not-for-sale-hinkson-warns/

  16. I Really don’t see what all the fuss is about as far as the car dealers being around wherever those who were tasked with sourcing supplies/materials. I should imagine this was good business strategy by the Dealers, furthermore, those who were sent to look for trucks were not on some super secret mission. Now, I don’t see why those in the industry could not have been given this task, of course with much oversight, eliminating the need to send at tax payer’s expense a bunch of civil servants. Announcing to the Bajan public that these persons were ” all bout maliciousing in we business” is just silly shit for a bunch of silly people.

  17. Bushman…I can’t believe previous governments believed that the National Security Act and other legislation to prptect the island and people is just there for show/window dressing and allowed corruption to flourish for 52 years.., UNCHECKED,

  18. @ David
But it is not just the crookedness… how about the plain lack of intelligence?
Check some of the responses that were given to the concerns raised in the report…?

Shiite, it is no wonder we have major issues with our water system – from that year of outages in the North to the current year of sewerage in the South….. Is the West next…?

For example, when challenged about not using all the water BEING PAID FOR ANYWAY from Ionics, the response went like “The BWA could have lost much more than the $1.9M per year had the decision been taken to accept the full plant production while shutting down the less expensive conventional sources.”

Boss … if wunna PAYING Ionics for the full amount anyway, how the hell could it cost more to reduce usage from less expensive sources?

    Steupsss….
    as enuff would say ,…..
keep on pissing in we BB pocket do!!!
    We deserve it…

  19. White hill…in case you are not aware, stalking is a crime, maybe not in Barbados.., cause we know no one cares…but stalking a government delegation on government business to another country is an even bigger crime, you might see government interference and attempted bribery as good business strategy, but it is not.

In saying that, they alreadyb got consular staff stationed in Europe on North America sitting on their asses doing very little or nothing, use them to set up these teleconferences instead of sending a gang to waste taxpayer’s money …it will also eliminate the bribetaking snitches ability to give up itineraries and sell government information to business people.

  20. The thought of or any thought given to to an idea that a govt would be rubbing palms with a foreign business company to receive free buses on a contingency of improved economy stinks the house up worse than fowl sh.iit smell
Furthermore now on the revelations that the govt would not be receving the buses it only bodes well to ask the question why wasnt the people told beforehand on this conflict of interest deal
Furthermore on such an agreement if the deal had gone forward (taking into consideration) another govt takes power would the new govt hands be tied to an agreement which in essence could be one of conflict of interest

Oh David why are you not pursuing this new govt haphazard fly by the pants whatever gives govt ridiculous decision

  21. Busy pursuing other matters like the one covered by this blog you avoided comment.

The plan is to hold wrongdoers accountable once the evidence is presented. There will be time to prosecute the matter to which you have concerns when more information comes to hand.

    Capiche?

    >

  22. Old fowl…ya fell flat on ya face…lol

Mia has to do things a bit differently, of course you need face time with any compsny you are sourcing product from off island, but she gotta find a safer way to protect information and lock up those in government who sell it to minorities.

10 years and you dummies did not buy one bus, not one garbage truck..butb.ya renewed the Bizzy Ionics scam to rip off Bajans millions of dollars for another 15 year,s I believe…and expect anyone to take your nonsense drivel seriously…ha.

All of you should be sharing a car service into Brooklyn’s District Court to see a federal judge this afternoon,.

  23. Yeap she doing thinks differently alright
Buying land and trying to work it in the dark
Had not for the dark shadow intervention which made Mia nervous as sh.it no one would have known the agreement which can be catergorized as bribery or conflict of interest
These so called under the table deals makes a question of WTF is going on
Mia hit the ground running but for what it is worth the ground seems to be crumbling under her feet as she makes haste in all the wrong directions

  24. ”Furthermore on such an agreement if the deal had gone forward (taking into consideration) another govt takes power would the new govt hands be tied to an agreement which in essence could be one of conflict of interest….

    Mariposa

You mean similarly to how your inept DLP administration tied “the new government’s hands to agreements” whereby they are forced to continue with DLP operatives contracts that were renewed…โ€ฆ..under questionable circumstances…โ€ฆ

โ€ฆโ€ฆโ€ฆโ€ฆโ€ฆ.(when parliament was dissolved, a few days before the May 24 general election and in some instances, one year before their current contracts expired)?

So.โ€ฆ..surely you must agree that this “new govt’s” hands are tied to Derek Alleyne and Colvin Mascoll at UDC; the new DLP general secretary Guyson Mayers at the PSC; Cranston Browne at NCF; Patricia Inniss at BWA…โ€ฆ.

……….which in essence could be one of conflict of interest” as it relates to the DLP.

And you must agree that any “new govt’s” hands are tied to the terms and agreements relative to the Credit Suisse loan.

  25. Yet it’s Dumbville going to court for bribery today…

in 12 months time revisit that statement, ya may get lucky and be able to say…I told you so, until then ya posting rubbish.

  26. But David the Auditor general has made similar reports on the govt under OSA nothing new here
You seem to have a problem with being fair and balanced reason why i ignore your daily distractions
When you can pursue an avenue that sheds light with information that illustrates that bad decisions over the years have been made by all govts then i would express my thoughts until then i would keep mouth and eyes closed to your persistent determination to bambioozled past govt
It is past time you start you tread a path of unbaised persuit instead one that is charcteristic flawed with yardfowl features

  27. May i remind u on the 24th May there was a new govt in Barbados
If memory serves right the people voted for change ..fullstop!
A constant reminder of what past govt did will not compensate or null and void this present govt shoddy fly by night policies which now makes barbados officially a banana republic

  28. The Government needs to reveal the award of contracts to Innotech and Jada to build two desalination plants and the monthly financial burden placed on the BWA. The complicity of the present GM in the award of these contracts also need to be exposed.

  29. Is it possible that the garbage truck supplier invited a Barbados car dealer to discuss the servicing of the trucks in Barbados?

  30. “But David the Auditor general has made similar reports on the govt under OSA nothing new here”…

    Hmmmmmmmโ€ฆโ€ฆ

Referring to the past is convenient ONLY when it suits your political agenda?????

May I ALSO remind you on the 24th May there was a new government in Barbados…โ€ฆ.a constant reminder of what past OSA government did will not compensate or null and void” the ineptitude of the Freundel Stuart administration’s “shoddy fly by night policies which made Barbados officially a banana republic.”

You can’t get away from the fact that Stuart’s failed economic policies are responsible for the dire situation Barbados now finds itself. You and the DLP are responsible for whatever harsh measures have to be implemented to get the country out of the mess you lot placed us in.

People voting for a change is irrelevant and does not “null and void” the shiite the DLP did to Barbados.

Barbadians will always refer to the inept Freundel Stuart administration…โ€ฆ.whether you like it or not.

  31. @Hants

If this occurred it is entirely out of place.

  32. Servicing of the trucks have nothing to do with the euro company.., that is a government decision once the trucks arrive in Barbados. ….and how would a euro company know which dealership to contact anyway and don’t sanitation have mechanics who can service vehicles, these crooks were just trying to jump in front and sabotage the government process to get taxpayer funded contracts.., that must end…because they got the information about exactly where the delegation was headed and could have contacted the euro company themselves, these littke minority weasels love to jump in front to steal from the black population, that is what they live to do. ..look at Bizzy et al and the extremes they go to rob the treasury and pension fund.

Bizzy has been trying to get his greedy hands on BWA for free for years, he and his ilk would do anything with the help of their sell out house negros to make any sabotage happen to reach his goal…that is another one to put in his place, lock his greedy ass up if necessary….along with the lowlifes in government who take their bribes.

  33. In any International country where govt is seen as receiving gifts in return for govt contracts
Such dealings are deemed illegalities and classified as bribes wherby under the constituiton the minister can be forced to resign or removed from his seat

  34. And that is why Dumbville should get his full 20 years….UNLESS…he does the right thing, then the feds can show mercy, cut a deal time.

  35. Whether servicing for free or getting the trucks free in return for govt offerings is an iilegal transaction between govt and a private company and is known in the international world as bribery jac.a.ss
Mia is beginning to understand that the level of economy water is above her head and would continue to butt her head into a roadblock of inconsistent decisions laden with promises she made to the people she must deliver

  36. this is pure reactionary bollocks from MAM. because a car representative is following a govt delegation tasked with looking into the purchase of buses (now reported that the buses would have been free) means that the trip had to be cancelled? was the delegation there to sign off on some agreement? what not let the delegation continue its task, report back and then the Govt do whatever?

this is piss poor decision making. it is not deliberative and smacks of doing something to a make a point? a point which i still cant see?

  37. David supplied information that the Courtesy Garage personnel was a Nicolas Mackie. i see that Courtesy is a part of the GEL Group of which Herbert and Rogers were / are directors.

  38. didnt Herbert, MAM and the unions marched all over the place to bring down the Dems? didnt Moore get her senatorial pick and the unions their 5%? didnt MAM get to be the the first of many things? what has the other party received or expect to receive?

  39. Let's Not Remember the FAILED DLP Avatar
Let’s Not Remember the FAILED DLP

    Ping Pong
the pending desalination plants being done by innotec and jada are not even done deals. neither of the two have tcpo planning permission and apparently only innotec bought the site which a plant is intended to be build.jada trying to get the harrisons point lands from government to locate a desal plant.
the present GM was not even wukkin at the BWA when the desal plants were negotiated.

  40. No wonder the election was 30-0 after voting, if yardfowls are this dim, they could only be following leaders much dimmer than themselves…lol

  41. Anybody Dim is MAM she is the one running all over de place making deals which can compromised the integrity of barbados first Ross and now free trucks from an overseas private firm with strings attached Wuhloss
    Wnat next?

  42. Told yall I saw the Cattlewash Crooks fingerprints all over this attempt to subvert the government contract process….after they had one of their round table sessions..

Mia has no choice but to put this whole group on a watch list as threats and danger to government business and National Security….so she can protect the majority population and good governance..

  43. Mia cam put all and whomever her heart desire on a watch list
However the perception that this govt is engaging in under hand deals is subjected to scruntiry since deals wherby are handed as gift offering for or in exchange for govt contracts does not past the litmus test

  44. Ah guess Adriel Nitwit is in Brooklyn for moral support unless he is qualified to practice in US and holding second chair.

    http://www.nationnews.com/nationnews/news/188623/donville-arrives-court

  45. Mariposa
You fool! The government negotiating sensubly and uou talking about bribery. Who benefits? Maybe Donville should have “bribed” ICBL the way Volvo is “bribing” SSA, then rather than the money leaving Bdos, BIDC would have received that amount in savings on their insurance coverage.๐Ÿ˜‚๐Ÿ˜‚๐Ÿ˜‚ #idiocyaboundsingeorgestreet

  46. @Well, Well August 23, 2018 12:34 PM “Ah guess Adriel is in Brooklyn for moral support.”

Glad to see that Adriel is there offering moral support.

  47. These people are simple minded.

To operate in a transparent manner is alien to Barbadians.
