The Mahogany Coconut Group (MCG), joins with all Barbadians in wishing the newly elected Barbados Labour Party government, all the best as it takes over from the badly beaten Democratic Labour Party, whose ten years stay at the wicket, is best described as anemic and unsuccessful. The former prime minister, Mr. Freundel Stuart displayed not only poor leadership skills but bad manners by scarcely having any meaningful dialogue with the public. He chose mainly to address constituency branches of his party.

The public therefore gave Stuart and his miserable group the severe beating it deserved by giving the then opposition Barbados Labour Party under the leadership of Ms. Mia Mottley, all thirty parliamentary seats. The Democratic Labour Party will have to find a way to make itself once again relevant to the political process.

We also congratulate, Ms. Mia Mottley on becoming the first female prime minister of Barbados. We know Ms. Mottley as a seasoned politician. She has gone through the hottest fires and has emerged as one made of the finest steel; we will now await her performance as a leader

The MCG having closely followed the election of May 24th, 2018, must sadly conclude, that both parties have determined that the real cure of the country’s economic ailments are to be found in the IMF’s medicine chest. Hence as expected the country will be heading straight to the International Monetary Fund, for some very bitter medicine. Fifty years after Independence, and with literally thousands of University of the West Indies (UWI) graduates occupying our Caribbean landscape, we still cannot get our economies functioning at any progressive level.

Barbados, to all intents and purposes, is a one sector economy, depending almost exclusively on the tourism industry to keep its growth in any proper shape. Over the last ten years the government of the Democratic Labour Party failed to devise any sustainable economic policy.

Ms. Mottley has been given a warm welcome by all the major players, including the Social Partnership, which includes trade unions, business organizations and other interest groups. While we wish the new Barbados government all the best, we fear that once the IMF gets its predatory claws into the affairs of the country, escape may prove difficult, if not impossible.

Ms. Mottley has already delivered a mini-budget, which was nothing more than an instrument to raise taxes and deliver some promises made by her party during the elections. These included reinstating payment for university education and an increase to old age pensioners.

However, citizens are waiting to see what kind of restructuring program the country will enter under the IMF. Any underperformance of the tourism industry will be disastrous to the island’s economy. The great irony of Ms. Mottley’s mini budget, is the fact that it attempts to extract money from the very tourists, who it is inviting to assist with the country’s current predicament.

We can only hope that she does not kill the goose that lays the golden egg.

  1. Voters…do you have any proof that Dr. Lowe who was actively pursuing ways to export his products into US……has not been successful in the last 2-3 years?

    The more people try to be nice to yall…the more ya think ya have something to prove, do you think the US has not been getting marijuana from the Caribbean for pharmaceutical purposes … years before there was even talk of decriminalization of cannabis in the Caribbean…well think again…it is a well known secret.

    But Mottley way of just behaving like a dictator to wipe off tax cheaters debt without full transparency not only is a double wrong but unjustfiable by then having to ask the taxpayer to pay the debt


  4. We have situations in Barbados where some professional and self-employed individuals who have not contributed to the NIS fund for several years……but would wait until they are nearing retirement age, to pay, in LUMP SUM, the minimum required contributions to qualify for NIS old age pension.

    I used to charge a minimum of $250, for example, to prepare a simple income statement and file the income tax return for taxi operators, so they could apply for a tax clearance certificate. But we have situations where the clerks in the BRA would charge the taxi operator between $100 and $150 for the clearance only, without the need for filing the income tax return.

    We also have individuals who would purposely wait until 1 day before and on the filing deadline date to “bombard” the BRA for assistance in filing their reverse tax credit and income tax returns.

    You are right again. It is not the poor and unemployed that have their tax debt waived. It is the middle class professional. A further transfer of money from the poor to the wealthy, since government work still has to continue and for that the nation’s taxes and debt increase.
    Then we are told that every person must put their shoulders to the wheel. The reality is that the fat cats did quite well during the Arthur/Thompson/Stuart years.

    The US Federal government controls the borders of the USA either land or sea hence no marijuana byproducts can enter the USA legally.

    There has been no new Laws or amendments under Bush, Obama or Trump to change that.

    Once again, for the hard headed yard-fowls….government’s decision to waive income taxes deemed to be uncollectable was based on ADVICE from the BRA.

    If you want to talk about transparency……

    ……….was there transparency in the CAHILL deal….NO!!!

    ……….was there transparency in giving Sandals 40 years tax free concessions……….NO!!!!!

    ……….was there transparency in giving tax concessions to Hyatt Hotel, which is yet to be built, for the purchase of a Mercedes Benz for the Sales Manager……..NO!!!!!

    ……….was there transparency in paying a Trinidadian $22,000 per month and six other Trinidadian mechanics for fixing Transport Board bus……..and the fleet reduced to 86 and subsequently 35 units in operation per day…….NO!!!!!!

    I hope Michael Lashley faces the law courts for the Transport Board debacle.

    International trade began with the Netherlands and Canada, but is expected to expand rapidly.
    A number of companies are now moving medical cannabis around the globe for medical purposes and studies, with major markets and producers in the Americas and Europe. That legal international trade began with two source countries—the Netherlands and Canada—but it’s expected to grow at an ever-increasing rate in coming years.

    “It’s really about time,” said Eric Klein of Canada’s Cronos Group. “It takes time to build. The industry is moving so quickly.”

    Cronos Group owns Peace Naturals, one Canada’s 38 licensed medical facilities and the nation’s first licensed medical cannabis producer. Peace Naturals began making exports of cannabis flower to German pharmacies on Oct. 5, 2016. German health officials approved a medical marijuana program for severe illnesses on May 4, 2016, and passed the necessary legislation in January 2017. Until the country establishes its own cannabis growing facilities, it will import the product.

    Klein said his company sees more of a future with medical cannabis.

    “Our projections indicate that the global international medical cannabis market will develop faster than the recreational market,” Klein wrote, “and that the size of the opportunity will be dictated by market specific regulations.”

    Exporters and importers

    Over the past year, federally licensed medical cannabis producers like Peace Naturals, Tilray, and Tweed in Canada have exported to Germany, Croatia, New Zealand, Brazil, and Chile. In the Netherlands, the longtime cannabis company Bedrocan has shipped product to Canada, Australia, and European Union nations. Meanwhile, the Dutch government’s Office of Medicinal Cannabis sends shipments of medical marijuana to Italy, Germany, and Finland.

    More countries are opening up to the legal and heavily regulated trade. Tilray has plans to export cannabis to Brazil and has orders with several other undisclosed European Union nations. Earlier this week the company announced it had reached an agreement with the Australian state of Victoria to deliver medicinal cannabis to 29 children with epilepsy. (Editor’s note: Tilray is owned by Privateer Holdings, the private equity firm that also owns Leafly.)

    Israel — one of the United States’ leading pharmaceutical suppliers — is also one of the world’s leaders in medical cannabis research. After conservative religious leaders said Judaism does not forbid cannabis consumption, the nation has taken strides towards decriminalizing marijuana possession in recent months, expanding medical access, and allowing medical cannabis exports with an eye toward the U.S. market. One of Israel’s leading cannabis companies, Tikun Olam, has established a U.S. subsidiary, Tikun Olam USA, with an office in New York City. But Israel has yet to actually begin shipping product outside its borders.”

    Hal Austin, it’s about time you come to the REALIZATION that you DON’T KNOW EVERYTHING and sometimes you should RESIST the TEMPTATION of commenting on matters of which YOU DO NOT HAVE KNOWLEDGE and making yourself look stupid in the process.

    But I would not venture to say you’re “appalling ignorant.”

    Because PAYE is deducted from employees salaries or wages does not mean he/she WILL NOT OWE INCOME TAX when filing an income tax return. There are several instances where an employee, upon filing his/her income tax returns, discovers he owes taxes.

    Many employees do not file income tax returns unless they are guaranteed to receive an income tax refund. I have encountered situations where employed individuals did not filed income tax returns for several years, resulting in them being indebted to the BRA income tax, interest and penalties. And they refuse to pay.

    And these are regular occurrences.

    There are several reasons why an individual would owe income tax, such as their tax code. An employee may have two children, for which they are given a tax allowance of $1,000, which means their tax code goes from 250W or 250M to 270W/M…resulting in a deduction of less PAYE than an individual whose tax code is 250W/M.

    If that employees fails to notify his/her employer that he/she no longer claim the $1,000 allowance for his/her children, the lesser amount continues to be deducted. However, when they file their income tax return it is calculated at 250W/M……thereby resulting in that individual having to PAY the difference between taxes deducted at 270W/M and 250W/M.

    These are just two simple reasons why “poor people” would be INDEBTED to Inland Revenue. Obviously, people earning under the income tax threshold would be exempt from paying income tax, but would qualify for a reverse tax credit.

    They obviously do not know when they are not wanted, although commenters on barbadostoday told them to go away in every way imaginable …

    Dumbville claims they left money in the treasury….but he never stated exactly how much money was left because if he had, the next intelligent question would be…so why were the sewage systems, stadium, overall infrastructure on the island never maintained…

    … why were busses left to rot and none bought, but a Trini consultant can get 20,000 a month plus perks for 2 weeks of work per month, plus import other workers on the taxpayer’s dime..

    why were no garbage trucks bought, why was equipment leased instead of being bought with that 32,000 dollar a week lease or why was no equipment maintained..

    ….why were the roads never fixed although he claims there was money there….and a thousand other whys.

    ah don’t think Dumbville want those types of questions…besides, they are not even opposition, they are a pressure group trying to inveigle their way back into the treasury and pension fund…lol

    Well, the accounting has started. If this is what happens to a clerk for taking an unauthorized loan of $1M, extrapolate what could be the fate of a minister(s) for misdirecting government funds to personal accounts, local or otherwise….even if one’s mother left it in her will without informing her other children.

  17. I have a question. Why do we spend soo much time looking back ; to justify or condemn the actions of past ministers of Finance when we got a truck load of problems ahead of this country. I don’t know about you but my time is running out as is yours. You will never see June 13, 2017 or furthermore June 13, 2003 again that is in the past. Just let it be. The past is the past.

    I would hate to be a foot soldier in a battle with some of these commentators as the general. I can see it now, we will be going into battle marching into harms way backward one step at a time. We concentrate on the past way to much. But do little to correct the present so that it will eventually create the past you desire.

    If we honestly don’t like the power that PM or Ministers of Finance have regarding waiving taxes etc, we need to put it in law. Lets get a constitution amendment to affect this desire that each side of the political divide has when the other side forms the governing administration.

    How many of us are concerned about affecting change on the “foot soldier” that allow or are ordered to suppress any action on these tax-breakers. We need serious reforms to the civil service(permanent opposition) so that these breaches in tax laws are dealt with quickly without fear of interference in the execution of their duties from outside. To me that is a better solution, what sayeth you?

    Your disappointment is understandable. The guilty ones will not be disappointed. The lawyers representing their clients may be relieved but not disappointed cause they usually get paid no matter the outcome.

    The legal system is just a specialised part of the civil service. They are usually highly skilled and for the most part professionals. .
    However; they are still part of the civil service(permanent opposition) and need reforming just like all the others in the non-judicial areas.

    I remember when we were on here warning and warning and warning about the misuse and abuse of the court system by lawyers, insurance companies etc…we were cussed and accused of hating lawyers and having vendettas against the crooked insurance company execs…but look what a difference time makes.

  33. @ TGsrn. The legal system has it problems and not all of the issue they face are of a legal nature. Every thing takes too long . Beside the tactics that are used by lawyers. they should be no reason why a trial is not started or a legal ruling dispatched. I followed the BHL take over, the High court was quick to deliver a ruling. It showed the legal system is capable of performing its duties but not always too willing to speed up the delivery of justice in low profile cases.

    My point is that reforms to the underpinning of the legal system should be made to make it work at a quicker pace to deliver justice in a timely manner. They must be bench marks set. Deliverables so that all parties know what to expect. Time lines must be kept etc,. They are persons that do this for a living. They may not be Bajans but if we want a first class legal system we need first class talent and appropriate human resource environment that promotes the continuation of the advances that come with this new paradigm.

    We know Govt. is horrible when it comes to maintenance of anything. This too unfortunately may include any positive changes in a revamped legal system.

I believe you Theo…knowing what I do, they have no choice but to do something radical, about all those civil cases from 1964 and onwards which are just sitting there when everyone involved, including judges, lawyers, plaintiffs, claimants etc…have all died..their heirs and beneficiaries are in their 80 and 90s or have all passed on as well…and the lawyers, insurance companies etc are still working hard at continuing that trend of lingering, unfinished cases that get no closure….but they all get paid, rob their clients or the claimants and pass on no money..to the victims…

    That is why I am pushing so hard for a test case, the San Jose Charter on the rights of the elderly ….involving the abuse of the elderly by lawyers and insurance companies so that none of them get away with these atrocities ever again, using the court system as a weapon against the most vulnerable in the society..

    It is not even that one has done a serious analysis of the cases OR has consulted with its litigants you can just open your mouf and say something as arbitrary as that AND JUST SO the heirs to an estate that happen to have evidence showing that the current holders of the assets under litigation, LIKE CERTAIN NASTY SOLICITORS & LAWYERS, in whose safekeeping my grandparents had left a plot of land, GET TOSSED TO EF OUT THE COURT!

    You see what I mean regarding that thing that I sent you?

    You dun see what I mean bout who is around that specific party?

    You are in for a serious ride though I am inclined to believe that, WHEN THE BLOG LEGISLATION COMES, as IT WILL, you are going to have no other choice but to fold and let the “IunderstandiDIOT” crew take over.

    This cements my observation of appointments despite serious criminal allegations against George Payne QC for fraud of his clients and nary a word of public denial or explanation of the Stewart’s family allegations of financial wrong dealings in two local properties worth $millions.

    This alleged fraudester is now going to be acting Prime Minister.

    Dale Marshall AG his business partner is talking about getting rid of old cases.

    The case with the Stewart’s goes back at least 10 years.

    I keep saying nothing in Barbados will ever change except who benefits from their corrupt ways whether D or BLP.

    Some may say early days but if it smells like a skunk it is a skunk.

  41. I applaud the decision to have a look into that Sandals 40 year tax concession in which Barbados taxpayers pick up the slack in burdensome taxation and less social services,all in the DLP optics interest,so that they could boast of a brand name.Review and replace.
    There should be a revisit of the Pierhead Marina as conceptualised by the former BS&T board and which the former ambassador to the OAS John Beale was involved back in the early 90’s.
    Barbados is witnessing a resurgence of the old ‘it can be done’ attitude.Its the good news of a re-energized private sector hopefully to be joined by a similar experience in the public sector.These current ministers are under heavy manners to produce or be fired.Make no bones about it Mia has the space to both command and demand positive results from the cabinet and that is what will happen going forward.The motto ‘if you can’t stand the heat,get out of the kitchen’ will be her modus operandi.As an aside she should have a word with Glyne Clarke and Arthur Holder.Their language skills need a brush up.They are capable.Speak with pride,clarity,dignity and show some class.All the other MP’s have outshone you two.Get with it.

They predicted that no one would go home–What is happening now ! You should deal with that not with any prediction that I made based on factors that presented at the time I made the predictions.
