We write following your coverage about the Commonwealth and its Secretary-General, Baroness Patricia Scotland.

The focus of this communication is to bring to your attention the serious set of rulings published earlier last week by the Independent Press Standards Organisation, the independent regulator for the newspaper and magazine industry in the UK, based on the complaints made Baroness Scotland in December 2016, against publications run by Associated Newspapers Limited. These are accessible via:

This is a case that is of significant public interest across the Commonwealth, particularly the Caribbean region, since it deals with issues concerning probity in public office. For over seven months the complaint to IPSO was used by Baroness Scotland as a shield to safeguard her from providing responses to matters of public interest including the expenditure of public funds. This included her unwillingness to answer questions at last December’s Transparency International UK Annual Anti-Corruption Lecture in London at which Baroness Scotland delivered the keynote address (http://www.transparency.org.uk/press-releases/statement-following-2016-annual-lecture/).

After an exhaustive investigation by IPSO, the rulings were made, where 13 of the 14 stories that Baroness Scotland had complained about were not found to have breached the accuracy code; and only 1 of the 14 stories was found to have breached the accuracy code and that too on a statistical error. This means that allegations of corruption, cronyism and misuse of public resources by Baroness Scotland of the Commonwealth have been upheld.

We are becoming alarmed that attempts are being made by Baroness Scotland to trivialise these serious rulings and justify her actions through a press statement issued by the Commonwealth Secretariat:http://thecommonwealth.org/media/news/response-ipso-adjudication, that is aimed at stymieing the integrity and transparency associated with such an adjudication process.

The violability of the Commonwealth Summit that is scheduled to be held in 9 months time in London is of genuine concern and fear to most of us. In this regard, we draw your attention to an editorial done by Caribbean News Now:

    “The diplomat has claimed that he resigned from the Commonwealth because the secretary-general, Baroness Scotland of Asthal, QC, refused to listen to his advice over spending on her grace and favour residence in Mayfair, the hiring of consultants and generous allowances in addition to her £160,000 salary.

    A number of media outlets have described Mr Venuprasad as a whistleblower in making claims that Lady Scotland had called for the spending of £33,000 on Farrow & Ball paint and ordered the £24,000 renovation of a bathroom.

    The Commonwealth rejected his claims as “false, misleading and distorted allegations” from “a profoundly disaffected individual”. It said that he was suspended in June during an inquiry into the leaking of confidential documents.

    The secretariat has admitted that spending on refurbishing the official residence increased by £73,000 more than the original budget of £265,000.

    Mr Venuprasad joined the Commonwealth staff in London in 2001, the year after his company, Exim Sales Corporation, was dissolved. He and Exim were named in documents submitted to a special court in Delhi in 2005 that alleged they were involved in diverting funds from an export shipment which should have ended up in Canara Bank. The case against Mr Venuprasad was later closed with no charges brought against him.

    Mr Venuprasad could not be contacted. His lawyer, Pramod Dubey, said: “There is no charge against my client by the Central Bureau of Investigation. Neither is he on bail.” The CBI had concluded the case after an exhaustive 13-year investigation, he added.”

    This week, French president Emmanuel Macron triggered a social media storm when a cropped video emerged of him using the word “civilization” in a speech about Africa, women and why the continent seems to have so many problems.

    At the G-20 summit, Macron took a question from an Ivorian journalist on why there is no Marshall Plan for Africa’s development. Macron responded, “The challenge of Africa, it is totally different, it is much deeper, it is civilizational [emphasis mine] today. What are the problems in Africa? Failed states, the complex democratic transitions, demographic transitions, which is one of the main challenges facing Africa.” He went on to say that women in some places in Africa have seven or eight children, which is “destabilizing” for the continent.

    This is the second time in a week that the C-word has sparked backlash in a presidential speech on the international stage. Last week during his speech in Warsaw, President Trump sounded the white-nationalist dog whistle when he invoked Western civilization as supreme, citing the creation of symphonies and nuclear weapons. The word “civilization,” when used in discussions of economic or political development, often serves as a code, implying that a nation’s successes and failures can be attributed to immutable, essentialist characteristics of its people. There’s a long, shameful history of nations invoking civilizational difference to justify colonialism, war and racial oppression.

    To be fair, Macron’s full remarks sounded like what one would hear in the halls of a garden-variety Western international development agency. He emphasized that some countries are experiencing remarkable economic growth even as they suffer from trafficking, terrorism and other problems. Still, Macron’s statements are reminiscent of the mission civilisatrice, the civilizing mission of French colonialism. As Siddhartha Mitter put it in Quartz, “Macron’s statements fall into a tradition of condescending statements about Africa that point to every cause of the continent’s difficulties other than colonialism and its enduring trace.”

    Macron has been knighted as the centrist in shining armor fighting for liberal values —having vanquished the nakedly xenophobic presidential campaign of far-right leader Marine Le Pen in the national election earlier this year. Macron is clearly no Le Pen or Trump, but his patronizing remark, couched in conventional World Bank parlance about demographic transitions and public-private partnerships, reveals a simplistic “white man’s burden” philosophy underlying much of the West’s thinking about Africa. Technocratic racism guised as development policy can be much harder to challenge than populist bellowing from Trump or Le Pen.

    Macron could just have easily used his speech to illuminate the ways in which France’s post-colonial presence continues to weigh on Africa’s development. He could have started by addressing two other C-words: CFA franc and counterterrorism.

    One of the more controversial features of French-African relations is the CFA franc, the common currency of 14 former French colonies in West and Central Africa, which was created in 1945. The CFA franc (“CFA” stands for the French version of “financial community of Africa”) is pegged to the euro at a fixed rate determined by the French treasury. African states and development economists have long complained that the CFA franc has held back economic development in these countries, since the introduction of the Euro has created structural current account deficits in CFA franc countries.

    Further, under the CFA franc regime, excess foreign exchange reserves from these countries are held in special “operations accounts” in the French treasury. Some critics characterize the CFA franc arrangement as a form of monetary imperialism. Le Pen called for the end of the CFA franc, saying that she agreed that it hindered African development. Macron has said he would leave it up to Africans to decide whether to leave the currency.

    As for counterterrorism, France has increasingly militarized its security policy toward the continent, taking the lead on military interventions in the Sahel and Sahara regions and in Central Africa. France has a sprawling network of military bases across the continent, another legacy of colonial days. France drew scorn from the internationally recognized Libyan government last year for admitting for the first time that it had stationed special forces in the eastern part of the country without coordinating with Libyan authorities. French peacekeepers have been embroiled in scandal in the Central African Republic, after allegations that troops sexually abused children while deployed there in 2013. No charges have been brought against the French soldiers.

    Rather than criticizing Africans’ alleged failings, and instead of sustaining a culture of colonial dependency, Macron could help African nations build self-sufficiency. He could, for example, press for the opening of French and European markets to African goods and exports. And for all of the money and effort that France has spent on militarizing its engagement with the continent, it has woefully under-invested in supporting democracy and good governance and has a history of supporting dictators. This might help to explain why so many former French colonies are wracked by civil unrest and governance vacuums. C’est dommage, that Macron, France’s youngest leader since Napoleon, didn’t use his platform to acknowledge France’s problematic role in Africa’s past, and open the door for new ways of thinking about Africa’s future”

Somehow this character feels that France and the rest of Europe should be helping Africa by opening up their markets to African exports.

    Most African cultures are hopelessly backward. Tribalism, superstition, and the fetishization of African ignorance are formidable obstacles to evonomic growth. Then there is the problem of too much procreation and too many children. I can tell you that living in North America I see African immigrants dragged down by the financial burdens they face — because they have the remit every dollar they can to relatives back home to feed and educate the multiplying hordes of bloodsucking children.

Despite passing your A levels at age 15, getting five qualifications, including a PhD, and working for a major US corporation, you are a good case as to why qualification are not the same as a rounded education.
    China has a population of 1.3bn, India `.2bn and the entire Africa continent 1.2bn. The birth rate in Africa is falling, while in the Middle East and some Asian countries it is rising. Indi’s economic future lies in its youthful population; Africa has an even younger population.
    Africa has its problems, but the concept of population growth holding back nations went out in the 1970s.
    Why not extend birth control in Africa?

    Hal Austin – I have just read your excellent posts on Barbados Today of Feb 22nd, and commend them. Given your clear understanding of the difference between welcoming incomers, and giving them preference or priority, and the HUGE problems it is causing in the UK with the tsunami of muslims demanding, and often getting, superior rights over the indigenous people, how can you support a political crook solely on the basis of her colour? The mad dog racist Well Well Unobservant Moron (who would have been banned on most forums for his bilious hatred and accusations) is beyond reason, but I feel you are cut from a superior cloth. Can you not see the conflict in your positions?
    PS – population growth in Africa, IS a catastrophic problem, which is fuelled by misdirected Western aid most often pilfered by corrupt governments, and means each year there are more and more unsupportable hungry mouths to feed. On this point I would agree with BU’s Mad Dog – all should leave Africa to its own devices. That has been so successful as we know, the other Mad Dog Bob Mugabe is the inevitable consequence.

    The good thing about a nom de plume is that it allows someone who has information in the public interest, which by revealing their identity may compromise their employment, and therefore their family’s prospect; the bad thing is that it allows people with demented minds to slander decent, highly professional people on the basis of their race, colour, religion, sexual reference, gender or, in Barbados, the political party they support.

    Are you accusing Caribbean prime ministers of corruption, of being bought? Please identify the ones, or can we assume any PM who voted for her to get the job was corrupt?     The reason why we have probes and investigations is because there is sufficient ‘evidence’ to support it. Allow the questions to be asked and investigations to trigger and the chips fall wherever. Are we not seeing the same playing out in the US with this trump Russia investigation? For example, Antigua is no pristine environment. We do not have to go pass Stanford to make the point. There is a lot of other stuff many can cite as well.

    Your objectivity is often questionable, as I have said before. @Chad has implied that identifiable people may be corrupt, ie the prime ministers in the Caribbean who voted for Baroness Scotland to get the job.
    Bribery is a criminal offence in the UK, so he is implying that she is a crook. Stupidity may look like bravado in Barbados, but in the civilised world it is a sign of barbarism – and you at e leading the group.
    This is an accusation of criminality. Are you bonkers to suggest that @Chad may have evidence, or that there may be some truth in this allegation – without evidence? This is not free speech, it is verbal thuggery.
    What I am trying to do, David, is what you should be doing: restricting defamation, foulmouthed abuse, sensation about public officials who in the majority of cases deserve our respect.
    It has got nothing to do with the silly idea of seeing red, or needing to chill. It is to bring some order and decency to the forum – your job. We can have differences of opinion without being abusive – or seeing red, or needing to chill.

    I rest my case. I was just telling a former Daily Mail reporter about this discussion and we were laughing our heads off. Unlike you, I can say on the record that I worked at the Daily Mail as a reporter for a number of years – and many (if not most) of the senior executives at the Telegraph are ex-Mail staffers.
    ‘Unprecedented’ redecorating expenses? Did she go over her allocated expenses? In awarding contracts, did she personally bypass her officials to award these contracts, or bullied junior staff in to so doing?
    I leave you to google UK papers as a source of accuracy. By the way, the Main on Sunday is on about Chris Eubank’s marriage today. Was the reporter (who I know) in the bed with them?
    @Chad, is there any political leader, in the Caribbean, US or Europe, that you think is competent and decent, or do you have a deep psychological problem with your ethnicity?
