Some are surprised that the Government has increased taxes in the recent budget.ย  However this was to be expected since the direction that they are carrying us requires them to keep increasing taxes.ย  When the DLP administration formed the Government in 2008, they found themselves on an unsustainable economic path, where they had to raise massive revenues to manage the level of debt left by the previous administration.

The DLP had two choices โ€“ to govern by faith or by fear.ย  The DLP could have had faith in us by lowering taxes as Owen Arthur had done, and for which we recommended that he receive a knighthood.ย  The second was to distrust us and burden us with ever increasing taxes while hoping for a miracle.ย  The miracle was to be in the form of Government revenues benefitting from a significant improvement in the global financial situation.ย  The Government chose the latter path.

Since increasing taxes is consistent with governing by fear, we should not be surprised whenever they are raised.ย  Rather, we should be surprised whenever that are not raised.ย  The principal problem with the current administrationโ€™s economic strategy is that they simply will not listen to good advice.

Two years ago, Solutions Barbados published a tax plan that is workable and fair to all.ย  VAT has proven to be an unfair and unworkable tax system and will be abolished.ย  The Government procurement system has been corrupted to the point where is has negatively affected the national economy.ย  Highly qualified companies are excluded from participating in the national economy whenever the Government gives its favoured companies no-bid contracts.ย  Those excluded may be challenged to pay taxes and maintain their employees.ย  Therefore, all taxes owed to Government will be forgiven.

With everyone starting from a clean slate, everyone participating in Barbadosโ€™ economy will be required to pay their taxes.ย  Those businesses who choose not to pay taxes will be competing unfairly in Barbadosโ€™ economy.ย  Therefore, non-payment of taxes will not be tolerated.ย  Tax avoiders and defaulters will be required to pay a fine of 10 times the unpaid amount.ย  However, for this system to be fair and workable, taxes must be low, easy to calculate, easy to pay and easy to audit.ย  The Government will also need additional resources to carry out the necessary audits.

Personal taxes will be reduced to 10% of gross earnings with no deductions.ย  With deductions eliminated, public workers will no longer pay income tax.ย  Currently, the private sector pays the Government the taxes owed by public workers.ย  The Government does not actually give this amount to public workers; instead, public workers get to see the amount on their pay slips, and then see it deducted.ย  Therefore, what the private sector actually pays for is for Government accounts offices to manage this illusion on 25,000 public workers and their unions.ย  Those accounting resources will be used to carry out the new audits.

Currently, businesses pay corporate taxes on their net profits.ย  With this current system, it is possible to run a successful business for decades without paying any taxes.ย  Our plan is to close this loophole by reducing corporate taxes to 10% on gross revenues with no deductions.

Businesses with high net profits are expected to pay the corporate tax out of their profits.ย  Therefore, the price of their products should not increase.ย  Businesses with no net profits are expected to add the tax to the cost of their products.ย  Business with marginal net profits are expected to use a combination of the methods described above.

The obvious question is, what prevents businesses with high net profits to protect those profits and add the tax to the cost of their products?ย  The answer is that the market normally punishes such greed, since their products will be more expensive than their competitors.

    If thec DLP was a skilled, efficient, competent, intelligent government, the economy would have been fixed by now. …they have had nearly 10 years, if they could not fix the economy in 10 years, regardless of how much debt was left, they cannot fix it in another 5….dont firget the found a sugnificant surplus, they did not find an emoty treasury….they were the ones emptied the treasury.

    And it appears Grenville is ready to blame a government who has not been in power for nearly 10 years, for the present government’s incompetence, which if elected, he himself will continue to do when he sees the task of managing an economy is above his head…….blame BLP.

    Grenville, where is the statistical evidence to substantiate the above assertion?
    How can a government borrow money to payoff a previous debt yet the debt is doubled over the same period?

    Unless you are dealing with a loan-shark arrangement such a result can only be classified as a mathematical impossibility. If you borrow $6 billion to payoff $ 7 billion then it is impossible to end up owing $13 billion.

    Either you are a fifth columnist of the hypocritical variety and an intellectual fraud with early childhood learning challenges or a downright raving loony as confirmed by the following:

    Foolish man, despite all your gobbledygook the fact remains that all taxes will be included in the price of the goods or services charged to consumers.

    All you will be recommending is the elimination of the accounting profession in all its subsidiary forms.

    Every time he opens his mouth, all that aileth Barbados is the fault of the BLP………..the debt left behind. He does not seem to understand that governance is a continuity.

    Grenville needs to be educated to facts……the real reason that the dlp run this country into trouble is that they did not know what they were doing and they began to run very high deficits in addition to borrowing more in 9 years than the BLP did in 14 years.

    So tell me how debt that the BLP left behind is the problem.

    Grenville needs to get someone else to speak on economic matters.

    The above comment is very complicatedโ€ฆโ€ฆโ€ฆโ€ฆ.. in fact, it does not make any sense.

    Taxes and NI deducted from the salaries and wages of public sector employees are remitted to the BRA and NIS Department by the 15th day of the following month.

    What do you mean by โ€œthe private sector pays the Government taxes owed by public workers?โ€

    Are you suggesting that government โ€œinvoicesโ€ the private sector on a monthly basis, the amount of taxes deducted from public sector employeesโ€™ salary/wages?

    What is meant by โ€œthe government does not actually GIVE this amount to public workers; instead, public workers get to see the amount on their pay slips, and then see it DEDUCTED.โ€

    How can government give an amount that is deducted?

    Why donโ€™t you solicit the help of someone who is au fait with economic theory to explain your economic policies? An individual with CXC or GCE โ€œOโ€ level economics would easily dismiss your above comment as political rhetoric.

    You are essentially implying the DLP had to raise taxes to pay off debt, without consolidating that debt. Then it comes back to the nonsense you keep spewing about debt should be 40% of GDP.

  9. Repetitive confusion! Few months ago Grenville was keen to support government’s new requirement tax clearance certificate policy for propety and other financial transactions. What Mr.Phillips/SB ought to do is publish a list of the businesses owned by members of his team showing what taxes are up to date, including NIS. #itoldwunnasbaintready

    What is really astonishing is the fact that rather than focusing on Barbadosโ€™ current socio economic status, these so called โ€œthird partiesโ€ prefer to focus their attention on what the BLP did 23 years ago.

    Grenville Phillips II is essentially telling Barbadians the social and economic โ€œsolutionsโ€ presented by Solutions Barbados were formulated not to address problems created by the policies of the current DLP administration during the past 9 years, but to correct problems created by the BLP 23 years ago.

    And when one mentions this fact, they are quick to deem that individual as a supporter of the BLP.

    However, judging from his political rhetoric, which is similar to that of the DLP, it is clear that Grenville Phillips II is a DLP supporter masquerading as Solutions Barbados.

    Art…..I have a problem with Greville’s mentality….he is not addressing what needs to be done after the DLP disaster, he does not see it as a disaster, so we must question why he thinks the DLP should be removed and replaced with him and SB….if he thinks they have done and are doing such a bang up fantastic, competent job of managing the economy, free of corruption over the last 10 years.

    Why would he want to remove them and replace them with himself.

    Until Grenville can call the present government what they are….corrupt, self serving, greedy and uncaring of the black majority population who pays their salaries….I will never take him seriously.

    “PRIME MINISTER Freundel Stuart has denied that he refused to meet with trade union leaders yesterday, as they tried to present him with a letter outlining their concerns about the National Social Responsibility Levy.

    Stuart said he was expecting one person to deliver the letter to him at Parliament but when told that all the leaders wanted to be present, he agreed and waited for them to be shown to his office. He assumed that this message was delivered to them.

Actually he was protecting them when he sent the message agreeing to see the letter bearer had he accepted all four he would broken the house rules. David King unlike some others I know you know better . It is one thing to March, but it is another thing to take it to Parliament.

    Despite Minister of Finance Chris Sincklerโ€™s protestations of innocence, it has emerged that the Ministry of Finance is not entirely blameless in the delay of a settlement to the Colonial Life Insurance Company Ltd (CLICO) and British American Insurance Company (BAICO) Ltd matter, at least in the case of the BAICO transfer.

    Barbados TODAY investigations revealed that the Ministry of Finance, Sagicor, which is to take over the BAICO portfolio, and the BAICO judicial manager KPMG, have been engaged in a continuing back and forth which has stalled progress towards a resolution.

    The May 30 deadline for the transfer of BAICOโ€™s individual life and annuity policies to insurance giant Sagicor was missed, prompting the judicial manager to propose a new transfer completion date of July 31, 2017.

    KPMG also pointed out that recent valuation estimated that Government support would be $88.4 million, as opposed to the previously estimated $90 million.

    A major part of the delay stemmed from Sagicorโ€™s concern about the economy and Governmentโ€™s financing, given the islandโ€™s junk status rating.”

    United States Ambassador to Barbados and the Eastern Caribbean Linda Taglialatela gave stakeholders that assurance yesterday while speaking at the official opening of a seminar dealing with crimes that affect tourism, at the Hilton Barbados Resort.

    and as for Kellman…

    This reminds me of the behaviour of pompous, self important persons who have no “brought upsy”. When someone knocks at your door (especially when you know they are coming) you go and meet them and invite them inside. You don’t send the maid or the gardener or whoever to greet the visitor. This is exactly the experience (as told to me) of my grandfather so many years ago when he went to the white plantation owner to get his pay for carpentry services rendered. He was met by the maid at the front door who told him to come to the backdoor and to be quiet as “massa don’t like noise”.

    I recently perused their manifesto again after a candidate dropped off his leaflette…..nothing of substance to rescue the economy or drive it forward after it has been rescued.

    “I am officially tired of unions in Barbados and I am not alone.

    We are asked to hate and berate our PM because he is driven around in a merc that comes with his office and is maintained by the government. It was replaced recently.

    Mind you the government pays civil servants every month, and meets all our international obligations on dwindling revenues.

    The unions claim to have no resources to subsidize the workers who march. Never, not ever, at any point in history do employers pay workers who march! THAT IS WHY UNION MEMBERS PAY DUES, AND THE UNIONS HAVES HAVE A STRIKE FUND. However union leaders are telling Bajans that our government is harsh and callous because it refuses to pay workers for not working. That logic escapes me.

    What then is the unions doing with the people money?

    Oh? They buying luxury cars but our PM can’t have one? Ort.”

  33. David as an astute chronicler and analyst of Bajan politics you should venture a longer essay on that comment @ 7:50…being : do Bajans really want change or we just say so!

    Although the political process is different , the gents of change in France and US were exciting and dynamic regardless of what one thought of Macron’s youth and lack of experience and Trump’s buffoonery.

    Realistically we can argue that even within the confines of our Wesminister party system there is and was loads of interest with the leadership thrust of people like Jeremy Corbin and Richie Haynes (staying somewhat current).

    So why have we not ‘created’ and essentially pushed to the top, a leader that can gain traction….is that a failure of the Grenvilles and Lynettes or the power brokers behind the throne. What exactly.

    Surely all those other leaders evolved as a result of popular grass roots support which eventually coalesced with help from factions of the power elite to move them into exciting positions to challenge.

    Apart from BT’s neologistic palaver and Pieces more studious approach that MAM has effectively coopted some of these third party leaders it is quite telling that none of them has made a real impact at this so called time for real change.

    Amazing actually.

Even if one of the parties could get 25% of the vote (almost impossible) it is almost certain that they would not win any seats because of our first-past-the-post system. The challenge for us is how do we persuade the BDLP to put the country first and institute the necessary reforms.

  43. Why would a brass bowl be interested in supporting ‘high quality individuals’ (HQI)?

    Were that to be the case, then they would not be REAL brass bowls.
    A Brass bowl dislikes itself ..and it abhors other brass bowls who seek to better themselves.
    The flawed ‘mirror image’ is the whole genesis of brass bowlery.

    It would take a revolution staged by HQIs to save Barbados.

    ….but why would a HQI be interested in saving contented brass bowls? HQIs probably understand that fully certified brass bowls will tend to drown their donkeys in shiite if they were to jump into the cess pool …in an attempt to save their sorry donkeys.

    A catch 22 position if ever there was one….

    So we are all going to catch our royals….

    Though making it clear that he was neither defending Stuart nor the current failed economic policies of his Democratic Labour Party Government, Arthur contended that the Office of the Prime Minister was currently being disrespected in a way that would not have been tolerated by him, and certainly not by his predecessors Errol Barrow or Tom Adams, whose tongues โ€œwould have been sharpened on both sidesโ€.””
