Crime and Political Solutions

This week’s Barbados Editorial adds to the commentary about the rising pubic concern about crime.

crimeWhile the national crime rate is not the direct legal responsibility of the governing administration, opposition parties everywhere are never slow to go on the offensive whenever this reaches an electorally unacceptable level, that is, whenever there is the public expression of popular discontent with the status quo. This is understandable; the perception of an electoral advantage is strategically enticing to any political grouping.

In our view, however, any political approach to crime should be bipartisan or non-partisan even since, first, like the rain, crime is no respecter of persons, and it falls alike on the government and opposition members and supporters without discrimination and, second, a propensity for crime is unlikely to be abated by something as mundane as a change in governing administration. Indeed, our regional neighbour, Trinidad & Tobago where, if anything, the crime rate has increased exponentially since a change in administrations, is a case in point in this regard.

It was therefore of more than passing interest to read in a recent issue of Barbados Advocate of a colloquium between the Prime Minister and the Leader of the Opposition in that jurisdiction that has by now become globally notorious for its murder rate that significantly exceeds one victim per day for this year so far.

Unsurprisingly, their meeting appears to have revealed little in the way of bold new initiatives to combat the scourge, although this is in no way to belittle this laudable bi-partisan political effort. According to the report, they agreed that preliminary enquiries in the magistrate’s courts should be abolished, that there should be effective co-operation between the governing administration and the opposition, and that there should be the right legislation to increase the effectiveness of the police in apprehending criminal offenders.

Regrettably, and we say this mainly because of the unlikelihood of its future execution, both sides agreed that the death penalty should remain the law of the land.

We are minded to counsel that there should be a similar collaboration locally, especially at this critical time. As Dr. Rowley intimated after the meeting, “mutual respect was necessary between the Government and Opposition”, and there was agreement that a Joint Select Committee be established to be chaired by an Independent Senator, “to ensure that the political acrimony that may exist between [the] sides does not affect the work…”

In Barbados, the Attorney General has rightly been taken to task for his recent assertion that the upsurge in crime, especially gun crimes, is not his fault. At a strictly literal level of expression, he may be right, but then no one is accusing him of having committed the offences himself.

However, good governance entails the creation of the appropriate laws and policies to ensure a socially just and orderly society. Moreover, under the Westminster system of governance that we purport to follow, a policymaker is never allowed to say “it is not my fault” in respect of any foul up that might occur under his or her watch. It was not the fault of then British Foreign Secretary Lord Carrington in 1982 when Argentina invaded the Falklands but he was in charge of the Foreign & Commonwealth Office that had failed to foresee this development; nor was it his fault in the Crichel Down affair in 1954 when the Minister of Agriculture resigned despite the fact that all mistakes were made by civil servants without his knowledge.

Nevertheless, calls for the resignation of the Attorney General at this time are clear political bluster; after all, faithful adherence to the Westminster model is not, and has never been, the system of governance we practice in this country.

    The police tells lies, that never add up, but they dont care if their lies add up or not, they will lie anyway, their actions and intent are to instill fear, sure, if the blacks in the US were like the blacks in Barbados.., that would happen.

    The scenario he described could have resulted in death that night. You dun know dat. Were he a gun-owner and seeing that possible burglar at his back door he could have easily approached the situation with gun drawn ‘loaded for bear’..’and before the cop identified himself, look out!!!.

    Seems to me that a Black man with gun in hand facing a cop looking for a burglar spells death an mayhem. Anyhow, very glad de doc is an ‘mild-mannered’ Christian who meditates rather than plays with guns.

    Based on you other postings you speak of these things from experience. I just read too many thrillers.

    What do you want from Bushie Boss…. that he bows down in deference to your willingness to compromise your pride in exchange for being allowed to live the life of a sniveling pleb of the state?
    No man willingly subjects himself to such humiliation long term, except under overwhelming force of arms…. indeed, slavery.

    One either leaves the jurisdiction and live in a place where he is respected as a man, or one fights to change the status quo to one where everyone is respected as human beings. How low can it get …that routine interaction with the police arm of the state requires a grown, law-abiding, hardworking man to bow and scrape like a pet dog…?
    …and how the hell is it possible to rationalize such a situation as acceptable…?

    Believe it or not…. there ARE some things worthy of dying for….and indeed, in order to truly LIVE, one must be prepared to die….
    This is particularly true spiritually, but also in life, those who value this temporary life to the point here they would compromise principle and righteousness to keep it…will NEVER enjoy true living.

    French Government Sends Police to Guadeloupe To Help Tackle Crime

    BASSE-TERRE, Guadeloupe, Tuesday September 20, 2016
    – Rising crime in the French overseas department of Guadeloupe has prompted France to send in police reinforcement.

    Their arrival had been announced by the Interior Minister Bernard Cazeneuve and the 70 police officers reached the Caribbean island over the weekend, according to Dominica News Online.

    They are being mainly stationed in Pointe-à-Pitre, Abymes and Baie-Mahault.

    There had been media reports linking the development to the murder of Guadeloupe national Yohann Equinoxe by a 15-year-old Dominican in Abymes last Tuesday. Equinoxe was reportedly stabbed several times by the teen who tried to steal his phone.

    However, journalist Clayton Florent told Dominica News Online that the arrival of the French troops was a response to overall violence in the country.

    “The authorities are concerned. The authorities have made requests to the Interior Minister in France to do something concerning the rise of criminal violence in Guadeloupe. A number of persons have been robbed, there has been a lot of persons who have been shot, and the President of the General Council made an appeal to the authorities in France and the authorities decided to send gendarmes to Guadeloupe,” he explained.

    Following Equinoxe’s killing, there were reports of tension between nationals of Guadeloupe and Dominica in the French Caribbean island.

    According to Dominica News Online, a video had surfaced on social media showing what appeared to be a man from Guadeloupe purportedly threatening violence against Dominicans and, soon after that, there was another video posted with people who were reportedly Dominicans responding and referring to the deceased Equinoxe disparagingly.

    I always had a problem with the 13th Amendment to the constitution, I always knew it was a slimy way of relabeling and legitimizing slavery, modern day slavery….slavery by another name.

    I had this basic same discussion with one of your Waterford boys during one of my first sojourns in the big, bad USA over 30 years ago. The incident that precipitated the lotta palaver was of a medical doctor who had been treated like a ‘boy’ by some cops.

    He had car license plates suitably credentialed and marked depicting his profession which ostensibly allowed him some basic parking privileges in and around his place of work but more importantly quicker facility with cops in the event he was performing professional duties in any other area of the city.

    There was a traffic stop by white cops and in the ensuing public fracas the doctor explained that despite all the visible identifiers he was yet always treated with disdain and disrespect in any encounter with cops unless he was directly encountering them in a hospital/medical situation.

    So fast forward to 2016 Mr BushTea. Black men dropping like bowling pins before a white police bowling ball. Another Black doctor in Dallas geographical thousands of miles away from where I was back then but smack bang in the very same mental zip code.

    This trauma surgeon Dr. Brian H. Williams said: “…I want the Dallas Police to also see me, a black man, and understand that I support you, I will defend you and I will care for you. That doesn’t mean that I do not fear you. That doesn’t mean if you approach me, I will not immediately have a visceral reaction and start worrying for my personal safety.”

    He of course, had worked with all his skill to save the lives of the police officers shot by a crazed gun-man.

    With Dr. King-like rhetoric he acknowledged that ‘when he sees officers in restaurants, he’ll pick up their tabs’. And this he does because “I want my daughter to see me interacting with police that way so she doesn’t grow up with the same burden that I carry, when it comes to interacting with law enforcement,”

    So let’s be clear Mr BushTea, trying to be practical about the real issues of racism is not and can NEVER be a fly-by-night thought.

    Too many brothers and sisters are dead, were beaten senseless and suffer humiliation daily for us to get on soap-boxes, high-horses or big brass bowls and whimsically rant without given thought.

    I don’t…do you!

    And when you talk about ME on matters of this type you are invariably talking in broad brush strokes about YOU too…another Black man. Let’s clear that deck and stop beating around this brass bush!

    And his quote: “To me, if something like that were going to happen, you’ve proved my point. It would be loud and clear for everyone why it happened. That would move this movement forward at a greater speed than what it is even now. Granted, I don’t want that to happen. But that’s the realization of what could happen.”

    Alas, it would move the movement surely but likely the greater speed would result in a crash of more catastrophic proportions based on what’s happening currently in places like Oklahoma and North Carolina.

    Anyhow a Black man after your own heart!

    Let me also add that Colin Kaepernick’s motives seem very pure (obviously, right) and his further efforts to offer funding to worthy charities that help Black youth is well thought out. But let it be also stated that they are other professional athletes who have developed mentoring programs, schools and various other facilities for Black youth to grow into great adults. Of course more is needed.

    We commend and sing the praises of them ALL.

Further to the point, it was a a black officer that shot one of the latest pillars of society,with a black police chief saying he was armed and non compliant….. and they obviously were racist according to the pundits. This is the stuff that just makes regular people just shake there heads

    Don’t you see that yours and your Bajan doctor’s positions have resulted in the situation being WORSE 30 years on…? That alone should be enough to convince you that Kaepernick is on the right track….. or at least a better track.

    The solution to people bullying you is NEVER to comply and conform, because you then become a part of the problem, rather than just a victim.
    The solution is to make it ABSOLUTELY CLEAR that you are a human being, who will not stand for shiite – and who, if necessary, can create more mayhem, pain and chaos for the bully than they can possibly imagine. You may well die as a result of such a reaction – and you (like Kaepernick) MUST BE PREPARED TO….. if you want to live as a human being.

    …but far more likely you will find that the ‘bully’ is really a piss-poor, second-rate, brass bowl – whose ‘bullying’ tactics were his way of establishing meaning to his pitiful life.

    Lawson…ya gotta agree, the US, many of us love, with all it’s faults…have been bullshitting the people in the US and the world for over 200 years.., this land of the free and all the other hype is just that, it’s not as advertised, so when ya get young black men joining the police force with all their idealistcc expectations, when they get there, the reality is quite different…they end up going along to get along….which eventually turns them into victims…or trigger happy shooters.

    Blacks been tolerating their own victimization for over 200 years after slsvery, at the hands of the as*holes from Congress trickling all the way down, using a very questionable constitution.

    Are the Native Americans in the US not fighting to stay on reservation lands that their ancestors were banished to because some as*holes want to build some oil pipeline that spans about 10 rivers and could poison their water.

    The church had a lot to do with it, not that long ago in Ottawa to get on the fire dept you went to the catholic priest or protestant chaplain they wielded considerable power with a lot of people believing they spoke for the almighty . The land claim settlements in Canada have been considerable but our new immigrants are not worried about the deeds of the past. so our natives may have a harder time in future except our northernmost citizens as we stake our claim to the north as climate change comes we need them to entrench our rights.     Barring the Nation’s brief article that was online, i have not read anything else from any of them.

    Not wanting to seem my usual quixotic self but you dun know that that 1,000,000 metric (one more than Chad of 5 nines) does not really cut it for us Bajans.

    Or at least the majority of us, for the time being.

    Just have one person die, or their house burns down, or get stabbed, or get caught up in some domestic / community disturbance and some of us are concerned (for 2 days until things get back to normal read “it isn’t we family so who gives a badword)

    I was fixated by the paucity and ineptitude of any of our local programming.

    I mean it has consistently underperformed for all of these years!!

    It is like if, when the reporting criteria for Crime Reduction Indicative programming were published/established, our people in authority read the project documents backwards and upsided down which accounts for our stellarly poor Crime Reduction programming.

    Let me share something with you David.

    For the majority of these programs, the administrators erroneously believe that the more policemen that they get to come and give a pep talk, the more successful their interdictions will be.

    It does not wuk so!!

    If you dont cut your lawn weeds grow.

    This is a constancy of showing what your beneficiaries can do, how they are to do it, and showing them the results, either monetary or personal OR BOTH of adhering to your programme.

    Mine is a belief that skills training programmes which do not have a proactive practicuum to deploy the beneficiaries and employ them in a meaningful apprenticeship programme, is meaningless.

    Whether said programmes have ties with various community, corporate or governmental entities to expose the beneficiaries to real world experiences or, that they have their own self sufficient revenue generation programmes, the skill that is being conveyed becomes meaningless if the beneficiary cant “keep tongue and teeth together” and generate a dollar!

    Pinelands Creative Workshop teaches dance but they periodically get contracts to perform, locally and internationally. The sustainability or depth/breath of their model may merit some scrutiny but what the model proposes is that the skills that you are being taught, dance. can generate an income.

    By the Way, the resident Assinine Cretin took de ole man to task for my remarks about Community Policing in another blog but it is interesting that said report states “Community policing: Enhancing community reassurance through the maintenance of a
    community policing problem-oriented model that reflects the characteristics of Barbadian
    communities. Capacity would be built to support the use of community policing as an
    intervention strategy that should lead to an increase in trust between the police and

    Did anyone see the news story in today’s Nation? Surprisingly it painted a positive spin on the rising crime rates in Barbados under the headline:

    ” Lowest murder rate in survey”

    “BARBADOS REMAINS one of the safest places in the Caribbean to live despite recording its highest murder count in a decade during 2015.

    Last year, the island had 31 murders with a murder rate of 11 per 100 000 population; the most murders since 2006 when 35 people were killed.

    However, the recently-released Inter-American Development Bank (IDB) report on crime and violence found Barbados had consistently recorded low murder rates when compared to four other Caribbean islands.

    Last year, The Bahamas, which has a comparable population size to Barbados, recorded 149 murders, which was four times higher than Barbados’. In Jamaica, 1 192 people were murdered with a rate of 45 per 100 000, while Trinidad and Tobago had 410 killings with a murder rate of 31 per 100 000. (AD)

    Well Well my spinster neighbour passed away a few weeks ago a week before she died a priest came around surprise surprise she left everything to the church. lol.
    Maybe that was that’s womans reality not racist just ignorant. growing up we had only one black fella from Haiti in my school and I wouldn’t even have met him if my mother hadn’t sent me over to his house to buy our lawn furniture back.
    Its all about perception if a place has 30 murders where you don’t expect it compared to a place that has 1000 where you do which one is more shocking

    As Exclaimer noted when commenting about that Nation article with its heading “” Lowest murder rate in survey” it deems disingenuous to place the strength of one’s argument base on comparisons especially when we are talking about the loss of life.

    It is like saying Stalin did not kill as many people as Hitler did sso Stalin is a good guy.

    Let me use this as an example.

    Yesterday, a man was seen to hold a culprit who raped his 12 year daughter. For the family of the victim, as well as the victim, and other rape victims, and the general community where these rapes have been inflicted, is this single crime any less important and impactful than the many others that would have occurred in India?

    Should we be less empathetic per the Indian rapes when we comment and compare our own rapes while speaking in our newspapers, or wherever?

    Something about that disturbs me Lawson.

    It is like if, when commenting about a murder we are saying “but those who are dead are your sons and therefore they are not as important, as if they were mine”

    I was waiting to see if anyone else noticed.

    Peter Harris is taking a heavy public beating for his well-known shady activities at CGI Insurance and other businesses he owns…what better way to move the spotlight off himself, by using his online newspaper with the help of his worker Roy Morris of Nation News to spotlight David Simmon’s confession of corruption between politicians, ministers and business people….like himself,,

    Problem with that is, the newspapers are still limited in scope regarding what they can print….so they got decades to go to catch up and pass social media with exposing corruption…by that time their corrupt activities will be too exposed for them to function.

    The reason I posted it is not because I am using Barbados Underground and am reporting US crime but to highlight how, in each of the spate of incidents that the law enforcement agencies with real real policing immediately run to the news seeking assistance and, unlike the suppression policies of the Royal Barbados Police Force, do not seek to hide way the car park videos of Rick Rick’s shooting.

    The more rapidly you disseminate video and pictures od suspects, the fresher the memories of the public and the quicker their response is to be on the lookout

    Those three gunmen at the Jackson Service Station? (Since when did Jackson have a service station, dem mean Warrens right) their pictures should be out in the public immediately.

    That is of course if the new management at the Warrens place had the presence of mind to install cameras

    Management at out police agency needs to realize that the public IS NOT THEIR ENEMY

    A 26-YEAR-OLD American woman pleaded guilty today to trafficking cannabis valued at $60 000 and is now awaiting sentence.

    Juhair Hussain Mohammed Al-Hulais was charged with possession of cannabis, possession with intent to supply, trafficking and importation.

    During a search, a customs officer discovered three boxes with soap powder labels.

    A search of these boxes revealed 44 transparent wrapped packages containing cannabis. Al-Hulais and her luggage, with the 15 pounds of cannabis, were turned over to police.

    When she appeared before the District ‘B’ Magistrate Court on Wednesday, she pleaded guilty to all of the offences and was remanded to Her Majesty Prison Dodds until October 18, pending sentencing. (PR/SAT)
