My further reading of the relevant statutory instruments has confirmed that the Chief Town Planner is OBLIGATED to refer an application for planning permission that relates to beachfront property on the coast of Barbados to the relevant Minister of Government— the Prime Minister— for his decision. Thus, even though Maloney”s / Visions Develop Inc’s application may have been addressed to the Chief Town Planner, it is Prime Minister Stuart who has to consider it and make the decision.
The Town and Country Planning Act also stipulates that in so doing, Stuart HAS to refer to the country’s Physical Development Plan and to any other material or relevant circumstance.
The problem is though that the Physical Development Plan was last amended in 2003, and this “new” 2003 Plan was ratified in or about 2008— even though the Town and Country Planning Act stipulates that the Chief Town Planner HAS to carry out a survey of the Island at least once every 5 years, and HAS to submit a Report and any recommendations or proposals for amendment or additions to the Physical Development Plan to the Minister (the Prime Minister). The current and operative Barbados Physical Development Plan is thus a 2003 Plan !
In 2011, some 8 years after the current Physical Development Plan was established, the City of Bridgetown was designated a UNESCO world heritage site!
How is Stuart going to carry out his statutory duty with an outdated Physical Development Plan that has not factored in the UNESCO designation?
I have drafted a letter about all this to Stuart and will be delivering it to him tomorrow.

The UNESCO designation would/should be considered a material consideration in determining the application.

The Nation and Barbados Today have carried DC’s communications, the Nation carried Stevens’ message about UNESCO designation under threat if a 15 story hotel is built in Bridgetown. What is disturbing is Inniss et al communicating to the pubic as if this matter is a done deal. Where is Minister Stephen Lashley on this given his responsibility for managing the UNESCO designation.
Obviously that’s the main reason those involved were trying to work with stealth, they knew the UNESCO designaton is a major issue…and as usual, aided by ministers with their own selfish agendas, Maloney with his penchant for ignoring and breaking the island’s laws, would totally ignore any loss of designation to the island and give the finger to any legal barriers standing in his way.
Let’s see what Frundel does, he can’t pass the responsibility to anyone else, or blame anyone else other than himself and Dumbville for this cockup. …let’s see if they have gotten so callous and corrupt that they would allow Maloney to start the project without permission as well as put the island at risk of losing their designation.

The Stuart administration must take tough decisions to arrest a trend of vilification of investors who arrive with forex and enterprises to create work for citizens. There is no Foreign Direct Investment. Hyatt is not putting up one thin dime. Maloney is financing it with debt secured by the Hyatt MOU.
A hotel will provide some jobs, but a smaller higher end hotel will provide almost as many. Furthermore, the Hyatt will be vulnerable to economic downturns in ways that a high end hotel like Sandy Lane is not.

In 2014, the Stuart administration took the decision to compulsorily acquire the abandoned Sam Lord’s Castle property for the development of a branded resort.
On Monday, November 23, 2015, while addressing the groundbreaking ceremony for the restoration of the Castle, Stuart contended that the BDS$450 million (US$275 million) project was a SIGNAL that the CONFIDENCE of the international community in government’s economic development strategy was being RESTORED.
However, according to an article written by Trevor Williams in the December 3, 2015 edition of “Global Atlanta,” Maxine McClean confirmed the Barbados government finalized a US$170M loan (at 2.5% interest over 20 years) from the Chinese Export-Import Bank to finance the restoration/renovation of Sam Lord’s Castle.
Terms of the loan allow for “the Chinese contractor, China National Complete Plant Export-Import Co. Ltd., or Complant, to bring over workers to fill 60% of the project’s construction jobs.
The new property, which is expected to be completed in 2018, will be MANAGED/OPERATED by by Wyndham Hotels and Resorts.
Essentially, since this DLP administration USED TAX REVENUE to PURCHASE Sam Lord’s property; borrowed money from China (which TAX PAYERS will have to REPAY) to finance the property’s refurbishment, and will subsequently give the property Wyndham (who will be ultimately PAID by TAX PAYERS) to operate.
As such, based on the evidence, we could reasonably CONCLUDE that this is a TAX FUNDED project and not one of foreign direct investment.
This is truly one effed up constructs!!

Theoretically, the government is correct when they say, for example, the Sam Lord’s Castle and Sandals’ projects will bring foreign exchange.
It is a known fact Chinese artisans will fill 60% of the Sam Lord’s project construction jobs. Also, JADA Construction brought in artisans from St. Vincent to work on the Sandals’ Couples Resort (previously Almond Casuarina Beach), expansion project.
The foreign exchange comes to the fore when Barbadian artisans were exchanged in favour of foreign artisans from China and St. Vincent.
Art…of course theoretically everything always looks good on paper and to the blind when the politicians/government ministers are telling it, but when the realty is implemented to exclude the bajan worker, it cannot be bajans benefitting, cause that “foreign exchange” leaves the country to feed the foreign workers families….who live abroad.
And since Maloney is the front man for both Bjerkham, Bizzy and obviously a few other scam artists who prefer to remain in the background and let him handle their dirty work, the same methods being applied to the building of Sandals re displacement of the bajan worker, engaging workers from other islands and paying slave wages to cut costs, will also be used for Hyatt….and all sanctioned by the squatters in parliament.

Surely you are aware how these types of transactions work? You can’t borrow millions at concessionary rate from China, that you boast about in parliament, and do not expect conditions/strings to be attached. This is what happens when you have little capacity to enter in the capital market on your terms because of junk status credit rating. And to think the prime minister and Sinckler rubbished the downgrades when they occurred.

Who is to say that this same deceitful rat has not already given verbal consent to commence phase 1 of the project, and agreed to a phase 2 signing of all prerequisite documents needed for the transparency process. Donville Inniss could only have stated what he stated, if the Hyatt arrangement was not consented.
China’s Ambassador to Barbados, Wang Ke, said the state-owned enterprise China National Complete Plant Import and Export Corporation (COMPLANT), are the contractors for the redevelopment of Wyndham Sam Lord’s Castle Hotel.
The Ambassador also mentioned: “China and Barbados are NEGOTIATING other MAJOR PROJECTS to be FUNDED by China’s preferential loans, such as the RECONSTRUCTION and EXPANSION of Grantley Adams International Airport and Pierhead Marina project in Bridgetown.” [Loop News, November 26, 2015]
Barbados entered a Preferential Buyer Credit Loan Agreement with China, whereby the Export-Import Bank of China will disburse to the government, a loan in the amount of US$170,000,000.
The purpose of the loan is “to finance 85% of the cost of executing the Commercial Contract entered into by the Barbados Tourism Investment Inc. (hereinafter referred to as the End-User) and the China National Complete Plant Import and Export Corporation Limited (hereinafter referred to as the Chinese Contractor) on November 13, 2014 for the execution of the Sam Lord’s Castle Hotel Project.”
The tenor of the loan is 20 years and the repayment terms give Barbados a “Moratorium period of 60 months, thereafter principal will be repaid in 31 payments over 180 months, at a fixed interest rate of 2.5% per annum. The Interest will be payable SEMI-ANNUALLY in ARREARS and CALCULATED on the BASIS of an ACTUAL NUMBER of days ELAPSED and a 360 day year.”
Also attached to the loan is a commitment fee of 25% per annum payable semi-annually and a 25% management fee of US$425,000, which was due 30 days after the contract became effective.
Interestingly, the loan will be “governed” under the laws of China.
