Walter Blackman the doyen of talk radio of the 90s is back!

An actuary by training who honed his skills in the business environment of North America for the past 21 years has returned to Barbados to establish a business of his vocation. Of note to the BU family is that he has declared an interest in being a member of the Democratic Labour Party (DLP) by throwing his hat in the ring to be considered as a candidate in the next general election.

 Here is a comment posted to Barbados Underground by Walter Blackman on the 29 June 2016.

I have always put my actuarial profession ahead of politics.

In 1995, I left Barbados with the objective of acquiring 20 years of actuarial experience in the USA. I intended to use that experience to provide quality actuarial services on my return to Barbados, which turned out to be 2016. 21 years. The timing of my return was strictly professional.

I incorporated an actuarial consulting company in Barbados called Actreks Partners. I have now assumed the role of President & CEO and am in the process of building this company.

A lot of Barbadian business owners are moving towards retirement and are not setting aside enough funds to adequately provide for their retirement needs. I design pension plans for business owners and advise them how much money they can contribute to the pension fund yearly. The contributions they make to their pension plans enable them to minimize or eliminate the company’s corporation tax.

Besides designing pension plans, Actreks Partners will be providing a suite of services, including risk management and business consulting, to businesses and Government.

If my company is successful, I would be creating long-term, sustainable, white collar jobs for Barbadians. All I want you to do is wish me luck on that one, rather than talking about going back to “Murica”.

On the political front, you are hinting that I am committing political suicide by sticking with the DLP, whilst Are-we-there-yet, believes that, like clockwork, my mind is systematically ticking and carving out a path that leads to becoming prime minister. These considerations have not even entered my mind.

This is how I see it:
If the DLP wins, I have to work.
If the BLP wins, I have to work.

It has always been that way for me. I hope you understand why I am not interested in hopping on a bandwagon…

    I have to agree with Alvin’s comments, Donna, he is absolutely correct. However, his comments are not confined to the political party of his choice.

    I recalled that, after the death of Tom Adams on March 11, 1985, Harold “Bree” St. John was appointed as the 3rd Prime Minister of Barbados.

    At that time, the unions were requesting ridiculous rates of salary increases for the public sector, which ranged up to about 15% at the bottom of the scale (I write subject to correction). Bree told the unions that the country was not in a position to offer such exorbitant rates and suggested more reasonable rates, which were subsequently rejected by the unions.

    I also recalled the famous Richie Haynes’ “back raise budget,” which was immortalized by the Mighty Gabby in the calypso “Back Raise.” The following year, on May 28, 1986, the DLP won the general elections with 24 seats to the BLP’s 3 seats.

    After Errol Barrow became Prime Minister, the unions returned to the bargaining table and ACCEPTED MUCH LOWER RATES of salary increases (LOWER than what Bree offered), because Barrow said that what was what the country was able to afford.

    Similarly, Bree was HONEST, “but he suffered “the slings and arrows” even though he was proven right.”

    And Alvin’s comments re: “There is a severe penalty, ABLY ASSISTED by YARD DUCKS, for the HONESTY and INTEGRITY called for, especially when PERSONS from the OTHER SIDE start out from a POSITION of SKEPTICISM and perpetuate the dissemination of disinformation, misinformation and downright lies, to scuttle the ship even before it is in deep waters,” are also APPLICABLE to Bree St. John’s situation.

    Members and supporters of BOTH political parties often ADMIT that Harold St. John was an HONEST Prime Minister. This is also the case with Erskine Sandiford.

    Do you see why I believe there are no DIFFERENCES between the BLP and the DLP?

    Piece…ya rocking, this must be the mantra for the next year and a half to remind voters what politicians are capable of….last elections someone was arrested for selling their vote…..

    Fruendel and Adriel swore they saw vote buying in the 2013 elections and as prime minister and attorney general never did anything about it or called the buyer’s names……..voters have to now make sure the vote buyers get their day in court too, by covering their own asses….

    Walter, please remember that a number of us are using pseudonyms whilst you are using your ‘real’ name. Many off us are not even invested in our comments, but you want your comments to inform us about the true Walter.

    You must exercise a great degree of caution in what you write and say.

    PUDRYR may be the creator of “stoopid cartoons” and may downplay his inteligence. I have been watching these “stoopid cartoons”, and I can tell you that they are good; you would think that some were created by some PR firm in New York; they are quite slick. Engage with caution.

    I am starting to understand how this battle that we face will unfold.

    Look around us.

    Our church populated by pederasts and pedophiles,

But on the face of it for Walter he is arguably as arrogant, intelligent, ambitious and willing to usurp the entrenched brigade as Errol Barrow was.

    Do you believe that the Errol Barrow of legendary brusque yet disarming manner and intellect would have presented here on BU any differently – assuming of course that he deigned to even enter the fray?

    Anyhow I know that ‘not 1 seat’ means kick dem to the curb as a minimal minority party so it should be all good.

    Consider as well, that it would be great governance to have a local pol who who comes back pon BU weekly and like Jeff give a real lesson on the affairs of government to us denizens here.

    Vote for de man for that reason alone…after he PROMISE that he will honour that weekly pledge. of course…LOL

    … And this time NOT like how his DLP had promised to be transparent and keeping the citizens informed. The lies of politics.

    @Are-We: I have not gone off the brother. It’s just that like you and most of BU I thought that he was going to enter the fray as part of a new party…a new Solutions Barbados maybe. So I too was shocked that he was back under a DLP tent.

    However, his fundamentals are still sound (to all that we can see) so if we were confident behind HIM last year then I can’t see no reason (yet) to change my support for him.

    But frankly I never was a partisan animal so I can vote the ‘best’ personality with no problem…that is not a norm in Bajan politics obviously.

    When the DLP beat the BLP 24:3 or when the BLP beat the DLP so resoundingly and left only David Thompson and Denis Kelman in the House of Assembly would you call either of these circumstances rather historical facts “too far east is west?”

    Then to continue to examine you normally, sensible comments here, and speak to your imputation, ON BEHALF OF THE LoE, Mia Mottley, or any previous and subsequent LoE, are you saying that a “pretend political strategist” who would want to try to show de grandson that his talents with the “stoopid cartoons” are of great use and that, if wisely positioned> could be a revenue stream?

    Are you further inferring that Peter Wickham, Lucille Moe and Debbie Hughes should, based on their recent foray into the St. Lucian landscape, doing no more or no less than de poor ole man is doing, should themselves face the wrath of Kenny Anthony when he gets back to power?

    It is that your are imputing some dastardly “terminate with extreme prejudice” qualities on the honourable leader of the Opposition of the Barbados House of Assembly Mia Mottley?

    Is it further sir that you my buddy whom I visit periodically in cold Climes of Canada would seek this day to warn me that, for the same activity that Mia and her Strategist Team, I would be imprisoned, or confined to the Green Gates Hospital or shot by the missing Remington 30.07 that disappeared during the stint of the former Commissioner of Police, who it is purported was dismissed from service for Wiretapping to former Prime Minister Owen Seymour Arthur?

    So you are saying that through some Divine Intervention and Heavenly Telephone that you have become aware that I, ole and decrepit man that the ole man is, is now on a hit list?

    Many people are shocked that there are those who actually have the talent and strength to challenge anything in the island, they have gotten used to decades of accepting everything including wrongdoing and crimes against themselves and families in silence….they have gotten used to being victims…Stockhom Syndrome.

    This is a brave new world…and in case no one is noticing…the politicians, ministers, their bribers and fellow criminals, have much more to lose, much more embarrassment to suffer….and all are currently exposed for the world to see and be aware of…..and monitor.

    “It’s so wrong, so wicked and greedy, so unfair, blacks, whites, in between, local and foreign people complain of this level of petty corruption each and every day on the island….but it has become so acceptable…use your video and voice recording devices…post attempts of corruption, extortion and bribery online…shame them, it willl reduce significanrly.

    As far as I know public servants are not supposed to take bribes or gifts…in any country…neither should they extort money from the public or busness people…expose them, do nothing and they will continue their extortion of everyone, I know these claims to be true, despite being paid a salary, they are still greedy, still steal.

    I know of one foreign person who cannot get his acres of land subdivided because ministers and civil servants from both governments want 2 acres of his land to get approval, he has had site visits, it’s just to pay the extortion money, so he has been waiting over 10 years while they wait for him to die….all scum.

    While eating dinner with some friends, one, a Bajan, who had just set up a branch of his pretty successful tourism-related company in another Caribbean country, spoke of his experience with corruption.

    A senior member of the government, he reported, met him at a social function and enquired of his immigration status and pointed out that with his investment he should have citizenship.
    The Bajan said he had never even given it thought, but the official insisted and directed him to a specific person at the Immigration Office, instructing him to tell him who had sent him, and that he give him a “tip”. By the end of the week he would have all his documents.

    So said, so done, he said.
    At the time we were boasting about how “honest” and “corruption-free” we were in Bim.
    I now venture to declare that if Barbados was ever free of corruption, it is no longer so. Corruption is endemic and no matter how much we pretend, it will not change the reality.
    Here are just a few of the incidents of which I am aware that convinced me corruption is deep-seated, pervasive across the public and private sector and has been present for a long time.
    Perhaps now it is more crass:
    Some years ago a member of my family went to the Barbados Licensing Authority (BLA) to take her test for a driver’s licence. She completed the course and when she got back to The Pine was told she had failed. She was disappointed to the point of tears. A few minutes later, however, her instructor returned with a message from the tester – pay him $250 and you will get your licence. She did and went home a qualified driver.
    Did she fail the test, or was she failed in order to provide supplemental income for the BLA employee?

    Some years ago a “very close personal friend” was preparing to build his home. It was his first experience with such a matter and he really did not know all the steps or the time frame within which he would be constrained to operate. What he knew was that he had the money and he was anxious to start.

    He reported he was told it would take a few months to get his plans through the Town and Country Planning Department and could not help but show his disappointment. He was taken aside, he related to me, and told that for a small “fee” of $500 he could have his approved plans back by the end of the week.
    So paid, so done!

    Some years ago a Barbadian businessman with a heart decided he was going to donate some land to a charitable cause, and he made his intentions known publicly. He covered the cost of all the statutory requirements for subdivision of a large tract of land and took those associated with the donation to show them what he was giving. They were delighted.
    Then it came time for the various civil servants to review the plans and give their approval – or denial. He reported that the process included a site visit, which went off without a hitch. At the end of the visit, however, one senior official pointed out to the businessman that with his wealth, it would not hurt him to “donate” the adjacent lot to him, the official.
    The businessman, in his usual style, told him – with a number of colourful metaphors included for emphasis – that it was not going to happen.

    Apparently, he did not know how right he was, because more than a decade later he is still awaiting word on his application and the charitable donation is still to take place.
    Some years ago one local firm bought another and sought approval to expand its footprint for manufacturing purposes. It was to facilitate a regional project that would have created several jobs and earned foreign exchange for the country. The plan was not approved and the operator appealed for a review.

    Site visit
    As part of the process he was invited to a site visit with officials from several Government ministries and departments. By the end, he said, he was almost 100 per cent sure the multimillion-dollar venture would be approved.

    At the end of the tour, he reported to me, he was asked by one of the officials with a background in financing for “a drop back to town” and he reluctantly agreed. When he got to the man’s office, he said, “he would not get out of my car and in the end he wanted to know if I did not have ‘something’ for him.
    “I cuss he so stink you would not believe it,” the businessman told me, adding that when permission finally came years later, the project was already dead. Neither the jobs nor foreign exchange ever came to life.

    I could offer a few more, like the BWA disconnection employee who some years ago told a customer whose water he was about to shut off, he would leave it running for a few more hours to give him time to go to the office and pay the bill – but first he had to give him “a little somet’ing”. But what’s the point of me quoting more stories. There are countless other Barbadians and non-nationals who do business here with stories to tell.

    Maybe this story might help to put Roy Morris’ seeming righteousness and “be honest with Bajans and sell some more papers” ploy in focus.

    Donkey years ago dere was a well known shop Keeper in Mia M cuntstituency whose name was always in the newspaper.

    “Police are questioning *** for being in possession of US$ xxxxxx” (he musee was related to Michael Lashes, and “Police are questioning *** for being in possession of stolen tools to the value of xxxx, and police are questioning *** for being in possession of stolen liquor (no body said Goddards Food Fair in Fontabelle) and up to now the RBPF MUST STILL BE “questioning” for receiving stolen goods and up to now no charges were ever laid.

    Our problem must be so deeply engrained because, as is shown by the use of asterices here, and by the language used many of us who have editorials, or TV shows, or Radio stations, and all the rest, we are a people fearful of the repercussions of libel and defamation by broadcasting unsubstantiated rumours.

    The fact is that, if Roy Morris, or any one of us really wanted to be a “force for change”, as opposed to just talking pretty bout these things, there would be so many things that we could do to make this happen.

    For example, much like Walter was proposing using the wukking up of the pubescent young girls as a foreign exchange earner, de ole man have now a service for all of wunna people’s called “De Sting” dat is going to be an earner of $$ for de ole man.

    For any of wunna peoples who wants to do one of dese exposees, de ole man is going to give two options

    (a) De poor man option – which is a podcast version and
    (b) De big man version – which is sound, pictures and video and ting

    Dis LiveCast service will be beamed right into the homes of malicious and officious bajans who wants to

    (a) busy up in people business 97% of de population
    (b) crush the occurence of Bribery and Crime and Graft 3% of the population
    (c) Do Dem Job to stop de graft e.g. the Police dem and de Courts 0% of the poop-ulation and (d) Do dem self appointed job to stop de dissemination of information related to people who tekking graft and bribes 5% of the poop-ulation

    Those recording devices are very powerful, a client recently used one on an attorney who thought he was being a smartass on the island, selling the client to the defense, client recorded his nonsense because the client felt that he was also recording the conversations for the defense.

    Client showed him the recording device, got back the file and then sent him a copy of the recording…checkmate.

    That would keep him quiet and anytime the client is in a pissy mood…act on the recording.

    The technology can be used wisely and carefully.

    Of course, you would have noted that I disregarded the frantic warnings of my “advisers” and opted to honestly and openly tackle the issues and questions which were hurled at me. These issues and questions ranged from the friendly to the deadly.

    My positions, on all of the issues raised, have been neither whimsical nor vacillating. In fact, I have defiantly stood up and defended my points of view whilst at the same time expressing my agreement with alternative opinions which I considered to be reasonable and fair.

    In answering these questions, I deliberately opened the “window of my soul” to BU readers because I firmly believe that if I am offering myself to someone, that person has a right to know what he/she is getting. To BU readers, all I can say is that I have given you what I have, and now I am asking you to give me your vote* of confidence in return.

    David, you would have also noted that some snide, underhand insinuations were made by “rabble-rousers” to suggest that you are giving me special treatment by creating this post.
    I would recommend that you build a profile of each and every candidate who will be contesting the next general election, and create a similar post here on BU for such persons. You can start now with the “certainties” and invite them to share their ideas and answer some questions here on BU. Fair is fair.

    We will then be able to determine those who are willing to stand up to BU scrutiny.

    Bajans absolutely do feel this basic pain because their police dept does not operate in this cavalier manner but in every serious sense the real connotations from this execution is seen in many areas in Barbados. State sponsored executions the Bajan way.

    By the way they say that over 500 people about 20+% of them Black have been killed by cops so far this year…and that was increased by one more overnight. There have been 16 police killings – some justified surely – in these 7 July days so far alone.

    The US is the only developed country that maintains such a strong gun culture and the only one with these astronomical state sponsored killings. This July rate alone will surely outstrip that in UK for the entire year. US cops kill more perps in a day than UK cops have done for some entire frigging years!

    Just like Bajans accept alarming corruption and are seemingly powerless to change it, American Blacks (from PhD’s to peons) accept that they MUST respect and obey law officers despite the alarming disgust they face from these officers.

    And the real serious issue is that there is no end to this folly in sight, whether out-of-control immediate death by ‘corrupt’ cops or slow death by corrupt politicians!

    The title of the blog is “Walter Blackman is back” and we have heard that he is vying for the nomination of a constituency in St. Michael which leads to the question “Is he the only declared candidate”? Walter may be a respected individual with strong opinions but winning the nomination and winning the GE are not sure things and there seems to be a tendency to coronate Walter by DLP supporters on the blog and denounce him by others.

    Of course I am overlooking the notion that the fix may be in and he is the “preferred candidate” and will win the nomination but the BLP will give him no quarter so my point about winning the GE still stands.

    Have been trying to find out who are ‘working’ the constituency for the nod with difficulty. BU’s position has always been that a candidate should have as a prequsite on the bio a track record of serving the constituency. Not sure of Walter qualifies if this is a criterion.
