Skipping out on the whole notion of having a “white Christmas,” Simon Cowell was spotted frolicking around the beach in Barbados yesterday (December 25).  The snide “American Idol” judge looked to be having a marvelous time in paradise, hanging out with British billionaire Philip Green as well as spending some time on a wave runner.

Yesterday in the news there was a report that the government will start construction on a secondary school at Searles, Christ Church in early 2017. The information caught the attention of BU not because the school is earmarked to have a sixth form, rather, Minister of Education Ronald Jones explained he preferred not to divulge the reason why the construction of the school was delayed. It is difficult to imagine a minister and by extension a UK or US government being allowed to avoid disclosing the reason why a government project was delayed.

To support the point, across the pond in recent days there has been a full parliamentary enquiry into the collapse in April this year of British Home Stores (BHS) which, until its sale last year, was the ‘jewel in the crown’ of frequent visitor to Barbados Sir Philip Green. Sir Philip is not scheduled to be in the parliamentary hot seat until next week but BU anticipates his testimony will follow the same course as BHS’s new owner, Dominic Chappell and its CEO and CFO have yesterday [08/06/2016]. In other words, the loss of over 11,000 jobs and the disappearance of its employees’ pension fund is everyone else’s fault, not his.

The noticeable difference between a major collapse of a large company in the UK and a similar collapse in Barbados lies in the robust application of transparency laws. Whereas in Barbados successive governments have given lip service to governance issues, in the UK, an enquiry is not only held to investigate suspected or reported malfeasance, it is publicly televised and information made available for a legitimate fourth estate to report on. It also goes without saying that the UK DPP will be following events with the threat of prosecution unlike our DPP Charlie Leacock.

Yesterday’s hearing was fascinating in that Darrin Topp, the CEO (or former CEO) of BHS and the CFO, Michael Hitchcock, blamed everything on the new owner Dominic Chappell and went so far as to accuse Mr Chappell of threatening to kill him (Mr Topp) and Mr Hitchcock called him a “premier league liar and Sunday pub retailer”. In his turn Mr Chappell denied that he had threatened to kill Mr Topp and stated, in effect, that Mr Topp was completely incompetent and blamed the collapse of BHS, which he purchased for £1 from Sir Philip Green, on…..Sir Philip Green. Mr Chappell however was forced to admit that he had made a profit.

We wait to hear from Sir Philip Green who may find himself in the law courts alongside Mr Chappell.

The key issues are:

The pension scheme: There is a pension deficit of £571 million (BBD$ 1,661,717,332). In 2013 BHS agreed to put £9.5m (BBD$ 27,642,867) into the pension yearly for 23 years to make up the deficit. Companies have a legal obligation to do this under the Pensions Act 2004. This amount does not compute and seems far too low a refund to the raided pension fund.

Property: Sir Philip bought BHS in 2000. In 2001 BHS sold 12 stores to Carmen Properties Limited for £105.9million (BBD$ 305,687,376) and then rented them back from the Carmen (which is off-shore and based in Jersey) for £12million (BBD$ 34,935,907) a year. Carmen Properties was owned by Sir Philip Green. Over the next 11 years BHS paid £141million (BBD$ 410,558,695) in rent to Carmen. These rents are generally considered to be high in comparison to the prevailing market rate.

Dividends: BHS paid £414 million (BBD$ 1,205,504,283) over 4 years (£220 million (BBD$ 640,581,016) in 2004 alone, more than £118 million (BBD$ 343,626,037) more than its pre-tax profits). More than $400 million (BBD$ 1,164,834,024) of that went to Sir Philip Green. This eradicated the £147.7million (BBD$ 430,121,852) reserves of BHS at a time when the pension fund had gone into substantial deficit. £60million (BBD$ 174,737,898) of these reserves went on dividends, instead of into the pension fund. The payment of dividends reduced shareholder funds from £335.2 million (BBD$ 976,268,985) to £86 million (BBD$ 250,556,126) between 2000 and 2004.

Sale and purchase: BHS was purchased from Sir Philip Green by Retail Acquisitions for £1 on 12 March 2015. Dominic Chappell, the new owner, is a TWICE declared bankrupt and was millions of pounds in debt as a result of a failed business building, a marina on the Isle of Wight. Mr Chappell has no experience in retail whatever.

Prospects of success: Arcadia Group/BHS’s 2014 results show like-for-like sales were up 3.6% at BHS. Yet it is generally held that BHS had fallen behind its competitors and were steadily falling.

In Barbados, Little England, we accord a high level of preferential treatment to these dubious foreign operators like Claire Cowan, David Ames, Eugene Melnyk (the father of our Charlie Leacock’s godchild) et al. Commentary on an article posted recently by Jeff Cumberbatch exposed our lack of appreciation of how dots are connected in the temporal space humankind exist. Freedom to exercise the intellect and nurture a healthy curiosity about all things in the ecosystem is a prerequisite to achieve actualisation and happiness.

If we want our system of government to work, we have to ensure checks and balances are legislated and practiced. There is a reason bipartisan Committees of parliament exist such as the Public Accounts Committee (PAC), The Committee of Privileges to name two. Note these important committees of parliament have not functioned in the interest of the public under a BLP or DLP government. Instead the system has given rise to a political class whose interest is to serve themselves. Barbadians although rumoured to be an educated lot have ceded our right to advocacy under our Westminster system of government to an ineffective few.

Several lessons can be learned from the on-going BHS public parliamentary enquiry in Great Britain. No system is perfect, however, we must continually work to make it better.

    Better Governance = Fruendel telling his ministers tonstop taking bribe money and campaign finance money from the Maloneys and Bizzys, then they would not believe they are above the law, own the island anf people and break the laws of the island…repeatedly.

    Better Govetnance = Fruendel publicing telling Bizzy that the police force will not be taking his 10,000 dollar bribe offer so he and Maloney can continue bribing government ministers and breaking the island’s laws…that is the start of good governance.

    The following excerpt was taken from page 47 of the DLP’s 2008 election manifesto (which, by the way, DLP supporters told me the manifesto is Thompson’s and not Stuart’s, so he (Stuart) does not have to adhere to or deliver any promises made in the “document”):

    “Under a DLP government, the people will be kept informed of what the government is doing on their behalf through:
    1) Regular press briefings following meetings of the Cabinet of Barbados
    2) Press briefings by Ministries/Departments to inform Barbadians of major developments and changes
    3) The publication of details of agreements and contracts involving the government and its agencies
    4) Formal Ministerial statements at regular intervals on the progress of ongoing programmes and projects”

    For the “people to be kept informed of what the government is doing on their behalf,” they have to attend the various Sunday DLP constituency branch meetings, DLP annual conferences or travel to DLP branches in Canada, UK or the USA.

    We have ACCEPTED the PRACTICE of Stuart and his ministers DISCUSSING NATIONAL ISSUES with ONLY the DLP faithful.

    If BU wants information relative to “the reason why the construction of the school was delayed,” this Sunday coming, perhaps you should attend a DLP constituency branch meeting.

    Rihanna has thrown her weight behind a campaign to restore a derelict theatre in her native Barbados.

    The Empire theatre in Rihanna’s hometown, Bridgetown, was once a focal point for the local community. But the building has now been derelict for 35 years.

    Rihanna’s father Ronald Fenty says, “Of course I went to the theatre when I was younger. It was like Christmas day for me. The Empire Theatre was so beautiful and now I feel so bad to see the condition. The first time I saw Elvis was there my mother took me to see Jail House Rock, I remember it so well, it was an old black and white.”

    And now Rihanna herself is determined to see the building restored to its former glory. Ronald, who calls Rihanna by her childhood name Robin, adds, “A lot of people feel really strongly about it including Robin. Robin is on board and supports the restoring of the building. I told her all about it and she’s really behind it. She wants it put back.”

    Rihanna has even promised to play at the opening of the theatre if the government accepts local organisation the BEAT Foundation’s bid to renovate.
    Co-founder of the Beat foundation, dedicated to developing facilities to enable creative arts and entertainment in Barbados, Jim McGowan says, “We want to restore its historic use as a theatre and make sure it stays a theatre for the community’s benefit. We would take it back and offer theatrical performances in a very authentically restored venue. We will bring in world class audio visual equipment so it’s a studio where we could broadcast performances to the world.”

    The reason for the delay is clear-cut. The government neither has the internal capital nor access to foreign funding for a school with no immediate ROI.

    Why don’t these people exhibit a measure of commonsense at live within the country’s financial means? Why a new plant? What’s wrong with upgrading and expanding some of the existing plants?

    Barbados has an aging or ‘greying ‘population; not an expanding young population or is it expecting a baby boom as experienced in the 1950’s.

    Why build another white elephant unless he wants to give Maloney & Co another contract to help fund the next DLP campaign from the fast deleting NIS coffers?

The same media house that has the greatest reach in the country….the same media house that brought a report back in 2012 about being left out of a press briefing makes a decision to offer relevance to the most disrespectful cabinet in the history of a post independent Barbados, by engaging in a sham of a cricket game. The very same thousands that attended would have been left in the dark while covert operations obtained. To Messrs Ellis and Babb I say this.If wunna so buddy buddy, stop this “off the record” nonsense and bring a clip or two of some Minister offering the famous NO COMMENT to some pointed query. It is this type of journalistic apathy that breathes life into sites like Naked Departure.

Chawles Leadcock.That name sounds familiar.Is this the same fellow who is an agent for Bharrat Jagdeo who himself is a protector of Ricky Singh,who is referred to as a sycophant of the said Jagdeo,former President and now PPP Oppositon leader of Guyana.Kissoon wrote that Singh has never since 1992, written a column criticizing the PPP,as a matter of fact,he has consistently praised the said Jagdeo to highest heaven in spite of all the evidence to the contrary that Jagdeo is nothing but a two bit dirty piece ‘o work.Now this Singh has 2 sons who are convicted criminals right here in Barbados.They were convicted for having a massive amount of ganja,enough to lose them away in Dodds Prisons for in excess of 10 years.What occurred instead was the said Leadcock appeared in the magistrate’s court to support or influence a fine,a bigass fine,which was the verdict of the court,so the Singhs walked back on to the streets of Barbados.No prison time.Connect the dots….

Talking about behind the scenes and underhand moves in business, do you know that after the first announcement of some top level staff being made redundant at the Beer of Barbados company, the talk on the ground is that there is a planned 20% reduction of staff some of whom have already received walking orders, 40 plus positions are to be eliminated, staff will be expected to fund their own medical insurance in the near future, vehicles are only going to be issued to very senior staff, cell phone call privileges have been seriously reduced, all photo copiers have been removed throughout the company and replaced with central copiers only (no color) and salary reductions are being discussed. These are just some of the early changes. It also appears as if management is taking place in the DR by remote.

    Maybe we can expect a name change is the near future followed by an abandonment of The Beer of Barbados production while the plant is converted to bottle El Pres…! That’s what we get for insider trading, Trini manipulation and shareholder greed. There will be no Parliamentary investigation into the reasons for the loss of this Barbadian icon as there will be none into why The Mutual intends to go offshore to Bermuda.

  16. Better governance demands that a concerted effort is made to improve the quality of education in Barbados.

    Level the playing field. All schools should be comparable and the 11 plus scrapped.

    After 50 years of independence surely this is achievable.

    To the media that was invited to the PM’s lunch meeting – why did you not demand answers from the PM? e.g. 1. What was the financial commitment by this country to date if any, on Cahill?
    2. How can you not know that criminals that created gruesome acts, are getting bail?
    3. It’s not a secret, the Judicial System in this country is not working. Why there seems to be no attempt in pushing forward the cases that are under the tribunal? There are cases back logged for more than five years now maybe more.
    4. Have all the people been compensated for their income tax 2013/2014/2015?

    Look; I can go on and on. The people in this country lose focus to easily and are sidetracked by too much nonsense – We don’t care about demanding Governance because we interested in how an Opposition spend she time in another country. Stupse do!!

    The BHS article is a very good example of how the modern capitalist system will self destruct and destroy the host society with it and usher in more economic and social instability. This is the same sector which claims that they can manage the economy and the polity more efficiently. This is nothing but pure greed. Do you still think that the public sector is too large? Who will regulate greed and corruption ? The corrupt private sector? The lesson for Barbados is for governments to protect the vulnerable in this society, the pensioners, the workers,the naive investors and the poor.

  21. After 8 years of exercising his right to remain silent to the wider Barbadian public (and not the DLP faithful), Freundel Stuart decides to hold a press conference.

    The journalists in attendance gave Stuart a “free pass” by asking him a number of “lollipop questions.”

    After the press conference, Barbadians are none the wiser.

    However, we are more concerned with Mottley’s presence in St. Lucia, with some social commentators, without availing themselves with all the facts, asking if she is not deserving of a no confidence motion.

    How do you expect “these people to exhibit a measure of commonsense at live within the country’s financial means?”

    The recently released Auditor General’s 2015 report, similar to previous reports, contained a number of financial improprieties, issues with contracts, unauthorized payments, unauthorized loans and the BWA headquarters fiasco.

    Rather than examine the current issues as highlighted in the 2015 report and discuss the implementation of the necessary accounting control measures so as to decrease the levels of financial improprieties, a DLP yard-fowl EMERGED from the “Realm of Stupidity” to present issues from the Auditor General’s 2007 report as their way of defending the shiite in the 2015 report and to essentially imply we should ignore that report because similar occurrences were highlighted in the 2007 report.

    Then the “King” or “Court Jester” of the realm, Denis Kellman, emerged to say during his 21 years in parliament, he has not read an Auditor General’s report, since the Auditor General only expresses an opinion. And it is alleged that Kellman is a Certified General Accountant (CGA).

    (I heard he did not complete the designation).

    TEACHERS HATE MATHS – Minister of Education Ronald Jones is contending that some of the nation’s teachers exhibit a strong dislike for Mathematics, which in turn impacted on the Barbados Secondary Schools’ Entrance Examination results.Speaking at an awards ceremony and presentation for the Electricity and Renewable Energy Science Exposition at the Ministry of Education yesterday, Jones said his ministry had recognized that there were teachers “who have an aversion to Mathematics”.“We want our young people to have full appreciation for Mathematics. I think sometimes it is what teachers bring as well that can affect how children learn, how children respond,” he said. “We have outlined some plans to take every teacher who teaches through a rigorous relearning process, preparing them to deliver in the classroom and to move some in the primary school into math specialization,” Jones said.Jones also warned that if teachers were lackadaisical, uncertain, lacked confidence or failed to command the classroom space, their students would tune off.“They may look wide awake but they are going to shut down on you. So don’t care how you try, don’t care how you coerce, you are not going to get much from that level of behaviour which you show.”He said if students had a weak Mathematics foundation at the primary level, the problem would continue at secondary level and would manifest itself in the examination.There were several complaints from students following the May 3 examination, that the Mathematics paper was difficult. There were also suggestions that there were inaccuracies in the paper.However, Jones restated the position he expressed Tuesday when he released the results, that there was nothing wrong with the paper, adding that some students likely did not understand some of the questions.
    BLP CONDEMNS MOVE TO OUST NUPW LEADER – The Opposition Barbados Labour Party (BLP) Shadow Minister of Labour Dwight Sutherland yesterday accused the ruling Democratic Labour Party (DLP) Government of deliberately trying to remove President of the National Union of Public Workers Akanni McDowall. In a press release issued on the eve of a members’ meeting to consider a motion of no-confidence against McDowall, Sutherland, the Member of Parliament (MP) for St George South, said the move was an attempt to influence forthcoming pay negotiations for public servants, for whom McDowall was seeking a 23 per cent increase, as well as the planned rationalization of statutory boards.The first-term parliamentarian said at a time when the NUPW should be gathering strength to address the vexing question of salary and wage increases, it was being saddled with a leadership struggle.Sutherland recalled that during last month’s House of Assembly debate of the Opposition no-confidence motion against the DLP administration, he had warned that the ruling party was deliberately trying to remove McDowall from office.He contended that those who did not believe him at the time would recognize now that it had become an imperative for the DLP to get the trade union movement back in its hands at this critical moment in the life of the administration, which faces a general election in another year and half.The St George South MP recalled that there was no hint of a lack of confidence in the leadership of the NUPW when thousands of workers were unceremoniously sent home two years ago, sometimes in breach of the last in, first out principle. McDowall was not at the helm then.Examining the historical “marriage” between the BLP and the trade union movement in Barbados, Sutherland said the history of the party was intrinsically linked to the trade union movement. He called on all interested parties to recognize “these crass attempts to control and manipulate the largest public sector union in the country”.“We must reject out of hand the politics of stealth and back-room dealings that have come to characterize and define [this] administration. We in the BLP are asking for a fair deal for public sector workers who wish to have their salaries and wages “restored” to reasonable amounts after over eight years of sacrifice,” Sutherland said.
    SIR ROY EMBARRASSED BY GOVERNMENT’S TREATMENT OF UCAL – Retired trade unionist Sir Roy Trotman said he was “disappointed and embarrassed beyond words” by the Freundel Stuart administration’s treatment of the more than 150 small shareholders of United Commercial Autoworks Limited (UCAL).Sir Roy, a former stalwart of Stuart’s ruling Democratic Labour Party (DLP) and Chairman of UCAL voiced this concern in a letter dated June 1, 2016 to Minister of Finance and Economic Affairs Chris Sinckler.In the letter Sir Roy recalled that in March 2016, the Ministry of Finance and Economic Affairs had indicated it would pay the weekly invoices when UCAL sends them to the Transport Board and would also reimburse UCAL approximately $22 million which successive Governments have run up in debt.The retired trade union leader claimed Government had betrayed the trust of the workers and not only had the administration not paid the promised $1.8 million, it had also closed all communications channels. He contended that some members of the administration had publicly stated that UCAL was to be “squeezed to death”.Making a plea to Government “in the name of what is decent and fair”. Sir Roy asked the administration to pay the $22 million owed to UCAL; give it a few months to pay its creditors from that money and allow UCAL time to resettle elsewhere. Meanwhile, Barbados TODAY received copies of financial reports dated April 29, 2016 and June 7, 2016 which shows UCAL owing over $3.5 million to the National Insurance Scheme, $794, 520.81 to Inland Revenue and a further $5, 655 719.12 in Value Added Tax to the Barbados Revenue Authority.As at June 7, 2016 Corporation Tax arrears had climbed to $1, 823 678.09 and rent owed to the Transport Board for use of the workshop at Weymouth, St Michael stood at $1, 278 444.53.As at June 7, 2016 UCAL’s bank balance stood at $191, 691.55.
    CEMENT BLOCK – He has blatantly refused the Chief Town Planner’s order for him to ‘cease and desist’ from erecting a cement base at Spring Garden, St Michael.Now the Town Planner has taken matters into his own hands with the filing today of criminal charges against the Maloney-led Rock Hard Cement Limited.On the advice of the Director of Public Prosecutions (DPP) Charles Leacock, QC, Cummins moved to the District ‘A” Magistrate’s Criminal Court yesterday, where the relevant documents were filed, accusing the cement company of refusing to comply with his recent stop notice, which prohibited any further work at the old Flour Mill site, and ordered the demolition of the concrete structure, which Rock Hard has been using for storage of its imported building materials. Based on the official court document, hearing of the matter has been set for next Tuesday in the Number 2 Magistrate’s Court.The document also states that sometime between November 13, 2015 and May 30, 2016, the accused, Rock Hard Cement, “carried out, or caused or permitted the carrying out of construction work and operations thereon, in contravention of the provisions of Section 40B (5) of the Town Planning Act, Chapter 240.”Under that section, ”any person, being a person in relation to whom a stop notice is in effect, who carries out or continues, or causes or permits to be carried out or continued, any operations prohibited by the notice, is guilty of an offence and is liable on summary conviction to a fine of $1, 000.Secondly, if the offence is a continuing offence, a fine of $250 can be applied “for each day or part thereof during which the offence is continued after he [the accused] is first convicted.” Maloney has been refusing to comment publicly on the matter since last week.However, up to this afternoon, work appeared to be continuing at the Flour Mill site where the offending structure remained in place with hundreds of bags of cement neatly stacked inside.It was late last month when the Chief Town Planner referred the matter to the DPP, who had initially sent it back to Cummins with undisclosed instructions.However, the DPP confirmed that a final recommendation had been made by him in the matter and that he had issued it to Cummins on Tuesday.When contacted, Cummins also confirmed that the legal suit had been filed against Rock Hard Cement.This comes mere days after Prime Minister Freundel Stuart issued a stern word of warning to Barbadians, who appear bent on flouting the orders of the Chief Town Planner.During a press conference at his official residence, the Prime Minister side stepped the Maloney controversy, while warning however that his Government was prepared to go as far as to enact new laws to ensure compliance with the country’s planning rules.
    SHOOTING DEATH ON JOLLY ROLLY – At this hour, police are on the scene of a shooting death at dockside in the City. Eyewitnesses say the victim was getting ready to go board the Jolly Roger pleasure cruise when he met his death just after midnight.The incident forced the cancellation of the cruise. Shipwreck Wednesday, an event which was taking place nearby along Wharf Road, was also shut down by police.No more information is available at this time.
    16 YEAR OLD ADMITS TO HAVING A KNIFE – A pre-sentencing report was today ordered for Dishon Romario Bullen.This was after the 16-year-old pleaded guilty to possession of an offensive weapon, namely a flick knife, when he appeared before Magistrate Douglas Frederick in the District “A” Magistrates’ Court.He was arrested back on February 11, this year, after attempting to flee as a police patrol approached a group of men, of which he was a part.Mullen, who resides at #14 Stratford Hill, Pine, St Michael, was apprehended by lawmen who requested a search. The weapon was found in the back pocket of his pants, the police prosecutor revealed as he read the facts.Bullen was also arrested on February 11 for possession of an illegal firearm. He was granted bail on this matter in the High Court.Entering the guilty plea this afternoon, his legal representative described Bullen as a peaceful young man who had found himself with the wrong crowd and “was remorseful”.He pleaded with the court to be lenient with the accused. Responding, Magistrate Frederick said while the report given by Bullen’s attorney “doesn’t say anything bad, it did not necessarily say anything good either.“It tells me that there is a need for some intervention into your life,” the magistrate said as he ordered the pre-sentencing report.Bullen is expected to reappear on July 29, 2016.
    TEEN GETS HELP FOR ANGER ISSUES – Describing himself as an angry teenager, Kyle Shaquielle Belgrave was today remanded to the Psychiatric Hospital for anger management counseling.The 18-year-old of Wavell Gardens, Wavell Avenue Black Rock, St Michael, pleaded guilty to assaulting his sister, Shanika Belgrave, following an altercation at their family home.When asked why by Magistrate Douglas Frederick, Belgrave answered: “Because I get angry quickly”.He went on to explain: “I have a lot of hate . . . just at the whole world because of my eye . . . I feel like nobody cares about me”.The accused had his left eye shut on entering the District “A” Magistrates’ Court and the entire time he stood in the dock.He admitted that he had spoken to a counselor while at the Juvenile Detention Centre but had not received any more professional help.Magistrate Douglas soon concluded that the young man had several goals, one of which was to become a businessman, but his personal issues were hampering his development.“Let me get some Government-provided counseling for you . . . an assessment at the Psychiatric Hospital,” Frederick said as he explained his decision.Belgrave returns to court on June 24, 2016.
    WELDER WARNED – A 38-year-old welder, charged with unlawful wounding, was today warned to stay away from his alleged victim.That was one of the conditions handed down to Omar Omerhi Perryman of Walkers, St George in the District “A” Magistrates’ Court in order for him to secure bail.Perryman is charged with unlawfully wounding Shean Turton on June 6, 2016 with intent to maim, disfigure or disable him.When he appeared before Magistrate Douglas Frederick this afternoon, the police prosecutor said he had no objections to bail.Perryman must also report to the District “A” police station every Wednesday before 10 a.m. as another of his bail conditions.Bail was set at $3, 000 and his next court appearance is scheduled for September 21, 2016.
    MAN PLEADS GUILTY – A ST LUCY MAN pleaded guilty to possessing and trafficking cannabis today and was fined $2 500. Forty-two-year-old Odinga Mboya Yearwood of Allman Road, Checker Hall was charged by police after he was found with 24 grammes of the drug yesterday. He was a passenger in a vehicle which was intercepted by police along the Adams section of the ABC Highway.When Yearwood appeared in the District “C” Magistrates Court he was fined $2 500 in three months or three months in prison on the charge of possession. He was convicted, reprimanded and discharged on the charge of trafficking and the charge of possession with intent to supply was withdrawn.
    VINCENTIAN ON DRUG CHARGES – A Vincentian woman will appear in court tomorrow on multiple drug offences.She is 35-year-old Desrey Veronia Stowc, charged with possession of 1.5 kilogrammes of cocaine; possession with intent to supply cocaine; trafficking cocaine; and importation of cocaine.Stowe arrived here on Monday and was interviewed by police.She was subsequently referred to Customs, which conducted a search of her luggage.Two bottles containing a liquid were found and tests revealed that the substance in both bottles was cocaine.Stowe will appear at the District “B” Magistrate Court tomorrow.
    MOTHER BURNED DAUGHTER – Police in the Pakistani city of Lahore have arrested a woman suspected of murdering her daughter for marrying without family consent.Police say the body of Zeenat Rafiq shows signs of torture. She was doused with fuel and set alight.Her mother Parveen is accused of luring her back from her in-laws.It is the third such case in a month in Pakistan, where attacks on women who go against conservative rules on love and marriage are common.Last week a young school teacher, Maria Sadaqat, was set on fire in Murree near Islamabad for refusing a marriage proposal. She died of her injuries.A month earlier village elders near Abbottabad ordered the murder of a teenage girl who was burnt to death because she helped a friend to elope, police said. Zeenat Rafiq, who was 18, had been burnt and there were signs of torture and strangulation, police told BBC Urdu. A post mortem examination may establish if she was still alive when she was set on fire.Police Superintendent Ibadat Nisar said officers were looking for her brother who is “on the run”. Her mother was found in the house with the body.“Her mother has confessed to the crime but we find it hard to believe that a 50-year-old woman committed this act all by herself with no help from the family members,” he said.Neighbours contacted authorities after hearing screaming, but Rafiq was already dead by the time police arrived, BBC reporter Saba Eitizaz says.
    VENEZUELANS TURNING TO TRASH FOR FOOD – Until recently, Julio Noguera worked at a bakery. Now he spends his evenings searching through the garbage for food.“I come here looking for food because if I didn’t, I’d starve to death,” Noguera said as he sorted through a pile of moldy potatoes. “With things like they are, no one helps anyone and no one gives away meals.” Across town, unemployed people converge every dusk at a trash heap on a downtown Caracas sidewalk to pick through rotten fruit and vegetables tossed out by nearby shops. And chief executive officer of the BAS James Paul is asking the Ministry of Trade, the Customs Department and the Ministry of Agriculture for an explanation.At a hastily convened news conference at BAS headquarters yesterday, Paul said the matter was brought to his attention by poultry producers who recently advised that the normal quota of chicken they supplied to supermarkets had been drastically reduced as a result of the imports. The problem for the local suppliers became more acute over the last four or five days, according to Paul.

    BIGGGER SANDALS – By Independence Day next year, the Sandals property here will be the popular hotel chain’s second largest resort behind only Sandals Ocho Rios.Sandals Resorts International (SRI) has embarked on a US$180 million expansion project to add a further 222 rooms to the existing 280-room stock. The announcement came yesterday morning at a groundbreaking ceremony at the Dover, Christ Church property, where Chief Executive Officer Adam Stewart also announced that the hotel would almost double its staff complement with an additional 520 workers at the completion of the project on November 30, 2017.Stewart said almost all of the current staff are Barbadian employees. SRI purchased Couples Resort (previously Almond Casuarina Beach) in December 2013, and undertook a US$65 million renovation of the property, turning it into a luxury cutting edge hotel.The expansion will take the total investment in the Barbados property to US$245 million, with funding for the project coming from both SRI and Republic Bank (Barbados) Ltd.Senior Project Manager Terence Des Vignes said the investment was the single largest for the hotel chain to date and construction would be carried out entirely by Barbadians. He stated that during the peak of the construction the property would employ approximately 1,200 people directly and an additional 500 support staff.When completed, the expanded Sandals Barbados will boast five restaurants, a new spa and wellness sanctuary, a state-of-the-art 10,500 square feet conference facility that can seat a maximum of 550 people, an entertainment pavilion and three swimming pools.Meanwhile, Minister of Tourism and International Transport Richard Sealy revealed that of the record 591,000 visitors to the island last year, over 20,000 stayed at the Sandals property.     I was a bit taken back a few weeks ago when I heard that the BWA was diverting its Trenchless technology from Roebuck Street to the East Coast Road,or Cattlewash, to be precise, given the fact that its one long road, built on a sand based foundation.
    The BWA comes into our villages and communities and dig up left ,right and centre. Leaving large holes for weeks,without a care for the residents.
    Not so with the folks of Cattlewash. This new technology was employed to prevent any damage to the driveways ,lawns and the roadway in front of the homes in this east coast enclave.

    It puzzles me that CJ Gibson does not hold night court, others have suggested it for all the years he been there complaining about the problems at the cour, he can’t say he does not know about it, it’s an American staple…..

    I can however appreciate that the idiots in parliament need to appoint another 6 or 7 judges to make this a possibility, a success and cut into the backlogs at the supreme ciurt….I suspect Adriel Nitwit Brathwaite and the jackass ministers are probably awaiting the approval of the accuseds. ..these lazy bitches for ministers just don’t do any work and refuse to show that they areprogressive and are capable of making positive changes.
