
Today (10/05/2016) a No Confidence Motion brought by the Opposition Barbados Labour Party (BLP) is scheduled to be debated in the House of Assembly. The motion is anticipated to discuss government’s mismanagement of the economy – the several downgrades, Sandals, Cahill Energy among others. Not many except the overly optimistic BLP supporter expects the government to demit office as a result of the motion. However the Opposition gets the opportunity in the glare of public view to articulate concerns for the general public to draw conclusions.

Jackass Alvin..the government also retrenched workers BEFORE they took the salary cut and only did so under duress when there was an outcry about their refusal to take a salary cut…….were the severed workers rehired, that is the question you should be asking, the politicians still got a salary after and deispite a cut, the severed workers got nothing and suffer.

Here you are, in your contribution to BU, CONDONING and SUPPORTING this DLP administration’s actions of restoring 10% of their salaries, and doing so against the background of:
1) Approximately 10,000 former public sector employees who, through government’s RETRENCHMENT PROGRAM, LOST 100% of their salaries/wages, with the former NCC and Beautify Barbados employees still awaiting their severance payments almost 3 years after being retrenched.
2) Civil servants being asked to ACCEPT a “freeze” in their salaries/wages for the past 8 years, while Stuart persists in MAINTAINING the LARGEST cabinet in the HISTORY of Barbados, and is now in the process of restoring 10% that was deducted from politicians salaries. It is interesting to note that this 10% cut included Branch Secretaries and Personal Assistants.
3) Barbadians HEEDING this DLP administration’s call to make SACRIFICES for the development of Barbados, while DLP politicians are engaging in actions CONTRARY to their call, IGNORING helping Barbados, but HELPING THEMSELVES.

Steven Lashley was on Brass Tacks just before 11:55pm, trying to explain that the information relative to the 10% increase in their salaries is misleading. He said it’s a restoration of salary, which is true.
However, based on his explanation, their salaries were reduced by 10% for a specific period of time, and since that time has expired, they are within the law to restore that 10%, which is also true.
The anomaly here, which must be explained, is that if the process of restoration will be done under similar circumstances as was done with the restoration of the 8% reduction in salaries/wages the civil servants were forced to endure in the early 1990s.
Recall that, under Owen Arthur, government reimbursed the civil servants with the full amount of money they lost as a result of the 8% cut. And this was paid in 2 installments.
Is the government going to restore the 10% and pay retroactive payments to ministers, similarly to what was done in the case of the 8%?

What is clear and what this shows is that when the DLP gave/took the 10% pay-cut, it was nothing more that a POLITICAL GIMMICK.
MIA has slammed the door in their faces and is refusing to take/or partake in a restoration of the 10% unless and until civil servants get a pay increase, the laid-off government workers are re-instated and the NCC workers get their separation package and severance payments.
And Mottley gave Barbadians a number of “bold faced reminders of why the DLP has lost its way.
Between this 10% pay increase and fact that CAHILL is a creature of the PRIME MINISTER, the DLP has to come from a far way down to be relevant at any time in the near future.

What is your opinion of the “case” he made about the accrual accounting system and it’s adoption by the former BLP government and how its current use by the DLP government is totally misunderstood by Moody’s, all the foreign experts and local ones in Accounting and Economics in that the use of the accrual system totally legitimises the strategy of building up significant fiscal deficits?
He also said that it was ILLEGAL to have deficits before the adoption of the accrual method by the BLP but that such deficits are perfectly legitimate now.
I might have totally misunderstood him so perhaps you or some other Accountant or Economist or ratings expert could explain and correct what he actually said?

I heard Minister Kellman making what seemed to be highly intemperate statements last night and in my post here I asked a frequent poster here, whose opinion I value highly, what is his impression or understanding of Minister Kellman’s statement on the accrual system of accounting and you respond with an asinine comment about me.
I am not an economist, nor accountant nor ratings expert and as such I am merely seeking to elicit the opinion of a BU expert on this matter for the benefit of myself and other non-expert BU posters.
But, Past Zone, perhaps you are an expert in this area. If so, let us have your expert views on Kellman’s statements rather than this veiled attack on me. Is there no merit at all in what Kellman had to say? and if so, what does that say about his party that apparently gives him succour in making such statements and indeed has used his kellmanomics to confuse the populace re. evaluating BLP and DLP economic performance for some time now? But I rather suspect that you are instead an idiot jumping to conclusions.

Unfortunately, I did not hear Kellman’s contribution last night. However, for someone who professes to be an accountant, Kellman usually talks a lot of shiite. He has a habit of combining accounting and political terminologies to spew his political propaganda.
Bear in mind that using the cash basis of accounting system (as Kellman would know if he is actually an accountant), revenues are recognized when cash is received and expenses when cash is paid.
On the other hand, the accrual system records revenue when it is earned and expenses at the time they are incurred, even if payment has not been received from a customer or bills have not been paid by the business. This method provides a more accurate determination of what the organisation owns and owes in economic terms.
If Kellman actually said “it was ILLEGAL to have deficits before the adoption of the accrual method,” then as usual he is talking shiite.
According to page 5, item 1.25 of the Auditor General’s Report for 2009: “In accordance with the Financial Management and Audit Act, the accounts of the Government were reported on an accrual basis from 31st March 2008. These ACCOUNTS are GOVERNED by the International Public Sector Accounting Standards (IPSAS) issued by the International Federation of Accountants (IFA).”
The IPSASB web-site describes the organisation as follows:
“The International Public Sector Accounting Standards Board® (IPSASB®) develops IPSAS™, accrual-based standards used for the preparation of general purpose financial statements by governments and other public sector entities around the world. Through these standards, the IPSASB aims to enhance the quality, consistency, and transparency of public sector financial reporting worldwide. It also issues guidance and facilitates the exchange of information among accountants and others who work in the public sector and promotes the acceptance of and international convergence to IPSAS.”
How could Kellman state that the current use of the accrual system “by the DLP government is totally misunderstood by Moody’s, all the foreign experts,” when the IMF supports and accepts the International Public Sector Accounting Standards (IPSASs) accrual-based standards and the fiscal balance measures published in budget reports are consistent with international standards, (i.e. IMF and United Nations).

I was surprised a bit that Peter Wickham though tough, eased up on Stephen Lashley today. I guess, he did not want to come over as anti DLP and I think Peter was disgusted judging from the way he started the programme.
But why did he call? He had to acknowledge that to restore the pay cuts at this time was insensitive and he even committed to taking the matter back to his colleagues as they have to listen to what the people are saying.

Kellman repeated the points which i summarized a number of times so I don’t think I was mistaken. It therefore seems he was indeed talking Shite.
Another point:
It seemed somewhat surreal to me to observe the order of the speakers last night. The BLP speakers followed one after another. Then Kellman got up in a rather flustered manner and made his disjointed contribution. Then the other DLP speakers spoke, one after another, until the sitting was adjourned to Thursday.
I was wondering if perhaps the DLP plan was for no one on that side to speak and Kellman took it on himself to upset that apple cart forcing the other speakers to follow him or if it was indeed planned for the way it unfolded. In any case, can anyone recall if there was a previous occasion where on a debate on any matter, so many members of one side spoke and then a number of members of the other side spoke outside of a situation with a 27 to 3 majority.
Was this a strategy by the DLP to hear all the relevant arguments by the Opposition and then have 48 hours to prepare a response or did Kellman fortuitously force them into it?
It will be most interesting to see how the DLP speakers will react tomorrow. Will they avoid the numerous bombs cast by mainly Mia and Toppin or will they take them on frontally? What will be Freundel Stuart’s defence to the almost concerted and plausible attacks on his credibility and leadership acumen launched on him by every BLP speaker so far that has also put the lie to the assertion that the BLP is a grossly divided party?

Perhaps I’m wrong but I believe with all my heart that if David Ellis were the moderator today when Minister Steven Lashley called the program, the questions would not have been as probing as they were. This is the same administration that excluded the Starcom Network from a news conference a few years ago, even though the aforementioned network has the greatest reach in the country.
