Fireworks startedย  the moment concerned Barbadians entered the LESCSย  and were informed questions had to be written down to solicit answers from the panel assembled, including the much talked [โ€ฆ]about Clare Cowan. In her opening statement she communicated the main purpose of the Open House was to debunk untruths being posted on the blog (BU) and Facebook.

A very informed crowd despite not having access to an open mike peppered the panel with questions about the project delivered by an obnoxious moderator. The bottom line: those who attended left unhappy because key questions were not answered or were deflected.

The disappointment for BU was hearing responses to two questions. The first was if Cahill Energy is aware of a plasma gasification plant built on any island of similar size to Barbados anywhere in the world. Clare Cowan answered she was not aware. And the second question: how would environmental standards be enforced – to which Clare Cowan responded a community effort is her best recommendation. She added the government will likely enact legislation borrowed from the UK or Canada to enforce the standards required.

Other interesting observations, not exhaustive:-

  • Cowan implored Barbadians to ask the government about how it plans to pass on the benefits of energy savings to Barbados which provokes guffaws from the large and boisterous crowd.
  • Cahill Energy is a company registered in Guernsey with two shareholders.
  • Cowan refused to divulge any details about the agreement with government and cited standard NDA rules.
  • The general EIA was completed but a location specific EIA has to be also done to accompany an application to Town Planning permission.
  • Clare Cowan denied a finders fee was paid on the deal.
  • The TP has to approve for the project to become a reality.
  • Cowan denied Cahill Energy is a shell company.
  • The cost of the plant will be BBD700 million
  • The hazardous waste generated will be shipped to Canada.
  • The Environmentalist engineer on the panel admitted he was clueless about how the proposed plant will treat with Nano particulates.
  • The panel was non committal about the source and volume of water required to support plant operations until the EIS has been completed.
  • The building of the plant will create 700 jobs and to run it 75.
  • There is no plant of proposed size for Barbados operating as a commercially viable operation anywhere in the world.
  • The plantโ€™s design is a 55:45 mix of waste and bio-feedstock.
  • The government has given 15 acres of land to the project at a value (according to Cowan) of two million dollars.
  • Zero Waste Management is a good option to aspire and implement but it does not deal with the waste management problem today.
  • Cahill Energy will work with SBRC and Bโ€™s Recycling because the gasification plant will not accept waste with a low calorific value including metals. Bโ€™s will be paid top dollar for waste.
  • Government officials were not present.
  • Barbados will 3,000 acres of king grass to feed the plant.
  • The investment is projected to have a 19% ROI

Several other points were raised however several questions about the agreement remained unanswered. The meeting started just afterย  7PM and finished promptly at 9.30PM to the relief of Clare Cowan who received โ€˜licks like peasโ€™. An interesting event occurred after the meeting ended, Patrick Frost of BSTU fame address the assemble and urged everyone to analyse the data, continue to have a dispassionate debate and be ready when the EIA is released for public discussion. His intervention drew loud support.

The location of a plasma gasification plant has stirred deep emotions in Barbadians living on the rock. Perhaps it is the memory for some of Greenland.

But you should worry Mrs. Cowan, you haven’t pulled the wool over anyone’s eyes tonight. You only proved yourself to be the liar and manipulator that everyone know you to be. Good luck digging yourself out of the hole you are in. This plant is dead in the water.

    Let the scammer Cowan and her cabal submit their invoices for consultancy fees to the Ministry of the Environment and SSA. We will be tracking the money to see if 10% of the invoice amounts ends up in Denis โ€˜Black moutโ€™ Lowe’s back pocket instead of his dead mother’s account.

    Itโ€™s good to know BU has been receiving international exposure.

    In response to Alvin Cumminsโ€™ contributions on another post, I reasoned that supporters of the Cahill project have been referring to WTE plants built in countries such as China, USA and England, which are by far larger than Barbados. In those countries, such plants could be constructed in isolated areas and any harmful effects to the population and environment could be adequately controlled.

    Additionally, I asked if the supporters could address the issue of TRANSPARENCY and confine their research to WTE plants constructed in countries or islands of similar size and economy to that of Barbados, the effects those plants had on the environment, long-term economic viability of the project and a cost benefit analysis report.

    Unfortunately, if what was reported in this article is true, relative to Cowan and the panel not answering pertinent questions posed to them by the audience and with no government official in attendance (not even Denis Lowe?), then this project remains shrouded in secrecy and mystery.

    Some of us, who raised concerns about transparency of the project, were called “BLP misfits, yard-fowls, negative nabobs, fear mongers with political objectives.โ€ I guess the same may be said about the crowd that went to the meeting and asked similar questions.

    It will be interesting to see how Alvin Cummins, the numerous other ACs and the usual DLP yard-fowls will spin this situation.

  9. The engineer consulting for Cahill referred to plants mainly in Japan and the UK as examples of the technology working. He didn’t refer to many of the plants cited by those copy pasting on BU. BU’s assessment of the panel is that it failed to answer pertinent questions and to promote confidence this lot know what they are doing.

    The joke of the night is when Clare Cowan referred to emissions from diesel powered buses in Barbados and compared it to emissions from the BL&P stack caused by its bunker C feed.

  11. Referring to a proposed WTE plant to be built in Arecibo, Puerto Rico by Energy Answers International (Arecibo), is an example that reinforces concerns that many Barbadians have about a WTE project in Barbados.

    In May 2007, Columbia University, School of International and Public Affairs prepared a document for the US Environmental Protection Agency, Region 2, entitled โ€œWaste to Energy: A Possibility for Puerto Rico.โ€

    This document outlined why Puerto Rico needed a new solid waste management plan, WTE as part of a new solid waste management plan, public concerns and opposition to WTE, WTE technology, economics of siting a WTE facility and creating a public education program.
    This working paper also gave an explanation of the economic model, which included a statement of projected revenue and expenditure, outlining the cost of fixed capital (land purchase, plant and equipment construction); variable revenue; variable and fixed operational and capital costs.

    Note: Almost 9 years after the WTE project was first introduced to Puerto Rico (2006), the plant has not been constructed as yet. The company had to satisfy a number of environmental studies, which have been responsible for the delay.

    On October 30, 2014, EAI issued a press release informing Puerto Ricans of the following:

    โ€œEnergy Answers confirmed today that the Environmental Quality Board of Puerto Rico (EQB) granted the Air Quality Location and Construction Final Permit for its proposed Resource Recovery Facility (Waste to Energy) to be built in Arecibo, which represent an investment of $ 750 million.โ€

    Puerto Ricans also had many concerns about the project. BU could read a โ€œNews is my Businessโ€ article written by Lorraine Blasor on September 25, 2014, entitled โ€œArecibo incinerator: Closer to reality, but will it have garbage to burn?โ€

    Excellent work by BU. The information should give AC boots some pause but it seems that yardfowlery transcends his common sense so I won’t hold my breath that he will see the light.

    There seems to be some positives coming out of the BU report eg. 1) that there has been no refutation of the major points against the project that have been made by several posters on BU and 2) No Government Official was there to defend their stance or even hear the arguments for the project from representatives of Cahill.

    Was the BLP represented? If not, why not. The answer to this might give some indication as to the vigour of their opposition to the Cahill project.

    Was the Future Centre Trust represented? If not, why not?

    Were there any surreptitious audio recordings made of the proceedings? If so the BU family would be very grateful if they could be made available for us to hear.

    Barbados is in a funny position with many things that were formerly unthinkable here becoming commonplace, so isn’t it possible that the official video recordings by Cahill might be generally used to identify opponents to the project for the absent Government sponsors for future reference and jonesing action?


  13. There are significant differences between the WTE plant to be built in Puerto Rico and the plant to be built in Barbados.

    1) A working paper on the project was done for the US Environmental Protection Agency, Region 2, by Columbia University.

    2) Before the project could be undertaken and commencement of construction, EAI had to satisfy all environmental laws, apply for the necessary permits and undergo environment reviews by federal and commonwealth government agencies. And this process has so far taken almost 9 years.

    3) The government and EAI sought to address the concerns of citizens.

    4) Energy Answers International is a reputable company and has built a number of WTE plants in the USA.

    5) The project finally received approval in November 2014. However, EAI has not commenced construction of the plant because of on-going negotiations with municipalities and opposition from local environmental groups.

    Compare the above information with what has occurred in Barbados with Cahill. Surely we must agree that a high level of TRANSPARENCY is evident as it relates to the Puerto Rico situation.

    Heard the tail end of some comments by Engineer Tony Gibbs on the Cahill meeting last night. Seems as if he corroborates the BU conclusions, at least in the last 15 seconds or so of his comments.

    Cynthia Forde in whose constituency the WtE plant will be built if approved was spotted in the crowd. Interesting to see the upper and high middle class very well represented. Thus should worry the government, these are the people who influence confidence and investment in the country.

    The permission was given after the project was discussed. It is good that WE are also having these types of discussion. I never tried to give the impression that it was a done deal. In addition some people try to give the impression that this type of project proposed for Barbados could be conceptualized and finished in a couple of months. These types of projects take years to complete. Plans have to be made, legal issues have to be completed, environmental issues have to be ventilated and resolved, hardware has to be designed and built, agreements with manufacturers have to be discussed and completed, a myriad number of issues have to be completed before the first brick is laid. As a consequence these types of things are not done at the last minute

    It has been pointed out that there is no where the size of Barbados that a Plasma Gas WTE plant has been constructed. So What?. I already said that Barbados has the opportunity to lead the rest of the world in this regard. There is nothing wrong in being the FiRST. Why do we have to wait on others? Why can’t we set the standard? We have engineers; mechanical and chemical, in Barbados, why can’t they work with the proposed company to be part of the designing team and give their input? There are so many ways in which the solutions; including home grown solutions, can and should be included in the proposed project? Negative Nabobs will never see the positive possibilities. They will never see where something is possible, they will only see; as far as they are concerned, that something will not work. There is an opportunity for us to be part of the solution. Why must everything always have to be so adversary? Must we fight over everything?
    How many years was the extension to the highway in the PLANNING stage before construction began? When SSS made their presentation on television; the only one, was that considered transparency?

    Barbadians have a habit of being premature in their assessment of a project, especially a project of this magnitude and importance.Open discussion is NECESSARY and IMPORTANT so I am sure no one in government, or the so called Dlp yard fowls” object either to having discussions or debate. By the way I object to putting DLP (strong) supporters (yard fowls) in the same pen, so I shall always refer to BLP (strong) supporters: Bushie, Miller, Artrs, Island Girl, SSS etc, as YARD DUCks, so that there is no mistaking who we are talking about

    Whether these yard ducks want accept it or not, a WTE plant is necessary and inevitable so even if this particular project does not go ahead, and even if the DLP lose the next election (not likely), and even if the BLP wins (Unlikely) the incoming government will HAVE to deal with it.

    Good research about PR, the project has had a long gestation because the government has been response to feedback to ensure the plant satisfies the concerns of citizens. Of interest is the strong quality framework it has insisted be implemented. It is not coincidental this is BU’s main concern along with lack of transparency. Barbados authorities should adopt the PR model of due diligence and design. PR is aided also by being annexed to the US regarding freedom of information and managing integrity in high office. Instead we are being managed by a fractious government and a garulous lot.

    How can someone show โ€œCOURAGE and RESISTANCE to answer all the environmentalist concerns?โ€ Using those words in that sentence indicates that AN EXTRA EFFORT was made NOT to answer concerns.

    If you want to compare the situation between Puerto Rico and Barbados, you are missing the most IMPORTANT ISSUE in this scenario, and allowing DLP loyalty to cloud your judgment.

    TRANSPARENCY separates the two.

    The Puerto Rican government made sure a transparent and systematic process was followed. All the necessary information was made available to the public, all the relevant environmental issues were satisfied and permission was sought and approved by the relevant government agencies.
    The project has been delayed because of on-going negotiations with municipalities and opposition from local environmental groups.

    You need to understand that this entire process has taken ALMOST 9 YEARS. And this administration wants to complete this process NOW.

    In the case of Barbados, this administration just decided one day they would partner with Cahill to build a WTE plant, signed the necessary agreements, while with-holding pertinent information from the public.

    When we ask for more information, we are accused of being unpatriotic, politically motivated, scare mongers and using delay tactics.

    Then the DLP yard-fowls surf web-sites to copy and paste information as justification why we should KEEP OUR MOUTHS SHUT and ACCEPT that a WTE plant should be built on the island as soon as possible.

    IT CERTAINLY HAS NOT WORKED THIS WAY IN PUERTO RICO.

    This administration needs to stop its dictatorial style of governance and not try to FORCE policies down the throats of Barbadians. The DLP and its supporters must understand there is no WRITTEN LAW that dictates Barbadians MUST AGREE with every policy or strategy undertaken by government.

    When some people voice their concerns about issues affecting them (as is their right), it does not mean they are members of the opposition or unpatriotic. The mere fact they raise these concerns is indicative of the fact that they love and want the best for the island.

    Just before I left Barbados (Late June) there was an article in the Nation about an “investor” (white) who was proposing to construct a WTE plant at Vaucluse; in a highly valuable AREA OF LAND; AS FAR AS AGRICULTURAL VALUE IS CONCERNED, where has the discussion of the environmentalists taken place? I have not read of any questions being asked. Have there been any questions asked? Who is this man? What is his history? What are his bone fides? What about the WTE plant he proposes (Anaerobic [absence of oxygen] digestion plant, what are the details? Has construction already begun? THE STORY WAS PUBLISHED SHORTLY BEFORE I LEFT SO I DID NOT HAVE TIME TO FULLY CHECK OUT THE DETAILS. Could any yard ducks do this for me and report on BU?
    I will be looking forward to seeing what is the result.

    Cummins, let us seriously compare contributions written by Bushie, Miller, Island Girl and SSS, De Word, Piece, AWTY and Prodigal, to those written by Bajanfuhlife, NationBLPnewspaper, Togetherness, My Two Cents, AC, Fractured BLP, Only Observing, Alvin Cummins and a few others.

    Those contributions written by the latter always lacks substance, since they always contain rhetorical party political diatribe and unsubstantiated (ambiguous) generalized statements.
    You are always on the defensive to support the DLP, while characterizing (in pejorative terms), those who may have different views as being unpatriotic. Everyone has to accept the โ€œgospel according to the DLP.โ€

    On the other hand, the contributions written by the former are always brilliantly constructed and methodically composed, thereby highlighting the intelligence of the authors. These contributions cause us to think rationally and discuss issues with equal rationality.

    My friend, today, Thursday, July 23, 2015, I thank you for thinking so highly of my contributions that you have placed me in the category of these esteem contributors. And basically admitting that you โ€œDLP yard-fowls does write a lot of shiite.โ€

I meaning some here on BU would pretend and want people TO BELIEVE that barbados would bypass EPA laws in haste to build the WTE plant.The fact being that whether or not the environmentalist oppose all WTE plants must first pass all recomended test approved by EPA Furthermore Barbados is a member of a global community that must adhere to all governing laws that Barbados signed and agreed one of which is enviromental protection.

    But it might have been more accurate to have rephrased the following.

    DD suggests that this administration was not โ€œwith-holding pertinent information from the publicโ€; rather, it did not have pertinent information upon which to make the decision to sign the agreements.

    It may have been more accurate to say.

    In the case of Barbados, after being identified by 7th Heaven Properties as the Caribbean island most likely (gullible) to sign on to the Cahill scheme (scam?), this administration just decided one day, without conducting due diligence into Cahill or plasma gasification, they would partner with Cahill to build a WTE plant and signed the necessary agreements.


  27. Let us get to the meat of the issue here and it is the lack of transparency and silence of the minister responsible. Anyone who listened to Lowe in the last budget debate it is clear he sees the WtE plant as a slam dunk. Both ac1 and ac2 were not at the meeting last night. Many who attended are ordinary concerned Bajans and even expats who have joined the cause by getting involved in our democracy. It is clear this government does not have an appetite for a another term.

    Or better still, Prime Minister Stuart, may want to invite former US President Clinton’s Foundation to extend its assistance to GOB.

    Surely, the Clinton Foundation has more credibility than the woman with no history and her two (secret) shareholders

  32. Those comments are hypocritical, especially coming form individuals who are highly critical of Mia Mottley and blame or hold her responsible for every possible act that may not be supportive of this administration.

    Mottley was said to the motivating factor behind the recent waste haulers protest and NUPW industrial action.

    They cuss the opposition leader, saying she is “power hungry”, unpatriotic and “placing herself before the country.”

    So, AC, give and take….. you view it as your right to cuss the opposition…… allow people to cuss the government, that’s their right as well.

What does it say about who is responsible for advocacy in a democracy? Bear in mind a strong democracy presupposes quality advocacy must occur to avoid anarchy.

    And it also indicative of the fact that many people have genuine concerns about the Cahill project that goes far beyond petty partisan politics, and are NOT being satisfied by the government.

    Unfortunately, there will be those persons who, in an effort to push their party’s agenda, are inclined (obligated) to put a political spin on every issue.

The meat of the issue continues to change with every passing moment reason being that as soon as credible answers are given to their concerns they propose the same question hopingto get the answer they looking for. The fact being that not all questions being asked can be justifiably answered until all the necessary processes are tested and applied.The govt in the initial phase held a world wide news conference telling a world wide audience about the proposed building of the WTE including the cost of the plant and the company involved
    Now going forward the govt must wait until all applicable process have been approved and given the go ahead before making a final statement concerning any actionable progress
    As usual the blp misfits and their wannebe leader Mia Motley would invoke a misconception of paranoia to fit there agendas

I suppose they will be considered against the government too. I presume that he still feels indebted for his Sir-ship and must strike out (no play on the word) at anyone who appears to have an opposite view to those he protected for so many years. Guy ! ac would not know i am not a soothsayer although if i had to make a guess i would say that a considerable amount might have made up the audience which is ok .my only problem with the blp protagonist is there ability to subtract from any given comment and replace the context of the message /comment /with glorious perceptions.
    The WTE plants would continue to be not a welcomed sight to those who have a financial interest in other areas of management and renewable energy sources btw which govts have endorsed and which would is not enough for those who have financial interest as they perceived that sooner or later these older options would be phased out as people familiarize and endorse other alternative sources such as WTE
    Therefore the huffing and puffing would continue with attacks and delays to wear down govt and cast fear and doubt in the public minds,however the one good beam to shine out of all the noise is that all the countries who have already built and have in use WTE have shown substantial productivity in the controlling of waste and savings from renewable energy at a faster pace than other energy sources and waste management plans that have been around for many years added to the fact that big country or small country the environmental impact has been zero

    The Cahill open house last night was a Monty Pythonesque farce. I would love to see MADD do a version of the event. It was good to roar with laughter at some of the ineptly answered questions. As Leonard St Hill said "It is science fiction".

    Ms Cowan and gang were totally unprepared for what were actually simple questions that they should have seen coming and been prepared for. Instead the panel either postured or bumbled through. Thoroughly unprofessional. I believe Cahill did damage to themselves last night which is to our advantage in our quest not to have the gasification plant here in Barbados.

    I came away feeling confident that the Cahill/Government gasification plant will never happen if we Barbadians stand against it.

    Don’t judge all Canadian professionals by what you see in that video.

    Making a presentation/town hall meeting on a $700 million project requires that the presenters,panel have a comprehensive knowledge of the major issue relating to the project.

    I am curious about the profitability of farmers growing king grass.

    I will not waste my time on this Caahill wasted energy.

After much debate and cross talk the EPA gave final approval on the air permit for the WTE plant in PR this is another blow to the environmentalist as they race against time to protect their financial empire in solar and landfills and other up and running waste management and energy saving projects .Unfortunately after the dust is clear in its wake would be a emission cloud left hanging over cities in which the enviromental lend their voices to oppose while intentionally using scare tactics which have left toxic and smoldering levels of division among the populace
    As for the enviromentalist their job is done. leaving the fall out and damage for the politics and people to correct

    The US Environmental Protection Agency has given its final approval for an air permit for a planned waste-to-energy plant in Arecibo, Puerto Rico
    The permit was first proposed in May 2012, followed by a series of six public hearings in Arecibo. The project would accept 2,100 tonnes per day and produce 77 megawatts of energy, according to Energy Answers.
    The EPA said it had considered all comments and oral testimonies in granting the air permit, after the proposal met opposition from some locals.
    The company said the project would represent an investment into Puerto Ricoโ€™s economy of around $650 million.

    โ€œWith the final EPA air permit, and now the final EQB permit, it is confirmed, without doubt, that this operation is safe for Puerto Rico, protects human health and the environment and complies with all applicable local and federal regulations. Additionally, the project is now one step closer to creating extensive employment opportunities in the Arecibo region and generating economic activity that will benefit many sectors of the communityโ€, said Green.
