As we approach Barbadosโ€™ 50th year of Independence, I am calling on all patriotic Barbadians to join together and make a determined effort to uproot and eradicate the destructive remnants [โ€ฆ] of the “Old Colonial System” that still exist in our supposedly independent nation.

And one particularly odious remnant is that aspect of the “Old Colonial System” that traditionally permitted the social and business elite of Barbados to have compliant members of the political directorate grant them outrageously preferential business and commercial arrangements that allowed them to feed on the substance of the Barbadian State and on the mass of predominantly black labourers, consumers, and – in more recent times- taxpayers!

Just take a cursory look at Barbadosโ€™ history and you will see exactly what I mean. From the earliest colonial days, the planter/merchant elite utilized a compliant House of Assembly to, inter alia:- supply themselves with cheap labour by legislating the enslavement of Blacks; grant themselves legal title to the lands they had occupied; give themselves a commercial advantage by prohibiting free Blacks and Coloureds from being able to give evidence in Court against them; control Black labour by enacting a Post- Emancipation “Masters and Servants Act“; prohibit the migration of Black labourers from Barbados; transfer the burden of falling international sugar prices unto the backs of the large black labouring class; use legislation and the Court system to ensure that the lands of bankrupt plantations did not fall into the hands of Blacks; use grant money from the British Government exclusively for the elite sugar planter class; and the list goes on and on.

In more recent “Independence times”, this old colonial phenomenon has been manifesting itself in the practice of predominantly black Parliamentarians and Ministers of Government granting amazingly preferential taxpayer- funded or guaranteed contracts to elite white Barbadian and foreign business-people โ€“ contracts that they would never dream of conferring upon black Barbadian business-people!

One such contract is the so-called “Take or Pay Contract” that the current Democratic Labour Party (DLP) administration granted to Mr Bizzy Williamsโ€™ Sustainable (Barbados) Recycling Centre Inc (SBRC) in June 2009. Under that contract, we, the taxpayers of Barbados, are obliged to underwrite a guaranteed minimum payment of $22.6 Million per year over a 20 year period to SBRC for the processing or managing of so-called municipal solid waste, whether or not the company is actually called upon to carry out work of the requisite minimum quantity! Thus, under this contract alone, we taxpayers are saddled with a minimum payment of $45 Million over the 20 year period.

Another such contract is the April 2013 so-called storage tank lease contract entered into by our Government with the Mark Maloney and Bjorn Bjerkham owned and/or managed company known as Storage Solutions Limited – company number 36264 in the register of companies at the Corporate Affairs and Intellectual Property Office situate at Baobab Tower, Warrens, St Michael!

Under this contract, our Government-owned (and taxpayer-funded) Barbados Agricultural Management Co. Ltd (BAMC) is obligated to pay Storage Solutions Limited the sum of $2,150,000.00 plus VAT every year for 20 years for the privilege of using three molasses storage tanks at the Bridgetown Port. Thus, under this contract, our Government ( and ultimately the taxpayers of Barbados) are saddled with a payment of some $50 Million over the 20 year period!

Yet another such contract is the so-called housing construction contract entered into between this current DLP administration and the corporate entity known as Housing Concepts SRL โ€“ also owned and/or managed by the said Mark Maloney and Bjorn Bjerkham.

Under this contract, Housing Concepts SRL was leased a massive parcel of Government land at Coverley, Christ Church at a pepper-corn rent for the purpose of constructing houses for sale to the Barbadian people at prices ranging between $289,000.00 and $ 396,000.00!

But what makes this contract truly remarkable is that our taxpayer-funded Government has entered into a legally binding contractual obligation to purchase from Housing Concepts SRL any house that the company is unable to sell to members of the public! Thus, once again, we taxpayers are left holding the bag!

And -truth be told- I could go on and on detailing similarly outrageously preferential contracts that our compliant political directorate has conferred on a small group of elite white Barbadian business-people. It is no wonder therefore that our country now possesses a national debt that is virtually as large as our entire Gross National Product!

I wish to conclude, however, with one example of a similarly outrageously privileged government contract that has been conferred upon a foreign company incorporated in one of the Channel Islands off the coast of England – the so-called “Waste To Energy” contract that has been granted to Cahill Energy Limited and its subsidiary Cahill Energy Barbados Limited.

We Barbadians should really thank Opposition Leader Mia Mottley for exposing the alarming details of this old colonial-type contractual arrangement. Subsequent to Ms Mottleyโ€™s revelations I was able to read the 37 page document put out by Cahill Energy and Jacob Securities Inc about the project, and discovered that our Government has committed itself to do the following:-

(1) purchase 15 acres of land at Vaucluse and “donate” it to Cahill free of cost;

(2) purchase any additional land that Cahill will require for drilling wells and creating a lagoon, and “donate” said land to Cahill free of cost;

(3) supply the pipelines and other water infrastructure to the Cahill plant free of cost to Cahill;

(4) pay for the cost of integrating Cahillโ€™s plant into the electricity grid and into the public water supply system;

(5) waive all taxes and tariffs on Cahillโ€™s imports, exports, income, profits, dividends and transfers of shares;

(6) provide guaranteed taxpayer- funded payments to Cahill for the processing of waste over a 30 year period;

(7) provide guaranteed taxpayer -funded payments to Cahill for the purchase of electricity over a 30 year period; and

(8) provide Cahill with guaranteed taxpayer funded payments totaling close to $2.5 Billion over a 30 year period.

Fellow Barbadians, this is not right! The “Old Colonial System” continues to choke us and to subvert the positive advances we have made as a nation over the past 49 years!

The purpose of this article is to expose the continued existence of these aspects of the “Old Colonial System” and to urge all well meaning and patriotic Barbadians – of all races, classes and creeds – to demand their total abolition. Let us all operate on a level playing field, and let the public purse not be treated as anybodyโ€™s cash-cow!

    1 this article is obviously oriented to INCITE RACIAL HATRED. You are a serial transgressor in this regard.

    2 Any fair and objective investigator would have offered examples of Black Owned Bajan Companies capable of delivering the products and services EXACTLY equal to or BETTER than those organisations cited and at lower or equal Cost. Where are your examples of such organisations with tons of PROOF, extracts from interviews with Black Owned Businesses whom you have interviewed and quote with full name and detail?

    When do you intend on exposing the Black Customs fellas that EXTORT $$$$$$ from all kinds of businesses but focus intently on White Owned?

    Tell us who was the person who requested a brand new Mercedes 500 car for ensuring passage of Goods through the Port? Yes for conducting the job for which he is paid every month. Naturally he is Black so that is alright.

    David, I trust you have followed the recent topic on BU regarding a new Political Party where certain individuals are stating very clearly that they only want a Dark Black gent, with preferably little formal education, mandatory that such person come from a lower class background and have parents that are not particularly successful. What are you going to do when that mentality prevails–you are going to fail in several areas with those criteria!

    MB, the key corporate players in Barbados are white, The political class is black. The majority working class is black. So there will always be a racial subtext that can be exploded in racial tension.

    But the simple fact is you cannot cry racial hatred when the basic facts of our corporate landscape are laid bare. It is the reality.

    Everyone is asking for their 10% so to speak.

    Your customs guys wants his because he know the political class and corporate owners are getting their.

    If everyone was black or everyone was white the basic facts of Comissiong’s remarks would still be the same.

    Comissiong claims that the gov’t would not give these types of contracts to a black businessman but how can we prove that? Are there black owned local companies that can compete and bid in these spaces?

    If you feel aggrieved because it hits close to home (white bajans) then you are just seeking self preservation.

    The black men who sell their souls and condemn their fellow blacks in so doing are more evil and despicable.

    In this ‘colonial system’ the blacks control the political and much of the persuasive power so if the whites still seem to be directing the show then something is very wrong.

    So get off this race potty about racial hatred. That is nonsense in this instance . This is fundamentally about corruption and malfeasance.

    All of we gotta stop dis folly they doing.

With all this factual information I am of the view that all these decisions should be challenged in the public domain and in the law courts.What a disaster,passing as governance.Greed of immense proportions by both black and white local and foreign entities.Errol Barrow would never, ever tolerate these shenanigans.I blame Freundel Stuart for making decisions in the interest of the party and not the country.Its all so reflective of his poor leadership and inaction.Its vulgarity really.Its a case of his failure to protect the public against wanton waste and corruption.

  9. White English people laughed at me too and my sister who became a Nurse (like so many black Bajan young ladies). Bajans/ WIdians are different to English regardless of race. They think we are ALL inferior as a result and that is why the bulk of our friends were Cbean, Chinese/ from various Asian places, Greeks, Africans and Turks. Do you think it was easy living as a White 19 yr old in the same Hostel with all the above and then White Sth Africans, a few who were friendly across the spectrum BUT most were not.

    Interestingly, it was relatively good for most of us until a ignorant ass Jamaican moved in and stirred up all kinds of BS without any justification. Divisions were forged where there had been none! Some of my African pals could not believe his utter stupidity.

    The lesson he failed to grasp is that Whites, nor Blacks/ other races are NOT HOMOGENEOUS. You never have too many friends, monitor for prejudices BUT you never know who can be your ally at critical junctures.

Can you imagine the fear/panic a united Caribbean would be…? Then imagine the utmost dread if all of African were united under one flag…!? At times the ones we dispised are the ones with the good ideas/thinking…! I cannot foresee Caucasians losing their grip of control over people of African heritage for the next 400 years. Why, because we’re easily divided…!

    We do not like corruption. We know that when all is said and done the price if the corruption come out of the pockets of us the taxpayer/consumer.

    We are tired of having so much of our money go to this WICKEDNESS. We would much rather keep more of our money for ourselves, our children, and our children’s children.

    We don’t feel good enriching the white business class nor the black politicians.

    Granville/Grenville Phillips assumed yesterday that I did not know about traffic tickets even though I have held multiple driver’s licenses from multiple jurisdictions for decades. He was wrong.

    I just don’t do traffic offenses.

    I don’t do bribes/prouges/dash.

    I don’t ask for nor accept favours from politicians.

    Once in my life I voiced the desire to ask a politician a favour. A sibling who is a civil servant advised me not to “because then you would never own your own soul again”

    That sibling doesn’t do bribes either, even though in a prime position to do so. Business people, white and black, and politicians know NOT to approach her.

    Still some good people left.

    Personally I dont give a Rodents Rectum bout racism by Black Bajans. I have made it clear on numerous occasions that I have experienced mostly excellent relations with the majority of darker Bajans (starting with my next door neighbours at age 4). I consider all Bajans as my peeps. However, I have had totally unjustified victimisation by a few, although I do appreciate why those few had a bad attitude since some Whites especially 40 yrs ago treated black peeps terrible.

    My role here is to present varied perspectives to elucidate the situations presented and provide balance. No one has a monopoly on expression, especially biased.

    SS, one major problem in Bim is that some black people ASS U ME that all Whites hold the same view on race—nonsense. Interesting that some loves to talk bad about Bizzy but this chap had the integrity to marry a fairly dark lady. Sure some peeps hate he for dat on both sides of the colour spectrum! Once dem happy that is fantastic, it is no one’s business anyhow besides theirs.

    Maybe cultivating some white friends would help many and vice versa. Some person on here once stated that no Whites shoot at Waterford—-not accurate as my own nephews do and dem real White.

    Is it alright to malign thousands of good Whiteys, like me?????

    It is a self fulfilling prophesy that the Rich get richer, true all over the World as there are African Billionaires, Chinese, Indian et al. Sophisticated/ large Engineers/ Construction people in a small country like Bim are always likely to be on the inside track for big contracts—–so darker peeps must merge their smaller entities to grow to the minimum size to compete.

    Many of the cleverest darker Bajans are top Lawyers, Doctors, CAs and Professionals, maybe a smaller proportion went into Construction businesses or decided to work for Engineering Partnerships.

Look at how easy we have ignored the substance of DC’s article and instead of focusing on the corruption in government and how our children’s children children will be asked to repay a loan that they or their grand parents never negotiated or agreed to, we are instead discussing the mundane topic of race relations (again) in Barbados. Maybe DC should take head out of his donkey and not cloud what could have been an important contribution by focusing his sights on Race, Race, Race. We have a much large problem people – how do we get rid of this government legally before the good ship Barbados sinks and is beyond salvage?

    I suppose when you have moderators like the one on Brass Tacks today defending in the strongest way and trying to justify whatever the government’s performance by asking silly little questions like “Why did the other side not do it/that/this/something” , well then, our grass roots politicians will always feel that they are the sharpest knives in the drawer and the rest of us are in need of their leadershit (oops! spell checker problem).

Kennedy indelible words he spoke many decades ago Fear? He said as I quote: ” Ask not what your country can do for you, but what you can do for your country.” I would like to think that I am helping my country in any way possible irrespective of the mistakes of the past, but in doing so, I hope we never again return to those previous miscalculations.

    Many of the sordid details have even been documented IN our COURT.
    The Police / DPP/ CJ/ AG / GG …and even the PM (in his brief moments of awareness) are appraised of these ..and more of the dirty linen of this country.

    Rushing to ‘change the government’ is EXACTLY how we sought to deal with the issue in 2008 when the DLP promised Integrity…

    So ignoring the moot, and focusing on the nasty underlying BRIBERY, GREED and wickedness in high places is THE CORRECT approach that should now be taken here on BU…. We refuse to be manipulated by political hacks from EITHER side.

    These BLP jokers like Enuff are only to keen to get their snouts back into the national treasury with their VECO deals and 3S scams.

    Don’t you find it highly convenient that Commisiong suddenly ‘discovered’ these issues AFTER Mia makes them her soap box issues? Shiite man, we have been on these in DETAIL thanks to David and Due Diligence for YEARS.

But I hope you do not take affront to my comment, but I have never once seen a white Bajan playing Cricket with black people in Barbados, unless is was on the club level. And I should know because I have had a lot more exposure to white Barbadians than the average black Barbadian. My mother worked for several white Bajan families back in the day, and I have traveled to practically every one white plantation in Barbados during my association with the Mounted Police, as well as my exposure to them as kid when their used to come to District A Police Station annually, back in the 70’s with their Horse and Dog shows.

    I often ask about Rachel Dean because unlike my experience with other white Barbadians, she seemed to have been a little more accepting and tolerant of us. And at a time when white Barbadians and white people elsewhere in the world thought very poorly of us. She interacted with us as though she was one of us, and this was is in stark contrast to her peers.

    Well Domps now U know of at least one!

    Used to be pun the pasture regularly as an adolescent, had an old “English bat”( inherited) and we use to make balls with cut up bicycle Inner tubes impregnated with a rock and cloth, sound familiar. Certainly when I butt up the old playmates to this day we shout for each other like it was last week and not 45 years back. Friends for life!

    Parents, especially Mothers, would certainly try to keep adolscents far from darker kids. They did not want any sexual interaction and it was obviously known that brown/light skin offspring had come from interaction over the years. Naturally that was” correct” thinking if you wanted your child to study hard and get ahead. Certainly many black families who had lofty goals used the same thinking, regardless of racial overtones and their kids were virtual captives pun their home property!

    Some of ya’ll Harrison College boys truly amaze me with your impressive understanding of the affairs of government. Corruption goes hand in glove with the political affairs; it has always been intricately interwoven with this state of affairs, and will always be part and parcel of it. Simple, until you or anyone else find the necessary pill which cures man’s faults and failings, there will always be an element of corruption in the human- affairs. That is theology 101 or is it philosophy 101? Address man’s internal condition, then you would have resolved the element of corruption which goes hand in hand with the political affairs. As soon as we discover man’s improprieties, and implement the necessary checks and balances to comeback such moral wrongdoings, man finds new and inventive ways to circumvent them.

    I don’t doubt your version of those white mothers who wanted no sexual interaction between their sons and daughters with those gruesome- looking voodoo worshiping black Bajan folk. But if those white mothers only knew that their sons were fooping the female servants and the male outdoors help were fooping their white daughters, their would being rolling their graves right about now. On a visited to one of my mother’s many work sight one day, this white Bajan guy who happened to be a friend of mine, boasted to me regarding how many black maidservant he had fooped and how many he intended to fooled in the future. Sorry for the vulgarity, but if I tell a lie God should drop me down death.

    Moneybain is much needed here on BU. I have always argued and still do hold that partiality of opinion leads to self-righteousness. Why not have difference of opinion which serves only to widen perspective?

    You seems to be the only one here receptive to my quires. So may I ask: what have be come of Robert Ross? I haven’t heard from that man in quite sometime. You know when a young boy is missing he has gone to pursue his youthful passions. But when an old man is missing, it only leads to one definite conclusion.
